இந்தப் பரிசோதனைக்காக தமிழ்நாடு டாக்டர் ஜெ.ஜெயலலிதா மீன்வளத்துறை பல்கலைக்கழகம் மிகக்குறைந்த விலையில் ஆய்வுக்கருவிகளை உருவாக்கியுள்ளது. அந்தக் கருவிகள் மூலம் நடத்தப்பட்ட ஆய்வில் புற்றுநோயை பரப்பும் கார்சினோஜின் கொண்ட பார்மாலின் மருந்து கலந்திருப்பது தெரியவந்தது.

காசிமேட்டில் இருந்து விற்பனையாகும் மீன்களில் எந்தவிதமான வேதிப்பொருட்களும் கலக்கவில்லை. கடலில் இருந்து பிரஷ்ஷாக பிடித்த மீன்களை விற்கிறோம். மீன்பிடி படகிலும் மீன்களைப் பாதுகாக்க நல்லவிதமான வசதிகள் உள்ளன “ எனத் தெரிவித்தார்.

உயர் பொறியியல் கல்வி நிலையங்கள் மற்றும் மத்திய அரசாங்க நிதி உதவியோடு நடத்தப்படும் பொறியியல் கல்லூரிகளில் மாணவர் சேர்க்கை இணை நுழைவுத்தேர்வு என்று அழைக்கப்படும் ஜேஇஇ என்ற மெயின்தேர்வு மூலமாகத்தான் நடக்கிறது. இந்த ஜேஇஇ மெயின்தேர்வில் தகுதிபெறும் மாணவர்கள்தான் இந்திய தொழில்நுட்பக்கல்வி நிறுவனங்களில் (ஐ.ஐ.டி.) சேர்வதற்காக நடத்தப்படும் ஜேஇஇ அட்வான்ஸ் தேர்வில் கலந்து கொள்ள முடியும். இதுபோல, நீட்தேர்வில் பெறும் மதிப்பெண்கள் அடிப்படையில்தான் நாடு முழுவதிலும் உள்ள மருத்துவக்கல்லூரிகளில் சேரமுடியும். இந்தத்தேர்வுகள் நடைமுறையில் ஒரு பெரிய மாற்றத்தை மத்திய மனிதவள மேம்பாட்டு மந்திரி பிரகாஷ் ஜவடேகர் அறிவித்துள்ளார். ஜேஇஇ முதன்மை தேர்வும், ‘நீட்’ தேர்வும் தற்போது ஆண்டுக்கு ஒருமுறை நடத்துவதற்கு பதிலாக, இனி ஆண்டுக்கு இருமுறை கம்ப்யூட்டர் வாயிலாக நடத்தப்படும்.

ஜேஇஇ தேர்வு முதல்முறையாக ஜனவரி 6, 20–ந்தேதிகளில் நடக்கும். இந்தத்தேர்வு முடிவுகள் பிப்ரவரி முதல் வாரத்தில் வெளியிடப்படும். இதுபோல, 2–வது முறையாக ஏப்ரல் 7, 21–ந்தேதிகளில் நடக்கும். இந்தத்தேர்வு முடிவுகள் மே முதல் வாரத்தில் வெளியிடப்படும். அதுபோல ‘நீட்’ முதல் முறையாக பிப்ரவரி 2, 17–ந்தேதிகளில் நடக்கும். தேர்வு முடிவுகள் மே முதல்வாரத்தில் வெளியிடப்படும். 2–வது முறையாக மே 12, 26–ந்தேதிகளில் நடக்கும். முடிவுகள் ஜூன் முதல் வாரத்தில் வெளியிடப்படும். இருமுறைகளிலும் எந்த தேதியில் தேர்வு எழுத விரும்புகிறோம் என்பதை மாணவர்களே தேர்ந்தெடுத்துக்கொள்ளலாம். இந்தத்தேர்வுகளில் இருமுறையும் மாணவர்கள் கலந்துகொண்டு தேர்வை எழுதலாம். இதில் அதிக மதிப்பெண்கள் எடுத்த நுழைவுத்தேர்வு கணக்கில் எடுத்துக்கொள்ளப்படும். இந்தத்தேர்வுகள் கம்ப்யூட்டர் மூலமாக சர்வதேச தரத்திற்கு இணையாக நடத்த திட்டமிடப்பட்டுள்ளது. இதில் எந்தவித முறைகேட்டுக்கும் இடமிருக்காது என்று மூத்த அதிகாரி ஒருவர் உறுதிபட தெரிவித்துள்ளார்.

இந்தத் தேர்வுகளை நடத்தும் பொறுப்பு புதிதாக ‘தேசிய தேர்வுகள் முகமை’ என்று அழைக்கப்படும் ‘என்.டி.ஏ.’ மூலமாகவே நடத்தப்படும். இந்தத்தேர்வுகள் அனைத்தையும் இதுவரை சி.பி.எஸ்.இ. நிறுவனம்தான் நடத்திவந்தது. நுழைவுத்தேர்வை மாணவர்கள் இதுவரை ஆன்–லைனில் தேர்வு எழுதி பழகியிருக்காத நிலையில், கிராமப்புற மாணவர்களுக்கு இதில் நிச்சயமாக பயிற்சி இருக்காது. இதற்காக பள்ளிக்கூடங்கள், கல்லூரிகளில் உள்ள கம்ப்யூட்டர் மையங்களில் ஆகஸ்டு மாதம் 3–வது வாரத்திலிருந்து சனி, ஞாயிற்றுக்கிழமைகளில் மாணவர்கள் இலவசமாக பயிற்சி எடுத்துக்கொள்ளலாம் என்றும் அறிவிக்கப்பட்டுள்ளது. இதுமட்டுமல்லாமல், அரசு அறிவிக்கும் கல்லூரிகள், பள்ளிக்கூடங்களில் அடுத்த மாதம் (ஆகஸ்டு) முதல் 4 மாதங்களுக்கு கட்டணம் எதுவும் இல்லாமல் கம்ப்யூட்டர் மூலம் மாதிரித்தேர்வை எழுதி மாணவர்கள் பயிற்சி பெற்றுக்கொள்ளலாம். உலகமே கம்ப்யூட்டர் மயமாகிவிட்ட இந்த காலக்கட்டத்தில், மாணவர்களின் ஜேஇஇ, நீட் தேர்வுகள் கம்ப்யூட்டர் வாயிலாக நடத்துவது வரவேற்புக்குரியது. இருமுறை தேர்வு நடத்துவது மாணவர்களுக்கு தேர்வு பயத்தையும் அகற்றிவிடும். எந்ததேர்வு மதிப்பெண் அதிகமாக இருக்கிறதோ, அந்த மதிப்பெண் கணக்கில் எடுத்துக்கொள்ளப்படும் என்பது நல்ல வாய்ப்பு அளிப்பதாகும். முதல்முறை சரியாக எழுதவில்லையென்றால், நன்றாக தயார்படுத்தி, அடுத்த முறை எழுதலாம். அந்தவகையில் கம்ப்யூட்டர் மூலம் நடத்தப்படும் இத்தகைய தேர்வுகளுக்கான பயிற்சிகளை மாணவர்களுக்கு அளிக்கும் பொறுப்பு பள்ளிக்கூடங்களுக்கு இருக்கிறது.

சென்னை,

நாடாளுமன்றத்தில் கடந்த 2013-ம் ஆண்டு ஊழலுக்கு எதிரான லோக்பால் மற்றும் லோக் ஆயுக்தா சட்டங்கள் நிறைவேற்றப்பட்டு, 2014-ம் ஆண்டு நடைமுறைக்கு வந்தது.

நாடு முழுவதும் 15 மாநிலங்களில் இதுவரை லோக் ஆயுக்தா சட்டம் நிறைவேற்றப்பட்டுள்ளது.

