இப்போதெல்லாம் கொலை செய்வது என்பது அல்வா சாப்பிடுவது போல எளிதாகி விட்டது. யாரைக் கொலை செய்ய வேண்டும் என்று அடையாளம் காட்டிவிட்டு, பணத்தையும் கொடுத்து விட்டால் போதும், காரியம் கச்சிதமாக முடிந்து விடும். கொலை செய்வதையே தொழிலாகக் கொண்டுள்ளது ஒரு கும்பல். அதற்குப் பெயர் கூலிப்படை. மனிதர்களிடையே மனிதம் மரத்துப் போய் விட்டது.

கொலையும், கொள்ளையும் சர்வ சாதாரண நிகழ்வுகளாகி வருகின்றன. கூலிப்படையை ஏவி கணவன் கொலை, கூலிப்படையை ஏவி மனைவி கொலை, கூலிப்படையை ஏவி கௌரவக் கொலை போன்ற செய்திகள் பழகிப்போய் விட்டன. அவற்றை வெறும் செய்திகளாகத்தான் பார்க்கிறோமேயொழிய, அவற்றின் பின் உள்ள வலியையும், வேதனையையும் யாரும் உணர்வதில்லை. ஆளைக் கொல்ல கூலிப்படையை அனுப்பிவிட்டு அந்தக் கொலை செய்யும் பாவம் தன்னைச் சேராது; கொன்றவர்களைத்தான் சேரும் என்று தங்களைத் தாங்களே சமாதானப்படுத்திக் கொள்வார்களோ? தெரியவில்லை.
கௌரவக் கொலைக்கு ஒரு விலை. அரசியல் கொலைக்கு ஒரு விலை, கணவன், மனைவி, காதலன், காதலிக்கு ஒரு விலை என்றுள்ளது. காரணம் இதுவும் ஒரு தொழிலாகி வருகிறது!

இவர்களுக்கும் மனைவி, குழந்தைகள் குடும்பம் என்று ஒன்று உள்ளதே? அவர்கள் இந்தப் பாவப்பட்ட பணத்திலா உண்டு, உடுக்க வேண்டும்? கணவன் என்ன தொழில் செய்கிறான் என்று மனைவிக்குத் தெரியாமலா இருக்கும்? தெரிந்தும் ஏற்றுக் கொண்டிருக்கிறார்கள் என்றால், இவர்களுக்குப் பணம் மட்டுமே முக்கியம்; பாவம் அல்ல. இந்த விஷயத்தில் ஆணுக்குப் பெண் சளைத்தவள் இல்லை என்ற நிலை ஏற்பட்டிருக்கிறது வருத்தமளிக்கிறது.

மருத்துவர் பிள்ளை மருத்துவராக ஆசைப்படுவான்; பொறியாளர் பிள்ளை பொறியாளராக ஆசைப்படுவான். தந்தையைப் போல் ஆக வேண்டும் என்று ஆசைப்படுவதுதானே இயல்பு? அதே போல இவர்களின் பிள்ளைகளும் இவர்களைப் போல கூலிப்படை ஆகிவிடுவார்களோ என்கிற அச்சம் ஏற்படுகிறது. அதே போல உன் அப்பா என்ற வேலை செய்கிறார்? என்று இவர்களின் பிள்ளைகளிடம் கேட்டால், கொலைத் தொழில் என்று கூசாமல் சொல்வார்களா? அப்படிச் சொல்லும் அந்தக் காலம் வந்துவிட்டது போலத்தான் தோன்றுகிறது. 

போகிற போக்கைப் பார்த்தால், பல்வேறு விண்ணப்பப் படிவங்களில் தொழில் என்ற கேள்விக்கு கூலிப்படை என்று எழுதும் காலமும் வந்துவிடும் போலிருக்கிறது. 

சமூகத்தைப் பீடித்துள்ள இந்த நோய் கொடிய புற்றுநோயாக மாறி விடக்கூடும். எந்தக் குற்றப் பின்னணியும் இல்லாத மிக மிக சாதாரணமானவர்கள் கூடக் கூலிப்படை மூலம் காரியத்தை முடிக்கிறார்கள். இவர்கள் எப்படி அவர்களை அடையாளம் காண்கிறார்கள் என்பது புரியவில்லை. 20 வயதுக்கும் குறைவானவர்கள் கூட கையில் ஆயுதங்களோடு அலைகிறார்கள்; தூக்கு, போட்டுடு, செஞ்சிடு - போன்ற புதிய வார்த்தைகள் பேச்சு வழக்கில் உலா வருகின்றன.
உலகில் வாழ்வதற்குப் பொருள் வேண்டும் என்பது உண்மை; ஆனால், நாம் வாழ்வதிலும் பொருள் வேண்டும். பகை உணர்ச்சி, பழி வாங்குதல், என்று ஒவ்வொருவரும் ஆயுதத்தைக் கையில் எடுத்தால் என்னாவது? கொலை செய்வதற்குப் பணம் வாங்குகிறார்கள். அந்தப் பணத்தில் பல குடும்பங்களின் அழுகையும், சாபமும், மரணமும் அடங்கி இருக்கிறது என்பதை மறந்துவிடுகிறார்கள்.

தாத்தா, பாட்டி, அப்பா, அம்மா முகசாயல் குழந்தைகளுக்கு வருகிறது. இவர்களுக்கு இருக்கும் சில பரம்பரை வியாதிகளும் குழந்தைகளுக்கும் வருகின்றன. தாத்தா, அப்பா சேர்த்த சொத்து அந்தக் குடும்ப வாரிசுகளுக்குத்தான் போய் சேர வேண்டும் என்று சட்டம் சொல்கிறது. அப்படியானால், மூதாதையர் செய்யும் பாவமும் அவர்களின் குழந்தைகளுக்குத்தானே சென்று சேரவேண்டும்? பாவ வழியில் பணத்தைச் சேர்த்து பாவத்தை பிள்ளைகளுக்குத் தர வேண்டுமா என்ன?
இந்தியாவில் 18 வயதிற்கு உட்பட்ட சிறார்கள் செய்யும் பல்வேறு குற்றச் செயல்களுக்காக அவர்கள் மாவட்ட சிறார் கூர்நோக்கு இல்லத்தில் தங்க வைக்கப்படுகின்றனர். வருங்காலங்களில் அவர்கள் தீய வழிகளில் மனதைச் செலுத்தாமல் இருக்க பயிற்சி தரப்படுகிறது. அங்கு அவர்களுக்கு உணவு, உடை, இருப்பிடம் மற்றும் கல்வி வழங்கப்படுகிறது.
எதிர்காலத்தில் தவறான பாதையில் செல்லாமல் அவர்களை நல்வழிப்படுத்த அந்த சிறார் பள்ளி ஏற்படுத்தப்பட்டுள்ளது. சிறார் இல்லத்தில் இருந்து வெளியே வரும்போது, அவர்கள் புதிய மனிதர்களாக மாறியிருக்க வேண்டும். ஆனால், அவ்வாறு இல்லை என்பதே உண்மை. பிஞ்சிலேயே பழுத்து விடுகிறார்கள். சிறை அனுபவமும், அந்த அவமானமும், சமுதாயத்தின் புறக்கணிப்பும் மீண்டும் அவர்களை குற்றம் செய்யத் தூண்டுகிறது. இரக்கம் அவர்கள் இதயத்தில் இருந்து சுத்தமாக வழித்து எடுக்கப்பட்டு விடுகிறது. அதன்பின் பணம் மட்டுமே அவர்களின் குறிக்கோள் ஆகிறது.

அடுத்தவர் வலி, வேதனை, இழப்பு எதுவும் புரிவதில்லை. இவர்கள்தான் எளிதாக கூலிக்குக் கொலை செய்யத் துணிகிறார்கள். கூலிப்படையாக இருப்பது இப்போது சர்வசாதாரணமாகி விட்டது.

இதற்கு சமுதாயமும் ஒரு காரணம். முன்பெல்லாம் கதாநாயகன் என்றால் அதற்கு ஓர் இலக்கணம் உண்டு. ஒழுக்கம் தவறாத உத்தமனாகக் காட்டப்படுவான். பூதக் கண்ணாடி போட்டு தேடினாலும் அவனிடம் ஒரு சிறு குறையைக் கூட காண முடியாது. அந்த அளவுக்கு அப்பழுக்கு அற்றவனாகக் காட்டப்படுவான்.

ஆனால், ஒழுங்கற்ற கேசம், உடை, ஒழுக்கமற்ற நடவடிக்கைகள் ரவுடிகள்தான் இன்றைய கதாநாயகர்கள். சாதுர்யமாகப் பிறரை ஏமாற்றுவது, கொலை செய்வது இதெல்லாம் ஹீரோயிஸம் என்று ஆன பின், அதைத்தானே இளைய சமுதாயமும் கற்றுக் கொள்ளும்? நாட்டு நடப்பைத்தானே காட்டுகிறோம் என்று திரைத்துறையினர் சப்பைக்கட்டு கட்டுகிறார்கள்.

படத்தின் வன்முறை காட்சிகளைப் பார்த்துப் பழகிப் போய் அது வெறும் சம்பவமாக மட்டுமே மனதில் பதிகிறது. கொலை செய்வது பாவச் செயல் அல்ல என்றும் தோன்றி விடுகிறது. இந்த இளைய சமுதாயத்தை நல்வழிப்படுத்த வேண்டிய பொறுப்பு நம் ஒவ்வொருவருக்கும் உள்ளது. அது அனைவரின் தார்மீகக் கடமை என்பதை உணர வேண்டும்.
சிறுவர்களிடம் போதைப் பழக்கத்தை ஏற்படுத்தி, அதற்கு அவர்களை அடிமைப்படுத்தி, காசு பார்க்க வேண்டுமா? மேலும், சிறுவர் - சிறுமிகளைத் தவறான பல தீய பழக்கத்திற்கு அடிமையாக்கும் அவலமும் நடக்கிறது. இப்படித் தடம் மாறிப்போகும் தளிர்கள் கொஞ்சம் வளர்ந்ததும் கையில் ஆயுதத்தை எடுத்துக் கொள்கிறார்கள். மனசாட்சியாவாது? மண்ணாங்கட்டியாவது? பணம் வேண்டும், நிறைய பணம் வேண்டும். அவ்வளவே அவர்களின் குறிக்கோள்.

