STATES GRAPPLE WITH SHORTAGE OF DOCS, HIGH MED BILLS 

 

Residents of Delhi who are unable to have surgeries at any city government hospital can now get free surgery in 48 private hospitals without having to worry about huge bills. The bills, for which no upper limit has been set, will be paid by the Delhi government. “We lay emphasis on health and education, there will be no dearth of funds for this scheme,“ CM Arvind Kejriwal said while launching the scheme at Talkatora Stadium on Saturday .

 

A patient undergoing treatment at any of the 24 Delhi government hospitals where she is scheduled for surgery which cannot be performed at the government hospital within 30 days because of an overload or if the hospital does not have infrastructure can be referred to a private hospital. The free surgery can be conducted within a fortnight.

The patient needs to submit residence proof with the OPD slip (containing referral to private hospital) with an authorisation form (available at the hospital) to the nodal officer of the Delhi Arogya Kosh from where she will get the authorisation letter allowing treatment at private hospital. The hospital administration will assist the patients' family in the process.

Says `Victim' Lied To Cops, Mentally Ill

A sexual abuse case initiated by a Class IX girl against her father and brother has been quashed by the Madras high court which found that she had lied to police, copied a complaint available with a child helpline and also suffered from schizophrenic disorders.

It turned out that the girl lodged the complaint because her father was strict and often reprimanded her for poor academic performance. She wanted to leave her home and stay in a hostel.
The Reddiarpalayam police in Puducherry , however, had registered a case under Protec tion of Children from Sexual Offences (POCSO) Act, 2012, and arrested the father in April 2016.

Justice R Mahadevan, quashing the FIR, said: “ A plain reading of the FIR would show that the entire proceeding is maliciously instituted with ulterior motive to wreak vengeance against them. Furthermore, the findings rendered by the Schizophrenia Research Foundation, Chennai for psychological evaluation (psychotic treatment) would show that the girl did not have capacity to think about the outcome of her behaviour and that she copied the complaint verbatim from a Child Helpline volunteer Sharmi. It is also seen that she wanted to stay in a hostel and wrote a complaint against her father and brother, and she did not think about the consequence of her action.

 In view of the above stated circumstances the impugned FIR pending on the file of the Reddiyarpalayam police is quashed.“ In her complaint, the girl al leged that her father had sexually abused her before she attained puberty and that her brother had taken photographs while she was taking a bath. Police booked the case for offences punishable Section 6 of POCSO Act, and arrested her father. It was the high court which found something amiss, as the complaint was too neat, without any mistake and any overwriting. It asked the police to produce the girl before it on June 14, 2016, when it found that she was not even able to read the complaint properly .

Then the court referred the girl for conducting psychiatric tests and found out that she actually wanted to stay in a hostel away from home and that she copied the complaint written by a helpline volunteer, whom the girl met at an awareness programme in her school. The court found she was intellectually below average and did not have the capacity to think about the consequences of her acts and behaviour.

The father's counsel told the court that she had to change three schools due to poor academic performance and that she found her present school too strict. The girl was unable to differentiate between right and wrong acts, he said.Quashing the FIR, the judge said there was no pornographic picture available so as to implicate the father and brother.

At least 12 MBBSaspirants will compete for a seat in government medical colleges in Tamil Nadu, and double that number will vie for government quota seats in self-financing colleges.

 

On Saturday , the last date for submission of filled-in applications, the state selection committee in-charge of MBBSBDS admissions, said it had received 50,558 applications, of which 31,323 were admissions to 2,594 seats in 23 state-run medical colleges.

The remaining 19,235 applications were for admissions in the 783 government quota seats in 10 self-financing colleges affiliated to the state university .“This is more than twice the applications we received last year. But this year, in a first, we are doing counselling for management quota seats as well,“ said selection committee secretary Dr G Selvarajan. The state had sold over 43,206 application forms from its medical college and others were downloaded.

The committee is expected to release the rank list on July 14 and begin counselling on July 17. Over 80,000 students wrote NEET 2017 conducted by the CBSE in May . The CBSE is yet to share data such as pass percentage, category wise and language-wise qualifiers with the state government. “We have deputed additional staff to verify every application manually,“ he said. The last day saw more than 1,000 students rushing in to drop their filled in applications at the Directorate of Medical Education, Kilpauk. Students faced difficulties in getting their applications attested by a gazetted officer and sourcing postcards as stipulated in the prospectus. A huge crowd was seen at the venue from 10am to 2pm, but a 30-minute extension of time worked to the advantage of many students. The state government will reserve 85% of government quota seats for state board students in MBBS, BDS admissions. Of the 4,350 seats in 22 government medical colleges, state-managed Raja Muthiah Medical College of Annamalai University and 10 self-financing institutions, 973 will be surrendered to the allIndia quota. Of the remaining 3,377 seats, 2,867, including 2,094 in government colleges, will be reserved for state board students. In dental admissions, state board students will have 1,011seats.