தமிழகத்தில் இந்த சட்டம் அமல்படுத்த தாமதமான நிலையில், திருச்சியை சேர்ந்த சமூக ஆர்வலர் குருநாதன் என்பவர் மதுரை ஐகோர்ட்டு கிளையிலும், சுப்ரீம் கோர்ட்டிலும் வழக்கு தொடர்ந்தார்.

இந்த வழக்கின் அடிப்படையில், தமிழகத்தில் லோக் ஆயுக்தா அமைப்பை ஏற் படுத்த சுப்ரீம் கோர்ட்டு உத்தரவிட்டதுடன், அதுகுறித்து ஜூலை 10-ந் தேதிக்குள் (அதாவது இன்று) அறிக்கை தாக்கல் செய்ய வேண்டும் என்றும் கூறியிருந்தது.

அதன் அடிப்படையில், தமிழக சட்டசபை கூட்டத்தொடரின் நிறைவு நாளான நேற்று லோக் ஆயுக்தா சட்ட மசோதா தாக்கல் செய்யப்பட்டது. இந்த சட்ட மசோதாவை மீன்வளம், பணியாளர் மற்றும் நிர்வாகச் சீர்திருத்தத் துறை அமைச்சர் டி.ஜெயக் குமார் தாக்கல் செய்தார்.

லோக் ஆயுக்தா சட்ட மசோதா மீது, அப்போது நடைபெற்ற விவாதம் வருமாறு:-

எதிர்க்கட்சி தலைவர் மு.க.ஸ்டாலின்:- பொது வாழ்வில் தூய்மை இருக்க வேண்டும் என்பதை தி.மு.க. முழு மனதோடு விரும்புகிறது. அந்த வகையில், ஊழலுக்கு எதிரான லோக் ஆயுக்தா அமைப்பை உருவாக்குவதில் மகிழ்ச்சி அடைகிறோம். சுப்ரீம் கோர்ட்டு உத்தரவிட்ட நிலையில், இன்று அவசர அவசரமாக லோக் ஆயுக்தா மசோதா தாக்கல் செய்யப்பட்டுள்ளது. அதன் அதிகார வரம்புக்குள், மற்ற மாநிலங்களில் இருப்பது போன்று முதல்-அமைச்சரையும் விசாரிக்கும் அதிகாரம் உண்டு என்று தெளிவாக குறிப்பிடப்படவில்லை.

மேலும், லோக் ஆயுக்தா அமைப்பின் தலைவரை முதல்-அமைச்சர், சபாநாயகர், எதிர்க்கட்சி தலைவர் ஆகிய 3 பேர் மட்டுமே தேர்வு செய்ய முடியும் என்று குறிப்பிடப்பட்டுள்ளது. இதில், வெளிப்படைத்தன்மை இருக்க வேண்டும். எனவே, நீதிபதியையும் இதில் சேர்க்க வேண்டும். லோக் ஆயுக்தா அமைப்பின் தலைவராக ஐகோர்ட்டு நீதிபதி அல்லது ஊழல் தடுப்பு கொள்கையில், பொது நிர்வாகத்தில், விழிப்புணர்வில், நிதியில் மற்றும் சட்டத்தில் 25 ஆண்டுகள் முன்அனுபவம் பெற்றவரை நியமிக்க வேண்டும் என்று கூறப்பட்டுள்ளது. இதற்கு, தி.மு.க. கண்டனத்தை தெரிவித்துக்கொள்கிறது.

மேலும், லோக் ஆயுக்தா வரம்புக்குள் அரசு டெண்டர் பற்றி எல்லாம் விசாரிக்க முடியாது என்று கூறப்பட்டுள்ளது. கொடுக்கப்படும் புகார்கள் பொய் புகாராக இருந்தால், 1 ஆண்டு சிறை தண்டனையும், ரூ.1 லட்சம் அபராதமும் விதிக்கப்படும் என்று குறிப்பிடப்பட்டுள்ளது. ஊழல் தொடர்பான தகவல் கொடுப்பவர்களுக்கு பாதுகாப்பு கொடுப்பது தொடர்பாக எதுவும் சொல்லப்படவில்லை. அதுகுறித்து ஒரு பிரிவு இதில் சேர்க்கப்பட வேண்டும். இது புலனாய்வு அமைப்பாக இல்லை. எனவே, நாங்கள் சொன்ன திருத்தங்களை ஏற்க வேண்டும். எனவே, தெரிவு குழுவுக்கு அனுப்பி, அதன் பிறகு முடிவெடுக்க வேண்டும்.

காங்கிரஸ் தலைவர் கே.ஆர். ராமசாமி:- எதிர்க்கட்சி தலைவர் கூறியதுபோன்று சரியான சட்டத்திருத்தங்களை செய்து கொண்டுவர வேண்டும். எனவே, தெரிவு குழுவுக்கு அனுப்பி முடிவெடுக்க வேண்டும்.

அமைச்சர் ஜெயக்குமார்:- லோக் ஆயுக்தா அதிகார வரம்பின்கீழ் மாநில முதல்-அமைச்சர், அமைச்சர்கள், சட்டமன்ற உறுப்பினர்கள், முன்னாள் சட்டமன்ற உறுப்பினர்கள், அரசு ஊழியர்கள், நிறுவனங்கள், சங்கங்கள் உள்ளிட்டவைகள் வரும். 4 ஆண்டுகளுக்குள் நடந்த ஊழல் குறித்து லோக் ஆயுக்தா அமைப்பில் புகார் அளிக்கலாம். மேலும், தனியொரு ஆளாக எந்த முடிவும் எடுக்க முடியாது. குறைந்தபட்சம் 3 உறுப்பினர்களின் ஆதரவு இருக்க வேண்டும். எந்த பதவியில் இருப்பவரையும் விசாரிக்க லோக் ஆயுக்தா அமைப்புக்கு தடையில்லை. பொய் புகார் அளித்தால், புகார் தாரர் மீது குற்ற நடவடிக்கை எடுக்கப்படும். எதிர்க்கட்சி தலைவர் சொன்ன நல்ல விஷயங்கள் தொடர்பாக திருத்தம் செய்ய அரசு பரிசீலனை செய்யும்.

அமைச்சர் சி.வி.சண்முகம்:- பொய் புகார் கொடுத்தால் ஒரு ஆண்டு சிறை தண்டனையும், ரூ.1 லட்சம் அபராதம் என்பது லோக்பால் சட்டத்திலேயே உள்ளது. அதைத்தான் லோக் ஆயுக்தாவிலும் கொண்டுவரப்பட்டுள்ளது. விசாரணை நடத்த யாருடைய முன் அனுமதியையும் பெறத்தேவையில்லை.

எதிர்க்கட்சி தலைவர் மு.க.ஸ்டாலின்:- இது ஒரு அதிகாரம் இல்லாத அமைப்பாக, பல் இல்லாததுபோல் கொண்டுவரப்படுகிறது. அதனால்தான், தெரிவு குழுவுக்கு அனுப்பி செயல்படுத்த வேண்டும் என்று சொல்கிறோம். தற்போதைய முடிவிலேயே நீங்கள் இருந்தால் நாங்கள் வெளிநடப்பு செய்யும் சூழ்நிலை ஏற்படும்.

அமைச்சர் ஜெயக்குமார்:- ஊழலை முற்றிலும் ஒழிக்க லோக் ஆயுக்தா அமைப்பு முழுமையானதாக இருக்கும். எனவே, இதை நிறைவேற்றித்தர வேண்டும்.

துணை முதல்-அமைச்சர் ஓ.பன்னீர்செல்வம்:- எந்தவொரு பிரச்சினையாக இருந்தாலும் கலந்துபேசித்தான் முடிவு எடுக்கப்படும்.

எதிர்க்கட்சி தலைவர் மு.க.ஸ்டாலின்:- இவ்வளவு சொல்லிய பிறகும், தெரிவு குழுவுக்கு அனுப்ப மறுப்பதால், தி.மு.க. இதை கண்டித்து வெளிநடப்பு செய்கிறது.

