Wednesday's incident in which a Sathyabama University student ended her life after being caught cheating in an exam puts the spotlight on malpractices and the proportion it ca n take if not checked.

Malpractices are as old as exams, but experts say the lack of corrective measures oncampuses against resorting to such practices has come in the way of curbing the habit. Educationist Jayaprakash Gandhi says the system should be such that a malpractice is considered a greater offence than failing as a student unable to clear an exam can always rewrite it. "Repeated malpractices must be dealt with strongly. If a student is not allowed to write future exams, it could curb cheating to some extent. This should be done by all schools rather than focusing on getting their students to score high," he said.

At the higher education level, educationists feel some students are unprepared for the switch from school to college. "I had never wanted to copy but I couldn't help myself as the pressure to pass with a high percentage was too much," says Neelima S, a graduate, who cheated for the first time during a Class XII boards preparatory exam.

Kala Vijayakumar of SSN engineering college feels it is important for colleges to have bridge courses and mentorship programmes so that students can adapt. "Since students come from diverse backgrounds, we see many of them struggling to adjust to the new environment. At least 30% of the students are first generation learners and many of them find the shift difficult to cope with," she said, adding that teaching has to be about learning so that the fear of exams is reduced. A paper on ethics and ethical awareness could also help. "Today, the industry requires well-rounded individuals and not high scorers. Colleges should attempt to inculcate such ethical values," she said.

Several universities have found students cheating using hi-tech devices like micro-photocopies. "The number of students caught is only a tip of the ice-berg. It is difficult to catch them red-handed and they are caught after watching CCTV camera footage," said Tamil Nadu Dr MGR Medical University dean Dr T Balasubramanian.

Online exams, where question patterns can be juggled to minimize scope for malpractices, may be a solution. "VIT is doing it, and now the school education department too is investing in providing computers and smart classes. There should also be a move to change exam patterns along with change in syllabus," said Gandhi.

Psychologist Lakshmi Vijayakumar of Sneha says it is usually two categories of students who indulge in such practices — those who aren't prepared adequately, and those who study but are not confident of getting pass marks. "The concept of end justifying the means is the wrong mindset. The perception that cheating is no big deal should be corrected early. The emphasis on marks has led to such a system where students overlook long term goals for short-term solutions," she said.

Educationist Jayaprakash Gandhi says that the system should be such that the fear over committing a malpractice must be bigger than fear of failing an exam. He opined that a failed student can always rewrite an exam but a malpractice should be punished more stringently.

"Repeated malpractices must be dealt with very strongly. If a student is not allowed to write future exams in case of being caught, it would curb the habit to some extent. This should be done by all schools rather than focussing on getting their students to score only top marks," he said.

When it comes to the higher education level, educationists say that students find a huge gap from the schooling level to college level and therefore are unprepared.

Kala Vijayakumar of SSN engineering college says that it is very important for colleges to have bridge courses and mentorship programs so that students can adapt. "Since students come from diverse backgrounds, we see many of them struggling to adjust to the new environment. It is not that they are less intelligent but the college will have to cater to a diverse mix," she remarked, adding that teaching has to be learner centric so that the fear of exams is reduced.

She also opined that all colleges should have a paper on ethics and ethical awareness. "Today, the industry requires well rounded individuals and not just those who get good marks. Colleges should attempt to inculcate such ethical values," she said.

Several universities have found students using hi-tech devices for copying. While micro-photocopies are one of the commonest tools used by the students, a few of them have been found to be using technology devices. "The number of people we catch is only a tip of the ice-berg. It is sometimes very difficult to catch them while they are in the act. Sometimes, we catch them after watching the CCTV footage. If we don't it is very difficult to take any action. "We have lost cases even when we had evidences of students using Bluetooth during exams and pen scanners," said Tamil Nadu Dr MGR Medical University dean Dr T Balasubramanian.

Experts also said that it is time for all institutions to move toward online exams where question patterns can be juggled so as to not give scope for malpractices. "VIT is an example which is doing this. Now, with the school education department too investing in providing computers and smart classes, there should also be a move to changes in exam patterns along with change in syllabus," Jayaprakash Gandhi remarked.

Chennai-Delhi airfare soars to Rs 10000 for Christmas, New Year

CHENNAI: High demand has pushed airfares beyond the Rs 10,000 mark on trips from Chennai, especially to Delhi and Mumbai, for travel during the Christmas and New Year holidays. The fare ranges from Rs 3,000 to Rs 15,000 for 30 day advance booking for one-way travel from Chennai to the metros on December 23, which is almost on a par with fare for 24 hours advance booking on non-festive weekdays.

The fares have risen because Christmas and New Year, which fall on Mondays, have led to extended weekends. Travel agents believe fares would increase further and are predicting a hike in other routes too.

On the Chennai to Delhi route, only one seat is left for Rs 7,600 when checked for booking on Thursday while tickets for which only cabin baggage is allowed have touched Rs 7,400. An airline official said the fare for redeye flights, which depart in the middle of the night, has touched Rs 11,800.

The airfare for travel to smaller cities like Kochi and Madurai from Chennai during the Christmas weekend is also increasing. A one-way ticket to Kochi costs ?5,451 and the fare slab is likely to go up as only two seats are left at this price. Tickets on low-cost carriers are the most expensive. Carriers like Indigo and Spicejet are selling one-way tickets at Rs 12,000 to Rs 14,000.

The hike in domestic fare will also impact travellers who plan to make a trip abroad through gateway cities like Mumbai and Delhi. The official said travellers on Chennai-Kolkata route are most affected because of the fare hike. Fare on this route has touched Rs 10,000 for most weekends in December because of the high seasonal demand.

Domestic low-cost carriers are yet to announce low-cost ticket sales as they are busy scheduling flights on regional routes connecting metros with tier II and tier III cities. Sources say sales may be announced in the coming days to capitalise on last minute travellers.

Daniel D'souza, head of sales for India and NRI markets at SOTC Travel, said, "With the winter holiday season and the long Christmas weekend, demand has been at its peak and this has led to a hike in airfares by 10% to 15%."

"With an increasing number of Indians investing in unique holiday experiences, there has been a significant rise in queries and bookings for winter season. For travel enthusiasts, the upcoming long weekend for Christmas and New Year has been on every traveller's agenda this year," he further added.

EC order revives AIADMK, but bigger challenge ahead

 With the Election Commission favouring the merged EPS-OPS group with the party name and symbol, the AIADMK has been reborn. The badly splintered party that had been fighting to retain its identity, first after a split between V K Sasikala and O Panneerselvam and later rebellion by T T V Dhinakaran, has been rejuvenated by the EC order on Thursday.