ஒரு சிலரின் கொலை வெறிக்கும், பழி வாங்கும் உணர்ச்சிக்கும் இவர்கள் ஆயுதங்களாக்கப் படுகிறார்கள். கூலிப்படை உருவாக்கப்படுகிறது. மென்மையும், ஈரமும், இரக்கமும் வற்றிய கல்லாகிப்போன இதயங்களாக மாற்றப்படுகின்றனர்.

கூலிப்படையை ஏவி கொலை செய்பவர்கள் ஒன்றைப் புரிந்து கொள்ள வேண்டும். மகிழ்ச்சி என்பது ஒருவரைப் பழி வாங்குவதில் இல்லை. நமக்குத் தீங்கு விளைவித்தவரையும் மன்னித்து, அன்பு காட்டுவதில்தான் உண்மையான மகிழ்ச்சி அடங்கியுள்ளது. 

வாழும் நாள்களில் மகிழ்ச்சியையும், மன அமைதியையும் தேடுவதை விடுத்து, கூலிப்படையைத் தேட வேண்டுமா? வாழ்க்கை மிகச் சிறியது; மிக மிகச் சிறியது.

பயணப்படும்போது கிடைப்பதில்லை
எங்கோ படித்த நினைவு. இதுதான் எதார்த்தம். ஓர் உயிரை வதைப்பதா மகிழ்ச்சி! கோபம் கொப்பளிக்கும் போதெல்லாம், கூலிப் படையைத் தேட ஆரம்பித்தால் நிலைமை என்னவாகும்? ஒருவரை வெட்டிச் சாய்ப்பதல்ல வீரம்; பிரியும்போது அந்த உயிர் எத்தனை அவஸ்தைப்பட்டிருக்கும்? எப்படியெல்லாம் போராடியிருக்கும்? துடித்திருக்கும்? வலியில் அலறியிருக்கும்? கூலிப்படையினர் இதனை யோசிக்க மாட்டார்களா? அவர்களை ஏவியவர்கள் நினைத்துப் பார்க்க மாட்டார்களா?

இந்த நான்கில் ஒன்று இருந்தாலும் அங்கு அறம் இருக்காது என்கிறார் திருவள்ளுவர். கொலை செய்யும் மனித இதயங்களை உருவாக்க வேண்டாம்; கேடு கெட்ட சமுதாயத்தைப் படைக்க வேண்டாம். சிதை நெருப்பாய் கனன்று கொண்டிருக்கும் பழி உணர்ச்சியை அன்பால் அணைத்திடுவோம்.

சென்னை சென்டிரல் அருகேயுள்ள ரெயில்வே மைதானத்தில் ஜம்போ சர்க்கஸ் கடந்த 22-ந்தேதி தொடங்கி நடந்து வருகிறது. இதில் பல்வேறு சாகச காட்சிகள் இடம்பெறுகின்றன. 30 ஆண் கலைஞர்களும், 30 பெண் கலைஞர்களும் பல்வேறு அசத்தல் நிகழ்ச்சிகளை பார்வையாளர்களுக்கு வழங்கி வருகின்றனர்.

‘லேடர் பேலன்ஸ்’, ‘ரோலர் பேலன்ஸ்’ போன்ற அந்தரத்தில் உயர பறந்து கண் இமைக்கும் நேரத்துக்குள் துள்ளி பறந்து ஒரு கயிற்றில் இருந்து மற்றொரு கயிற்றுக்கு சென்று அசத்தி வருகின்றனர். ‘யுனிசைக்கிளிஸ்ட்’ எனும் நிகழ்ச்சியில் இரும்பு கூண்டுக்குள் மோட்டார் சைக்கிள் ஓட்டியும் கலைஞர்கள் அசத்துகின்றனர்.

பல வளையங்களை உடலில் கட்டி ஆடுவது, எண்ணற்ற தீபங்களை உடலில் கட்டி நடனமாடுவது, சுழலும் பலகையில் ‘ஸ்கேட்டிங்’ செய்வது, ஏணியில் நடனம் என பார்வையாளர்களுக்கு கலைஞர்கள் விருந்தளிக்கின்றனர். கயிற்றில் தன் உடலை சுற்றி பெண் கலைஞர் ஒருவர் தன் உடலை வில்லாக வளைத்து சாகசம் செய்வது பார்வையாளர்களை மயிர்க்கூச்செரிய செய்கிறது.

இதுதவிர நாய்களின் விளையாட்டுகள், குதிரை சவாரி, கோமாளிகளின் குசும்புகள், மாயாஜாலம் என அரங்கத்தில் உள்ள பார்வையாளர் களை ரசிக்க செய்யும் பல விளையாட்டுகளும் இடம்பெறுகின்றன. குறிப்பாக கயிற்றை பற்களால் கடித்துக்கொண்டே கலைஞர்கள் தன் உடலை சுற்றச்செய்வது பார்வையாளர்களை சிலிர்ப்பூட்டுகிறது.

இதுகுறித்து ஜம்போ சர்க்கஸ்-ன் மேலாளர் மது கூறுகையில், “பார்வையாளர்களை ரசிக்க செய்வதற்கான பல நிகழ்ச்சிகளை நடத்துகிறோம். மதியம் 1 மணி, மாலை 4 மணி, இரவு 7 மணி என தினசரி 3 காட்சிகள் நடக்கிறது. ரூ.100, ரூ.200, ரூ.300 என கட்டணங்கள் வசூலிக்கப்படுகிறது. அடுத்தாண்டு பிப்ரவரி 17-ந்தேதி வரை சர்க்கஸ் நடக்கிறது”, என்றார்.

தாம்பரம் அருகே மாடம்பாக்கத்தில் போலீஸ் சப்-இன்ஸ்பெக்டரின் மனைவி தூக்குப்போட்டு தற்கொலை செய்து கொண்டார்.

தாம்பரம்,

சென்னையை அடுத்த தாம்பரம் அருகே உள்ள மாடம்பாக்கம் அம்பிகா நகர் 1-வது குறுக்குதெருவைச் சேர்ந்தவர் ஜெய்கணேஷ் (வயது 35). இவர், சேலையூர் போலீஸ் நிலையத்தில் சப்-இன்ஸ்பெக்டராக வேலை பார்த்து வருகிறார்.

இவருடைய மனைவி பிரவீணா(27). இவர்களுக்கு பிரஜித்(9) என்ற மகன் உள்ளான். இவன், அங்குள்ள பள்ளியில் 4-ம் வகுப்பு படித்து வருகிறான். ஜெய்கணேஷ்-பிரவீணா இருவரும் காதலித்து, கடந்த 2009-ம் ஆண்டு திருமணம் செய்து கொண்டனர்.

ஜெய்கணேசுக்கு கடந்த 2016-ம் ஆண்டு சப்-இன்ஸ்பெக்டர் வேலை கிடைத்தது. 10 மாதங்களுக்கு முன்பு சேலையூர் போலீஸ் நிலையத்தில் சப்-இன்ஸ்பெக்டராக பணியில் சேர்ந்தார்.

நேற்று முன்தினம் ஜெய்கணேசுக்கு பிறந்தநாள் என்பதால் வீட்டில் குடும்பத்துடன் பிறந்தநாள் கொண்டாடினார். பின்னர் ஜெய்கணேஷ் வெளியில் சென்றுவிட்டார். மகன் பிரஜித், வெளியில் விளையாட சென்றுவிட்டான்.

வீட்டில் தனியாக இருந்த பிரவீணா, திடீரென வீட்டின் உள்அறையில் உள்ள மின்விசிறியில் தூக்குப்போட்டு தற்கொலை செய்துகொண்டார்.

விளையாடசென்ற பிரஜித், வீட்டுக்கு வந்தபோது தனது தாய் பிரவீணா தூக்கில் பிணமாக தொங்குவதை பார்த்து அலறினான். சத்தம் கேட்டு ஓடிவந்த அக்கம் பக்கத்தினர், இது குறித்து ஜெய்கணேசுக்கு தகவல் கொடுத்தனர்.

இதுபற்றி தகவல் அறிந்துவந்த சேலையூர் போலீசார், பிரவீணா உடலை மீட்டு பிரேத பரிசோதனைக்காக குரோம்பேட்டை அரசு மருத்துவமனைக்கு அனுப்பி வைத்து விசாரணை நடத்தி வருகின்றனர்.

பிரவீணா தற்கொலை செய்த தகவல் அறிந்ததும் மதுரையில் இருந்து அவரது உறவினர்கள் ஏராளமானவர்கள் சேலையூர் போலீஸ் நிலையம் வந்தனர். அவர்கள் போலீசாரிடம் புகார் மனு அளித்தனர். பின்னர் அவர்கள் கூறியதாவது:-

பிரவீணாவின் பெற்றோர், கடந்த 15 வருடங்களுக்கு முன்பு தற்கொலை செய்துகொண்டனர். பிரவீணாவை அவருடைய அத்தை கலாதான் வளர்த்து வந்தார். 2009-ம் ஆண்டு ஜெய்கணேஷ், பிரவீணாவை காதலித்து திருமணம் செய்துகொண்டார். அவர்களுக்கு 9 வயதில் ஒரு மகன் உள்ளான்.

2013-ம் ஆண்டு ஜெய்கணேஷ் போலீசில் சேர்ந்தார். பின்னர் சப்-இன்ஸ்பெக்டர் பணிக்குதேர்வு எழுதி, 2016-ம் ஆண்டு சப்-இன்ஸ்பெக்டராக தேர்வானார். 10 மாதங்களுக்கு முன்பு ஜெய்கணேசுக்கு சேலையூர் போலீஸ் நிலையத்துக்கு பணி மாற்றப்பட்டதால் மாடம்பாக்கத்தில் வீடு எடுத்து தங்கி இருந்தனர்.