Private doctors can now do angioplasty in TN govt hosps

Private sector cardiologists can soon do life-saving stenting and angioplasty in Tamil Nadu government hospitals.

 

As of now, cath labs in government hospitals are open only between 8am and 3pm, but by inviting private doctors to its facilities when there is no government doctor for emergencies, the state will be able to offer round-the-clock care.

As a part of its cardiac care policy, aimed at reducing the incidence of deaths due to heart diseases, the state plans to add at least 11cath labs, where non-surgical cardiac procedures such as angiogram and angioplasty are done. Presently, five cath labs are operational in Stanley Medical College Hospital and Government mulch-speciality Hospitals in Chennai, Rajaji Government General Hospital in Madurai and Salem Government General Hospital.

The state now plans to pay government doctors to do these procedures beyond duty hours and empanel private doctors to work in its facilities. Labs like the ones in Chen nai can do at least 10 angioplasties and another six angiograms a day if we put them to optimum use. But we don't have adequate doctors working round the clock, the utilisation comes down. In smaller cities, there may not be adequate doctors sometimes even through the day.Our intension is to scale this up,“ said Tamil Nadu Medical Service Corporation managing director P Umanath.

The state plans to pay government doctors to do these procedures beyond duty hours and empanel private doctors to work in its facilities. They will be paid either through health insurance or by the health department. “The amount may not equal what private hospitals offer, but with volume, we will be able to match the pay at least in long term.“

It is hoped that the number of patients being taken to private hospitals can be reduced through state health insurance even for elective surgeries. The state has already been using gynaecologists and anaesthetists for emergency C-sections in rural PHCs when government doctors are not available.
State health insurance data shows only 7% of the total procedures were for treatment of heart diseases but accounted for a quarter of the money spent. Additional Public Health director Dr T S Selvavinayagam said `270 crore was spent for stenting and angioplasty procedures, 95% in private hospitals.

After a pilot study , the state decided on a hub and spoke model of care for heart diseases.
Spokes, or small hospitals, use standardised ECG to diagnose ST-elevation myocardial infarction (STEMI), where a clot in a heart vessel slowsstops blood flow. Test results are shared with doctors at hubs, or hospitals with cath lab, for confirmation. A patient testing positive is given blood thinners and lipid-lowering medication followed by another drug to dissolve the clot. In 324 hours, the patient is sent to a speciality hospital and wheeled in for angioplasty stenting, said state health secretary J Radhakrishnan.

தற்போது உள்ளாட்சி அமைப்புகள் மூலம் வசூலிக்கப்பட இருந்த கேளிக்கை வரி தற்காலிகமாக நிறுத்தி வைக்கப்பட்டு உள்ளதால், இன்று முதல் பழைய டிக்கெட் கட்டணத்துடன் ஜி.எஸ்.டி வரியை மட்டும் சேர்த்து புதிய டிக்கெட் கட்டணம் நிர்ணயிக்கப்பட்டு உள்ளது.

மல்டி பிளக்ஸ் தியேட்டர்களில் ஏற்கனவே ரூ.120, ரூ.100, ரூ.10 கட்டணத்தில் டிக்கெட் விலைகள் இருந்தன. இன்று முதல் ரூ.120 டிக்கெட் கட்டணம் 153 ரூபாய் 60 காசு என்றும் ரூ.100 டிக்கெட் கட்டணம் ரூ.128 என்றும் ரூ.10 டிக்கெட் கட்டணம் 11 ரூபாய் 80 காசு என்றும் உயர்த்தப்பட்டு உள்ளது.

சாதாரண குளிர்சாதன வசதி கொண்ட தியேட்டர்களில் ஏற்கனவே வசூலிக்கப்பட்ட ரூ.50 டிக்கெட் கட்டணம் ரூ.59 என்றும் ரூ.10 டிக்கெட் கட்டணம் ரூ.11.80 என்றும் உயர்த்தப்பட்டு உள்ளது.

குளிர்சாதன வசதி இல்லாத தியேட்டர்களில் ஏற்கனவே வசூலிக்கப்பட்ட ரூ.30 டிக்கெட் கட்டணம் 35 ரூபாய் 40 காசு என்றும் ரூ.5 டிக்கெட் கட்டணம் 5 ரூபாய் 90 காசு என்றும் மாற்றி நிர்ணயிக்கப்பட்டு உள்ளது.

Govt doctors to face dismissal if they prescribe drugs from private pharmacies

BENGALURU: Government hospital doctors will get their salary this month only if they sign a declaration stating that they won't prescribe medicines from private pharmacies is submitted. A Health Department circular to this effect was issued on Thursday.