The AIADMK's first big challenge without its former leader J Jayalalithaa will be the R K Nagar byelection which is likely to be held before Christmas. AIADMK also has to prepare itself for the civic polls and the L Lok Sabha elections in the next two years. Another big fight for the party is to regain its identity and stature at the national level.

No doubt, the EC order has come as a morale boost for functionaries and cadres in the Edappadi K Palaniswami-Panneerselvam-led AIADMK. But, the real test for the party will be in the poll arena when it is pitted against rivals, including the T T V Dhinakaran group. In the absence of a charismatic leader, going alone in elections would be a poor option and attracting a strong national partner like the BJP or other regional parties could prove tough.

"The EC order is a success for EPS-OPS group in the party's internal conflict. It is a psychological boost for the cadres and party leaders. But, whether it is enough for the party to win elections is the big question," political analyst Badri Seshadri told TOI.

Since Jayalalithaa's death on December 5, 2016, the BJP has played the role of a benefactor for the two erstwhile camps led by CM Palaniswami and deputy CM Panneerselvam. "The EC order is nothing but a reward for the group's loyalty to BJP. But, the party is still in tatters," said political scientist Ramu Manivannan.

The EPS-OPS group has been handed over the symbol without a test of strength either in the assembly or in an election, he pointed out. During the first split in AIADMK in 1987, the EC released the symbol after the 1989 assembly elections when the faction led by Jayalalithaa won a handful of seats and later she took over the party reins. "But in the present case, the EPS-OPS-led government is in a minority," said Manivannan.

NEW DELHI: In the wake of an ongoing investigation into a judicial nexus in illegal medical college admissions, the Supreme Court directed a Lucknow-based college on Thursday to pay Rs 10 lakh each to 150 students as compensation and sternly admonished a bench of the Allahabad high court for permitting the admissions.

The court asked the college to refund the admission fee paid by the students and slapped a fine of Rs 25 lakh to be paid to the SC registry. It also barred the college from admitting students for the next academic year of 2018-19.

Not mincing words while pulling up the division bench of the Allahabad HC for allowing the institute to admit students in violation of its order, a bench of Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud said it was a case of "judicial indiscipline and impropriety".

Senior advocate Vikas Singh and lawyer Gaurav Sharma, appearing for the Medical Council of India (MCI), told the bench that the HC allowed admissions even though the college didn't have formal permission from the Centre and failed to consider that the college suffered from deficiencies in infrastructure, clinical material and faculty. Moreover, the HC ignored the earlier SC order restraining any interim order in this regard.

The apex court said the HC bench had virtually overruled the SC order, transgressing all rules and regulations. "It is most unfortunate, which may cause [an] institutional problem," the bench said and hinted that it may address the issue on the administrative side.

Senior advocate Rajeev Dhavan, appearing for the college, said the institution should not be punished for the HC's wrong verdict but the bench remained firm.

A bench of the Allahabad HC was recently in the news after the CBI arrested a retired judge of the Orissa HC, I M Quddusi, for allegedly conspiring to facilitate a favourable order for a college run by Prasad Education Trust — also a Lucknow-based institution. Quddusi had earlier served in the Allahabad HC.

The SC's order assumes significance in view of allegations of a middlemen-judges nexus for getting favourable judgments in cases of medical admissions. The CBI arrested Quddusi and five others for allegedly conspiring to "settle" an MCI order debarring a private medical college from MBBS admissions. The case exposed the rot and corruption in medical education.

Quddusi has been accused by CBI of offering "legal guidance" to the promoters of the private medical college on how to get around the admission ban and even promising suitable orders from the apex court.

Investigating agencies have also lodged an FIR against two IAS officers serving in Puducherry — former health secretary B R Babu and Narendra Kumar, who headed the committee on admissions to medical colleges — for allegedly denying admissions to deserving students and selling seats to others at "exorbitant" rates.

Coming down heavily on GCRG Memorial Trust, which runs the college in Lucknow, the bench said it had illegally admitted students and jeopardised their careers. Quashing their admission, the bench said the college must compensate them for playing with their careers and "polluting young minds" by admitting them in violation of the law.

In the current case, the court had earlier passed an order restraining the HC from issuing any interim order pertaining to the academic year 2017-18. The HC, however, went ahead and allowed the college to admit students for the current session, drawing the SC's ire.

"We really fail to fathom the manner in which the high court has misconstrued our order and passed the final order for 2017-18. We are issuing notice only to test the propriety of the order and also if the institution is eligible to get the renewal of letter of permission for 2018-19," the bench had said while entertaining an appeal filed by MCI.

இனிவரும் தலைமுறையினருக்கு அரிதிலும் அரிதாகத் தென்படும் வார்த்தைகளாக இருக்கப்போவது பெரியம்மா, பெரியப்பா, சித்தப்பா, சித்தி, தாத்தா, பாட்டி, கொழுந்தனார், நாத்தனார் முதலிய வார்த்தைகள். 

மாமா, அத்தை என்பது பொதுவாக அனைவரையும் அழைப்பதால் யார் உறவுமுறை மாமா, நட்புக்கான மாமா எனத் தெரியாமல் போய்விடும்.

இதற்குப் பல காரணங்கள் இருந்தாலும் பொதுவாக, தாங்கள் பெற்ற குழந்தைகளை ஆரோக்கியமாக வளர்த்து கல்வி, வேலை, திருமணம், வீடு, வாகன வசதி என அமைத்துக் கொடுப்பதை நினைத்து அனைத்து பெற்றோரும் பெரிய சுமையாக நினைத்துத் தங்களின் குழந்தை பெறும் எண்ணிக்கையைக் குறைத்துக் கொண்டனர். உண்மையில் குழந்தைகளை முறையாக வளர்த்துவிட்டாலே போதும், அவர்கள் வாழ்க்கையை அவர்கள் பார்த்துக் கொள்வார்கள். 

அதற்காக குடும்ப சூழல் தெரியாமல் குழந்தைகளைப் பெற்றுக் கொள்ள வேண்டும் என்றில்லை. குழந்தைகள் அவர்களுக்குள் அண்ணன், தம்பி, அக்கா, தங்கை என்கிற உறவுகளோடு இருக்கும்பொழுது அவர்களுக்குள் நல்ல மனப்பாங்கு இருப்பதை நம்மால் உணர முடியும். 

இதை எந்தப் பள்ளிக்கூடத்திலும் கற்றுக் கொள்ள முடியாது. குடும்பத்தில் நல்லது - கெட்டது என்றால் அக்கா வீட்டிற்கோ தங்கை வீட்டிற்கோ சென்று உதவுவது அல்லது அண்ணன் வீடு, தம்பி வீடு என சென்று வருவது, அவர்களின் உதவி கிடைப்பது, அவர்களோடு இன்ப - துன்பங்களைப் பகிர்ந்து வாழ்வது என்பதெல்லாம், நம் வாழ்வில் கிடைக்கக்கூடிய அரிய அனுபவங்கள். 