ஜெய்கணேஷ், வீட்டுக்கு தேவையான பொருட்களை வாங்கித்தராமலும், சம்பள பணத்தை மனைவியிடம் சரிவர கொடுக்காமலும் இருந்து வந்துள்ளார். இதனால் கணவன்-மனைவி இடையே அடிக்கடி தகராறு ஏற்பட்டு வந்து உள்ளது.

இதனால் பிரவீணா தற்கொலை செய்து உள்ளார். இதுபற்றி விசாரித்து உரிய நடவடிக்கை எடுக்கவேண்டும் என போலீசில் புகார் செய்து உள்ளோம். இவ்வாறு அவர்கள் கூறினர்.

இது தொடர்பாக போலீசார் கூறும்போது, “கணவன்-மனைவி இடையே ஏற்பட்ட தகராறில் பிரவீணா தூக்குப்போட்டு தற்கொலை செய்து உள்ளார். பிரவீணாவின் உறவினர்கள் அளித்த புகாரின்பேரில் விசாரணை நடத்தி உரிய நடவடிக்கை எடுக்கப்படும்” என்றனர்.

தமிழ்நாட்டில் பள்ளிக்கு செல்லாத குழந்தைகளே இருக்கக்கூடாது என்ற வகையில், தமிழக அரசு தீவிரமாக முனைப்பு காட்டி வருகிறது. பள்ளிக்கூடங்களுக்கு சென்று படிப்பதற்கு வறுமை ஒரு தடையாக இருந்து விடக் கூடாது என்பதால்தான் சத்துணவு, இலவச பாடப்புத்தகங்கள், நோட்டுப் புத்தகங்கள், லேப்–டாப், சீருடைகள், காலணிகள், புத்தக பை, கிரையான்ஸ், வண்ண பென்சில்கள், கணித உபகரண பெட்டி, மலைப்பகுதிகளில் கம்பளிசட்டை, மழைக்கால ஆடை, உறை காலணி, கால் உறை, புவியியல் வரைபடம் என்று பல பொருட்கள் இலவசமாக வழங்கப்படுகின்றன. இதுதவிர, அரசு மற்றும் அரசால் அங்கீகாரம் பெற்றுள்ள பள்ளிக்கூடங்களில் முதல் வகுப்பு முதல் 12–ம் வகுப்புவரை படிக்கும் மாணவர்கள், அரசு கல்லூரி மாணவர்கள், அரசு பாலிடெக்னிக்கில் படிக்கும் மாணவர்களுக்கு அவர்கள் வீட்டிலிருந்து கல்வி நிறுவனங்களுக்கும், மறுபடியும் வீட்டுக்கு திரும்பி வருவதற்கும் பஸ் பாஸ் வழங்கப்படுகிறது. இந்த பஸ் பாஸ் வழங்கும் திட்டம் 1996–97–ம் ஆண்டில் முதல்–அமைச்சராக இருந்த மறைந்த கலைஞர் கருணாநிதியால் தொடங்கி வைக்கப்பட்டது.

அரசு பள்ளிக்கூடங்கள் மற்றும் கல்லூரிகளில் படிக்கும் மாணவர்களுக்கு இலவச பஸ் பாஸ் வழங்கப்படுவது போல, தனியார் பள்ளிக்கூடம் மற்றும் கல்லூரி மாணவர்களுக்கு 50 சதவீத கட்டணச்சலுகை வழங்கப்படுகிறது. இந்த பஸ் பாஸ்க்கான செலவு தொகையை போக்குவரத்துக்கழகங்களுக்கு, போக்குவரத்துத்துறை வழங்கி விடுகிறது. இந்த ஆண்டு 27 லட்சம் மாணவர்களுக்கு இலவச பஸ் பாஸ் வழங்க ரூ.766 கோடி அரசால் ஒதுக்கப்பட்டுள்ளது. இந்த கல்வியாண்டு தொடங்கி அனைத்துப் பள்ளிக்கூடங்களிலும் அரையாண்டு தேர்வு முடிந்துவிட்டது. கல்லூரிகளிலும் செமஸ்டர் தேர்வு முடிந்துவிட்டது. ஆனால், போக்குவரத்துக்கழகங்கள், பள்ளிக்கூட மாணவர்களுக்கும், கல்லூரி மாணவர்களுக்கும் இலவச பஸ் பாஸ் இன்னும் வழங்கவில்லை.

இவ்வளவுக்கும் இதுவரை காகித அட்டையில் கொடுக்கப்பட்ட பஸ் பாஸ்க்கு பதிலாக, ஸ்மார்ட் கார்டு கொடுக்க கூடுதல் நிதியும் அரசால் ஒதுக்கப்பட்டுள்ளது. பஸ் பாஸ் இல்லாமல் பயணம் செய்ய மாணவர்கள் பெரும் இன்னலை சந்தித்து வருகிறார்கள். ஏற்கனவே போக்குவரத்துத்துறை அமைச்சர், சீருடை அணிந்து, அடையாள அட்டையை காட்டினால்போதும். கண்டக்டர் டிக்கெட் கேட்கமாட்டார்கள் என்று அறிவித்திருக்கிறார். ஆனாலும், கிராமப்புறங்களில் உள்ள கண்டக்டர்கள் இதன்படி செயல்படவில்லை. பல இடங்களில் மாணவர்களை கீழே இறக்கி விடுகிறார்கள் என்று புகார் கூறப்படுகிறது. மேலும், புதிதாக சேரும் மாணவர்களுக்கு ஆண்டு தொடக்கத்திலேயே சீருடை வழங்கப்படுவதில்லை. பெரும்பாலான பள்ளிக்கூடங்களில் அடையாள அட்டை வழங்க தாமதமாகிறது. இந்தநிலையில், பஸ் பாஸ் மட்டுமல்லாமல், அரசு நிதி ஒதுக்கி வழங்கப்படும் பல்வேறு இலவச பொருட்களும் கல்வியாண்டின் தொடக்கத்திலேயே வழங்கப்படாததால், மாணவர்கள் அதன் முழுபயனையும் அனுபவிக்கமுடியவில்லை.

இந்தநிலையை தவிர்க்க, கல்வித்துறை, போக்குவரத்துத்துறை போன்ற துறைகள் மிகத்தீவிர நடவடிக்கை எடுக்கவேண்டும். கல்வியாண்டு தொடங்கும்போதே பாடப்புத்தகங்கள் வழங்கப்படுவதுபோல, மற்ற இலவச உபகரணங்களும் வழங்கப்பட்டுவிட வேண்டும். இதுபோல, பஸ் பாஸ் வழங்கப்படுவதும், பள்ளிக்கூடங்கள் மற்றும் கல்லூரிகள் தொடங்கும்போதே வழங்கப்பட்டுவிடவேண்டும். கல்வியாண்டு தொடக்கத்தில் வழங்கப்படாமல், ஆண்டு இறுதியில் பொருட்களை வழங்குவதில் எந்தப்பயனும் இல்லை. எனவே, அடுத்த கல்வியாண்டிலாவது முதல் ஒரு வாரத்துக்குள் அனைத்து இலவச பொருட்களும் வழங்கப்பட்டுவிடும் என்பதை ஒரு கொள்கை முடிவாக அரசு எடுத்துக்கொள்ளவேண்டும்.

தமிழர் திருநாளாம் பொங்கல் பண்டிகை ஜனவரி 15-ந்தேதி (செவ்வாய்க் கிழமை) கொண்டாடப்படுகிறது.

அதனைத்தொடர்ந்து மாட்டுப்பொங்கல், காணும் பொங்கல் என அரசு விடுமுறை தினங்கள் வருகின்றன.

இதையொட்டி மக்கள் சொந்த ஊர்களுக்கு சென்று பொங்கல் பண்டிகையை கொண்டாட வசதியாக இந்த ஆண்டு தமிழக அரசு மாநிலம் முழுவதும் 24 ஆயிரத்து 708 சிறப்பு பஸ்களையும், சென்னையில் இருந்து 14 ஆயிரத்து 263 சிறப்பு பஸ்களையும் இயக்க முடிவு செய்து உள்ளது.

இதுகுறித்து போக்குவரத்துத்துறை அமைச்சர் எம்.ஆர்.விஜயபாஸ்கர் சென்னையில் தலைமைச் செயலகத்தில் நேற்று நிருபர்களுக்கு அளித்த பேட்டியில் கூறியதாவது:-

பொங்கல் பண்டிகையையொட்டி ஜனவரி 11-ந்தேதி முதல் 14-ந்தேதி வரையிலான 4 நாட்கள் சென்னையில் இருந்து 14 ஆயிரத்து 263 பஸ்கள் இயக்கப்பட இருக்கின்றன.

தமிழகம் முழுவதும் கடந்த ஆண்டு 20 ஆயிரத்து 165 பஸ்கள் இயக்கப்பட்டன. இந்த ஆண்டு அந்த எண்ணிக்கை உயர்ந்திருக்கிறது. அந்தவகையில் இந்த ஆண்டு 24 ஆயிரத்து 708 பஸ்கள் இயக்க போக்குவரத்து நிர்வாகம் முடிவு செய்து இருக்கிறது.

கடந்த ஆண்டு சிறப்பு பஸ்களில் பயணம் செய்ய 2 லட்சத்து 4 ஆயிரத்து 275 பயணிகள் முன்பதிவு செய்து இருந்தனர். ஒட்டுமொத்தமாக 4 லட்சத்து 92 ஆயிரத்து 220 பேர் சிறப்பு பஸ்களில் பயணம் செய்து இருக்கின்றனர். கடந்த ஆண்டு போக்குவரத்து தொழிற்சங்கங்கள் வேலைநிறுத்த போராட்டத்தில் ஈடுபட்ட காரணத்தால் பயணிகள் எண்ணிக்கை சிறிது குறைந்து இருந்தது.

இந்த வருடம் 6 லட்சம் பேர் பயணிக்கும் வகையில் அனைத்து ஏற்பாடுகளையும் செய்து இருக்கிறோம்.