“If this declaration is violated, the department is contemplating dismissal of doctors,” said Principal Health Secretary Shalini Rajneesh.

“If drugs aren't available in government pharmacies, it can be procured from Drug Logistics Society through an online indent. It can also be directly obtained from Jan Aushadi stores where generic drugs are available. If drug logistics fails to supply any drug indented by doctors the hospital can use Arogya Raksha Samiti funds to procure the drug locally,” she said.

She stressed that only 80 per cent funds have been utilised by hospitals in the past year and that they should be used to procure drugs.

K S Manjunath, medical superintendent, Bowring and Lady Curzon Hospital said, “Except in rare cases where we require drugs for ICU, almost everything is available in the hospital. Doctors have to make it a habit to prescribe brands available in the hospital that are procured by the government through tenders. Also, what brand is best for the patient is a very subjective thing.”

C N Manjunath, director, Jayadeva Institute of Cardiovascular Sciences, said, “Though this circular isn't applicable to super specialty hospitals like ours, I think this is an impulsive decision. Supply from Drug Logistics Society is erratic. We need to look at bioavailability, potency, efficacy and impurity content in every drug. In India, there is no continuous quality assessment of drugs. If one batch is of good quality, another is not. Also, it should be at the patient’s discretion if he/she wants to be treated with generic drugs. Personally, I wouldn't go for generic drugs.”

Manjunath said that local purchases may take time and patients shouldn't be kept waiting for the want of drugs.

மாத்திரை மாற்றி கொடுத்ததால் ஒருவர் உயிரிழப்பு

சென்னை திருவொற்றியூரில் உள்ள ஒரு மருந்துக் கடையில் ரத்த அழுத்தத்துக்குக் கொடுக்க வேண்டிய மாத்திரைக்குப் பதிலாக வேறு மாத்திரை கொடுத்ததால் ராமன் (59) என்பவர் உயிரிழந்தார்.
திருவொற்றியூரை அடுத்த எர்ணாவூர் குப்பத்தைச் சேர்ந்தவர் ராமன். தனியார் நிறுவனத்தில் காவலாளியாக வேலை பார்த்து வந்த இவர், உயர் ரத்த அழுத்த நோய்க்காக சிகிச்சை பெற்று வந்தார்.
கடந்த 20 - ஆம் தேதி ராமனுக்கு மருத்துவர் ரத்த அழுத்தத்துக்கான மாத்திரையை எழுதிக் கொடுத்துள்ளார். திருவொற்றியூர் நெடுஞ்சாலையில் தேரடி பகுதியில் உள்ள ஒரு மருந்து கடையில் மருந்து சீட்டைக் கொடுத்து ராமன் மருந்து வாங்கியுள்ளார். ஆனால், மருந்துக் கடைக்காரர் மாத்திரையை மாற்றி, புற்றுநோய்க்கான மாத்திரையை கொடுத்துவிட்டதாகத் தெரிகிறது.
இதை அறியாத ராமன் 6 நாட்களாக மாத்திரையை உட்கொண்டுள்ளார். அவரது உடல்நிலை மிகவும் மோசமடைந்ததால் கிரீம்ஸ் சாலையில் உள்ள தனியார் மருத்துவமனையில் அனுமதிக்கப்பட்டார். ஆனால், சிகிச்சை பலனளிக்காமல் அவர் உயிரிழந்தார்.
தந்தையின் மரணத்தில் சந்தேகம் அடைந்த ராமனின் மகன் சக்திவேல், மாத்திரை குறித்து மருத்துவர்களிடம் ஆலோசனை நடத்தியதில் தவறான மாத்திரையால் தான் ராமன் உயிரிழந்தார் என்பது தெரிய வந்தது. இதையடுத்து சக்திவேல் திருவொற்றியூர் காவல் நிலையத்தில் புகார் அளித்தார். இதையடுத்து போலீஸார் மருந்து கடை உரிமையாளர் பலவேசம், ஊழியர் சுரேஷ் ஆகியோரை கைது செய்து புழல் சிறையில் அடைத்தனர்.

சென்னை: பேரறிவாளனை பரோலில் விடுவிப்பது குறித்து அரசு பரிசீலித்து வருவதாக தமிழக முதல்வர் பழனிசாமி விளக்கம் அளித்தார்.

முன்னாள் பிரதமர் ராஜீவ் காந்தி கொலை வழக்கில் தண்டனை பெற்று சிறையில் அடைக்கப்பட்டிருக்கும் பேரறிவாளனுக்கு பரோல் வழங்குவது குறித்து சட்டப்பேரவையில் இன்று கேள்வி எழுப்பப்பட்டது.