ஒரு குழந்தை இருக்கும் வீட்டில் அவர்கள் இந்த அனுபவங்களை தங்கள் வாழ்நாளில் காணவே முடியாது. எனவேதான், இன்றைய குடும்ப அமைப்புகளில் உறவு எனச் சொல்லிக்கொள்ள குறைந்தது இரண்டு முதல் அவரவர் விருப்பத்திற்கு ஏற்ப குழந்தைகளின் எண்ணிக்கை அமையலாம்.
அனைத்துக் குழந்தைகளுக்கும் கல்வி, வேலை, திருமணம், வீடு, வாகனம் முதலிய அளவீடுகளை நாமே நிர்ணயித்துக் கொண்டதால்தான், நமக்குள்ளாக ஏற்பட்ட தாழ்வு மனப்பான்மை காரணமாகக் குழந்தைகளின் எண்ணிக்கையைக் குறைத்துக் கொண்டோம்.

இருப்பினும் வேறொரு நோக்கத்தில் இந்தச் சமூக சூழலை நாம் அணுக வேண்டியுள்ளது. ஏற்கெனவே குறிப்பிட்டதைப் போல, அண்ணன், அக்கா, தம்பி, தங்கை என இருக்கும் குடும்பத்தில் வாழ்ந்து பழகியவர்கள் தங்கள் வாழ்வில் மிகுந்த பொறுப்புணர்வு கொண்டும், வாழ்க்கையில் எவ்வித சூழல் அமைந்தாலும் சமாளித்துச் செல்லும் திறனும் இயற்கையாகவே பெற்று விடுகின்றனர். 

காரணம், அவர்களின் வளர்ந்து வரும் சூழல் அத்தகையது. பல குடும்ப உறுப்பினர்கள் இருக்கும் குடும்பத்தில் அடிக்கடி விருந்து, விசேஷம், பண்டிகை, கொண்டாட்டம் எனப் பலவித உறவுப் போக்குவரத்தினை பார்த்துப் பழக்கம் ஏற்படுகிறது. உறவு முறைகளைப் பராமரிக்கும் முறையையும் கற்றுக் கொள்கின்றனர். 

இதனால், உறவினர்களுக்கு மத்தியில் எப்பொழுதும் ஓர் இணக்கமான சூழல் நிலவுகிறது. ஏதாவது ஒரு குடும்பத்தில் யாருக்காவது நல்லது அல்லது கெட்டது நடந்தால் அனைவரும் துணைநின்று உதவுகிறார்கள். இப்படியான கட்டமைப்பு இன்றைய சூழலில் கேள்விக்குறியாகி விட்டது. 

குழந்தைகள் விடுமுறை காலங்களில் உறவினர் வீடுகளுக்குச் செல்லும் இப்படியான அணுகுமுறைகளை இன்றைய தலைமுறையினர் மறந்து, தங்கள் விடுமுறை காலங்களை தொலைக்காட்சி முன்பும் கணினி முன்பும் அமர்ந்து செலவிட்டு என்னதான் கற்றுக் கொண்டாலும், நேரடியாகச் சென்று கிடைக்கும் அனுபவத்திற்கு ஈடாகாது.

இன்றைய குடும்ப சூழல் சுயநலத்தின் உச்சமாகவே காணப்படுகிறது. முன்பு உறவுகளின் அன்பில் வளர்ந்த விதம், அதனால் ஏற்பட்ட நிம்மதி, மகிழ்ச்சி தற்போது குறைந்துள்ளது. ஒரே வீட்டில் தனித்தனி அறைகளில் தனித்தனித் தீவுகளாக வசிக்கும் நிலை. 

உறவுகள் சுருங்கி, உறவு முறைகளும் சுருங்கி, வாழ்க்கை முறையும் சுருக்கி, மனதும் சுருங்கி மனிதப் பண்புகளை இழந்து சற்றேறக்குறைய இயந்திரங்களாக வாழும் நிலை. 

உறவுகள் அதிகமில்லாத சூழலில் வளரும் குழந்தைகள் ஒருவித தனிமைச் சூழலை விரும்பும் மனப்பான்மையில் இருப்பார்கள். கூட்டமாக சந்தோஷமாக இருக்கும் சூழலை விரும்பமாட்டார்கள்.
எனவே, கூடுமானவரை குழந்தைகள் தங்கள் உடன்பிறப்புகளுடன் வளரும் ஆரோக்கியமான சூழலை உருவாக்க வேண்டும். உறவுகளும் இருக்க வேண்டும், அவர்களுக்குள் மனமகிழ்ச்சியான போக்குவரத்தும் இருக்க வேண்டும். உறவுகள் பராமரிக்கப்படவும் வேண்டும். 

தொழில்நுட்ப வசதியில் உலகம் சுருங்கிவிடலாம், ஆனால் உறவுகள் சுருங்கிவிடக் கூடாது. உடன்பிறப்பு என்பது நமக்காக மட்டுமல்ல, நமது குழந்தைகளுடனான உறவுமுறைகள் தொடரவும் அளிக்கும் நல்வாய்ப்பாகும்.

சென்னை: பொறியியல் மாணவி தற்கோலை கண்டித்து மாணவர்கள் வன்முறையில் ஈடுபட்டதன் எதிரொலியாக சத்யபாமா பல்கலைக்கழகத்திற்கு ஜன.1 வரை விடுமுறை அறிவித்துள்ளது பல்கலைக்கழக நிர்வாகம்.

சென்னை அருகே தனியார் சத்யபாமா பொறியியல் கல்லூரி மாணவி புதன்கிழமை தற்கொலை செய்து கொண்டதை அடுத்து ஆத்திரமடைந்த மாணவ, மாணவியர் கல்லூரி, விடுதிகளில் உள்ள பொருள்களை அடித்து நொறுக்கி தீ வைத்தனர். இதையடுத்து அப்பகுதியில் போலீஸார் பாதுகாப்புப் பணியில் ஈடுபடுத்தப்பட்டுள்ளனர்.

