Only 13 of India's 431 universities have women VCs

BENGALURU: The prestigious Oxford University last week announced that professor Louise Richardson, subject to approval, could go on to become the university's first woman vice-chancellor in its 800-year history.

Down in India, things are not too different.Multiple studies reveal the percentage of women vice-chancellors in India is at a shocking 3%, with just 13 universities of the 431 a UGC study surveyed, having women running a university. This, despite girls outdoing boys year after year in exams, and women constituting more than 50% of teaching positions in universities.

According to a British Council commissioned report titled 'Women in Higher Education Leadership in South Asia: Rejection, Refusal, Reluctance, Revisioning', the percentage of women teaching staff drops drastically at higher levels. "Women constitute only 1.4% of the professoriate, though there are many at other positions like readers, lecturers etc," the report released in February 2015 notes.

Adding that even of the 13 women vice-chancellors, six are from all-women universities, the report says there is a culture of discrimination. "There are many reasons -- from the way selection committees are constituted to the way women and men think. Most women academicians are more passionate about teaching than running institutions, which is why many of them, although qualified, do not choose to apply for such posts and stay with pure academics," Meena Rajiv Chandawarkar, vice-chancellor, Karnataka State Women's University, told TOI.

Quoting a Universities Grants Commission (UGC) constituted task force in 2013, the report says: "Glass ceilings and fears over promotion must receive more attention, as the feedback received by the Task Force would indicate widespread practices of discrimination and harassment among women working in higher education institutions."

Berin Lucas, professor, sociology department of St Joseph's College of Arts and Science says: "Higher education must open its doors to new learning, but unfortunately, it is only a reflection of the patriarchal fabric of society, which operates in every spectrum of life, not even exempting education."

The statistics the report provides are at least two years old, and there could have been a slight ascent in the number of women V-Cs.

Unlike in many developed nations, readily available statistics on gender disparity in India are missing. However, significant efforts have been made by some scholars to excavate data manually to show a lack of women's representation in higher education leadership, despite a growing presence at the undergraduate level.

"It appears that statistics on higher education employment are collected annually by the UGC, but not reported by gender. Although the All India Survey of Higher Education (AISHE) conducted by the Government of India in 2013 provides a wealth of statistical data, which is differentiated by gender, as well as Scheduled Caste and Scheduled Tribe, it is not clear when this will be repeated and no previous survey exists from which a trend analysis might be developed," the British Council report notes.

"Even the Ministry of Human Resource Development Annual Report 2014, which has announced the launch of AISHE 2012-13 and the development of a Higher Education Statistics and Public Information System, does not provide any statistics on staffing," the report adds.

Prejudices hinder growth:

Jancy James, Kerala's first woman vice-chancellor says, "The entire selection process is based on old assumptions and prejudices. There are many vacant positions, and I don't think the overall situation has changed much in the past two years. The problem of a glass ceiling and notions of what a woman can achieve are the biggest hindrance to their growth. Women can perform the tasks, it even reflects in the balance sheet. But the position of VCs in most universities is reduced to positions of defence against all kinds of violence — political, financial, and so on".

Women not allowed to grow:

Priya Chetty-Rajagopal, executive director, leadership & board practice, RGF Executive Search, India says, "The findings of the report are shocking, the percentage shouldn't be this low. But there are multiple factors affecting women in the sector. One, there is a lack of opting in. I think many women get into the profession with a passion for teaching and do not, at a later stage, opt for a managerial job. There is also a problem of women being forgotten. Is the system forgetting to check for qualified women and forgetting to ask them? The second thing is a lot of women are being ploughed off at the HoD level and are not allowed to grow. The third is the job of a VC is not just academic, it involves building relationships with the industry, alumni, branding the institute, corresponding with the government and keeping in touch with foundations and so on".

Assets case: Karnataka to recover expenses from TN

The Karnataka government has decided to recover all expenditure incurred by it during hearing of the disproportionate assets case against Tamil Nadu Chief Minister Jayalalithaa from the State government. Karnataka’s Law and Parliamentary Affairs Minister T.B. Jayachandra told presspersons on Thursday that the State’s Law Department alone had incurred an expenditure of Rs. 5.12 crore during trial of the case in the Special Court and the Karnataka High Court. Karnataka would seek all expenditure, including expenditure towards hiring services of Special Public Prosecutor during the trial that lasted for nearly 12 years in the Special Court in Bengaluru and the High Court of Karnataka.