அதற்கு பதில் அளித்த முதல்வர் பழனிசாமி, பேரறிவாளனுக்கு பரோல் அளிப்பது தொடர்பாக தமிழக அரசு பரிசீலித்து வருகிறது. 10 ஆண்டுகளுக்கு மேல் சிறையில் இருப்பவர்களை விடுவிக்க நடவடிக்கை எடுப்பது குறித்து தலைமை வழக்குறைஞரிடம் ஆலோசனை கோரப்பட்டுள்ளது என்றும் அவர் கூறினார்.

ராஜீவ் காந்தி கொலை வழக்கில் 26 ஆண்டுகளுக்கும் மேலாக சிறைத் தண்டனை அனுபவித்து வரும் பேரறிவாளன், பெற்றோரைக் கவனித்துக் கொள்வதற்காக 30 நாள்கள் விடுப்பு வழங்கும்படி விடுத்த கோரிக்கையைச் சிறைத் துறை ஏற்கனவே நிராகரித்து விட்டது.

மத்திய சட்டங்களின் அடிப்படையில் உச்சநீதிமன்றத்தால் அவர் தண்டிக்கப்பட்டுள்ளதால், தமிழ்நாடு தண்டனை நிறுத்தச் சட்டத்தின்படி அவருக்கு சாதாரண விடுப்பு வழங்க முடியாது என்று வேலூர் மண்டல சிறைத் துறை துணைத் தலைவர் பிறப்பித்த உத்தரவில் தெரிவிக்கப்பட்டது.

ஆனால், மத்தியச் சட்டங்களின் அடிப்படையில் கைது செய்யப்பட்டு சிறைத் தண்டனை விதிக்கப்பட்ட கைதிகளுக்கு மாநில அரசுகள் சிறை விடுப்பு வழங்கியதற்கு ஏராளமான உதாரணங்கள் உள்ளன.

மும்பை தொடர் குண்டுவெடிப்பு வழக்கில் தண்டனை விதிக்கப்பட்ட ஹிந்தி நடிகர் சஞ்சய் தத்துக்கு இரு ஆண்டுகளில் 5 மாதங்கள் சிறை விடுப்பு வழங்கப்பட்டது. ராஜீவ்காந்தி கொலை வழக்கில் தண்டிக்கப்பட்ட மற்றொரு தமிழரான ரவிச்சந்திரனுக்கு 4 முறை சிறை விடுப்பு வழங்கப்பட்டுள்ளது.

மத்திய சட்டங்களின்படி விதிக்கப்பட்ட தண்டனையை பேரறிவாளன் அனுபவித்து முடித்து விட்டார். இந்தியத் தண்டனைச் சட்டத்தின்படி வழங்கப்பட்ட வாழ்நாள் சிறைத் தண்டனையை மட்டும்தான் தற்போது அவர் அனுபவித்து வருகிறார். எனவே பேரறிவாளனுக்கு உடனடியாக சிறை விடுப்பு வழங்க வேண்டும் என்று பல்வேறு தரப்பினரும் வலியுறுத்தி வரும் நிலையில், முதல்வர் பழனிசாமி இந்த விளக்கத்தை அளித்துள்ளார்.

மத்திய அரசு ஊழியர்களுக்கு உயர்த்தப்பட்ட படிகள் ஜூலை மாத சம்பளத்துடன் கிடைக்கும்

மத்திய அரசு ஊழியர்களுக்கு வீட்டு வாடகைப்படி உள்ளிட்ட படிகளை உயர்த்துவது தொடர்பான அறிவிக்கை அரசிதழில் வியாழக்கிழமை வெளியானது. உயர்த்தப்பட்ட படிகள் ஜூலை 1- ஆம் தேதி முதல் அமலுக்கு வருகிறது. எனவே, மத்திய அரசு ஊழியர்களுக்கு ஜூலை மாத சம்பளத்துடன் கூடுதல் படிகள் கிடைக்கும்.
இதன் மூலம் 34 லட்சம் மத்திய அரசு ஊழியர்களும், 14 லட்சம் பாதுகாப்புப் படை வீரர்களும் பயனடைவார்கள். படிகள் உயர்த்தப்பட்டதன் மூலம் அரசுக்கு ஆண்டுதோறும் ரூ.30,748.23 கோடி கூடுதலாக செலவாகும் என்று மதிப்பிடப்பட்டுள்ளது.
7- ஆவது ஊதியக் குழு பரிந்துரைகளை அப்படியே அமல்படுத்தியிருந்தால் கூட மத்திய அரசுக்கு ரூ.29,300 கோடிதான் செலவாகும். ஆனால் மத்திய அரசு தானாக முன்வந்து சில படிகளை உயர்த்தியதால் கூடுதலாக ரூ.1448.23 கோடி செலவு ஏற்பட்டுள்ளது.
மொத்தம் 53 படிகளை நிறுத்த வேண்டும் என்று ஊதியக் குழு பரிந்துரைத்திருந்தது. ஆனால், அவற்றில் 12 படிகளைத் தொடர்வது என்று மத்திய அரசு முடிவெடுத்தது.
முன்னதாக, படிகளை மாற்றி அமைப்பது தொடர்பாக ஊதியக் குழு அளித்த பரிந்துரைகளை பரிசீலிக்க அதிகாரமளிக்கப்பட்ட குழுவை மத்திய அரசு அமைத்தது. அக்குழு அளித்த பரிந்துரைகளுக்கு பொருளாதார விவகாரங்களுக்கான மத்திய அமைச்சரவைக் குழு கடந்த மாத இறுதியில் ஒப்புதல் அளித்தது. இப்போது அரசு அறிவிக்கை மூலம் அவை அமல்படுத்தப்பட்டுள்ளன.