தெலங்கானா மாநிலம், ஹைதராபாத் ஸ்ரீலிங்கபள்ளி பகுதியைச் சேர்ந்தவர் ராஜா ரெட்டி மகள் துருவ ராகமௌனிகா (19), சென்னை செம்மஞ்சேரி தனியார் பொறியியல் கல்லூரியின் முதலாமாண்டு மாணவி. கல்லூரி விடுதியில் புதன்கிழமை மௌனிகா தனியாக இருந்தாராம். நண்பகல் வகுப்பு முடித்து வந்த மாணவிகள், மௌனிகா அறையில் தூக்கிட்டு இறந்து கிடப்பதைப் பார்த்து அதிர்ச்சியடைந்தனர். செம்மஞ்சேரி போலீஸார் வழக்குப் பதிவு செய்து விசாரணை மேற்கொண்டனர். முதல்கட்ட விசாரணையில், மௌனிகா கல்லூரியில் நடைபெற்ற தேர்வில் காப்பியடித்ததாகவும், அதை ஆசிரியர்கள் கண்டித்ததால் மனமுடைந்து காணப்பட்டது தெரியவந்தது.

தகவல் அறிந்த கல்லூரி மாணவ, மாணவியர் வகுப்பறைகள் மற்றும் விடுதியில் இருந்த பொருள்களை அடித்து நொறுக்கி தீ வைத்தனர். தகவல் அறிந்த தீயணைப்புத் துறையினர் அப்பகுதிக்குச் சென்று தீயை அணைத்தனர். அப்பகுதியில் பலத்த போலீஸ் பாதுகாப்பு அப்பகுதியில் போடப்பட்டது.

இந்நிலையில், சத்யபாமா பொறியியல் கல்லூரிக்கு வரும் ஜனவரி 1-ஆம் தேதிவரை விடுமுறை அறிவிக்கப்பட்டுள்ளது. வழக்கமாக டிசம்பர் 6-ஆம் தேதி வரை செமஸ்டர் தேர்வுகள் நடைபெற்று பிறகு விடுமுறை அளிக்கப்படும். இப்போது வன்முறை காரணமாக முன்கூட்டியே விடுமுறை அறிவிக்கப்பட்டுள்ளது. 

 

கல்லூரிக்கு வந்த மாணவர்கள் இன்று பாதியிலேயே அனுப்பி வைக்கப்பட்டனர். ஜனவரி 2-ம் தேதி முதல் மீண்டும் செமஸ்டர் தேர்வு நடைபெறும் என்று பல்கலைக்கழக நிர்வாகம் அறிவித்துள்ளது. 

யார் இந்த அன்புசெழியன்?

அன்புசெழியன் பற்றி ஒரு வரியில் சொல்ல வேண்டுமென்றால் மதுரையிலிருந்து தமிழ் சினிமாவில் ஆதிக்கம் செலுத்தி வருபவர் என்று சொல்லலாம். தயாரிப்பாளர் ஒருவருக்கு பைனான்ஸ் தேவைப்பட்டால், அன்புசெழியனைத் தொடர்பு கொண்டால் போதும். உடனடியாக எவ்வளவு பணம் வேண்டுமென்றாலும், ரொக்கப் பணமாக வந்துவிடும் என்று சொல்லப்படுவதுண்டு.

''அன்புசெழியன் பணம் கொடுக்கக்கூடிய சமயத்தில் 3% வட்டி என்று கூறிவிடுவார். ஆனால் ஒப்பந்தம் எதையுமே போட்டுக் கொள்ளாமல், வெற்றுப் பத்திரத்தில் மட்டும் கையெழுத்திட்டுக் கொள்வார். 'உங்கள் மீது எனக்கு நம்பிக்கையிருக்கிறது. ஒன்றும் பிரச்சினையில்லை பார்த்துக் கொள்ளலாம்' என்று கூறி வெற்றுக் காசோலை ஒன்றையும் வாங்கிக் கொள்வார். அன்று முதலே உங்களது படம் சம்பந்தப்பட்ட அனைத்தையுமே அன்புசெழியன் தான் முடிவு செய்வார்.

ஒரு மாதம் வட்டி கொடுக்க தாமதமானால் கூட, வட்டிக்கு ஒரு வட்டி போட்டுவிடுவார். ஒரு கட்டத்தில் உங்களால் வட்டி கட்ட முடியாத சூழலுக்கு தள்ளப்பட்டவுடன் "உங்கள் படத்தை நானே வெளியிடுகிறேன்" என்று கூறி, படத்தின் விநியோக உரிமையை எழுதி வாங்கிக் கொள்வார். அந்த விநியோக முறைக்கு ஒரு கமிஷனும் போட்டுக் கொள்வார். பணம் கேட்டு வரும் மற்றொரு தயாரிப்பாளரிடம் "ஒரு படம் பார்த்தேன். அற்புதமாக இருக்கிறது. நீங்கள் வெளியிட்டால் கண்டிப்பாக வெற்றிதான்" என்று கூறி அவரிடம் படத்தையும் கொடுத்து கமிஷன் வாங்கிக் கொள்வார். அப்படத்தை விளம்பரப்படுத்துவதற்கு பணம் கொடுத்து, அதற்கும் வட்டி போட்டுக் கொள்வார்.

ஒவ்வொரு தயாரிப்பாளராக தன்னுடைய வட்டிக்கு அடிமையாகிக் கொண்டே செல்ல, இறுதியாக விநியோகஸ்தராகவும் உருவானார்.

மதுரையில் ஒரு படம் வெளியாக வேண்டுமானால், அது இவரால் மட்டுமே முடியும் என்று சூழல் வந்தது. அங்குள்ள அனைத்து திரையரங்குகளுமே இவருடைய கைக்குள்தான். இவருடைய பேச்சுக்கு கட்டுப்படாத திரையரங்குகளுக்கு பெரிய நடிகர்களின் படங்கள் கொடுக்கப்படாது. இதனாலே அனைவரும் இவரைத் தெய்வமாக பேசத் தொடங்கினர். ஆனால், அவரால் வரும் ஆபத்துகளை அவர்கள் அறியவில்லை'' என்றார் ஒரு விநியோகஸ்தர்.

வட்டி வாங்கும் விதத்தில் அன்புசெழியனின் ஸ்டைல் அதிர்ச்சியாகவும் அதிரடியாகவும் இருக்கும் என்று ஒரு திரை பிரமுகர் விரிவாகச் சொன்னார்.

''தமிழ் திரையுலகில் ஏ.வி.எம்.சரவணன், ஆர்.பி.செளத்ரி, ஏஜிஎஸ் நிறுவனம் மற்றும் ரெட் ஜெயண்ட் மூவிஸ் ஆகிய நிறுவனங்கள் மட்டுமே எவ்வித பைனான்ஸும் வாங்குவதில்லை. மற்ற அனைவருமே யாரிடமாவது பைனான்ஸ் வாங்கித்தான் படமே தயாரிக்கிறார்கள். தயாரிப்பாளர்களாக மாறிய நடிகர்களுக்கு கடன் கொடுத்து வட்டி கட்ட முடியாமல் போனபோது, என் நிறுவனத்திற்கு ஒரு படம் நடித்துக் கொடுங்கள் என்று கூறிவிடுவார். அப்படத்திற்கு சம்பளம் கிடையாது, கொடுக்க வேண்டிய பணத்தில் குறைத்துக் கொள்வார். ஆனால், தன்னுடைய நிறுவனத்தில் படம் நடிக்கும் போது கூட, அந்த மாதத்திற்கு வட்டி போட்டுவிடுவார். இது தான் அன்பு ஸ்டைல்.