Cameras installed in women’s coach of Rameswaram express

In a move aimed at ensuring the safety of women passengers, the Southern Railway has installed surveillance cameras in the women’s compartment of Chennai-Rameswaram-Chennai Express.

This is the first time that surveillance cameras have been fitted on board any train in the Southern Railway zone.

Four advanced cameras have been installed at key positions inside the women’s coach of the Rameswaram Express (Train No. 16101 / 16102) which takes about 13 hours to reach the island town from Chennai Egmore.

Top railway officials told The Hindu that cameras have been fitted in a brand new women’s compartment manufactured by the Integral Coach Factory (ICF) in Chennai. The ICF has spent about Rs. 3 lakh for installing the devices as a safety measure.

The cameras equipped with night-vision capability keep recording the activities inside the coach even when the train is on the move, a top railway officer said.

Besides capturing the face of the travellers, the cameras would also record the time making it possible to recreate the sequence of events in case of offences inside the compartment.

The device would only record the activities taking place in the public place of the compartment such as corridor and seats.

The cameras would enable the agencies to identify a culprit in case of any complaint from the women passengers.

The recordings in the cameras would be downloaded to sift through the images. Identity of male passengers travelling in women’s compartment could also be detected through the cameras, the officials said.

The cameras have been installed as a trial measure in the express train, officials said adding that such devices would be put in place in other trains based on feedback.

Misuse of funds for Nehru’s guests: HC directs DVAC to register case

The Madras High Court Bench here on Thursday ordered the Directorate of Vigilance and Anti-Corruption (DVAC) to register a case with respect to misuse of public money to the tune of Rs. 32.88 lakh for entertaining guests of Dravida Munnetra Kazhagam Tiruchi district secretary K.N. Nehru when he was the Minister for Transport between 2006 and 2011.

Allowing a direction petition filed by a former employee of Tamil Nadu State Transport Corporation (TNSTC), Justice S. Nagamuthu expressed shock over the allegation of diversion of TNSTC funds to meet the air travel, food and lodging expenses of the Minister’s guests in Tiruchi having been proved in an enquiry conducted by an Inspector of Police in 2012.

“The preliminary report (submitted by the Inspector to the Vigilance Commissioner on March 9, 2012) clearly makes out cognisable offences warranting investigation. When such is the case, I do not understand as to why instead of registering a case, the Inspector recommended only departmental action against the TNSTC officials concerned,” the judge wondered.

He said that the Inspector, attached to the DVAC wing in Tiruchi, had admittedly examined 62 witnesses and collected 56 documents before recommending departmental action against 18 TNSTC officials, including the then Deputy Manager Rajendran. It amounted to conduct of a preliminary enquiry in which “illegal” use of public funds had been confirmed, he added.

‘A menace’

“Corruption in public life is a menace to the peaceful existence of society. It is like a cancer. Like the cancer spreads into the human body so quickly to take away the life if not treated, corruption in public life would also spread in equal pace to take away the soul of society. An offence relating to corruption cannot be, therefore, viewed lightly.

“It needs to be dealt with deterrence. There can be no justification to refuse to register a case when there are prima facie materials that the public servants and the persons in the helm of affairs have misappropriated public funds for their own use, thereby indulging in corruption,” he concluded.

The petitioner, N. Govindaraju, had filed the direction petition on the basis of information obtained under the RTI Act.

சென்னை, திருமங்கலத்தை சேர்ந்தவர் ஆர்.ரமேஷ். இவர், ஐகோர்ட்டில் தாக்கல் செய்துள்ள மனுவில், மாற்றுத்திறனாளியான நான் தமிழ்நாடு அரசு பணியாளர் தேர்வாணையம் (டி.என்.பி.எஸ்.சி.) நடத்திய குரூப்-1 முதல் நிலை தேர்வில் வெற்றிப் பெற்றேன். இதையடுத்து ஜூன் 5-ந் தேதி (இன்று) முதல் 7-ந் தேதி வரை குரூப்-1 மெயின் தேர்வு நடக்க உள்ளது. தமிழ் சமூக நலத்துறை கடந்த 1993-ம் ஆண்டு செப்டம்பர் 29-ந் தேதி பிறப்பித்த அரசாணையில், மாற்றுத்திறனாளிகள் 3 மணி நேரத்துக்குள் தேர்வினை எழுத முடியாது என்பதால், அவர்களுக்கு தேர்வு நேரத்தில் 50 சதவீதம் அதாவது ஒரு மணி நேரத்துக்கு மிகாமல் கூடுதல் நேரம் வழங்க வேண்டும் என்று கூறியுள்ளது. இதனடிப்படையில் மெயின் தேர்வில் எனக்கு கூடுதல் நேரம் வழங்க வேண்டும் என்று டி.என்.பி.எஸ்.சி. செயலாளருக்கு மனு கொடுத்தேன். இதுவரை எந்த பதிலும் வரவில்லை’ என்று கூறியிருந்தார். இந்த மனுவை நீதிபதி டி.அரிபரந்தாமன் விசாரித்தார். அப்போது டி.என்.பி.எஸ்.சி. சார்பில் ஆஜரான வக்கீல் சி.என்.ஜி. நிறைமதி, ‘உதவியாளர்களை கொண்டு தேர்வு எழுதும் மாற்றுத்திறனாளிகளுக்கு தேர்வின்போது கூடுதலாக 30 நிமிடங்கள் மட்டுமே வழங்க முடியும்’ என்று கூறினார். இதை எதிர்த்து மனுதாரர் தரப்பு வக்கீல் கே.முருகேசன் வாதிட்டார்.