4 ஆயிரம் ஊழியர்களை வேலையிலிருந்து நீக்க மைக்ரோசாஃப்ட் நிறுவனம் முடிவு

நியூயார்க்: மைக்ரோசாப்ட் நிறுவனத்தில் பணிபுரியும் ஊழியர்களை வேலையில் இருந்து நீக்க அந்நிறுவனம் முடிவு செய்துள்ளதாக தகவல்கள் வெளியாகி உள்ளன. இதில் அதிகமானவர்கள் இந்தியர்களே என கூறப்படுகிறது.

அமெரிக்காவை தலையிடமாக கொண்டு செயல்படும் மைக்ரோசாஃப்ட் நிறுவனத்தில் சுமார் 1,92,000 பணியாளர்கள் பணியாற்றி வருகின்றனர். இவர்களில் 71,000 பேர் அமெரிக்காவிலும், 1,21,000 பேர் மற்ற நாடுகளிலும் பணியாற்றுகின்றனர். இந்நிறுவனத்தின் விற்பனை மற்றும் மார்க்கெட்டிங் பிரிவில் ஒரு பெரிய மறுசீரமைப்பை மேற்கொள்ளவும், வாடிக்கையாளர் மற்றும் பங்குதாரர்கள் சேவையை மேம்படுத்துவதற்காக சில மாற்றங்கள் மேற்கொள்ளபட உள்ளதாக தகவல்கள் வெளியாகியுள்ளன.

இதுகுறித்து அமெரிக்க நாளிதழ் நியூயார்க் டைம்ஸ் வெளியிட்ட செய்தியில், இந்தியாவில் பிறந்த சத்யா நாதெல்லா தலைமையிலான தொழில்நுட்ப நிறுவனம் சுமார் 3 ஆயிரம் முதல் 4 ஆயிரம் பணியாளர்களை குறைக்க திட்டமிட்டிருப்பதாக கூறியுள்ளது.

இதில், அமெரிக்காவிற்கு வெளியே வேலை செய்பவர்களே அதிகமாக வேலை இழக்க வாய்ப்புள்ளதாக கூறப்படுகிறது. இந்த தகவல் மைக்ரோசாஃப்ட் நிறுவனத்துடன் நெருங்கிய தொடர்புடைய செய்தித்தொடர்பாளர் ஒருவரால் கூறப்பட்டதாகவும் கூறப்படுகிறது.

சென்னை: தினமும் ஆயிரக்கணக்கான பயணிகள் வந்து போகும் சென்னை சென்ட்ரல் ரயில் நிலையத்தில் பல அடிப்படைக் குறைபாடுகளில் ஏடிஎம் தட்டுப்பாடும் ஒன்று.

தென்னிந்தியாவின் மிக முக்கிய ரயில் சந்திப்புகளில் ஒன்றான சென்னை சென்ட்ரலில், ஏடிஎம் தட்டுப்பாட்டால் ஏராளமான பயணிகள் கடும் சிரமத்துக்கு ஆளாகின்றனர்.

சென்னை சென்ட்ரல் ரயில் நிலைய வளாகத்துக்குள் சுமார் 11 வங்கிகளின் ஏடிஎம்கள் அமைந்துள்ளன. ஆனால்,அவற்றில் 3 ஏடிஎம்கள் மட்டுமே வழக்கமாக திறந்திருக்கும். இதனால், அந்த 3 ஏடிஎம்களிலும் எப்போதும் நீண்ட வரிசை இருப்பதையும் பார்க்க முடிகிறது. அதிலும் சில சமயங்களில் அந்த மூன்று ஏடிஎம்களில் ஏதேனும் ஒன்றோ அல்லது இரண்டோ பழுதானால் இன்னும் நிலைமை மோசமாகிவிடும்.