இவ்வாறு விவாதம் நடந்தது.

ஊழல் நடைபெற்றதாக கருதப்படும் தேதியில் இருந்து 4 ஆண்டுகளுக்குள் புகார் செய்யப்பட வேண்டும். புகார் பெறப்பட்ட தேதியில் இருந்து 30 நாட்களுக்குள் விசாரணை நடத்தி முடிக்க வேண்டும்.

Chennai: Vice President M. Venkaiah Naidu on Sunday said that quality of education in medical colleges of the country is life-blood of India's healthy future. Addressing the students at 30th convocation ceremony at Dr MGR Medical University, he spoke about the quality of medical education in the state and stressed on need for regulation to ensure transparency and accountability.

Health minister C. Vijaya Baskar, fisheries minister D. Jayakumar and other dignitaries were present on the occasion. It has been a pace setter in many ways and has successfully started new courses in medicine and allied health sciences according to the needs of the society and the emerging disease patterns, he said.

Emphasizing on the need of an emphatic approach by medical professionals towards the patients while giving treatment, he said that young medical professionals must work in rural area before getting their first promotion.

The Vice President said that doctors have a number of emerging opportunities in the present Indian context. He further said that medicos should adopt and adapt the best global practices for the benefit of our population. They must constantly set more ambitious goals and strive to achieve them, he added.

The Vice-President expressed happiness over the Tamil Nadu Assembly recently approving the setting up of two more private universities in the state. Venkaiah Naidu said while the system of medical education was expanding with the rise in number of medical colleges in the country.

Pointing out the gaps in the present society with 22 percent population below poverty line, he said that that there are many parts of the country, which lack medical facilitie and thus, there should be public-private partnership for the well being of the public. Encouraging healthy competition between public and private sector, he said, “I feel the time has come that we should open up. We have already opened up. We have to open up further to the private sector.”

COIMBATORE: Teaching faculty members caught involved in harassment cases will lose their headship and MPhil or PhD guideship, as per the new guideline framed to prevent and redress harassment in higher education institutions.

In the backdrop of the sexual favour scandal that came to light at the Madurai Kamaraj University and the subsequent arrest of Assistant Professor Nirmala Devi and a couple of other staff, the Higher Education department formed a two-member committee consisting of University of Madras Vice-Chancellor P Duraisamy and Tamil Nadu Open University Vice-Chancellor M Bhaskaran to come out with a new set of regulations to prevent harassment in higher education institutions.

Higher Education Secretary Sunil Paliwal, in his letter to Registrars of universities, Director of Collegiate Education and Commissioner of Technical Education, said that harassment of persons (students, staffs, faculty) in higher education institutions had increased in recent years. “Instances of people in power and authority taking advantage of their position to exploit the vulnerability of their subordinates and students have come to the notice of the government. The main objective of the guidelines is to create safe campuses for students, staff and faculty to function without fear, threat or anxiety and are meant to ensure highest standards of honesty and integrity from all stakeholders,” he said.

According to the new guideline, every higher education institution shall constitute a committee to deal with complaints relating to harassment. The Vice-Chancellor, Director and Principal of the institutions will constitute the committee, with tenure of one or two academic years. The committee will comprise of the dean or senior professor or senior faculty member as chairperson, two faculty members, one female faculty and one external member with legal background as its members and one SC/ST representative as observer.

The aggrieved person shall make a written complaint with all evidences and file it with the chairperson of the committee directly within two months of occurrence of the incident.

Based on detailed inquiry, the committee will submit a confidential report directly to the head of the institutions within one or two months and the head of the institutions shall act within two months. If the complaint was against the head of the institution, the report shall be submitted to his/her higher authority. Based on the report, the head of the institutions/higher authority shall take appropriate penal action.

TIRUCHY: After putting in years of service, the temporary teaching staff of the Anna University are facing an uncertain future as the university has called for fresh applications for the same post.

The temporary teaching staff, who are referred internally as “teaching fellows”, though paid only one-fourth of the pay of the regularised teaching staff, form as much as around one-third of the teaching faculty strength in many of the departments.

Kept on contract-based employment for years together now, they are under the grip of fear about losing the jobs since the university’s notification last month called for fresh applicants for temporary teaching posts.

A temporary teaching staff, on condition of anonymity, said “Temporary staff work harder and extra-hours than permanent faculties at the institution. As most have spent over five to ten years here, it is only fair to make us permanent.”

Some of them Express spoke to have been working over a decade in the university on temporary basis.

Explaining how the system works. a teaching fellow said, “After the six-months contract expires, they renew the contracts leaving a few days gap, when we won’t be allowed to sign attendance. Because, as per university norms anyone working for three years continuously must be made permanent staff. So they deliberately restrict us from having a continuous service period.”

The only solace the teaching fellows had recently was the assurance given by the university’s Vice-Chancellor M K Surappa that their pay will be hiked and there will be annual appraisals. No salary hikes were given to them since the Vice Chancellor’s post was lying vacant for nearly two years before Surappa’s appointment in April.

But on the other hand, the university’s recent notification does not give any preference to those already working in the university as temporary teaching staff for years now. This has led to fears whether those working for years now in the university will be terminated.

“As most of the teaching fellows have worked in the institution for more than three years, we should be made permanent”, said, Raghu (name changed) a temporary teaching staff of College of Engineering, Guindy. Such temporary teaching staff number around 270 in total in the Guindy and Chromepet campuses of the university.

MADURAI: The Madurai Bench of the Madras High Court reserved its orders on a Public Interest Litigation (PIL), seeking compensatory marks for Tamil medium students, who appeared in the National Eligibility-cum-Entrance Test (NEET) this year, citing the flaws in the Tamil medium question paper.

A division bench, comprising Justices C T Selvam and A M Basheer Ahamed, heard the answers given by the CBSE to the four questions posed by them during the previous hearing regarding the steps taken by the Board in identifying and compiling the English words, i.e. the technical and scientific terms incapable of being translated into Tamil, and in educating the Tamil medium students and teachers about such words.

Assistant Solicitor General (ASG) V Kathirvelu and counsel for CBSE G Nagarajan contended that the Board did not play any direct role in translation of question paper to regional languages as it appointed only translators suggested by the States.

At the time of publishing answer key, CBSE had clearly stated on its website that students can register their complaints and grievances, said the ASG, further defending the Board and the government. In addition to this, the counsel for CBSE argued that the petitioner did not have the locus standi to file the litigation since only aggrieved persons can move to the Court in this case.

He went on to add that it was not the responsibility of the CBSE to inform or educate teachers about translating scientific terms as they themselves, as teachers, will be well aware of it.

Hearing the submissions of the counsel, the Judges raised a question asking why CBSE had published the NEET result a day prior to its originally scheduled date of results, and that too within just few hours after the same bench announced the first hearing into the PIL.

Coming down heavily on the Board for saying that the students had not come forward to complain when the answer keys were published, the Judges asked what is the use in correcting mistakes in the question paper after the examination was over. They also questioned the Board whether it mentioned in its notification that it was also inviting complaints regarding the question paper.

The Judges observed that the Board had been entrusted with the future of the students and should have verified its question paper properly before the examination. They expressed that it was the duty of the Board to ask the State government to produce a list of scientific terms that do not have an equivalent word in Tamil and inform the same to the students prior to the exam.

Earlier, senior counsel NGR Prasad, who appeared for the petitioner T K Rangarajan, submitted a list of words that were wrongly translated in the Tamil medium question paper with their correct version.