பொங்கல் பண்டிகை முடிந்து வெளியூர்களில் இருந்து சென்னை திரும்புவதற்கும் சிறப்பு பஸ்கள் இயக்கப்பட இருக்கின்றன. அதற்கான ஏற்பாடுகளையும் செய்து இருக்கிறோம். சிறப்பு பஸ்களை இயக்குவது தொடர்பான ஆய்வுக்கூட்டம் வருகிற 2-ந்தேதி நடக்கிறது. 9-ந்தேதி முதல் சிறப்பு கவுண்ட்டர்கள் இயங்கும். அன்று முதல் முன்பதிவு நடைபெறும்.

சென்னையில் இருந்து ஆந்திரா மார்க்கமாக செல்லும் பஸ்கள் மாதவரம் பஸ் நிலையத்தில் இருந்தும், ஓசூர், கிருஷ்ணகிரி மார்க்கமாக செல்லக்கூடிய பஸ்கள் பூந்தமல்லி பஸ் நிலையத்தில் இருந்தும், திண்டிவனம், சிதம்பரம், கும்பகோணம் மார்க்கமாக செல்லும் பஸ்கள் தாம்பரம் மெப்ஸ் பேரறிஞர் அண்ணா பஸ் நிலையத்தில் இருந்தும், ஈ.சி.ஆர். தனியார் பஸ்களில் கட்டண கொள்ளை குறித்து தொடர்ந்து கேள்வி எழுப்புகிறீர்கள். கடந்த ஆண்டு பொங்கல் பண்டிகையையொட்டி சென்னையில் சுமார் 250 பஸ்கள் பயணிகள் வருகையின்றி இயக்கப்படாமல் நிறுத்தி வைக்கப்பட்டு இருந்தன. எனவே தனியார் பஸ்களை விரும்பி தேடிச் செல்வோரை தடுக்க முடியாது. அதேவேளையில் கட்டண கொள்ளை குற்றம்சாட்டப்பட்ட சம்பவங்களில் நடவடிக்கை எடுத்து இருக்கிறோம். பயணிகளுக்கு கட்டணமும் திரும்ப கிடைத்து இருக்கிறது.

பொதுவாகவே தனியார் பஸ்களுக்கு கட்டண வரை முறையோ, வழித்தட வரை முறையோ கிடையாது. பயணி கள் கூட்டம் அதிகமாக இருந்தால் கட்டணத்தை உயர்த்துவார்கள். கூட்டம் இல்லையென்றால் குறைந்த கட்டணத்துக்கும் ஓட்டுவார்கள்.

Chennai: The Madras high court has directed the commissioner of Chidambaram municipality to take immediate steps to remove the illegal encroachments from the property belonging to the Guru Namasivaya Moorthy Mutt/Temple, with the help of the Superintendent of Police, Cuddalore district.

Justice N. Anand Venkatesh gave the directive while disposing of a petition from V. Vanchinathan, a retired post master and a devotee of the Guru Namasivaya Moorthy Mutt/Temple.

Senior counsel K. Doraisamy representing Muthumani Doraisamy, the counsel for the petitioner submitted that the trustee of the temple had approached this court and filed a petition, seeking a direction to the Commissioner of Chidambaram municipality to implement the order of the tahsildar, Chidambaram taluk for the purpose of removal of the encroachments. This court, after considering the materials placed on record, came to the conclusion that the trustee of the temple, has to approach the tahsildar of Chidambaram taluk and the police authorities in order to take steps to remove the encroachment. By giving such liberty the petition was disposed of. However, there was no action taken thereafter. Since no one was taking interest in recovering the property belonging to the temple, the petitioner being the devotee has approached this court seeking appropriate direction, Doraisamy added.

The judge said it was seen from the records that the tahsildar, Chidambaram has already taken cognisance of the illegal encroachments in the temple land and had also passed an order directing the Chidambaram municipality to remove the encroachment. Since no action was taken, the trustee of the temple has also approached this court and this court gave liberty to the trustee to again approach the tahsildar and also seek for police protection for the removal of the encroachments. This order was passed on March 2, 2017. For more than one and half years, there was no action on the part of any one. Therefore, a devotee has approached this court, the judge added.

The judge said in the facts and circumstances of the case, the petitioner shall bring to the notice of the Executive Officer of the Mutt/Temple about the orders passed by this court. The Executive Officer of the Mutt/Temple shall make a fresh representation to the Commissioner of Chidambaram Municipality and Superintendent of Police, Cuddalore, bringing to their notice the earlier proceedings of the tahsildar dated December 12, 2016 and December 18, 2016 and also the orders passed by the court. Immediately on receipt of the representation the Commissioner of Chidambaram Municipality shall take immediate steps to remove the illegal encroachments with the help of the Superintendent of Police, Cuddalore, within 2 months, the judge added.

Anna University cuts fuel for five cars used by minister, official

Chennai: As part of austerity measures, Anna University has stopped the fuel supply for five cars used by higher education minister K.Anbalagan and higher education secretary Mangat Ram Sharma from this month.

These cars were originally bought for the university and are being used by the minister and the official in violation of rules.


"These cars were bought by the university for some specific use. But, they are being used for other purposes without any proper reason or accountability," reliable sources in the university said.

The university vehicles would be provided with tokens to fill the fuel at the petrol station in T. Nagar. By giving the tokens, the drivers would fill the fuel for their vehicles. Later, the university will reimburse the bills to the petrol station.

It was found out that the university is paying the bills for six cars that were not used by any of its officials. “Each car consumes a minimum of 100 litres of petrol every month. This is an unnecessary burden on the university. So we have stopped issuing tokens,” sources said.

“Additional secretary of higher education department R. Lilly has returned the university’s car,” sources added.

These cars belonged to various departments including the office of the controller of examinations (CoE) and additional controller of examinations (ACOE).

“These two offices have money and there is no cap on the fuel use for the cars belonging to the CoE and ACOE offices,” one of the professors explained the reason.

Earlier, all these cars were provided with drivers employed with the university and still, one car has university driver.

“In the absence of university cars, the officials will hire taxis which will increase the expenditure,” professors said.

Some professors alleged that cars belonging to state universities like Bharathiar university are also being used in Chennai.

“The minister or secretary should not use university cars. It is a total misuse of power. The government is providing official cars for their use,” said E. Balagurusamy, former vice-chancellor, Anna University.

He further attributed the violation of rules to the weakness of vice-chancellors.

“The university is an autonomous body and it has own problems in funding. The university has done the right thing and they have no business to use the resources of Anna University for any purpose,” he said.

Virudhunagar district has made a significant leap in Delta ranking among the aspirational districts across the country by jumping to number one slot from being ranked 10th in the first Delta ranking released in June.

Among the 111 aspirational districts, Virudhunagar has achieved first rank in the overall ranking, and two out of total six themes -- education and basic infrastructure. The project under NITI Ayog was based on household surveys conducted in aspirational districts in June covering more than one lakh households.

In education, the district has improved its results in learning outcome with a concerted effort taken by the district administration along with Department of School Education.

“We gave training to teachers through Block Resource Teachers on the art of questioning. Instead of going by book-back questions for examinations conducted for all classes from 1 to 8, we followed a teaching method where students understand questions, analysis them and applies it during examinations,” Chief Educational Officer, R. Swaminathan, said. Though under the aspirational districts, only performances of students of classes 3, 5 and 8 students in Mathematics and Tamil were taken up for ranking, the Department of Education has applied it to all classes from 1 to 8 and for all three subjects and two languages. The entire classroom teaching underwent a change from just teaching subjects to make the students understand the concepts. On basic infrastructure, the district administration concentrated on expeditious implemention of various infrastructure works like providing electricity connections to all houses, providing internet connectivity in rural areas, completing rural roads under Prime Minister's Rural Road Scheme.

Besides, attention was given to increase the number of individual household toilets, providing potable water in rural and urban areas. Efforts were put in converting kuchcha houses into pucca houses under Prime Minister's Housing Scheme. First five ranks on six factors that were aimed at socio-economic development were released by NITI Ayog. The ranking of the district on other four factors were not known, a source said.

HC awards 20 marks to NEET candidate

: The Calcutta high court, in a recent order, awarded 20 marks to a NEET 2018 candidate after Calcutta University informed the court that Bengali translations of five questions appeared erroneous.

The candidate, Wasim Akram Hossain, had attempted all these five questions and got four answers wrong. The HC, in its order passed on December 20, ruled that Hossain be given 16 marks for the four wrongly worded questions and four more marks to offset negative marking on those questions.

“Denying him marks on the contention he ought to have compared with the questions set in English would be unjust. Firstly, because an examinee, in examination to find out depth of knowledge, will not readily think the question is wrong. Second, comparison would then present such an examinee with more difficulty,” Justice Arindam Sinha observed while passing the order.

However, the candidate, who took the NEET (undergraduate) test in Bengali, now plans to move the HC division bench pleading that not just five, but 98 out of the 180 questions were wrongly translated.

Justice Sinha raised specific queries regarding the erroneous Bengali translation of the five questions.

For instance, question 14 in the English questionnaire specifically mentioned unpolarized light, while the Bengali translation said only light. In the light of this question, Justice Sinha asked the CU and CBSE to clarify whether reflection and refraction of light, incident on a plain surface, is possible in both cases.

On the second question (no 30), the HC pointed out that while the English question asked for rate of production of heat, the translated question asked for the measure of kinetic energy.

Maintenance a right even if wife agrees to waive it, says HC

: In a significant order, the Bombay high court has held that a woman’s right to maintenance cannot be done away with even if she had specifically waived off such a right in an earlier agreement with her husband. In the judgment pronounced recently, Justice M S Sonak said, “There are several rulings, which take the view that an agreement, in which the wife gives up or relinquishes her right to claim maintenance at any time in the future, is opposed to public policy and, therefore, such an agreement, even if voluntarily entered, is not enforceable.” The HC in its judgment cited observations of another such ruling which said the statutory right of a wife for maintenance cannot be bartered, done away with or negatived by the husband by setting up an agreement to the contrary.