இது குறித்து ரயில்வே அதிகாரிகளை கேட்டபோது, சென்னை சென்ட்ரல் ரயில் நிலையத்தில் அமைக்கப்பட்டுள்ள அனைத்து ஏடிஎம்களும் சுமார் 5 ஆண்டுகளுக்கு முன்பு, ரயில்வேக்கும் வங்கிகளுக்கும் இடையே ஏற்படுத்தப்பட்ட புரிந்துணர்வு ஒப்பந்தத்தின் கீழ் அமைக்கப்பட்டவை.

ஆரம்பத்தில் ரயில்வேக்கு வங்கிகளிடம் இருந்து உரிய கட்டணம் செலுத்தப்படவில்லை. அதனால் ஏடிஎம்கள் மூடப்பட்டிருந்தன. ஆனால், தற்போது அனைத்து நிலுவைகளும் கட்டப்பட்டுவிட்டன. மேலும், 5 முக்கிய வங்கிகளின் ஒப்பந்தங்கள் காலாவதியாகிவிட்டன. அந்த இடங்களுக்காக மறு டெண்டர் விடுக்கப்பட்டுள்ளது என்றார்.

Pondicherry University bars 304 MBBS students from writing first year exams

PUDUCHERRY: Pondicherry University has barred 304 MBBS students, who joined under management quota in three private medical colleges, from appearing for first year examinations as neither the Puducherry government nor the college managements submitted necessary documents to prove their basic academic qualifications.

Pondicherry University, which had deferred the examinations for the first year MBBS students for the academic year 2016-17 by a month, finally decided to hold it from July 13 for rest of the students, including 146 students, who joined the course under state quota in these colleges. The university had not received the proof of academic qualification of students, who joined the course in three private colleges under management quota.

"The first year MBBS exam is conducted only for those students whose qualifications are recognized and registered as matriculates of our university for the academic year 2016-17. For the remaining students admitted under management quota, examination will be conducted on receipt of recognition order from the academic section of the university," said controller of examinations (in-charge) K Tharanikkarasu in an official communication

The Puducherry government and private medical colleges have to submit the list of students joining MBBS course under state and management quotas with documents proving their academic qualifications to Pondicherry University. "The university recognized the lists of MBBS students under state quota but raised a few queries on the lists of MBBS students under management quota and sought the concurrence of the government," said a university official.

An official of the health directorate said the directorate has begun the process of issuing concurrence to the university and added that the government will soon decide on the issue. "We are waiting for government's direction," said the official.

The university has barred 112 students from Pondicherry institute of medical sciences (Pims), 97 students from Sri Venkateshwaraa medical college hospital and research centre (SVMC) and 95 students from Sri Manakula Vinayagar medical college and hospital (SMVMC) while permitting 38 students from Pims, 53 in SVMC and 55 in SMVMC to appear for first year MBBS examinations.

The university will hold theory examinations from July 13 to 19 and practical examinations from July 24 to 29. The university, which will commence online registration and issue hall tickets from July 7, will close registration by July 10.

There are 1,200 MBBS seats - 150 in government medical college, 450 in three private medical college and hospital (Pims, SVMC and SMVMC) and 600 seats in four institutions affiliated by deemed universities. The private colleges and institutions surrendered 283 seats under State quota.

Centralized admission committee (Centac) drew a merit list based on the plus two marks of the students and filled up 127 seats in government medical college (remaining 23 seats went to all India pool) and 283 seats (surrendered by private medical colleges to the government) in private medical colleges. The private colleges and institutions filled the remaining 767 seats under management quota.

Consider OCI students on par with NRIs: HC

BENGALURU: The High Court on Friday directed the state government to consider Overseas Citizens of India (OCI) card holder students for non-government seats by treating them on par with Non-Resident Indians (NRIs) for admission to first-year MBBS/BDS courses.

A division bench of Justices H G Ramesh and S Sujatha issued the direction after disposing of a batch of petitions, filed by several OCI students seeking directions to the government to consider them for government seats as they had their primary and secondary education in Karnataka.

The division bench also said that OCI students will be considered for admission under various categories of seats if they are eligible, except for government quota seats.

The petitioners have challenged the Rule 5(1) of Karnataka Selection of Candidates for Admission to Government seats in Professional Educational Institutions Rules, 2006 which provides powers to restrict admission to Indian citizens only.

CHENNAI: In which language was the national song, Vande Mataram,  originally written?

This was not a poser to children in a quiz competition. It was a question in an examination conducted for selection of teachers by the Teachers Recruitment Board in 2013. The question echoed in the Madras High Court, which could not determine the correct answer.

Justice M V Muralidharan then directed the Advocate-General to submit the correct answer. “If any advocate or any other parties, who is interested in this case, are also permitted to assist this court and to offer their reply in respect of the subject with relevant records,” the judge said in his interim order on Friday.