இவருடைய தயாரிப்பில் வெளியான படமொன்றை கார்ப்பரேட் நிறுவனமென்று தொலைக்காட்சி உரிமையை கைப்பற்றியது. ஆனால், பணம் கொடுக்கவில்லை. நீண்ட நாட்கள் பார்த்துவிட்டு, காலையில் மும்பைக்கு சென்று மாலையில் மொத்த பணத்தோடு திரும்பியவர் அன்புசெழியன். கார்ப்பரெட் நிறுவனங்கள் என்றாலே ஒருத்தருக்கு பணம் கொடுக்க வேண்டும் என்றால் அனைவரது ஒப்புதலுடன் கொடுக்க முடியும். அது ஒரே நாளில் நடக்காது. ஆனால் போனவர் பெயர் அன்புசெழியன். அவர் டீல் செய்யும் விதமே வேற மாதிரி இருக்கும்'' என்றார்.

அன்புசெழியன் மட்டுமல்ல, அவர் தம்பி அழகரும் இதில் முக்கியப் புள்ளி என்றார் ஒரு தயாரிப்பாளர்.

''வட்டி கட்ட முடியாமல் தயாரிப்பாளர்கள் எதிர்த்து பேசத் தொடங்கிய போது மட்டுமே அன்புசெழியனின் தம்பி அழகர் தலை காட்டுவார். அழகரின் ஸ்டைல் என்பது ஆவேசம் காட்டுவது, தயாரிப்பாளர்களின் வீட்டுக்குச் சென்று பெண்களை மிரட்டுவது, தயாரிப்பாளர்களின் அப்பா - அம்மாவை பயமுறுத்தியவது என நீளும். இதற்குப் பயந்து மீண்டும் தயாரிப்பாளர்கள் அன்புசெழியனை சந்திக்கச் செல்வார்கள். அப்போது "ஒன்றும் பிரச்சினையில்லை. வட்டி அதிகமாகிவிட்டது. மற்றொரு படக்குழுவை இறுதி செய்யுங்கள். இப்படத்திலுள்ள வட்டியை எல்லாம் அப்படத்தில் இணைத்துக் கொள்கிறேன். அப்படத்திற்கும் பைனான்ஸ் தருகிறேன்" என்று இனிப்பாகப் பேசுவார்.

இதற்கு மயங்கிய சில தயாரிப்பாளர்களும் செய்வார்கள். மீண்டும் வட்டி, அதற்கொரு வட்டி என மீளமுடியாத கடனுக்கு தள்ளப்படுவார்கள். அப்போது தம்பி அழகரை விட்டு மிரட்டி, அவர்களிடம் உள்ள மொத்த சொத்துகளையும் எழுதி வாங்கிவிடுவார். அப்போது கூட இந்த சொத்துகள் எல்லாம் அசலுக்கு ஒகே. வட்டிக்கு? என்ற கேள்வியை போட்டுவிட்டு செல்வார். வாழ்க்கை முழுவதும் நீங்கள் அன்புசெழியனுக்கு வட்டிகட்ட வேண்டும்.

விநியோகஸ்தர் கூட்டமைப்பிலும் அன்புசெழியனின் ஆட்களே இருப்பதால், பிரச்சினை என்று எங்குமே செல்ல முடியாது. அரசியல் மற்றும் காவல்துறை என எங்குமே அன்புசெழியனின் கை ஒங்கியே இருக்கும். ஒருமுறை காவல்துறையில் இவரைக் குறித்து புகார் அளித்துவிட்டு வெளியே வந்தவருக்கு தொலைபேசி வாயிலாக 'என்ன சார்.. புகார் கொடுத்திருக்கீங்களா?' என்று கேட்டு அதிர்ச்சியை ஏற்படுத்தி இருக்கிறார்'' என்றார் அந்தத் தயாரிப்பாளர்.

திருப்பதி பிரதர்ஸ் நிறுவனம் தொடர்ச்சியாக அன்புசெழியனிடம் தான் பைனான்ஸ் வாங்கி படம் தயாரித்து வந்தார்கள். 'உத்தமவில்லன்' திரைப்படம் கடும் நஷ்டத்தை ஏற்படுத்தியது. அப்படம் வெளியீட்டு பஞ்சாயத்து நடைபெறும்போது, அன்புவின் வட்டி கணக்கைப் பார்த்து ஆடிப் போய்விட்டார் லிங்குசாமி. 'ரஜினி முருகன்' படத்தைப் பார்த்துவிட்டு, படம் நன்றாக இருக்கிறது. கண்டிப்பாக வெளியிட்டு உங்களுடைய பணத்தில் குறைத்துக் கொள்ளலாம் என்று கூறி வெளியிட்டார். படமும் மிகப்பெரிய வெற்றி. ஆனால், அதற்குப் பிறகு அன்புசெழியனிடமிருந்து இதுவரை எந்தவொரு கணக்குகளுமே வரவில்லை.

'ரஜினி முருகன்' வெற்றிக்கு கண்டிப்பாக லிங்குசாமி கொடுக்க வேண்டிய பணத்தில் சுமார் 70% கழிந்திருக்க வேண்டும் என்று கூறுகிறார்கள். கடன் அப்படியே இருக்கிறது. 'இடம் பொருள் ஏவல்' உள்ளிட்ட அவருடைய எந்தவொரு தயாரிப்பு படத்தையுமே வெளியிட முடியாமல் தவித்து வருகிறது திருப்பதி பிரதர்ஸ் நிறுவனம்.

இதற்கு என்ன காரணம் என்று விசாரித்த போது, ''எனக்கு இவ்வளவு பணம் தர வேண்டும் என்று லேப்பில் அன்புழெசியன் குறிப்பிட்டு வைத்திருக்கிறார். அவரிடமிருந்து தடையில்லா சான்று வாங்கினால் மட்டுமே படம் வெளியாகும். பெரிய நடிகர்களிடம் படம் தயாராகும் போது, தயாரிப்பாளருக்கு பணம் தேவையே இல்லாவிட்டால் என்றாலும் கூட, அன்புசெழியனிடமிருந்து போன் வரும். பணம் வாங்கினால், படம் தயாராகி ஃபர்ஸ்ட் காப்பி எடுக்கும் வரை எந்தவொரு பிரச்சினையுமே செய்ய மாட்டார்.