In the judgment, the HC dismissed the writ petition submitted by a man who said that his former wife’s application seeking maintenance be dismissed since she had specifically waived her right to it in the consent terms for divorce. The woman had moved the maintenance plea before a magistrate court in 2010. The man sought a dismissal of the plea and cited the consent terms. On October 13, 2011, the court rejected the man’s application. He then challenged it before the sessions court which too rejected his plea. In 2016, the man submitted a writ petition before the HC.

The HC has also directed the magistrate to dispose of the woman’s application for maintenance in accordance with law and on its own merits. The court said it was to be decided as expeditiously as possible and, in any case, within a year.

The woman had earlier told the HC that in 2009 she had filed a divorce petition. It was further stated that the court referred the couple for mediation where they reached a compromise on October 27, 2010. It was further stated that while the woman put her thumb impression on the consent terms, her husband signed it. Under the terms of the compromise their marriage was annulled. The compromise recorded that the woman was giving up her right to maintenance and property. The court then passed the decree based on the consent terms. The woman said she then moved the magistrate court seeking maintenance. The plea was moved under Section 125 of the Criminal Procedure Code which provides for maintenance of wives, children and parents.

She alleged that during the proceedings, the man contended that she cannot claim maintenance since she had given up her right to it. The woman claimed this was the first time she had heard this and said that she had never agreed to give up such a right. She claimed that the lines mentioning this were fraudulently included in the consent terms.

A one-stop clinic for breast screening will be inaugurated at the Kilpauk Medical College and Hospital on January 3, health minister C Vijayabaskar said on Thursday.

A decade ago, cervical cancer was the most common cancer in women, but in 2001, breast cancer took over. “It made mass screening expensive and complex. But if they are diagnosed and treated early, we will not only be able to save women, but also be able to help them preserve the breasts,” he said after inaugurating an awareness programme to stop using disposable plastics. He visited the “pink” clinic, set up at a cost of ₹4 crore, along with environment minister K C Karuppannan.

The clinic is equipped with state-of-the-art machines such as a 3D digital mammogram for screening and diagnosing lesions that are as small as 4mm. “We will be able to pick up lesions at a very early stage. The clinic is set up in such a way that women find it easy and pleasant to access,” said KMC dean Dr Vasanthamani P.

Even though cancer incidence in women is lower in India than in the most developed countries, the estimated annual incidence of per 1,00,000 population is higher among women (82) when compared to men (63). Cancer of breast, cervix and ovary constitutes nearly 55% of all cancer in women.

The clinic, she said, will diagnose free and women will be referred to the oncology department at the Government Royapettah Hospital for tertiary care. Women who need breast reconstruction or implants can visit the plastic surgery department at Stanley Medical College and Hospital, she said.

Punctuality beats trains: 15-minute delay new normal

Train on time is increasingly becoming an oxymoron. A minimum delay of 15 minutes and often of a couple hours shows time management has not really been the forte of Southern Railway. In fact, it has fared worse with every passing year.

This lateness sometimes proves to be costly for passengers. For instance, in May, when many medical aspirants from Kerala came to Chennai to write the NEET exam, a girl ended up missing her exam because her overnight train was nearly five hours late.

On October 12, when general manager of Southern Railway R K Kulshrestha chaired a press meet he was asked why the zonal railway had stopped giving details of yearly train punctuality figures. These statistics used to be issued in April during the Railway Week celebrations, on Independence Day and Republic Day. In the past three instances, the statistics were not released. Though Kulshrestha promised to provide the the data, the same has not been done yet. The reason may be that punctuality of trains over Southern Railway, whose administrative control is over TN and Kerala, has gotten worse.

Statistics released by the ministry of railways in the Lok Sabha show that between April and September 2016, around 1,600 trains were delayed. This number increased to 2,233 in the same period in 2017 and jumped up to 3,439 this year. If we look at statistics of the April-June quarter alone, the number of trains delayed from 2016 to 2018 has risen from 686 to 2,579 — almost a four-fold jump.

Railway insiders say the situation was always this bad, but earlier statistics would not depict the true picture as there was widespread fudging of punctuality data. This was indicated by the Railway Board, which warned the zones to stop fudging data as they wanted to set 2018 as the base year to get the proper figures and work on the issues that affected punctuality. Railway officials say the situation will improve as a new system to tackle misreporting of punctuality data has been put in place. “The data logger will digitally record the arrival and departure time of trains at a particular station. It cannot be altered,” said a senior official. The issues that affect punctuality are frequent failures in tracks, poor quality of coaches, frequent run-overs on tracks and natural causes like flood and fog, say railway officials.

Punctuality of trains is a factor that affects every passenger. In many cases, passengers book trains from districts to cities like Chennai and Trichy to catch a flight to a foreign location. For those undertaking journeys on short notice, punctuality of trains is an important factor as they don’t have buffer time. There is also no real-time information given to passengers on train delays. Railway Board has directed that special focus should be given to train delays in Southern Railway as it is a passenger oriented zone (with lesser freight).

Court bats for total ban on plastics

The eleventh hour attempt of plastic manufacturers to get the government’s ban on plastic boomeranged on Thursday, when Madras high court not only declined to stay the ban, but also sought ban on ‘plastic of any kind’.

Plastic ban is set to come into effect in Tamil Nadu from January 1, 2019.

On Thursday, a vacation bench of Justice S Vaidyanathan and Justice P T Asha rejected the Tamil Nadu Plastics Manufacturer's Association’s plea for stay on the government order.

"The government shall in the long run consider phasing out of plastic of any kind, including the plastic that have been referred to in the exempted provision of the government order," the judges said.

The primary contention of the petitioner was that the government lacked jurisdiction as the Environment Protection Act authorised only the Centre to exercise such powers. "The state has exceeded its jurisdiction by passing the order in the field occupied by the central legislation conferring powers to the Centre," G Shankaran, counsel representing the association, said.

This apart, manufacturing plastic is being carried out by the petitioners in conformity with the norms and standards prescribed by the central legislation and within the parameters of Bureau of Indian Standards (BIS).

Opposing the plea, additional advocate general P H Arvind Pandian submitted that the state has powers to pass such prohibition. He further pointed out that states like Andhra Pradesh and Madhya Pradesh have passed similar orders which were rightly upheld by the respective high courts.

730-day leave for single fathers working in central govt offices

Male personnel in the central government who are single parents to dependant children can now avail of child care leave (CCL) of a total 730 days during their entire period of service, a provision that till now applied only to women employees.

Women government servants were entitled to CCL in three spells in a year that could be availed for up to two children. A ‘single’ male government employee has been defined as “an unmarried or widower or divorcee government servant”. Though the number of eligible single male parents is likely to be limited, the move signals a shift from considering women as the principal care-givers for children.

Interestingly, the DoPT order has introduced a cut in salary drawn for the latter half of the 730-day period. While the earlier rule required the beneficiary to be paid leave salary equal to the pay drawn immediately before proceeding on leave, the amended rule entitles such a beneficiary to 100% salary for the first 365 days and 80% for the next 365. Apart from CCL, women can avail paid maternity leave of 180 days and male parents can claim 15 days.

Earlier, the government, through a law passed by Parliament in March 2017, had increased the maternity leave for workers in the organised sector to 26 weeks.

Decision in line with pay panel suggestions

In an order notified earlier this month, the department of personnel and training (DoPT) also allowed a concession to women government employees who are single parents. As per the amended Rule 43(C) of the Central Civil Services (Leave) Rules, 1972, a single female parent can avail CCL over six instead of just three spells in a year.

The DoPT order said: “A female government servant and single male government servant may be granted child care leave by an authority competent to grant leave for a maximum period of 730 days during entire service for taking care of two eldest surviving children, whether for rearing or for looking after any of their needs, such as education, sickness and the like.”

The decision to extend benefit of child care leave to single male parents is in line with recommendations of the Seventh Pay Commission. In its report, the pay panel had said, “The commission notes that in the event a male employee is single, the onus of rearing and nurturing the children falls squarely on his shoulders. Hence, extension of CCL to single male parents is recommended.” On the salary cut for the latter half of the 730-day period, the Seventh Pay Commission while recommending this change, had argued that CCL, introduced as a welfare measure, should not be seen as a benefit to be availed simply because it existed. “There is... a palpable need to bring in some inhibiting feature so as to ensure that only genuinely affected employees avail of this scheme,” it said, adding that “the concept of a paid leave solely for child care for a period of two years is a liberal measure unmatched anywhere else”.

However, why “genuinely affected” employees should lose a portion of their salaries and whether this will, in fact, inhibit such single parents from providing attention to their children is unclear.

"The government shall in the long run consider phasing out of plastic of any kind in the market, including the plastic that have been referred to in the exempted provision of the government order," the court said while refusing to allow a plea moved by the Tamil Nadu Plastics Manufacturer's Association.

The primary contention of the petitioner was that the state government lacks jurisdiction as the Environment Protection Act authorises only the Centre to exercise such powers.

"The state has exceeded its jurisdiction by passing the order in the field occupied by the central legislation conferring powers to the Centre. Therefore, on the face of it, the GO is liable to be quashed for want of jurisdiction and authority," senior counsel G Shankaran said representing the association.

This apart, manufacturing plastic is being carried out by the petitioners in conformity with the norms and standards prescribed by the central legislation and within the parameters of Bureau of Indian Standards (BIS). While so, there cannot be any order of total ban to manufacture of plastics in the state in supersession of central legislation. The state has no legislative competence to pass such order, the association said.

Besides this, the petitioner alleged discrimination as the ban prohibits only throwaway plastics used at retail while permitting manufacturers to use plastic bags and packages at manufacturing level.

Med varsity VC candidates present vision documents

CHENNAI: Nearly a dozen senior doctors were chosen from the list of 41 applicants aspiring to be vice-chancellors of the state medical university, to make a 20-minute presentation on their vision during a face-to-face interview before the three-member selection committee on Wednesday and Thursday. The committee is expected to submit names of three candidates to Tamil Nadu governor Banwarilal Purohit, who is also the chancellor of the university, for selection to the 10th vice-chancellor of Tamil Nadu Dr MGR Medical University.