Interim protection to film maker extended

Madurai: The Madurai Bench of the Madras High Court extended the interim order passed by it on an anticipatory bail petition, restraining the police from arresting documentary filmmaker Divya Bharathi by 10 days citing that the FIR registered against the filmmaker, as revealed by Additional Advocate General (AAG) K Chellapandian during the hearing, was registered at the Gudalur Police Station in the Nilgiris, which comes under the jurisdiction of the Madras High Court, Justice G R Swaminathan passed the order giving a breather to the petitioner to approach the Principal Seat. The filmmaker had approached the court seeking protection against arrest by police, claiming that policemen in plainclothes have been trying to detain her illegally without any warrant. She had also submitted that she was not informed on what charges was she wanted by the police.

CUDDALORE: For the past two years, Swathi has not received her transfer certificates from school prompting her to discontinue her education dreams. Hailing from a poor background, Swathi after completing her class XII was unable to pay her full fees resulting in the school to stop issuing her transfer certificate.

Complaints from a private school, especially from a single private school at Kattumannarkovil was received by the education authorities in the education grievance that has been set up exclusively to solve education-related issues in the district that was held on Saturday.

On Saturday the education grievance was held at the district collectorate premises that witnessed the Chief Education Officer Personal Assistant Murugan taking over along with two District Education Officer Selvaraj and Asha Christie Emarald where a total of four new petitions were received by the officers.

Three of the petitions were received from the parents who all belonged to Kalaimagal Matric Higher Secondary School at Kattumanarkovil and Bharathidasan Matriculation School at Perumathur near Bhuvanagiri. Kannan, one of the parents who has sent his ward to Kalaimagal school in a detailed complaint said that the school has been constantly demanding him for fees despite his ward being admitted under the Right to Education Act. "

The school has been showing discrimination towards my child by making him sit in the last and his teachers demanding the ward to pay the fee inside the class putting my child in difficulty. Myself a hotel supplier I am unable to pay the fee forcing me to admit my child under the Right to Education Act, however, the school has been constantly demanding for fees", Kannan said in a grieving manner.

In another issue, Ganesh and Kamlesh studying in Bharathidasan Matriculation school have been made to undergo several hardships after the parents failed to pay the last term fees. The school made Ganesh studying in class IV miss his annual examinations and his brother studying in class II admitted under RTE to sit out of the classroom. The education authorities after receiving the complaints have called for an enquiry in the next few days through which the issue will be sorted, said Murugan, the CEO.

CHENNAI: Rural service must be made compulsory for doctors for at least three years before first promotion to help rural people get medical care, else they will feel neglected, said Vice-President
M Venkaiah Naidu, on Sunday.

Speaking at the 30th convocation of Tamil Nadu Dr MGR Medical University, he said doctors should first interact with patients, understand their problems. Only after that they should do medical test for right diagnosis of the disease before starting treatment. Doctors should also have focussed attention to patient welfare, he added.

Naidu also said public private partnership in medical care delivery system is also important, but the government should monitor private partners to see that quality in medical care was not compromised.

“The quality of education in medical colleges is the life blood of India’s healthy future. So, the government should ensure it is clean and provide the required vitality to the entire healthcare system in our country,” he said.

S Geethalakshmi, Vice-Chancellor, said 11 new courses in post basic diploma in nursing in  various specialities have been approved and the courses will begin soon. Also, an MoU is proposed to be signed with the Indian Institute of Technology-Madras for technical expertise and support for conducting web courses in all disciplines, through National Programme on Technology Enhanced Learning (NPTEL).

CHENNAI: Around 20 persons from Telangana have filed a complaint with the police Commissioner’s office here that they were cheated after they were promised jobs in a Singapore cruise. Each of them had given Rs 30,000 to a person on his assurance. The men had studied in ITI and were lured through alumni and their groups in social media. They were promised jobs in a Singapore-based luxury cruise under different job profiles, such as chefs, helpers, drivers and technicians.

“We got an information from one of our seniors who had passed out of college. He posted a message on WhatsApp groups claiming that a company called ‘Prima technologies’ in Nesapakkam in Chennai is acting as a consultant to get jobs in a Singapore-based luxury cruise. Since we are all from Telangana, we did not know the language and one Karthik, asked us to visit Chennai in January, when he took us for medical check-up in ‘Gulf Medicare’ on Ellis Road,” said S Ahmed, a victim.

The members had allegedly handed over Rs 30,000 to Karthik on the assurance that they would get jobs. Six months after they gave the sum, they did not get any response. They visited the centre at Nesapakkam only to find that they had been cheated.

“Around 30 of us from Telangana and Andhra Pradesh, were cheated. Twenty of us formed a group to file a complaint at the commissioner’s office. We lost our cash and gave away our passports during the medical checkup. We visited the place five times last month and the police refused to take the complaint. Only on Saturday did they accept the complaint,” said Rajesh from Telangana.The police are said to have told the members that their passports will be returned soon, but there is no guarantee for getting back the cash.

CHENNAI: A managed 34 from Malappuram district of Kerala who allegedly created a fake website resembling that of Chennai Metro Rail Limited and posted a fake recruitment advertisement was arrested on Saturday.

Police said S Sreejith, a native of Tirur, allegedly created a fake website www.cmrlco.org, and duped job aspirants with fake recruitment advertisement.

A few months ago, an advertisement in the name of CMRL went viral after many shared it through social media. The candidates were reportedly asked to give `4,000 and more, to apply for the jobs.

On being informed, CMRL denied publishing any advertisement for recruitment. Subsequently, its General Manager lodged a complaint with Chennai Police. The cyber crime wing of Central Crime Branch registered a case.

The investigation revealed that Sreejith had stolen the design, photos and contents from the original website of CMRL, www.chennaimetrorail.org and developed a fake website www.cmrlco.org and cheated job aspirants.

The arrested man was later remanded to judicial custody, police said.

CHENNAI: The Madras High Court has pulled up an MBBS aspirant for producing a bogus nativity certificate for selection and admission to a college in Tamil Nadu as well as for suppressing facts. “If any allotment has been granted to the student, it shall stand automatically cancelled without an order being passed by the authorities. If, for any reason, the candidate is allowed to continue the course in this State, then the degree that may be obtained, is not a valid one, as students like the petitioner herein, may, fraudulently obtain an interim order and complete the course,” Justice S Vaidyanathan, hearing the case, said.

The judge was dismissing a writ petition from Aparna Rajendra Kumar, a resident of Gujarat, for a directive to the Tamil Nadu selection committee for admission to MBBS/BDS courses for 2018-19 to consider her claim for admission to the course on the basis of her nativity certificate of Chennai. Aparna claimed that she had applied for the course only in Tamil Nadu and not in any other State.

When the petition came up for hearing, Additional Advocate-General C Manishankar told the judge that she had already applied for the same course in Gujarat. Noting that it is unfortunate that the petitioner has come before the court with a false statement, Justice Vaidyanathan said though strictures could be passed against the petitioner for approaching this court with unclean hands, the court deferred from doing so, taking note of the tender age and that she being a girl, her future should not be ruined. Hence, the petitioner’s candidature in Tamil Nadu need not be considered.

Ask Centre to wait for the submission of Kasturirangan committee’s report

Educationists and activists want more time for discussion and consultation on the Higher Education Commission of India (Repeal of University Grants Commission Act) Bill 2018. They also want public hearings to be conducted so that educational institutions can give their views.

“If the government decides to introduce it, we request that it should be referred to the Select Committee of Parliament so that public hearings could be held to get the views of educational institutions.

The State government will have time to put forward its views on the Bill,” G. Viswanathan, president of Education Promotion Society for India (EPSI), and Chancellor, Vellore Institute of Technology, told reporters on Friday.

The Centre should defer the implementation of the Bill till the committee headed by K. Kasturirangan submitted its report, he said.

“The State government will lose its powers and universities will lose their autonomy if the Act is enforced. There would be more centralisation, and this will lead to more power with the Central government,” he said.

EPSI would represent the matter to the Union Ministry of Human Resource Development and also take the issue to the notice of the Prime Minister, Mr. Viswanathan said.

Holistic approach

“We want reforms in education, particularly higher education. But we need a holistic approach instead of a piecemeal [approach],” he said.