இதையடுத்து நீதிபதி பிறப்பித்த உத்தரவில், ‘1993-ம் ஆண்டு தமிழக அரசு பிறப்பித்த அரசாணையின்படி மாற்றுத்திறனாளிகளுக்கு தேர்வு நேரத்தில் கூடுதலாக ஒரு மணி நேரம் வழங்கவேண்டும் என்று கூறியுள்ளது. ஆனால், டி.என்.பி.எஸ்.சி. தரப்பு அரைமணி நேரம்தான் வழங்கமுடியும் என்கிறது. எனவே, அரசாணையின் அடிப்படையில் மனுதாரருக்கு தேர்வு எழுத கூடுதலாக ஒரு மணி நேரம் வழங்க வேண்டும் என்று டி.என்.பி.எஸ்.சி. செயலாளருக்கு உத்தரவிடுகிறேன். வழக்கை பைசல் செய்கிறேன்’ என்று கூறியுள்ளார்.

மேகி நூடுல்சில் உணவு பாதுகாப்புத்துறை

மேகி நூடுல்ஸ் இப்போது பலத்த சர்ச்சையில் மாட்டிக்கொண்டு முழிக்கிறது. நாடு முழுவதிலும் நூடுல்ஸ் விற்பனை கொடிகட்டி பறந்துகொண்டிருக்கும் நேரத்தில், உத்தரபிரதேச மாநில உணவு பாதுகாப்பு அதிகாரி ஒருவர், கடைகளில் உள்ள சில மேகி பாக்கெட் சாம்பிள்களை எடுத்து பரிசோதனைக்கு அனுப்பினார். இந்த பரிசோதனை முடிவில், அதில் மோனோசோடியம் குளுடாமேட் என்ற ருசி அதிகரிப்பதற்காக போடப்படும் சீன நாட்டு உப்பும், காரீயமும் அளவுக்கு மிகஅதிகமாக இருக்கிறது, இதனால், இதை சாப்பிடுகிறவர்களின் உடல்நலம் பாதிக்கப்படும் அபாயம் இருக்கிறது என்ற அபாய சங்கை ஊதினார். உடனடியாக உத்தரபிரதேச அரசாங்கம், மேகி நூடுல்ஸ் விற்பனைக்கு தடை விதித்தது. இதுதொடர்பாக அங்குள்ள கோர்ட்டில் மேகி தயாரிக்கும் சுவிட்சர்லாந்து நாட்டைச் சேர்ந்த நெஸ்லே நிறுவனம் மீது வழக்கும் போடப்பட்டுள்ளது. இந்த சம்பவம் நாடு முழுவதும் மக்களிடையே பெரிய அச்சத்தை ஏற்படுத்தியது.