The term of the existing vice chancellor Dr S Geethalakshmi will come to end by the end of this month. “The presentation was followed by a detailed discussion that lasted for another 20 minutes. The session was videotaped,” said one of the candidates who appeared for the interview. Doctors were asked to speak on how and why the varsity needs a medical college, ways to encourage research ideologies among medical students and improve standards of medical education. “This is the first time we are going through such an elaborate process for VC selection. It made every applicant think ahead about the role of VC in the university,” said another candidate.

On November 30, the committee convenor, Dr Sithyathiya Munavarah, published names of 41 applicants on the university web page. Retired professors, deans and directors of medical education, senior professors in government and private colleges below 70 years of age had applied. . The committee members refused to the divulge details but sources told TOI that less than a dozen candidates were shortlisted for the final interview.

“Many doctors were disqualified as they did not have the adequate qualification,” said one of the applicants, who wasn’t shortlisted for the final list as he did not have six years of experience as an administrator.

Med varsity ex-VC appeals for changes in recruitment norms

Chennai: Former vice-chancellor of the Tamil Nadu Dr MGR Medical University Dr Mayilvahanan Natarajan has moved a division bench of the Madras high court challenging the present recruitment norms for the post.

Last week, a single judge of the court refused any relief to the ex-VC, who wanted the court to direct the university to amend the rules prescribing qualification for the post and include experience as former VC of the university also as valid qualification.

When the appeal came up for hearing before the vacation bench of Justice S Vaidyanathan and Justice P T Asha, counsel for the university sought time to get instructions.

However, the petitioner submitted that the term of the present VC would expire on Friday, and the issue would be further complicated if any interim order is passed by the government. Recording the submission, the bench said it would take up the plea for hearing on Friday.

According to the petitioner, the university has prescribed six years of experience in administrative position as eligibility for appointment as the vice-chancellor besides other educational and teaching experience.

Though the petitioner served as a VC for three years, he was ineligible to apply for reappointment in view of the six-year rule. Claiming that the three-year experience he holds as a VC would out weight six years of experience as a registrar or controller of examinations or principal of a college, Natarajan wanted the university to modify the eligibility criteria.

Pending disposal of the plea, the petitioner wanted the court to direct the university to withhold the publication of results of their selection process.

கர்நாடக மாநிலத்தில் சட்டப்பேரவை தேர்தல் விரைவில் நடைபெற இருந்த நிலையில், அங்குள்ள பெரும்பான்மை மக்களாக இருக்கும் லிங்காயத் சமூகத்தை தனி மதமாக அங்கீகரித்து கர்நாடக அமைச்சரவை ஒப்புதல் அளித்தது. இதற்கு பாஜக சார்பில் கடும் எதிர்ப்பு தெரிவிக்கப்பட்டது.

இந்தியத் தேர்தல் முறையில் தலையிட்டு மக்களின் மனதில் ஏதேனும் தாக்கத்தை ஏற்படுத்த முயற்சித்தால், ஃபேஸ்புக் மீது கடும் நடவடிக்கை எடுக்க மத்திய அரசு தயங்காது என்று கேம்பிரிட்ஜ் அனலிட்டிகா விவகாரத்தில் மத்திய அரசு எச்சரிக்கை செய்தது.

இமாச்சலப்பிரதேச மாநிலம், கங்கரா மாவட்டத்தில் உள்ள மக்வால் நகரில் செயல்பட்டு வரும் தனியார் பள்ளியின் பேருந்து மாணவர்களை அழைத்துக் கொண்டு பள்ளிக்கு வந்தபோது சாலை ஓரத்தில் இருந்த 100 அடிபள்ளத்தில் கவிழ்ந்து விபத்துக்குள்ளானது. இந்த விபத்தில் 29 குழந்தைகள் பலியாகினர். பலியான குழந்தைகள் அனைவரும் 10 வயதுக்குள் உள்ளவர்கள், அனைவரும் 5-ம் வகுப்புவரை படித்து வந்தவர்கள் என்பதால், அப்பகுதியே சோகத்தில் மூழ்கடித்தது.

“தலைமை” முடிவு (ஏப்ரல். 11)

நள்ளிரவு போராட்டம் (ஏப்ரல்.12)

காஷ்மீர் மாநிலம் கதுவா மாவட்டத்தில் 21 வயது சிறுமி பலாத்காரம், உ.பி.யில் பாஜக எம்எல்ஏவால் சிறுமி பலாத்காரம் என அடுத்தடுத்து பாலியல் பலாத்கார சம்பவங்கள் நடந்தன. இதற்கு எதிராக கடும் நடவடிக்கை எடுக்கக் கோரி காங்கிரஸ் தலைவர் ராகுல் காந்தி டெல்லியில் நள்ளிரவில் மெழுகுவர்த்தி ஏந்தி போராட்டம் நடத்தினார்.

சி41-ராக்கெட் (ஏப்.12)

போக்குவரத்துக்கு உதவும் ஐஆர்என்எஸ்எஸ் - 1ஐ செயற்கைக் கோளுடன் பிஎஸ்எல்வி - சி41 ராக்கெட் வெற்றிகரமாக விண்ணில் பாய்ந்து, நிர்ணயிக்கப்பட்ட இலக்கைச் சென்றடைந்தது.

சைமனின் மறைவு (ஏப்ரல்.15)

சந்தனக் கடத்தல் வீரப்பனின் கூட்டாளி சைமன் (56) பெங்களூருவில் உள்ள விக்டோரியா மருத்துவமனையில் உயிரிழந்தார். கர்நாடக - தமிழக எல்லையான சுரக்காய் மடுவு என்கிற இடத்தில் கடந்த 1993-ம் ஆண்டு வீரப்பன் நடத்திய கண்ணிவெடித் தாக்குதலில் 5 போலீஸார் உட்பட 22 பேர் கொல்லப்பட்டனர். இந்த வழக்கில் வீரப்பனின் கூட்டாளியான சைமன் உட்பட 4 பேரை 1994-ல் கர்நாடக போலீஸார் கைது செய்தனர். இவருக்குத் தடா நீதிமன்றம் தூக்கு தண்டனை விதித்தநிலையில், மேல்முறையீட்டில் ஆயுள் தண்டனையாக உச்ச நீதிமன்றம் 2014-ல் குறைத்தது. கடந்த 24 ஆண்டுகளாக சிறையில் அடைக்கப்பட்டிருந்த சைமன் உடல்நலக் குறைவால் பெங்களூரு விக்டோரியா மருத்துவமனையில் உயிரிழந்தார்.

வெறுப்பு, விலகல் (ஏப்ரல். 21)




முன்னாள் பிரதமர் வாஜ்பாய் ஆட்சியில் நிதி அமைச்சராகவும், பாஜகவின் மூத்த தலைவருமான யஷ்வந்த் சின்ஹா கடந்த பல ஆண்டுகளாகக் கட்சியில் இருந்து ஓரம் கட்டப்பட்டார். இதனால், கடும் அதிருப்தியில் இருந்து வந்த யஷ்வந்த் சின்ஹா பாஜகவுடனான அனைத்துத் தொடர்புகளில் இருந்தும் விலகுவதாக அறிவித்து, கட்சியில் இருந்து விலகுவதாக அறிவித்தார். அதன் பின் பாஜகவைக் கடுமையாக விமர்சிப்பவராக யஷ்வந்த் சின்ஹா மாறினார்.

தூக்கு தண்டனை (ஏப்ரல்.22)

12 வயதுக்குட்பட்ட சிறுமிகளைப் பலாத்காரம் செய்த குற்றச்சாட்டில் சிக்குபவர்களுக்குத் தூக்கு தண்டனை அளிக்கும் அவசரச்சட்டத்துக்குக் குடியரசு தலைவர் ராம்நாத் கோவிந்த் ஒப்புதல் அளித்தார். இதையடுத்து குழந்தைகளை பலாத்காரம் செய்தால் அதிகபட்சமாக தூக்கு தண்டனை விதிப்பது நடைமுறைக்கு வந்துள்ளது.

2018-ல் பெரிய அளவில் வெற்றி படங்களில் ஒன்று - பாண்டிராஜ் இயக்கத்தில் கார்த்தி நடித்த கடைக்குட்டி சிங்கம். குடும்பம் குடும்பமாக வருகிறார்கள் எனப் படம் வெளிவந்த சமயத்தில் திரையரங்கு உரிமையாளர்கள் மகிழ்ந்துபோனார்கள்.


சென்னையின் புறநகர்ப் பகுதியான குரோம்பேட்டையில் உள்ள வெற்றி திரையரங்கம் மிகவும் புகழ்பெற்றது. பலவருடங்களாக அப்பகுதியில் இயங்கிவருகிறது. இந்தத் திரையரங்கின் நிர்வாக இயக்குநர் ராகேஷ் கெளதமன், ஒவ்வொரு வருட இறுதியிலும் அந்தந்த வருடத்தின் டாப் 10 பட்டியலை வெளியிடுவார். அதேபோல ரசிகர்களின் எண்ணிக்கையைக் கொண்டு (வசூல் அல்ல) இந்த வருடம் அவர் வெளியிட்ட வெற்றி திரையரங்கின் 2018 டாப் 10 பட்டியல்:

* ராட்சசன் இந்த வருடத்தின் சிறந்த படம் என்பதில் சந்தேகமில்லை. ஆனால் பல படங்கள் ஒரே சமயத்தில் வெளியானதால் முதல் வாரம் அதற்கு ஒரு காட்சி மட்டுமே ஒதுக்கப்பட்டது. இது பார்வையாளர்களின் எண்ணிக்கையிலான பட்டியல். படம் குறித்த ரேட்டிங் கிடையாது.