படத்தின் வெளியீட்டு தேதி அறிவிக்கும் போதுதான், அன்புசெழியனின் வட்டிக்கணக்கு வரும். அப்போது தான் அவருடைய விஸ்வரூபம் தெரியும். இந்த வட்டிக்கு மதுரை ஏரியா, இந்த வட்டிக்கு தொலைக்காட்சி உரிமை, இந்த வட்டிக்கு வெளிநாட்டு உரிமை என எழுதி வாங்கிக் கொண்டு இறுதியாக தயாரிப்பாளரின் கையில் ஒன்றுமே இல்லாத நிலைக்கு தள்ளப்பட்டு விடுவார்'' என்றார்கள்.

தற்போது தமிழ் திரையுலகில் அன்புசெழியனிடம் மாட்டிக் கொண்டு பல்வேறு தயாரிப்பாளர்கள் தத்தளித்து வருகிறார்கள். தமிழ் திரையுலக சங்கங்களும், பைனான்ஸியரை எதிர்த்து எப்படிக் குரல் கொடுப்பது என்று அமைதியாகி விடுகின்றன. இந்த அமைதி பல ஆண்டுகளாக நீடித்து வந்ததால்தான் 2003-ம் ஆண்டில் மணிரத்னம் சகோதரர் ஜி.வி. தற்கொலை செய்துகொண்டார். ஜி.வி. தற்கொலையின் போதே அன்புசெழியனின் பெயர் அடிபட்டது. அதை கண்டுகொள்ளாமல் அப்படியே விட்டதாலோ என்னவோ இப்போது இன்னொரு உயிர் பலியாகி இருக்கிறது.
அன்புசெழியனின் பிடியில் 60க்கும் மேற்பட்ட தமிழ்த் திரைப்படங்கள் வெளியிடமுடியாமல் உள்ளதாக சொல்லப்படுகிறது.

Inquiry finds alarming variations in awarding marks

Anna University has barred as many as 1,070 teachers from taking up examination-related activities for up to three years. These include activities such as setting question papers and evaluation.
The university conducted an inquiry based on the central valuation done by examiners during April/May 2017 examinations. It has been receiving flak as, increasingly, students who apply for revaluation had also received better grades.

A student pays Rs. 300 for a photocopy and Rs. 400 for revaluation per script. The student can also challenge the valuation for Rs. 3,000 per script.

Inquiry in three cities

The university conducted an inquiry on September 27 and October 21 in three cities — Chennai, Tiruchi and Coimbatore.

Sources in the university said the teachers whose evaluations did not corroborate with the revaluation results were called and asked to revaluate the papers
.
At the end of the enquiry, of the 1,169 faculty members, only 99 were spared punishment. The most number of “illogical evaluations” were committed by faculty from Chennai region (680). In Coimbatore region, only two of the 121 faculty escaped punishment.

The inquiry report said there were “alarming variations in awarding marks in central valuation.” The committee had given them an opportunity to “substantiate your reasons for awarding illogical marks in the valuation, you have miserably failed to do so.”

The report stated, “The committee found you have not evaluated the answer scripts according to the instructions and guidelines given to you and failed to carry over the duties and responsibilties assigned to you as an examiner.”

“We analysed the result and listed answer scripts wherever there was a jump by two grades after revaluation. Based on the jump in marks, we called the teachers for enquiry,” said Higher Education Secretary and the university’s convenor committee chairman Sunil Paliwal.

“Anna University makes money from revaluations. We wanted to correct the system,” he added.
Complaints ranged from faculty skipping the first day of evaluation devoted to instruction to colleges sending junior faculty in their place. The evaluators contended that they did not have access to answer keys.

New rules

From now on, 10 evaluators will report to one senior professor (chairman) instead of 20. Earlier, only the chairman had the answer key but henceforth each evaluator would have an answer key.
The University proposes to include evaluation as a criterion for affiliation as University officials complaind that evaluation process was affected as affiliated colleges sent junior teachers instead of senior faculty for evaluation.

“Affiliation will be based on evaluation performance: how well the colleges cooperate by sending senior faculty; ensuring that faculty attend the orientation programme prior to evaluation; and if the faculty do the evaluation properly,” Mr. Paliwal said.

The university will also include the clause that teachers who violate the evaluation rules would be debarred. Their names would also be uploaded on the University website, the official said.
“This time we have not done so as in the appointment orders for evaluation we did not include the clause,” he said.

சிவகங்கை: சிவகங்கை அருகே பாதை இல்லாததால் கிராம மக்கள் ஊரை காலி செய்ய முடிவு செய்துள்ளனர். சிரமம் ஊராட்சி ஆலங்குடியில் 200 பேர் வசிக்கின்றனர். இவர்களுக்கான ரேஷன்கடை 2 கி.மீ., உள்ள சேம்பார் கிராமத்தில் உள்ளது. 

பஸ் ஏறுவதற்கும் அக்கிராமத்திற்கு தான் செல்ல வேண்டும். அதேபோல் ஆலங்குடியைச் சேர்ந்த 20 குழந்தைகள் சேம்பார் நடுநிலைப் பள்ளியில் படிக்கின்றனர்.
ஆனால் ஆலங்குடியில் இருந்து சேம்பார் செல்வதற்கு பாதை
கிடையாது.

இதனால் கிராம மக்கள், மாணவர்கள் கண்மாயின் குறுக்கே தற்காலிக பாதை அமைத்து சென்று

சமீபத்தில், டில்லியில், அகில இந்திய விவசாயிகள் போராட்ட ஒருங்கிணைப்பு குழுவினர் நடத்திய போராட்டத்தில், மஹாராஷ்டிர மாநிலம், கோல்ஹாபூரைச் சேர்ந்த, 500 பெண்கள் உட்பட, 2,500 விவசாயிகள் பங்கேற்றனர். போராட்டத்திற்கு பின், சொந்த ஊர் திரும்ப, 39 லட்சம் ரூபாய் கட்டணம் செலுத்தி, சிறப்பு ரயிலை முன்பதிவு செய்திருந்தனர்.

RPF cop saves passenger from falling on to track at Egmore

CHENNAI: The swift response of a young constable of Railway Protection Force (RPF) saved the life of a 60-year-old passenger at the Egmore station.The passenger was saved from falling on to the track after he slipped while trying to board a train in motion on Monday.

The Chennai Egmore-Sengottai Podhigai Express, scheduled to leave at 8.55 pm, was stationed at platform number 5. Pramod Singh, an RPF constable had been deployed for security duty in a sleeper coach between Chennai Egmore and Villupuram.

As the train was leaving the station, Pramod Singh guided the last minute passengers to get into the nearby coaches and boarded S3 coach.