தொடர்ந்து பல மாநிலங்களில் இப்போது மேகி விற்பனைக்கு தடை விதிக்கப்பட்டுள்ளது. ராணுவத்தில் கூட மேகியை பயன்படுத்தக்கூடாது என உத்தரவு பிறப்பிக்கப்பட்டுள்ளது. மத்திய உணவு மற்றும் நுகர்வோர் பாதுகாப்பு மந்திரி ராம் விலாஸ் பஸ்வான், மேகி நூடுல்ஸ் விவகாரம் குறித்து தேசிய நுகர்வோர் குறை தீர்க்கும் ஆணையத்திடம் புகார் செய்யப்பட்டு இருக்கிறது என்றும், நாட்டிலேயே முதல்முறையாக நுகர்வோர் பாதுகாப்பு சட்டம் பிரிவு 12(1) (டி)ன் கீழ் நடவடிக்கை எடுக்கப்பட்டுள்ளது என்றும் குறிப்பிட்டுள்ளார். தமிழ்நாட்டில் உள்ள அனைத்து மாவட்டங்களிலும் மேகி நூடுல்ஸ் பாக்கெட்டுகளை அதிகாரிகள் சேகரித்து பரிசோதனைக்கு அனுப்பியிருக்கிறார்கள். இந்த முடிவு வந்தவுடன் தமிழ்நாட்டிலும் தடைவிதிக்க அரசு நடவடிக்கை எடுக்கும்.

சென்னை: தமிழகத்தில் மேகி நூடுல்ஸ் உள்பட 4 நூடுல்ஸ்களுக்கு தடை விதித்து தமிழக அரசு உத்தரவிட்டுள்ளது.

இதுகுறித்து தமிழக அரசு விடுத்துள்ள செய்திக் குறிப்பில், ''பன்னாட்டு நிறுவனமான, ‘நெஸ்லே’ (NESTLE), இயதியாவில் பல வகை உணவுப் பொருட்களை தயாரித்து விற்பனை செய்து வருகிறது.

‘நெஸ்லே’ நிறுவனத் தயாரிப்பான ‘மேகி நூடுல்ஸ்’-ல் (MAGGI NOODLES) 'காரீயம்'-ன் (LEAD) அளவு உணவுப் பாதுகாப்பு மற்றும் தர நிர்ணயச் சட்டம் மற்றும் நெறிமுறைகளில் குறிப்பிடப்பட்டுள்ள அளவை விட அதிகமாக உள்ளதாக ஒரு சில மாநிலங்களில் கண்டறியப்பட்டுள்ளதாக வந்த செய்தியை அடுத்து, முதலமைச்சர் ஜெயலலிதா உணவு பாதுகாப்பு மற்றும் மருந்து நிர்வாகத் துறை மூலம் தமிழகத்தில் விற்கப்படும் நூடுல்ஸ் உணவுப் பொருட்களின் மாதிரியை எடுத்து சோதனை செய்து அவை உணவு மற்றும் தர நிர்ணயச் சட்டத்தில் வரையறுக்கப்பட்டுள்ள நெறிமுறைகளுக்கேற்ப உள்ளதா என கண்டறியுமாறு உத்தரவிட்டார்கள்.

இதனையடுத்து உணவு பாதுகாப்பு மற்றும் மருந்து நிர்வாக ஆணையரகம் ‘மேகி நூடுல்ஸ்’ மற்றும் அதைப் போன்ற இதர ‘நூடுல்ஸ்’ உணவுப் பொருட்களை பரிசோதனை செய்ய நடவடிக்கை எடுத்தது. தமிழ்நாடு முழுவதும் 65 உணவு மாதிரிகள் பரிசோதனைக்காக எடுக்கப்பட்டுள்ளன. சென்னையில் எடுக்கப்பட்ட 17 உணவு மாதிரிகளில் 7 மாதிரிகளில் பரிசோதனைக்குப் பின் ஆய்வக முடிவுகள் பெறப்பட்டுள்ளன. இந்த 7 மாதிரிகளில் 6 மாதிரிகளில் காரீயம்-ன் (LEAD) அளவு உணவுப் பாதுகாப்புச் சட்டத்தில் அனுமதிக்கப்பட்டுள்ள 10 லட்சத்திற்கு 2.5 அதாவது 2.5 Parts Per Million (PPM) என்ற அளவை விட அதிகமாக இருப்பது தெரிய வந்துள்ளது.

‘நெஸ்லே’ நிறுவனத்தின் ‘மேகி நூடுல்ஸ்’, 'வே வே எக்ஸ்பிரஸ் நூடுல்ஸ்' ('Wai Wai Xpress Noodles'), 'ரிலையன்ஸ் செலக்ட் இன்ஸ்டன்ட் நூடுல்ஸ்' ('Reliance Select Instant Noodles'), 'ஸ்மித் அண்ட் ஜோன்ஸ் சிக்கன் மசாலா நூடுல்ஸ்' ('Smith and Jones Chicken Masala Noodles') ஆகியவற்றில் அனுமதிக்கப்பட்ட அளவை விட காரீயம்-ன் அளவு அதிகமாக இருப்பது கண்டறியப்பட்டது. இதனை அறிந்த முதலமைச்சர் ஜெயலலிதா சட்டப்படியான நடவடிக்கைகளை எடுக்கும்படி அதிகாரிகளுக்கு உத்தரவிட்டார்.