The society raised concerns such as authorisation from the Higher Education Commission for universities after three years; pattern of funding for research and imprisonment of three years if provisions are violated.

“We want the Commission to be an independent body without political and official interference,” he said, adding that there were 12 members in the commission but no representation from the State.

The Tamil Nadu branch of State Platform for Common School System said the draft Act was against Article 246 of the Constitution. It wanted withdrawal of the Bill and sought measures to strengthen UGC. “SPCSS-TN had requested the Government of India to withdraw the Draft Bill and take effective measures to strengthen the UGC to realise the vision as stated in the Preamble of the Constitution of India,” said P.B. Prince Gajendra Babu, the organisation’s general secretary.

The proposal to replace UGC may even destroy all public-funded institutions, built over years, through hard labour of eminent educationists and with tax payers money.

The Indian working class has contributed to the State-funded higher education institutions through their savings in LIC and provident fund.

If the standards are set in accordance with the market needs without taking into account the societal needs, human development and social progress could not be achieved, he said.

‘Intention to commit suicide not punishable’

Expressing intent to commit suicide is not a crime but attempting it is, the Karnataka high court has observed. The observation comes in the backdrop of instances of cops booking cases under Section 309 of IPC against those who have reportedly spoken about ending their life or made preparations for it.

The HC maintained that only those who attempt suicide but are unsuccessful can be booked.

“Any preparation or mere intention to commit suicide is not punishable under IPC section 309 ,” Justice K N Phaneendra observed. He quashed proceedings pertaining to S Kaviraj, from Chitradurga. Kaviraj left his house on the night of October 24, 2016 with an intention to commit suicide after being reportedly harassed by police. He confided in a friend about it.

The next day, his father Shankar took the death note, allegedly written by his son, to the police station, levelling charges against DSP Arun Ranga Rajan and warned of dire consequences if something happened to his son. Kaviraj was later traced to a lodge in Tumakuru. Subsequently, Kaviraj was booked for attempting suicide and his father for threatening officials.

Ex-headmaster, 99, held for sex abuse of girl, 10

A 99-year-old retired headmaster in the city has been arrested and charged with the sexual assault of a 10-year-old girl.


The Avadi all-women police took K Parasuraman into custody from his house in Senneerkuppam on Saturday after a complaint by the girl’s parents, who live in a house he had rented out next door, investigators said on Sunday.

“Parasuraman admitted to the crime,” the officer said. “We arrested him under Protection of Children from Sexual Offences (Pocso) Act and a magistrate has remanded him in judicial custody.”

99-year-old had sexually abused minor girl several times before

The former headmaster at a government school on had rented out one of five houses he constructed in Senneerkuppam to the girl’s parents two years ago, an investigating officer said.

“The girl complained of nausea and stomachache on Friday,” he said. “Her parents thought she may have had something to eat at school or some snacks from shops nearby that made her ill.”

“But the girl told them that their landlord had taken her to the bathroom in his house where he sexually abused her,” the officer said. “Parasuraman disrobed in front of her, forced her to touch him inappropriately, and forced oral sex on her.” The girl’s father went to Parasuraman’s house and confronted the elderly man.

Neighbours alerted the Avadi all-woman police, who picked up Parasuraman for questioning. Parasuraman, who lived alone, has seven adult children. He had hired a servant to take care of the day-to-day chores, the officer said.

“Parasuraman had invited the girl to his house on several occasions,” the officer said. “He would use the pretext of asking her to read the newspaper to him to sexually abuse her.”

‘State will oppose move to hold NEET twice a year’

The state government would press the Centre to conduct NEET once a year, said school education minister K A Sengottaiyan in Coimbatore on Sunday. His statement comes a day after Union human resource development minister Prakash Javadekar announced that NEET and Joint Entrance Examination (JEE) would be held twice a year.

Speaking to reporters in the city, Sengottaiyan said an official communication in this regard was yet to reach the state and “as and when it reaches us, we will oppose the move”. “If NEET is held twice a year, students will not have time to prepare for it,” he said.

Meanwhile, the Centre’s proposal to conduct NEET exams online through the National Testing Agency (NTA) from next year has drawn flak in Tamil Nadu, with both the AIADMK and the DMK opposing the move. In a hardhitting statement against the BJP government at the Centre, DMK working president M K Stalin said the CBSE had allotted NEET centres for Tamil Nadu students in other states. In addition, students were subjected to hardships with intense frisking.

“The latest announcement is sure to affect students from poor households in urban areas, as well as those from rural areas. The Centre’s moves on NEET are an attempt to prevent students from TN from pursuing their medical education dreams. The Centre should immediately drop its move to conduct NEET online,” Stalin said.

Stalin’s stand found a favourable echo from the ruling AIADMK. Minister for Tamil official language and Tamil culture K Pandiarajan said conducting NEET online was not an easy task. “When even the IIMs and XLRIs have tried online option and reverted to offline, why rush into online mode for NEET. More than a politician, my concern arises from my experience as HR professional with IT exposure,” Pandiarajan told TOI.

“Even if it is NTA, and not CBSE, which conducts the exams, I am not sure if we are giving it the time needed to gear up,” Pandiarajan said. Meanwhile, AIADMK leader and Lok Sabha deputy speaker M Thambithurai told reporters in Karur that the state will continue to oppose NEET in any form.

Political parties in Tamil Nadu seem to find that rare meeting ground while resisting change. The points DMK leader M K Stalin cited to counter the proposed online NEET – arduous journeys students have to undertake, frisking at exam centres – are, in fact, reasons to go ahead with the proposal.

The minister, who says it is difficult to implement the proposal, should be pushing for better digital infrastructure that will help students take the exam at online exam centres in their hometown or a nearby city. If the students are not ready to switch over from pen and paper, train them on online mode. The Centre and the state should do a reality check without prejudices before taking a decision. During this period, neither the state should resist nor the Centre should bulldoze.

Headmaster issues Class XI boy TC for footboard travel

A Class XI student of a government school in Pudukkottai was issued transfer certificate (TC) by the headmaster for regularly travelling on the footboard of buses while coming to school ignoring warnings. Though he has been reinstated after an inquiry by the Pudukkottai chief educational officer (CEO), the boy, along with his mother, will be attending counselling before joining the school.

The boy, who hails from a village near Avudaiyarkoil, takes TNSTC bus to reach the government higher secondary school at Athani.

According to the school authorities, he was regularly found travelling on the footboard of buses and had been warned many times. However, on Wednesday, when fellow classmates informed the headmaster about his footboard travel again, he summoned the boy and issued him a transfer certificate.

Following the incident, the boy and his mother petitioned the Pudukkottai district collector seeking his reinstatement. The complaint reached Pudukkottai chief educational officer R Vanaja who spoke to the boy and his mother and assured his reinstatement.

“Rustication was the last option that the HM had to take in this case,” said the CEO speaking to TOI. “The boy was not only found travelling on footboard but also indulging in mischievous activities troubling other students, especially girls in the class,” she said. “However, we have decided to reinstate him after giving counselling to him and his mother and to ensure that he joins classes,” she said.

IAS officers, upset at not being posted as collectors, meet chief secretary

Discontentment is growing among recruited IAS officers of the 2009-2011 batch who say they have been denied the post of collector. Some 20 officers have met chief secretary Girija Vaidhyanathan and represented this to her.

In Tamil Nadu, out of the 32 districts, only seven collectors posted are direct recruits. The remaining are promoted officials. Since 2009 up to 2011, 21 regular recruits have come to TN. Of them only three have been posted as collectors. In the same period, 21Group 1officers have been promoted as IAS officers with the biggest batch in 2009 where 13 officers were promoted.

“We do not have any problem with the promotees being posted as collectors. But we are not given that posting. Bypassing us, the government is posting these officers. Most of us are being posted as joint commissioners and additional directors. Collectorship is the only post where an IAS officer gets field experience and learns about government policy,” said an IAS officer.