Even as the train continued to move, four passengers, including a man aged 60 tried to enter the S4 coach. On seeing them, Pramod immediately got down and went close to them.

When the 60-year-old who tried to enter the compartment slipped and struggled for a few seconds between the platform and the train, Pramod swiftly pulled him out and placed him on the platform. Then, he boarded the S3 coach on the same train for escort duty.

The elderly man was counselled and later sent by another train. RPF higher officials appreciated constable Pramod Singh for his timely response.RPF officials said on an average about 20 to 30 passengers try to board trains at the last minute at Egmore railway station. “We have instructed the escort duty personnel to monitor passenger movement until the train leaves the station,” an officer said.

RTI Act won't prevail over Supreme Court rules: Delhi HC

NEW DELHI: The Delhi High Court has held that the Right To Information (RTI) Act would not override the Supreme Court Rules (SCR) when it comes to dissemination of information.

Justice Manmohan also observed that the RTI Act cannot be resorted to in case the information sought for is related to judicial function, which can be challenged by way of any legal proceeding.
"The SCR would be applicable with regard to the judicial functioning of the Supreme Court. Whereas for administrative functioning of the Supreme Court, RTI Act would be applicable and information could be provided under it.

"The dissemination of information under the SCR is part of the judicial function, exercise of which cannot be taken away by any statute. It is settled legal position that the legislature is not competent to take away the judicial powers of the court by statutory prohibition," the court said.
The court's order came on a plea by the Supreme Court of India, through its Registrar, who had challenged an May 2011 order of the Central Information Commission (CIC) directing the apex court to answer the queries of litigant R S Misra as to why his SLP was dismissed.

While setting aside the CIC order, the high court also deprecated the applicant's conduct of writing letter to apex court judges asking why his SLP, regarding termination of his services as a teacher, was dismissed.

Misra was holding the post of Postgraduate Teacher (Chemistry) in Kendriya Vidyalaya and his services were terminated by the Commissioner of KVS under Article 81(b) of the Education Code in November 2003.

He had challenged the termination of the Central Administrative Tribunal which was dismissed. His petition in the high court and appeal in the apex court also failed. The review petitions were also dismissed.

Thereafter, he sought information under the RTI as to why his SLP had been dismissed while contending that the same had been decided against the principles of natural justice.

On not receiving the information sought, he had moved the CIC which had directed the apex court's public information officer to answer the queries raised by him.

Setting aside the CIC order, the high court said "a judge speaks through his judgements or orders passed by him. A judge cannot be expected to give reasons other than those that have been enumerated in the judgement or order. If any party feels aggrieved by the order/judgement, the remedy available is to challenge the same by a legally permissible mode.

"No litigant can be allowed to seek information through an RTI application or a letter on the administrative side as to why and for what reasons the judge had come to a particular decision or conclusion. A judge is not bound to explain later on for what reasons he had come to such a conclusion".

It also said that the CIC should not have directed the petitioner to supply information without considering whether the queries raised were maintainable under the RTI Act.

CHENNAI: The students of the Sathyabama Deemed University here went on a rampage and set fire to things inside campus after a girl student allegedly killed self in her hostel room today. The students blamed the university staff of shaming the girl Duvvuru Raga Monica Reddy after she was caught cheating in an exam in the morning.

The first year engineering student hailing from Hyderabad allegedly committed suicide in her college hostel soon after she was sent from the exam hall. She was attending her second semester exam and writing engineering chemistry paper, when she was caught indulging in malpractice. (Photo | EPS | Santhosh J)

"At around 10.30 am, the invigilator found her suspicious and checked her answer sheet, in which he found she was copying from another paper which she managed to sneak inside the exam hall. Monica, had written a few answers in another large size paper which she brought inside the exam hall and placed it below her answer sheet from where she copied. She was caught and the invigilator asked her to leave the exam hall," said a official from the college.

"Depressed by this, she went to her hostel and sent a message to her twin brother Rakesh who studies in the same department at Satyabama University. In her message which she typed in Telugu, she apologized for her mistake of copying and asked for forgiveness," said the official.

Later, after the exam, her room mates reached the hostel only to find her hanging from the ceiling of the room. Later in the evening, the students of the university started setting things on fire in the campus and reportedly even not allowing fire tenders inside. Huge flames were seen inside the campus. A few students Express spoke over phone claimed that the girl was shamed in public leading to her suicide and even a boy was recently shamed publicly by the university staff.

The parents of the victim are on their way from Hyderabad and none of them blamed the university. A case has been registered under section CrPc 174 ( (unnatural death) and further investigations are on

Anna University debars 1,100 faculty from valuation

Chennai: In a rare move, the Anna University has debarred over 1,100 faculty members from valuation following variations in marks in over 50,000 answer scripts of students who appeared for  April/May 2017 exams. The punishment varies from one to three years proportionate to the variation of marks. The answer scripts had variations up to 40 marks. 

The university has formed an enquiry committee on the variations in marks. As suggested by the expert committee, they have banned faculty members for one year for variations up to 20 marks, two years for variation up to 30 marks and three years for up to 40 marks.

Roughly 15,000 faculty members were involved in the valuation. After the results, engineering graduates had sought revaluation for 2.5 lakh answer scripts. “Of 2.5 lakh scripts roughly 50,000 scripts had marks variation. Keeping the welfare of the students in mind, the higher education department has decided debar the faculty members for their sloppy evaluation. This will prompt the teachers to evaluate the answer scripts carefully”,  said G.V.Uma, Controller of Examinations, Anna University.

The university did not punish the faculty members for up to 15 marks variation as the evaluation and awarding of marks vary to each individual. “A majority of answer sheets had marks variations between 20 and 30 marks. The university conducted an inquiry with the faculty members in three centres like in Chennai, Tiruchy and Coimbatore”, she said.

Around 12 lakh students write engineering exams every semester in the state. Usually, after the revaluation, if there is any difference in marks the university will conduct a third valuation. If the third valuation also confirms the marks variation, the faculty members would be asked to give explanation and if it is not satisfactory the faculty members face action for their laxity. But such action was not taken in the last few years.

“The university used to take strict action for sloppy evaluation of answer sheets. But, recently, it did not initiate any disciplinary action against the erring faculty members which has brought the quality of evaluation down”, senior professors said. “Earlier, the revaluation was done zone wise. This time it was done at a single centre for all over Tamil Nadu and that’s why the huge difference in marks came to light”, they added.

“The number of engineering students who seek revaluation is very high because of the change in the status from fail to pass”, said B.Chidambara Rajan, principal, Valliammai Engineering College. He said the clarity in answer key would solve the majority of the issues.  The faculty member should know the breakup of marks to be awarded for correct answers. He also suggested centralised evaluation centres for engineering exams to avoid differences in evaluation.