அதன்படி மேற்சொன்ன ‘நூடுல்ஸ்’ உற்பத்தி நிறுவனங்களின் மீது உணவுப் பாதுகாப்பு மற்றும் தர நிர்ணயச் சட்டம், 2006, பிரிவு 30(2)(a)-ன் கீழ் இந்நிறுவனங்கள் நூடுல்ஸ் உணவுப் பொருட்களை தமிழ்நாட்டில் தயாரிப்பதற்கும், சேமித்து வைக்கவும், விற்பனை செய்யவும் முதற்கட்டமாக மூன்று மாதங்களுக்கு நிறுத்தி வைத்து, உணவுப் பாதுகாப்பு ஆணையர் ஆணையிட்டுள்ளார். மேலும், இவ்வகை உணவுப் பொருட்களை விற்பனையிலிருந்து உடனடியாக திரும்பப் பெறுவதற்கும் இந்த உற்பத்தி நிறுவனங்களுக்கு உத்தரவிடப்பட்டுள்ளது'' எனக் கூறப்பட்டுள்ளது.

Apple watch to be available in Singapore from June 26 -

SINGAPORE - Apple Watch will be available in Singapore from June 26, according to a press statement on Apple's website on Thursday.

Fans will be able to buy the smartwatch from Apple's online and retail stores, and selected authorised resellers.

Selected models of the Apple Watch will also be available from boutique store Malmaison by The Hour Glass in Singapore.

The watch will also be available in six other countries on June 26 - Italy, Mexico, South Korea, Spain, Switzerland and Taiwan.

Chancellor sits on pro-VC’s appointment for over a month

Nagpur: Chancellor Ch Vidyasagar Rao had called on all universities to expedite examination reforms during a meeting of joint board of vice chancellors (JBVC) in February. However, his office was not serious on his call as it sits on file of NU pro-VC's appointment since over a month and a half, if NU officials are to be believed.

After taking over the charge in April second week, VC Siddharthvinayaka Kane dispatched three names for filling up pro-VC's post immediately. But till date, the highest office has not even invited the aspirants for interviews.

Chancellor's secretary Vikas Rastogi refused to comment, stating that he would not be in a position to talk to the media. He diverted all queries to the VC.

Kane, on the other hand, told TOI to wait for some time without disclosing the reason. "The appointment would be made soon" was his only reply to repeated queries by TOI on delay.

Even the government is not serious on the exam reforms after constitution of former IT secretary Rajesh Agrawal committee. It's over a year since the panel had submitted report, but except Mumbai, all other universities were reluctant to implement its suggestions despite repeated calls by the chancellor. NU had demanded creation of new post of 'director (examinations)' when divisional commissioner Anoop Kumar was acting VC. The objective was to oversee exam reforms that included going online for evaluation and moderation works. However, it was turned down by the government, citing financial constraints.

NU officials claimed that in absence of top officials in exam section like pro-VC and controller of examinations (COE), its work was being severally hampered. While the pro-VC's post was lying vacant since April first week, the COE's was not filled up since Vilas Ramteke went on lean last year.

The COE's charge was granted to various officials in additional capacities but all of them failed to do justice with the most important department, resulting into its continuing deterioration. Kane told TOI that the COE's charge would be handed over to deputy registrar Anil Hirekhan from June 6.

"A majority of results are getting inordinately delayed beyond minimum two months, thus affecting students, especially those pursuing final year. Revaluation results are delayed over three months for the same reason. Due to absence of top officials like pro-VC and COE, even the lecturers are not reporting to their duties. NU recently issued show cause notices to over 150 teachers for failure to report to evaluation work," the officials said.

‘Namma Auto’ offers safer, more comfortable rides

MADURAI: Five months after the 'Namma Auto' service was introduced in the city, the initiative has become a huge hit among the residents. They find the service more passenger-friendly and hassle-free, especially as the transport authorities still have a tough time implementing fixed meter charges among regular autorickshaws.

The initiative was introduced here after its success in Chennai. Sixty seven autorickshaws fixed with global positioning system (GPS) currently operate as 'Namma Auto'. The base fare is Rs 25 for 1.8 km and Rs 12 for every km after that.

Though the auto service is not keen on advertising, customers satisfied with the service call the autos voluntarily, said J Satham Hussain, operational lead of Namma Auto.