Stating examples of T N Hariharan, the collector of Coimbatore who has served as collector in various districts for the past 11 years, and also that of K S Palanisamy in Tirupur, officials requested the government to consider them as well.

“Generally, the ratio of regular recruits and promotees should be 2:1. But this number is getting skewed because the state prefers them to regular recruits,” said an officer. He added that since the promoted officers often toe the line of the government, they are being preferred.

But M G Devasahayam, a retired IAS officer, said the difference between a promoted officer and a regular recruit doesn’t exist anymore. “Several young IAS officers are not questioning the government and are blindly following orders. Politicians penetrate and dominate the scene and the collectors do not resist wrong political decisions,” he said. He added that the post of a collector is very critical in the life of an IAS officer as that is the only place apart from being a subcollector where they get field experience.

Officials alleged that batches are being bypassed and queues are jumped in the postings of IAS officials as collectors. “In the general life cycle of an IAS officer, the first two years are spent in training. Within the next3to10 years,the officer serves as sub-collector, additional collector, commissioner and then collector. Later, from 11to15 years,they are posted as head of departments and after 15 years experience, they are posted as secretaries. And then principal secretary and chief secretary. “This cycle is being broken,” said an officer.

The senior officials in the government did not respond to these allegations when TOI contacted them.

Govt to transfer officers ahead of Chennai district expansion

Gearing up to complete the process of Chennai district expansion, the state government has notified transfer of staff from neighbouring Kancheepuram and Tiruvallur districts to Chennai. The move is aimed at providing sufficient number of staff to the revenue department of the extended district which is a prelude to the final notification on the city’s expansion that is expected this month.

In a recent notification, revenue secretary Atulya Misra said that in the event of sufficient number of employees not opting to migrate to the newly expanded Chennai district and considering the existing vacancies in the newly expanded district, the junior-most staff in the respective category may be transferred to the newly expanded (Chennai) district from Tiruvallur and Kancheepuram districts to meet the number of posts transferred from each district.

For instance, if the total number of posts to be transferred in the category of tahsildar is 10, of which six are from Tiruvallur district and four from Kancheepuram and only two from Tiruvallur opt to move to Chennai, “in such a situation, four juniormost tahsildars from Kancheepuram and four from Tiruvallur shall be transferred to Chennai”, the notification added.

As part of the expansion, option was given to government employees to choose between moving to the extended Chennai district or prefer their respective district. The expansion programme for including the taluks on the fringe of the city commenced in January. After expansion, the size of Chennai district would increase from 176sqkm to 426sqkm covering all the areas of Greater Chennai Corporation. A total of 67 revenue villages in these taluks would be merged with the extended district.

நீரிழிவு நோயாளிகள் பழம் சாப்பிடலாமா? என்ன பழம், எந்த அளவில் சாப்பிடலாம்?

பழங்களுக்கு ‘பழம்’ விடலாமா?

பழங்கள் உலகின் ஒவ்வொரு மரபிலும் கொண்டாடப்பட்டவை. ஆப்பிளும் செர்ரியும் அத்தியும் கிட்டத்தட்ட அழகு, ஆற்றல், காமம், குழந்தைப்பேறு, மரணமின்மை ஆகியவற்றின் அடையாளங்களாக கிரேக்கத்திலும் சீனத்திலும் ஜப்பானிலும் நெடுங்காலம் கொண்டாடப்பட்டவை. ஆதாமின் ஆப்பிளில் இருந்து, சிவபெருமானின் மாம்பழம்வரை மதங்களில் பின்னப்பட்ட பழங்கள் உலகெங்கும் ஏராளம். சாகாவரம் கொண்டது நெல்லிக்கனி என்றும் ‘தாயின் கருப்பை மாதிரிப்பா, ஒவ்வொரு கனியும்’ என்றும் தமிழ் இலக்கியங்களில் பழங்கள் குறித்துப் பரவசப்பட்ட வரிகள் ஏராளம்.

பழங்களில் பெரும்பாலும் நீர், கொஞ்சம் நார், கூடவே கனிமங்கள், உப்புக்கள், மிக நுண்ணிய மருத்துவக் குணமுடைய வேதிச்சத்துக்கள், உடல் எதிர்ப்பாற்றலை, குறிப்பாக செல் அழிவைத் தடுக்கும் நிறமிச் சத்துக்கள் உண்டு. ஸ்கூல் வாசலில் கூறு போட்டு விற்கப்படும் இலந்தை முதல் ஏரோப்ளேனில் வந்து இறங்கும் ஆப்பிள்வரை அத்தனை பழங்களிலும் நல்லது உண்டுதான். இதில் நீரிழிவு நோயாளி ‘ஹைகிளைசிமிக்’ தன்மை உள்ள (ரத்தத்தில் சர்க்கரையை வேகமாக அளிக்கும் உணவு) பழங்களைத் தவிர்த்தே ஆக வேண்டும். பங்கனபள்ளி மாம்பழமும் பண்ருட்டி பலாப்பழமும் அந்த வகையறாக்களே.

எப்போது சாப்பிடலாம்?

நல்லா ஒரு கட்டு கட்டிட்டு, கடைசியாகப் பழம் சாப்பிடுவது ஒருபோதும் நல்லதல்ல. ‘டெஸ்ஸெர்ட்’ (Dessert) எனப் பழத்தை, கடைசியில் சாப்பிடச் சொன்னது ஆங்கிலேயப் பழக்கம். நம் ஆசாரக்கோவைப் பழக்கமோ, பழம்தான் முதலில் பரிமாறப்பட வேண்டும் என்கிறது. கொய்யாவோ நெல்லியோ ஆப்பிளோ பப்பாளியோ சாப்பாட்டின் முதலில் பழத்துண்டுகளைச் சாப்பிட வேண்டும். 11 மணி, 3 மணி இடைக்காலப் பசி தீர்க்கவும் பழத்துண்டுகள் மிகச் சரியான தேர்வு.

தூங்கப்போகும்போது, ‘காலையில் அப்பத்தான் மலம் கழியும்’ என வாழைப்பழம் சாப்பிடுவது, ஒருபோதும் இனிப்பு நோயருக்கு நல்லதல்ல. அதுவே காலையில், உணவுக்கு முன்னர் சின்ன சைஸ் நாருள்ள மலைவாழை அல்லது நெல்லை மாவட்ட நாட்டுவாழை சாப்பிட்டுவிட்டு, திட உணவில் ஒரு இட்லியைக் குறைத்துக்கொள்வது கலோரி கணக்குக்கும் சர்க்கரைக் கட்டுப்பாட்டுக்கும் நல்லது.

பேரீச்சை, காய்ந்த திராட்சை முதலான உலர் பழங்களைத் தவிர்ப்பது நல்லது. தக்காளி, வெள்ளரி இவை காய்களாகப் பார்க்கப்பட்டாலும் கனிகளே. இரண்டையும் அடிக்கடி சேர்ப்பது நல்லது. ஆப்பிளின் தோலில் உள்ள மெழுகுப் பூச்சை நீக்கியாக வேண்டும். பதிலாகத் தோலையே நீக்குவது பலனில் பாதியைக் குறைக்கும். கொய்யாவில் மிளகாய்ப் பொடியைத் தூவுவது கூடாது. ஓட்டலில் பழத் துண்டுகள் வாங்கும்போது சர்க்கரை சுவையூட்டி சேர்ப்பது வழக்கம். அதைத் தவிர்க்கச் சொல்ல வேண்டும்.

என்ன அளவில்?