K Veeramani of Thailapuram in Villupuram district, a  BA, BEd, wrote the TN TET for appointment to the post of BT Assistant in 2013. Question No. 107 (D-Type) Paper-II asked candidates to answer as to in which language the song Vande Mataram was written first.

There were four answers -- A. Bengali, B. Urdu, C. Marathi and D. Sanskrit. Petitioner’s answer was A. Bengali, as per the BEd textbook.

Claiming that the answer was wrong, he was denied one mark. As he secured only 89 marks, one mark less than the cut-off mark of 90, he was refused selection.

Hence, the present petition for a direction to the Teachers Recruitment Board to award one mark and select him and to keep one post vacant till then.

The petitioner’s counsel told the judge that Vande Mataram was written by Bankim Chandra Chatterjee in both Bengali and Sanskrit. But, the Additional Government Pleader claimed that it was written only in Sanskrit and later translated into Bengali.

The confused judge directed the AG to appear and submit the correct answer.
The judge also kept it open to any other advocate or interested parties to submit the correct answer with supporting material and posted the matter for July 11.

 Deadline for MBBS admissions extended

The Centralised Admission Committee (Centac) has extended the date of submission for online application for MBBS and BDS degree courses (Union Territory of Puducherry candidates only) from July 7 to 16.

The hard copy of the applications should reach the Centac office either by post or in person on or before 5 p.m. on July 18.

List released

The Department of Health and Family Welfare has announced the list of candidates qualified through the National Eligibility cum Entrance Test (NEET). Of the 4,196 students who appeared for the NEET-UG from Puducherry, only 1,586 students have been qualified.

Of the 394 candidates, at least 207 have qualified under the general category.

Of the 3,173 students who appeared for the examination under the OBC category, 1,237 students qualified. Under the SC and ST categories, nearly 620 and nine students respectively appeared for the examination.

Among them, 138 and five have made the cut.

 HC comes down on Madurai Collector

For laying road through a Panchayat Union Primary School land at Karungalakudi

The Madras High Court Bench here on Friday came down heavily upon Madurai Collector K. Veera Raghava Rao for ordering laying of a road through a Panchayat Union Primary School land at Karungalakudi in Melur Taluk near here to allegedly facilitate easy access to a real estate project from Karungalakudi-Singampunari main road.

A Division Bench of Justices K.K. Sasidharan and G.R. Swaminathan granted an interim injunction restraining the Collector from laying the road after finding “considerable force” in the submissions made by a public interest litigation petitioner M. Srinivasan (40) of Karungalakudi that the road was being laid only to benefit real estate developers.

Since the petitioner’s counsel B.S. Meltiue told the court that the road-laying work had begun on Tuesday despite objections raised by the villagers, the judges directed R. Chellapandian, Deputy Block Development Officer of Kottampatti Panchayat Union, who was present in the court, to inform the Collector over phone to stop the work forthwith.


During the course of arguments, Mr. Justice Sasidharan told Special Government Pleader M. Govindan that a Collector was supposed to work for the welfare of the people and “not to act like Hitler.”

Recording that they had passed the interim injunction at 10.50 a.m, the judges made clear that no work should have been carried out in Karungalakudi after that point of time.
In his affidavit, the petitioner had claimed that his grandfather Mounampillai had donated 2.75 acres in the village for the construction of the school during the British regime in 1908. Till recent times, it was the only school which imparted primary education to the children living in and around Karungalakudi.

Alleging that a family involved in real estate business owned about 100 acres adjacent to the school, the petitioner said that it had converted the property into residential plots, besides constructing houses for rent as well as sale. The businessmen had made a representation to the Collector to lay a road to their property in the guise of public interest.

Acting upon it, a portion of the compound wall as well as one of the school buildings, in good condition, were demolished, the petitioner alleged and pointed out that the Additional Collector had instructed the authorities concerned, on more than one occasion, to construct the compound wall to protect the interests of the students.

“However, no compound wall was constructed,” the affidavit read and stated that the Collector had issued an order on September 15 last to lay the road and kept in cold storage for long “for reasons best known to him.” It added that the Collector’s order was forwarded to the Kottampatti BDO only June 27.

Subsequently, “the respondents 6 (Kottampatti Panchyat Union Commissioner) and 10 (BDO) came to the school premises with police force on July 4 and commenced the road work on the school land,” the petitioner claimed.

Kancheepuram hospital an NBE centre

 Only private hospitals have this facility

The Government District Headquarters Hospital, Kancheepuram, has been made a National Board of Examinations centre. The hospital, selected among the 11 government hospitals in the State, will offer a Diplomate (DNB course) that is equal to the post graduate degrees of the medical universities.
The other 10 government district or taluk headquarters hospitals, where the DNB courses to be offered include, Cuddalore, Chidambaram, Dindigul, Ramanathapuram, Virudhunagar, Kovilpatti, Erode, Tirupur, Pattukottai and Mayiladuthurai.