Chennai: Justice A. Arumughaswamy Commission on Wednesday commenced its inquiry into the circumstances leading to former Chief Minister J Jayalalithaa’s death and is understood to have summoned two government doctors, including P. Balaji who obtained the fingerprints of the late leader during her hospitalisation, to appear before it.
The hearing began with DMK leader P. Saravanan, who unsuccessfully contested the byelections to Thiruparankundram assembly constituency in November 2016, deposing before the Commission and raising doubts about Jayalalithaa’s thumb impression that was affixed in the B-form of his rival A.K. Bose’s nomination papers. 

“There is no life in Jayalalithaa’s thumb impression that has been affixed in the papers. I see a lot difference in the thumb impression. There seems to be a larger conspiracy in this issue. Everything should be probed,” Saravanan told reporters outside the commission’s camp office here.
Saravanan also brought to the panel’s notice alleged discrepancies in press releases and the final discharge summary of the hospital where Jayalalithaa received treatment for 75 days before breathing her last at 11.30 pm on December 5, 2016.

“I will submit further documents in respect of Jayalalithaa’s signature and her thumb impression with the commission tomorrow,” Saravanan said. Sources said the commission has asked Balaji, currently the head of Transplant Authority of Tamil Nadu, and one more doctor, whose name is not known, to appear before it to answer several queries.

Balaji was at the centre of controversy after he obtained the thumb impression of Jayalalithaa at the ICU of Apollo Hospitals here. Opposition parties have alleged that the thumb impression was not affixed by Jayalalithaa and have been demanding a detailed probe into the issue.

On Wednesday, advocate R. Krishnamurthy submitted an affidavit seeking examination of 30 persons on oath including jailed AIADMK leader V. K. Sasikala, her husband M. Natarajan, and Prathap C. Reddy of Apollo Hospital.

No necessity to enter politics now: Rajinikanth

“There is no necessity for that now,” the superstar told reporters, when asked when he would enter politics and begin his fieldwork. During the brief interaction, the actor said shooting for his upcoming film “Kala’ was over.

The actor has been ambivalent on his possible entry into politics. Sources say he was not in a hurry to join politics, as there are no elections in the near future.

Marriages stopped, 177 back to their childhood

In the past 19 months, the district childline-1098 received 177 complaints of child marriages being conducted. Withthehelp of various agencies, including the social welfare department, most of the marriages were stopped.

Only in a few cases have FIRs been registered against violators, while in some cases the parentshave discreetly conducted the marriages despite intervention. Though awareness about the childline has gone up, the number of child marriages has not come down in the district, said social welfare department officials.

As per records, 177 complaints reached the helpline between April2016 and October 2017. With August having more Muhurtam (auspicious) days, the month recorded 16 child marriage attempts in 2016 and 13 in 2017.

"The complaintswere mostly from peer-groups, estranged lovers (of 'brides'), neighbours and teachers/professors. Received complaints were conveyed to the social welfare department, which, along with revenue and police departments, would take steps to stop the child marriages. If needed, the authorities would reach the spot within a few hours," said N Aruchamy, Tirupur Childline Centre Coordinator.

District Social Welfare Officer I Poongothai, who is also Child Marriage Prohibition Officer, told TOI that "several such marriageswere attempted in rural areas, particularly Kangeyam, Vellakoil, Udumalpet and Kudimangalam. When asked, many parents admitted that they took such decisions because their teenage children fell in love with someone from other castes/communities or creed. Some others fixed the marriages when 'well to-do' alliances came their way."

"Some communitiesstillfollow the tradition of marrying children at a young age. With the district hosting a huge migrant population (from other parts of Tamil Nadu too), such illegal marriage attempts were seen equally among local people and the migrant population. There is a notion that child marriages are higher in the southern districts, but it is not true," said Aruchamy.

"In most of the 177 complaints, the brides/bridegrooms were below the legal marriage age -18 for woman and 21 for man. In some cases the brides and bridegrooms were found tohave attainedthe legal age. In one case, we had to contact a civic body in Telangana to ascertain the age of a bride and after this we allowed the marriage," said Poongothai.

"Though all illegal marriage attemptswere stopped, in 7 cases the parents managed to conduct the marriages after changing their residence or conducting the marriages in some other district. We have challenges in tracking the victims if they are from other districts," said M Dinesh Babu, childline city coordinator.

"After the marriages are stopped, the social welfare department and Childline would track them continuously. We ensure that the victims continue their education if they are dropouts. Many a time, we had to intervene to readmit the children to educational institutions/schools," Poongothai said.

Online complaint goes viral among those who lost important documents

CHENNAI: Gone are the days when a complainant had to run from pillar to post, or from police station to police station, to file a lost document report (LDR) and then wait for another two weeks to get a copy of the complaint. Now, in two minutes, a complainant can file his grievance and get its copy which could then be used to procure a new set of documents.

Online LDR has been a hit across Tamil Nadu with 84,000 people using CCTNS to file complaints ever since the State Crime Record Bureau launched the service on August 30. However, SCRB officials said documents pertaining to road accidents and first information reports (FIR) have had very few takers with only 1,432 people using the service to access them. Those involved in a road accident can download investigation material uploaded by the police from the portal www.tnpolice.gov.in.

"We didn't expect the sudden surge of people availing the facility. Now, we are trying to create mediums to propagate other online facilities," said SCRB director Seema Agarwal.

Agarwal said citizens can view and download FIR, check CSR and FIR status, vehicle status, file online complaints among others. "We have introduced all these provisions as a part of e-governance and transparency in the administration," the officer said.

Lauding the initiative, Masthan V, a software engineer, said, "This is what we actually want. I lost my identity card two weeks ago. My office asked for a copy of the FIR. I accessed the CCTNS and everything was completed within two minutes."

To create awareness about the online facility, SCRB officials have conducted separate meetings for 10,678 officials of the government-run e-service centres. An awareness meeting was held at the Madras high court campus on Monday. A team of SCRB officials led by the additional deputy superintendent of police Sri Devi and deputy superintendent of police M Raj Kumar informed lawyers about how easy access to the FIR and other documents online for road accident cases can help a victim's family get compensation at the earliest.

"We perform mock drills to check if the facilities are up and running. Sometimes, we ask our friends to check and give us feedback. This helps us rectify the glitches if any," said another police officer.

The officer said photocopying centres are charging people in rural areas, who do not have access to the portal, around Rs 300 to download documents. "All these people can avail the facility at the government's e-service centres at the collectorates," he said.

An SCRB officer said several police officers and collectors have suggested setting up of e-service centres at collectorates, and offices of district superintendents and commissioners, so that the general public approaching these offices with grievances can avail the facility. "We are working on this and will decide soon," the officer said.