ஒரு நாள் உணவுத் தேவையில் 30 சதவீதம்வரை பழங்கள் இருக்கலாம். மா- பலா- வாழை நீங்கலாக, பிற பழங்களில் குறிப்பாக அதிகம் கனிந்திராத கொய்யா, விதையுள்ள நாட்டுப் பப்பாளி, அதிகம் இனிக்காத புளிப்பு மாதுளை, விதையுள்ள பன்னீர் திராட்சை, அதிகம் நார் உள்ள கமலா ஆரஞ்சு, நாவல் என இவற்றில் எது கிடைக்கிறதோ காலையில் இரண்டு கப், மதியம் ஒன்றரை கப் சாப்பிடலாம். மீதமுள்ள பசிக்கு புரதமும் கார்போஹைட்ரேட்டும் கொடுக்க அரிசிச் சோறு, சிறுதானியச் சோறு அல்லது புலால் அளவோடு இருக்கலாம். உங்களுக்கான பழங்களின் அளவு, தேர்வு ஆகியவற்றை உங்கள் குடும்ப மருத்துவரிடம் ஆலோசித்துத் தீர்மானிப்பது மிக முக்கியம்.

பழச்சாறு, ஸ்மூத்தி, பழ கேக் எனப் பழங்களைப் பாடாய்ப்படுத்தி தயார் நிலையில் விற்கப்படும் வகைகளை ஒருபோதும் இனிப்பு நோயர் தேடக் கூடாது. வெள்ளைச் சர்க்கரையையும் பெயர் தெரியாத ரசாயனங்களையும் கொட்டிக் குவித்துத் தயார் செய்யப்படும் அவை இனிப்பு நோயை மட்டுமல்லாது மற்ற நோய்களையும் சேர்த்துக் கொடுக்கும். பக்கத்தில் விளையும் கனிகளே உடலுக்கும் நல்லது சூழலுக்கும் நல்லது. பன்னீர் திராட்சை தருவதை, கலிஃபோர்னியா திராட்சை தருவதில்லை. உளுந்தூர்பேட்டை கொய்யா கொடுப்பதை, மடகாஸ்கர் ஆரஞ்சு தராது. பாபநாசம் நெல்லிக்காய் தருவதை, நியூசிலாந்து கிவி கொடுத்திடாது. திருவள்ளூர் பப்பாளி தருவதை, வாஷிங்டன் ஆப்பிள் தராது.

நாவில் தவழட்டும் நாவல்

‘ஸ்ட்ராபெர்ரி பெண்ணே!’ என்று இளைஞர்கள் பாடுகிறார்கள். பெண்களும் ஸ்ட்ராபெர்ரி போலவே இருக்க ஆசைப்படுகிறார்கள். நாம் அங்கே இடையில் புகுந்து, ‘நாவல் பழம் ஸ்ட்ராபெர்ரியைவிட எவ்வளவு உசத்தி தெரியுமா?’ என உரக்கச் சொல்லியாக வேண்டும். நம் நாட்டின் பழைய பெயர் ‘நாவல் நிலம்’ என்பது எத்தனை பேருக்குத் தெரியும்?

அந்த நாவல் பழம் சர்க்கரைக்கு மிகச் சிறப்பானது. அதன் தோலில் உள்ள ஆந்தோசயனின்களும் சரி, அதன் கொட்டையின் மேல் தோலில் உள்ள டானின்களும் சரி, ரத்தச் சர்க்கரையைக் குறைப்பதுடன், சர்க்கரையின் பிற பிற்கால நோய்கள் வராது காக்கும் டானிக்கும்கூட. இதெல்லாம் ஸ்ட்ராபெர்ரியில் கிடையாது. இந்த மாசம் மட்டும்தான் நாவல் எக்கச்சக்கமாக விளையும். இனிப்பு நோயர் இதைச் சாப்பிடுவதுடன், அவரவர் குழந்தைக்கும் கொடுத்து, அவர்கள் நாவில் தெரியும் அந்த நீல வண்ணத்தில் மகிழ்ந்து சிரியுங்கள். நாளைய இந்தியா நிச்சயம் இனிப்பு தேசமாக இராது!

‘‘இன்று சாதனை நாள்’’ - தாய்லாந்து குகையில் இருந்து 6 சிறுவர்கள் மீட்பு: 15 நாள் போராட்டத்திற்குபின் அதிரடி ஆபரேஷன் வெற்றி

தாய்லாந்தில் குகைக்குள் சிக்கியுள்ள சிறுவர்களை உயிருடன் மீட்பதற்காக 15 நாட்களுக்கு பிறகு மேற்கொண்ட அதிரடி ஆபரேஷன் வெற்றி பெற்றுள்ளளது. முதல்கட்டமாக 6 சிறுவர்கள் உயிருடன் மீட்கப்பட்டு முகாமுக்கு கொண்டு வரப்பட்டுள்ளனர்.

தாய்லாந்து நாட்டின் சியாங்ராய் மாகாணத்தில் தாம் லுவாங் என்ற குகை உள்ளது. இந்தக் குகை 10 கி.மீ. நீளம் உடையதாகும். கடந்த வாரம் 11 வயது முதல் 16 வயதுவரை உடைய 12 சிறுவர்கள் கொண்ட கால்பந்து அணியைச் சேர்ந்தவர்கள் இந்தக் குகைக்கு சாகசப் பயணம் சென்றனர். இந்தச் சிறுவர்களுடன் சேர்ந்து அணியின் துணைப் பயிற்சியாளர் ஒருவரும் சென்றார்.

ஆனால், இவர்கள் சென்ற சமயம் அங்கு திடீர் மழை பெய்து வெள்ளம் நீர் குகைக்குள் புகுந்தது. நீரும், சேறுமாக குகை சூழந்துள்ளதால் அவர்களால் குகையைவிட்டு வெளியேற முடியாத சூழல் ஏற்பட்டது. இதனால் இரண்டு வாரங்களாக உணவும், நீரும் இன்றி அவர்கள் குகைக்குள் சிக்கினர்.

தாய்லாந்து நாட்டின் கடற்படை வீரர்கள், பேரிடர் மீட்புப் படையினர் வரவழைக்கப்பட்டுத் தேடுதல் வேட்டையில் இறங்கினர். அங்கு தற்போது பல நாடுகளைச் சேர்ந்தவர்களும் உதவிக்கரம் நீட்ட, தேடுதல் பணி தொடர்ந்து நடைபெற்றது.

அவர்கள் இருக்கும் இடம் கண்டுபிடிக்கப்பட்டு விட்டபோதிலும், மோசமான வானிலையால் அவர்களை மீட்பதில் சிக்கல் நீடிக்கிறது. குகைக்குள் ஆக்ஸிஜன் அளவு குறைந்ததால் உள்ளே சிக்கியுள்ளவர்களின் உயிருக்கு ஆபத்து ஏற்பட்டது.

அவர்களுக்கு ஆக்ஸிஜன் பெட்டியை எடுத்துச் சென்ற தாய்லாந்து வீரர் ஒருவர் உயிரிழந்தார். இதையடுத்து உள்ளே இருப்பவர்களின் உயிருக்கு ஆபத்து இன்றி மீட்க பல ஆலோசனைகள் முன் வைக்கப்பட்டன.

சிறுவர்கள் இருக்கும் பகுதியில் குகையின் மேல் பகுதியில் துளையிட்டு அதன் வழியாக அவர்களை தூக்குவது பற்றியும் ஆலோசனை நடந்தது. அதுபோலவே நீச்சலில் திறன் படைத்த கடற்படை வீரர்களை அனுப்பி சிறுவர்களை முதுகில் சுமந்து கொண்டு வரலாமா எனவும் ஆய்வுகள் மேற்கொள்ளப்பட்டது.

எனினும் மழை பெய்து வருவதால் அங்கு மீட்பு பணிகளை செய்யவதில் சிக்கல் ஏற்பட்டது. எந்த ஒரு நடவடிக்கை எடுத்தாலும், அந்த சிறுவர்களை உயிருடன் மீட்பது முக்கியம் என்பதால் அதிக கவனத்துடன் திட்டமிடப்பட்டு வந்தது.