* இந்தப் பட்டியலில் கடைக்குட்டி சிங்கம் படம் ஏன் இல்லை? தமிழ்ப்படம் 2 படத்துடன் இதன் காட்சிகள் பகிரப்பட்டன. இதன் வகைமை (கிராமத்துக்கதை) காரணமாக நகரத்தை விடவும் தென் தமிழ்நாட்டுப் பகுதிகளில் கடைக்குட்டி சிங்கம் பெரிய அளவில் வெற்றி பெற்றது என்று பதில் அளித்துள்ளார்.

மக்களின் சேமிப்பை மிகப் பெரிய மூலதனமாகக் கொண்டு வளர்ந்து வரும் வங்கிகள் 19.7.1969 அன்று எந்த நோக்கத்திற்காக தேசியமயமாக்கப்பட்டதோ, அந்த நோக்கத்திலிருந்து விலகி, ஏழை, எளிய நடுத்தர மக்களுக்கு சேவை செய்வது தங்களது பணியல்ல என்பதை எடுத்துக்காட்டும் விதமாக அவ்வப்போது வங்கி ஊழியர்களின் வேலைநிறுத்தம் அமைந்துள்ளது.
இந்தியா முழுவதும் தோராயமாக 90,000 வங்கிக் கிளைகள் இயங்கி வருகின்றன. தமிழகத்தில் மட்டும் சுமார் 15,000 வங்கிக் கிளைகள் உள்ளன. வங்கிகளில் 10 லட்சத்திற்கும் அதிகமானோர் பணி புரிந்து வருகின்றனர்.
மத்திய அரசின் கவனத்தை ஈர்த்து வங்கி ஊழியர்கள் தங்களின் கோரிக்கைகளை நிறைவேற்ற பல்வேறு வழிவகைகள் உள்ள நிலையில், இவ்வாறு பணி ஏதும் செய்யாமல் நாட்டின் பொருளாதாரத்தைப் பாதிக்கும் வகையில் பணபரிவர்த்தனைகளை முடக்கச் செய்வது எந்த வகையில் நியாயம் என்று தெரியவில்லை.

தேசிய மயமாக்கப்பட்ட வங்கிகளின் செயல்பாடும், சாதனைகளும் போற்றுதலுக்குரியது என்றாலும், வாடிக்கையாளருக்கு சேவை எனும்போது அவை பின்னுக்குச் சென்றுவிடுகின்றன. அண்மைக்காலமாக வங்கிகள் தங்கள் வாடிக்கையாளர்களைத் துன்புறுத்துவதையே வாடிக்கையாகக் கொண்டுள்ளன.

பாங்க் ஆஃப் பரோடா வங்கியுடன் விஜயா வங்கி, தேனா வங்கி ஆகியவற்றை இணைக்க மத்திய அரசு முடிவு செய்துள்ளதற்கும், சில வங்கிகளின் கிளைகளை மூடுவதற்கும் வங்கி ஊழியர்கள் எதிர்ப்பு தெரிவித்து வருகின்றனர். இதைக் கண்டித்து கடந்த 21ஆம் தேதி வங்கி ஊழியர்கள் போராட்டத்தில் ஈடுபட்டு வங்கிச் சேவையை முடக்கினர். அன்றுதான் வங்கிகள் செயல்படவில்லை; இயங்கவில்லை; அடுத்த நாள் சனிக்கிழமை போகலாம் என்றால், அன்றைய தினம் நான்காம் சனிக்கிழமை என்பதால் வங்கி ஊழியர்களுக்கு விடுமுறை நாளாம்; ஞாயிற்றுக்கிழமை வழக்கமான விடுமுறை.
தொடர்ந்து திங்கள்கிழமை ஒரு நாள் வங்கிகள் செயல்பட்டன; செவ்வாய்க்கிழமை (டிச.25) கிறிஸ்துமஸ் பொது விடுமுறை; வங்கிகளை இணைக்கக்கூடாது என்பதை வலியுறுத்தி 26-ஆம் தேதி புதன்கிழமை மீண்டும் ஒரு நாள் போராட்டத்தில் ஈடுபடுகிறார்கள். எனவே, இந்த ஆறு நாள்களில் திங்கள்கிழமை தவிர மற்ற நாள்கள் வங்கிகள் செயல்படவில்லை.

இவ்வாறு வங்கிகள் தொடர்ந்து செயல்படாமல் இருக்கும்போது, பொது மக்கள் பல்வேறு விதங்களில் அல்லல்படுகின்றனர். இதனால், வங்கி பணப் பரிமாற்றம் மற்றும் பொது மக்களுக்கான சேவைகள் கடுமையாகப் பாதிக்கப்படுகின்றன.

அடாது மழை பெய்தாலும், விடாது வெயில் அடித்தாலும் தங்களுக்கு வர வேண்டிய மாத ஊதியம் எந்த வகையிலும் பாதிக்கப்படாது என்பதால், வாடிக்கையாளர்களுக்குச் சேவை செய்வதை வங்கிகள் புறந்தள்ளி வருகின்றன. 

குறிப்பாக, ஆண்டுக்கு நான்கு நாள்களாவது பொதுத் துறை வங்கிகள் ஏதாவது ஒரு காரணங்களை கையிலெடுத்துக் கொண்டு வங்கிச் சேவைகளை முடக்கி பொது மக்களையும், அன்றாடம் பணம் புழங்கி தொழில் நடத்தும் வியாபாரிகளையும், நிறுவனங்களையும் பெரும் இன்னல்களுக்கு உள்ளாக்கி வருகின்றன. இவர்களின் வேலைநிறுத்தத்தால் நாடு முழுவதும் பண பரிவர்த்தனை முடங்கியுள்ளது. இதனால் ஒரு லட்சம் கோடிக்கும் அதிகமான காசோலை பரிவர்த்தனைகளும், தமிழகத்தில் ஒரு நாளைக்கு 100 கோடி மதிப்புள்ள உள்நாட்டு மற்றும் வெளிநாட்டுப் பண பரிவர்த்தனைகளும், 10 ஆயிரம் கோடி ரூபாய் காசோலை பரிவர்த்தனைகளும் ஏற்றுமதி, இறக்குமதி கணக்கு, அரசாங்கக் கருவூல கணக்குப் பெரிதாகப் பாதிக்கப்படும் அபாயம் உள்ளது.

பல பண முதலைகள் வங்கிகளுக்குத் தர வேண்டிய வாராக் கடன்களைச் செலுத்தாமல் அயல்நாடுகளில் சொகுசு வாழ்க்கையை மேற்கொண்டிருக்கும் போது, அதை இன்னும் வங்கிகளால் வசூலிக்க முடியவில்லை. ஆனால், ஏழை, எளிய மக்கள், விவசாயிகள், மாணவர்கள், சிறுதொழில் முனைவோர் கடன் கேட்டால், நிறைய நிபந்தனைகளைக் காட்டி அவர்களை வங்கிப் பக்கமே அண்ட விடுவதில்லை. பெரும்பாலான வங்கிகளில் இப்போதெல்லாம் வடஇந்தியர்களும் பணியில் உள்ளனர். அவர்களுக்குத் தமிழ் பேசத் தெரியவில்லை. 

முதியவர்களும், ஓய்வூதியதாரர்களும், பெண்களும் இவர்களிடம் தங்கள் கணக்கு தொடர்பாக சந்தேகம் கேட்டால், எந்தப் பதிலும் கிடைப்பதில்லை. பல வங்கிகளில் வாடிக்கையாளர்களின் கணக்குப் புத்தகத்தில் கணக்கு விவரங்களைப் பதிவு செய்து தருவதேயில்லை. வங்கிக் கணக்கில் இருக்கும் தொகை பற்றி அறிய ஏடிஎம் இயந்திரத்தைப் பயன்படுத்தினாலும் ஒரு குறிப்பட்ட தொகையைப் பிடித்து விடுகிறார்கள்.

வங்கிக் கணக்குப் புத்தகத்தில் வாடிக்கையாளர்களின் இருப்புத் தொகைகளைப் பதிவு செய்தாலும் ஏகப்பட்ட குளறுபடிகள். இதுபோன்று வங்கி வாடிக்கையாளர்கள் நாளும் எதிர்கொள்ளும் பிரச்னைகளுக்காக வங்கி ஊழியர்கள் போராடினால் பொது மக்கள் பெரிதும் பயனடைவார்கள்.

வங்கித் துறையில் வாடிக்கையாளர்கள் நலன் பாதுகாக்கப்பட அரசு நடவடிக்கை எடுக்க வேண்டும். தேசியமயமாக்கப்பட்ட வங்கிகளில் வாடிக்கையாளர்களின் நலன் பாதுகாக்கப்படவில்லை என்பதால், வங்கிகள் தேசிய மயமாக்கப்பட்டதன் நோக்கம் நிறைவேறவில்லை. தனியார் வங்கிகளை நோக்கி வாடிக்கையாளர்கள் படையெடுக்கும் காலம் வெகு தொலைவில் இல்லை.

நாமக்கல் மாவட்டம் புதுச்சத்திரம் அருகே உள்ள கல்யாணி கிராமம் பகுதியை சேர்ந்தவர் சின்ராஜ் (வயது 31). இவர் அங்கு உள்ள ஒரு தனியார் நிறுவனத்தில் வேலை பார்த்து வருகிறார். இவரது மனைவி மைதிலி. இவர்களது 2-வது மகள் ஷார்மி (4). நேற்று முன்தினம் மாலை இந்த சிறுமி வீட்டின் வெளியில் விளையாடி கொண்டிருந்தாள்.