At present, only private hospitals/medical research centres have been recognised by the NBE for conducting these courses, offered in 54 disciplines. While DNB courses are offered in 12 disciplines, the DNB (super speciality) courses are available in 13 disciplines at 37 private institutions in Tamil Nadu.

With addition of 11 more government hospitals to offer DNB courses, the number of institutions is set to increase to 48.

Qualifications

As far as the seats sanctioned by the NBE in the 37 private institutions, 72 seats are available in DNB courses for which the applicant should have completed MBBS course with the one-year internship, and 65 seats in the DNB (super speciality) courses, for which the applicant should have completed MD/MS degree.

Pleasant weather, rain likely to continue during weekend

Chennai may get to enjoy a pleasant weather during the weekend as thunder showers are expected to continue, note meteorologists.

Friday dawned with a murky sky as the overnight showers had cooled the city . The day temperature in Nungambakkam and Meenambakkam dropped by a few notches compared to the previous day and was at 34.5 degree Celsius and 34.3 degrees Celsius respectively. This is nearly two degree Celsius lower than the average for the month.

On Thursday, the city was in the grip of stifling heat as the maximum temperature in the city touched 38.8 degree Celsius.

The decade’s high of 41 degree Celsius was recorded on July 10, 2015.

However, some areas in the city received a good spell of showers on Thursday night. The automatic rain gauges in Sriperumbudur and Ennore port recorded the highest volume of rainfall of 7 cm during the past 24 hours ending 8.30 a.m. on Friday. Meenambakkam too registered 5 cm.

Officials of the Meteorological Department said changes in the wind speed of the prevailing westerly winds led to the development of clouds and peaking temperature level also aided the convective activity.

S.Balachandran, Director, Area Cyclone Warning Centre, said the presence of easterly winds and their interaction with the hot westerlies also helped bring rainfall over north Tamil Nadu. The same weather pattern may continue for one or two days.

Drawal from Porur lake

Chennai Metrowater would start drawing three million litres of water from Porur lake and start supply from Saturday. It has already set up a modular treatment plant of four mld capacity.

 42,224 apply for MBBS, BDS

7,450 forms were downloaded from the website

As many as 42,224 candidates have applied for medical and dental seats at various government and self-financing colleges in the State.

The number includes 7,450 forms that were downloaded from the website. Saturday is the last date for submission of applications.

Officials in the Directorate of Medical Education said a total of 43,206 forms had been issued this year.

While 31,040 forms were issued for seats under the government quota, 12,166 forms had been sold for seats in management quota of self-financing colleges.

Candidates who wish to know the status of their application forms can access the details through the websitehttp://www. tnmedicalselection.org/.

Candidates can key in their application number, NEET registration number and NEET roll number to track the status of their applications for seats in management quota or government quota.

There are as many as 2,594 seats in government medical colleges; and 783 seats in self-financing colleges under government quota.

There are 517 seats in management quota in medical colleges.

In BDS, a total of 1910 seats, including self-financing management seats, are available for students under State quota.

Tambaram railway station getting ready to become another terminal

  Modern facilities being created to augment train services from Tambaram

The Tambaram Railway Station is getting ready to become the third terminal of the Chennai Railway Division after Chennai Central and Egmore. With more modern facilities being created, it is becoming one of the railway terminals of the Chennai Suburban Railway Network.
Sources with Southern Railway said that the civil work on the coach terminal wa complete, and it was ready for launch. Augmenting train services from Tambaram terminal requires more coach allotments and Chennai Division officials have been in touch with the Railway Board and coach suppliers.

A decision was made a few years ago to decongest Chennai Egmore and have a terminal at Tambaram to operate a few trains from there. Over a period of time several Express/Super Fast trains were diverted from Chennai Central to Egmore. But to decongest Egmore station, two daily express trains — Circar Express to Kakinada Port and Kacheguda Express to Kacheguda — are being operated from the Chengalpet junction. Sources said that they were focussing on improving passenger amenities at various stations on the Chennai Beach-Tambaram section. Once they get clearance from the Railway Ministry, the terminal would start functioning.

After taking up work on the second entrance on the Velachery Main Road, the Tambaram railway station has achieved many milestones in terms of infrastructure.

Clean platforms

Additional platforms, water facilities, escalators connecting the eastern and western sides of the station, CCTV cameras on platforms and at entry and exit points, clean and litter-free platforms are some of the additions that were made in the past two years, said a railway official. The latest addition is food plazas on both sides of the station. The credit for this would go to the Indian Railways Catering and Tourism Corporation. The construction of food plazas began in November last year, with an investment of Rs. 3 to Rs. 4 crore and it took about 8 months to complete. The aim is to dish out quality food to passengers coming to Tambaram station, he said.