இந்நிலையில் குகையில் சிறுவர்கள் சிக்கி 15 நாட்களுக்கு மேல் ஆகி விட்டதால் இனிமேலும் தாமதிப்பதில் அர்த்தமில்லை என மீட்பு குழுவினர் தெரிவித்தனர். அதிரடியாக மீட்பு பணிகளை மேற்கொள்ள அவர்கள் முடிவு செய்தனர். அதன்படி தாய்லாந்து மற்றும் வெளிநாட்டில் இருந்து வந்துள்ள நீச்சல் வீரர்கள் களத்தில் இறங்கினர்.


சகதி கலந்த வெள்ள நீரில் நீந்தி சென்று, சிறுவர்களை மீட்கும் நடவடிக்கையில் ஈடுபட்டனர். கடலில் மூழ்கி நீண்ட நேரம் ஆழ்கடலில் இருந்து அனுபவம் வாய்ந்த வீரர்கள் உள்ளே சென்றனர். இந்த அதிரடி ஆபரேஷனில் ஆபத்து இருந்தாலும் வேறு வழியின்றி இந்த நடவடிக்கை எடுக்கப்பட்டது. அதன்படி,

முதல் குழுவினர் உள்ளே சென்று இரண்டு சிறுவர்களை மீட்டு வந்தனர். கடும் போராட்டத்திற்கு இடையே சிறுவர்களை தோழில் சுமந்து கொண்டு வந்த அவர்கள் குகைக்கு வெளியே வந்தபோது அதிகாரிகள், உலகம் முழுவதும் இருந்து வந்த ஊடகவியலாளர்கள் என அனைவரும் பரவசத்துடன் அவர்களை வரவேற்றனர். மீட்கப்பட்ட இரு சிறுவர்களுக்கும் உடனடியாக மருத்துவ சிகிச்சை அளிக்க அங்கேயே தற்காலிக மருத்துவமனை அமைக்கப்பட்டு இருந்தது. அங்கு அவர்களுக்கு சிகிச்சை அளிக்கப்பட்டு வருகிறது. இதைத்தொடர்ந்து மேலும் 4 சிறுவர்கள் மீட்கப்பட்டனர். இதை தொடர்ந்து அடுத்த குழுவினர் உள்ளே சென்று அடுத்தடுத்து சிறுவர்களை மீட்கும் முயற்சியில் ஈடுபட்டு வருகின்றனர்.

இதுகுறித்து மீட்பு குழு அதிகாரி கூறுகையில் ‘‘15 நாட்கள் பொறுமை காத்தபோதிலும், இதன் பிறகும் காத்திருப்பதில் அர்த்தமில்லை என்ற முடிவுக்கு வந்தோம். அதனடிப்படையில் ஆபத்தை பற்றி பொருட்படுத்தாமல் இந்த அதிரடி முயற்சியில் ஈடபட்டோம். இன்று எங்களது சாதனை நாள்’’ எனக் கூறினார்.

தாய்லாந்த்தில் குகைக்குள் சிக்கியுள்ள சிறுவர்களை உயிருடன் மீட்பதற்காக பல்வேறு வாய்ப்புகள் ஆலோசிக்கப்பட்ட நிலையில், அந்த சிறுவர்கள் மிகவும் களைத்து விட்டதால் இனிமேலும் தாமதிக்காமல் அதிரடியாக நீரில் சென்று அவர்களை மீட்டு வரும் பணி தொடங்கியுள்ளது.

தாய்லாந்து நாட்டின் சியாங்ராய் மாகாணத்தில் தாம் லுவாங் என்ற குகை உள்ளது. இந்தக் குகை 10 கி.மீ. நீளம் உடையதாகும். கடந்த வாரம் 11 வயது முதல் 16 வயதுவரை உடைய 12 சிறுவர்கள் கொண்ட கால்பந்து அணியைச் சேர்ந்தவர்கள் இந்தக் குகையை சுற்றி பார்க்கச் சென்றனர். இந்தச் சிறுவர்களுடன் சேர்ந்து அணியின் துணைப் பயிற்சியாளரும் சென்றார்.

அவர்கள் இருக்கும் இடம் கண்டுபிடிக்கப்பட்டு விட்டபோதிலும், மோசமான வானிலையால் அவர்களை மீட்பதில் சிக்கல் நீடிக்கிறது. குகைக்குள் ஆக்ஸிஜன் அளவு குறைந்து வருவதால் உள்ளே சிக்கியுள்ளவர்களின் உயிருக்கு ஆபத்து ஏற்பட்டுள்ளது.

அவர்களுக்கு ஆக்ஸிஜன் பெட்டிகளை வழங்கி காப்பாற்ற நடவடிக்கை எடுக்கப்பட்டு வருகிறது. ஆக்ஸிஜன் பெட்டியை எடுத்துச் சென்ற தாய்லாந்து வீரர் ஒருவர் உயிரிழந்தார். அங்கு தொடர்ந்து மீட்பு பணி நடந்து வரும் நிலையில், சிறுவர்கள் இருக்கும் பகுதியில் குகையின் மேல் பகுதியில் துளையிட்டு அதன் வழியாக அவர்களை தூக்குவது பற்றியும் ஆலோசனை நடந்தது.


குகையில் சிக்கியுள்ள சிறுவர்கள்

அதுபோலவே நீச்சலில் திறன் படைத்த கடற்படை வீரர்களை அனுப்பி சிறுவர்களை முதுகில் சுமந்து கொண்டு வரலாமா எனவும் ஆய்வுகள் மேற்கொள்ளப்பட்டது. எனினும் மழை பெய்து வருவதால் அங்கு மீட்பு பணிகளை செய்யவதில் சிக்கல் ஏற்பட்டது. எந்த ஒரு நடவடிக்கை எடுத்தாலும், அந்த சிறுவர்களை உயிருடன் மீட்பது முக்கியம் என்பதால் அதிக கவனத்துடன் திட்டமிடப்பட்டு வந்தது.

இந்நிலையில் குகையில் சிறுவர்கள் சிக்கி 15 நாட்களுக்கு மேல் ஆகி விட்டதால் இனிமேலும் தாமதிப்பதில் அர்த்தமில்லை என மீட்பு குழுவினர் தெரிவித்துள்ளனர். அதிரடியாக மீட்பு பணிகளை மேற்கொள்ள அவர்கள் முடிவு செய்தனர். அதன்படி தாய்லாந்து மற்றும் வெளிநாட்டில் இருந்து வந்துள்ள நீச்சல் வீரர்கள் களத்தில் இறங்கியுள்ளனர். சகதி கலந்த வெள்ள நீரில் நீந்தி சென்று, சிறுவர்களை மீட்கும் நடவடிக்கையை அவர்கள் தொடங்கியுள்ளனர்.

சென்னை: ஆவடி அருகே 10 வயது சிறுமிக்கு சாக்லெட் வாங்கி தருவதாக ஆசை காட்டி, பாலியல் தொல்லை கொடுத்த 99 வயது ‘தாத்தாவை’ போலீசார் கைது செய்தனர். ஆவடி-பூந்தமல்லி நெடுஞ்சாலை சென்னீர்குப்பம் பகுதியில் வசித்து வருபவர் பரசுராமன் (99). ஓய்வு பெற்ற தலைமை ஆசிரியர். இவரது வீட்டில் கடந்த 2 ஆண்டுகளாக ஒரு குடும்பத்தினர் வாடகைக்கு வசித்து வருகின்றனர். தம்பதிக்கு 10 வயதில் மகள் உள்ளார். அரசு பள்ளியில் 5ம் வகுப்பு படிக்கிறாள். கடந்த 4ம் தேதி வீட்டின் முன்பு, விளையாடிக்கொண்டிருந்த சிறுமியை பரசுராமன் அழைத்து சாக்லெட் வாங்கி தரட்டுமா என கேட்டபடி தனது மடியில் அமரவைத்து கொஞ்சுவதுபோல் நடித்துள்ளார்.
