High Court wants erring VAOs to be dealt with seriously

After a Village Administrative Officer endorsed an agreement of divorce for solemnising a second marriage without verifying facts as to whether the divorce was valid or not, the Bench of the Madras High Court on Wednesday asked whether such certificates were issued by VAOs at their whims and fancies or under extraneous considerations.

Justice S.M. Subramaniam observed that there were already large-scale allegations in the public domain that VAOs were demanding and accepting bribes.

Taking cognisance of the situation, the court directed the Secretary to the Revenue Department and the Secretary to the Personnel and Administrative Reforms Department to ensure that such VAOs are dealt with effectively.

The court directed the respondents to constitute a rule committee for the purpose of amending the Discipline and Appeal Rules suitably to ensure corrupt VAOs as well as government officials are given punishment for the charges proved. For the purpose of monitoring, the DVAC shall conductinspections at VAO offices.