தமிழ்நாட்டில் அனைத்து பிரசவங்களும் மருத்துவமனைகளில்தான் மேற்கொள்ளப்படவேண்டும். வீடுகளில் பிரசவம் என்ற நிலை இருக்கக்கூடாது என்று பல நடவடிக்கைகளை தமிழக அரசு எடுத்து வருகிறது. ஆனால், அரசு மருத்துவமனையிலேயே சிகிச்சைக்கு சென்ற ஒரு கர்ப்பிணி பெண்ணுக்கு எச்.ஐ.வி. பாசிட்டிவ் என்று கூறப்படும் ‘எய்ட்ஸ் நோய்’ கலந்த ரத்தம் செலுத்தப்பட்டு, இப்போது அந்த பெண்ணுக்கும் எய்ட்ஸ் நோய் வந்து, வயிற்றில் இருக்கும் குழந்தைக்கும் எய்ட்ஸ் நோய் வந்திருக்குமோ? என்ற சந்தேகம் ஏற்பட்டுள்ளது. ஒட்டுமொத்த தமிழ்நாடே இந்த செய்தியைக் கேட்டு, வேதனையான இந்த சம்பவத்திற்காக நெஞ்சம் பதறுகிறது.

விருதுநகர் மாவட்டம், சாத்தூரில் உள்ள அரசு மருத்துவமனைக்கு 23 வயதுள்ள 8 மாதகர்ப்பிணி பெண் சிகிச்சைக்காக சென்றிருக்கிறார். அவர் அனிமியா என்று கூறப்படும் ரத்தசோகையால் அவதியுறுகிறார் என்று சோதனை செய்த டாக்டர்கள் உடனடியாக அவருக்கு ரத்தம் செலுத்த வேண்டும் என்று கூறியிருக்கிறார்கள். அந்த பெண்மணிக்கு ‘ஓ’ பாசிட்டிவ் ரத்தம் தேவைப்பட்டு இருக்கிறது. உடனடியாக சிவகாசி பொதுமருத்துவமனையில் உள்ள ரத்த வங்கியிலிருந்து ரத்தம் வரவழைக்கப்பட்டு அவருக்கு ரத்தம் செலுத்தப்பட்டு இருக்கிறது. ஆனால் ஒரு வார காலத்துக்குள் அந்த பெண்ணுக்கு எய்ட்ஸ் நோய்க்கான அறிகுறிகள் அதாவது காய்ச்சல், வயிற்றுபோக்கு ஏற்பட்டதால், மீண்டும் சிகிச்சைக்கு வந்து இருக்கிறார். ஆனால், அப்போது அந்த பெண்ணை சோதனை செய்து பார்த்தபோது, அந்த பெண்ணுக்கு எச்.ஐ.வி. நோய் பாதிப்பு ஏற்பட்டிருந்தது தெரியவந்தது. இந்த ரத்தம் கடந்த நவம்பர் மாதம் சிவகாசி மருத்துவமனையில் அனுமதிக்கப்பட்டிருந்த தனது உறவினருக்கு ரத்த வங்கியிலிருந்து ரத்தம் செலுத்தப்பட்டதால், அதற்கு மாற்றாக ஒரு வாலிபர் ரத்த தானம் செய்தார். அதில்தான் எய்ட்ஸ் நோய்க்கான கிருமி இருந்திருக்கிறது. இதை ஆஸ்பத்திரியில் உள்ள ஊழியர்கள் யாரும் கண்டு பிடிக்கவில்லை. பொதுவாக ரத்த தானம் செய்தால், அந்த ரத்தத்தில் எய்ட்ஸ் நோய் கிருமி இருக்கிறதா?, பாலியல் நோய்க்கான கிருமி இருக்கிறதா?, மஞ்சள்காமாலை நோய்க்கான கிருமி இருக்கிறதா?, மலேரியா கிருமி இருக்கிறதா? என்பதுபோன்ற சோதனைகளெல்லாம் செய்த பிறகே, அந்த ரத்தத்தை வங்கியில் வைத்திருக்க வேண்டும். இந்த நடைமுறைகள் எதுவும் அங்கு பின்பற்றப்படவில்லை. மேலும், ரத்த தானம் செய்த வாலிபரே வெளிநாட்டிற்கு செல்ல திட்டமிட்டு, அதற்கு முன்பாக விருதுநகரில் மீண்டும் ரத்த பரிசோதனை செய்தபோது, தனக்கு எய்ட்ஸ் நோய் இருப்பது கண்டுபிடிக்கப்பட்டு, உடனடியாக சிவகாசி பொதுமருத்துவமனைக்கு தெரிவித்திருக்கிறார். ஆனால், அதற்கு முன்பே அந்த கர்ப்பிணி பெண்ணுக்கு ரத்தம் ஏற்றப்பட்டுவிட்டது.

இப்போது நடவடிக்கை எடுக்கிறோம், தவறு செய்த ஊழியர்களை வேலை நீக்கம் செய்து இருக்கிறோம், விசாரிக்கிறோம், பாதிக்கப்பட்ட பெண்ணுக்கு அரசு வேலை தருகிறோம் என்றெல்லாம் சொல்வதில் எந்த பயனும் இல்லை. ஒரு பாவமும் அறியாத அந்த பெண்ணுக்கு நிகழ்ந்த இந்த கொடுமையை யார் போக்கமுடியும்?. அரசு மருத்துவமனைகள் மீதே பொதுமக்களுக்கு நம்பிக்கை போய்விடும் அளவில் இந்த சம்பவம் நடந்து இருக்கிறது. உடனடியாக அந்த பெண்ணுக்கும், வயிற்றில் உள்ள குழந்தைக்கும் உயர்தர சிகிச்சை அளிக்க தமிழக அரசு ஏற்பாடு செய்யவேண்டும். அரசு மருத்துவமனைகளில் ரத்த தானம் செய்யும்போதும், ரத்தம் செலுத்தும்போதும், பரிசோதனை செய்யாமல் அலட்சியமான முறையில், சிகிச்சை அளிக்கும் நடைமுறைகளுக்கு அடியோடு முற்றுப்புள்ளி வைக்க வேண்டும்.

CHENNAI : Commuters to the airport be warned. The pick-up and drop points at both domestic and international terminals of Chennai Airport will not be the same from today.In a bid to reduce the time taken to enter and exit the airport, and ease the congestion in front of the international and domestic terminals at Chennai airport, the Airports Authority of India (AAI) will put in place a revised traffic pattern which will be in effect from 11 am, today.

AAI will provide separate access to departure and arrival levels in both domestic and international terminals. The vehicles in the departure level will have to drop passengers and exit the airport, and will not have access to parking facility both in domestic and international terminals. However, the hitch will be for those picking up passengers from the airport as there is a separate pick-up lane earmarked for private vehicles and cab aggregator Ola. The commercial vehicles will not have access to the pick-up lane; they have been slotted the parking lanes at the airport. Passengers will have to walk down to the parking lane to get access to the commercial vehicles.

Similarly, vehicles in the pick-up lanes cannot use the parking lanes, Chennai airport director G Chandramouli said.The time allowed for vehicles in front of the terminal will be a minimum required time. However, 10 minutes free time from entry to exit of toll booths will continue. A penalty will be imposed on vehicles parking (pick-up /drop) in front of the terminal more than the reasonable time.


The pick-up will be permitted in front of the terminal building only for private vehicles, and except authorised cab aggregator Ola, commercial vehicles are not allowed. The vehicle parking charges will remain the same. However, the charges will be revised shortly after the new traffic flow is established satisfactorily.

The new traffic plan was to be introduced in May this year, but it was delayed because the parking contractor who was also in-charge of collecting entry fee for vehicles defaulted and had to be terminated.

CHENNAI : The government seems to be making peace with the manufacturing sector ahead of its ambitious ban on single-use plastics that will kick in on January 1. It is now thinking about reducing the number of items that will be banned. Plastic-coated paper cups are likely to be exempted with certain conditions.

Express had earlier reported that the State-owned TNPL, which is one of the largest manufacturers of paper cup stock, had expressed concerns over the impending ban. Chief Minister Edappadi K Palaniswami held a discussion with Environment Minister KC Karupannan and senior officials on Wednesday in this regard.

Speaking after the meeting, Karupannan said that the government was considering an exemption for plastic-coated paper cups, provided manufacturers agree to keep the quantity of plastic used to a bare minimum.“Currently, plastic constitutes for 6 percentage of every such cup. We want that to be brought down further to 4 per cent,” he said. The government also ruled out the possibility of granting additional time for manufacturers and traders to implement the ban.


An expert committee was constituted to study the “compostable properties” of plastic-coated paper cups and the committee reported that they had non-biodegradable components.“Most paper cups are designed for single use. Very little recycled paper is used to make paper cups because of contamination concerns. Since most paper cups are coated with plastic, it is difficult to separate plastic in the recycling process,” the committee concluded. However after weighing the pros and cos, the government has decided to exempt the product although an official announcement will be made after the approval of the steering committee.

The government also ruled out possibility of granting additional time to implement the ban. A coordinator for Chennai region and Commissioner of Food Safety and Drug Administration P Amudha said the ban will be enforced strictly and border check posts will be set up to contain the influx of banned products. Fisheries Minister D Jayakumar told reporters that the government was working on an action plan to provide easy access to bank loans for entrepreneurs interested in production of eco-friendly alternatives.

Pay 15K for faulty AC: Consumer forum

A city consumer forum has awarded `15,000 to a resident for a faulty air-conditioner compressor that conked within three years of purchase.

CHENNAI : A city consumer forum has awarded `15,000 to a resident for a faulty air-conditioner compressor that conked within three years of purchase. Dealer New Cool Homes and the service centre of Samsung were also directed to replace the compressor with a new one.The dealer and the service centre should jointly replace the compressor and pay `10,000 for mental agony and `5000 for court expenses.

Complainant M Muruganandham of Velachery submitted that he purchased the air-conditioner in 2007 with a five-year warranty. However, within three years, the compressor conked of and he filed a complaint with the dealer. He said he was charged ` 2,494 by the service centre for repair. But, again the compressor failed in just two days.

Since the dealer and the service centre did not respond to further complaints, he moved the District Consumer Disputes Redressal Forum, Chennai South. Both, the service centre and the dealer, denied the claims of the complainant.


They claimed that they were unaware that Muruganandham had ever purchased the air-conditioner from them or applied for service. The forum, presided by M Mony, concluded that it was proved that the dealer and the service centre were deficient in their services.

What’s the verdict

The dealer and the service centre should jointly replace the compressor and pay `10,000 for mental agony and `5000 for court expenses.