A driver or owner of the auto gets a salary of Rs 8,000 plus Rs 4,500 per month (Rs 150 per day as incentives). Drivers are trained on road safety and instructed to strictly avoid drunken driving or any sort of misbehavior with passengers. Drunken driving or misbehavior will result in termination. They are not supposed to collect money above the meter fare.

"We attend 420 customer calls everyday," Hussain said.

With the documents for drivers and vehicles in place, Namma Auto maintains good conduct with the authorities too, he added.

G Irulandi, a Namma Auto driver, said the absence of cumbersome bargaining was a breather.

"I get a monthly salary and goes directly into the hands of my wife. Earlier, the entire income of the day used to spent in wine shops," he added on a lighter note.

But driving a Namma Auto also has its share of challenges, said another driver K Thangamariappan from Sellur.

"Other drivers see us as a threat and do not accept us in their stands. We are constantly chased by our competitors and harassed. We are always afraid and beseech the road transport authorities and traffic police to protect us," he appealed.

S Glory, a working woman from Vilangudi, said, "Earlier, the auto rickshaw drivers used to charge me Rs 150 to go to Bibikulam where I work. Now, I pay Rs 75 for a NammaAuto, which is the meter charge. Besides, the ride is very safe."

Chased by monkeys, man dies after falling from roof

BAREILLY: In yet another case of simian attack in the region, a 27-year-old man died after he fell from the roof of his house in an attempt to escape from a group of aggressive monkeys at Biharipur Mebran, Kotwali.

According to family sources, the incident happened on Saturday morning when Ishrat Ali along with some of his other family members was sleeping on the roof of their house.

Ali was attacked after the other members went downstairs.

He ran and tried to jump to the roof of the adjoining house by scalding a boundary wall but lost balance and fell to the ground receiving serious injuries.

He was rushed to the nearby hospital by family members but succumbed to his injuries.

Locals staged a protest in front of the municipal corporation on Sunday and demanded an end to the monkey menace.

City mayor I S Tomar said, "Stray monkeys are usually caught during winters and released into the jungles. We keep them in captivity for several hours before releasing. But the heat conditions now make it difficult for us to keep them in cages. They will not be able to survive. We will resume our operations as soon as weather conditions improve."

Meanwhile, Dr S P S Siddhu, health officer, Bareilly Municipal Corporation, said, "Monkey menace is rampant in the region. We have commissioned an NGO to catch stray monkeys. Around 150 of them were caught and released at Mala forest range, Pilibhit."

It may be recalled that a 6-year-old boy of Dali Newada village, Katra, was attacked by a group of monkeys in front of his family members a few months back. He boy died of excessive bleeding.

Delay in results makes life tough for CBSE students

CHENNAI: Students of CBSE schools in Tamil Nadu, already at a disadvantage in professional courses where state board students with higher marks grab the lion's share, now seem to be losing out seats in arts and science colleges too.

A Class 12 CBSE student, who wished to remain anonymous, said the announcement of CBSE results on May 27, 20 days after the state board results were out, was a big problem. "I was not able to get into the college I wanted. Now I'm anxious whether I will get a seat at all."

About 11,500 CBSE students passed out this year in the state and those seeking admission to engineering or medical colleges are not too perturbed as some seats are set aside for CBSE students as per a Supreme Court order. "Colleges like VIT University, Hindustan University and SSN College of Engineering allot separate seats for students during admissions. They conduct entrance exams on a later date and take that score into account instead of the state ranking," said educationist K R Maalathi.

Students opting for arts courses are at a loss as admissions to top colleges are almost over by the time the CBSE Class 12 results are out. "It is not a revelation that CBSE results are released after state board results and so colleges need to fix their admission calendar accordingly. There is no hurry in admitting students based on state board results and putting CBSE students in a disadvantageous position as classes begin only in June/July," said SASTRA University dean (planning and development) S Vaidhyasubramaniam.

Senior Career Counsellor, Jayaprakash Gandhi, also questioned this practice, "When the government is setting a deadline for medical and engineering colleges, why can it not do the same with arts and science colleges? The Supreme Court and the MHRD should consider this."

Countering this, MOP Vaishnav College principal Lalitha Balakrishnan said they always gave preference to CBSE students. "We would like to have a combination of all types of students in our classrooms and so we reserve separate seats for their admissions," she said.

The college offers a BCom in marketing management that is based on the marketing management subject that CBSE students study. "As per directorate of collegiate education rules, it is a must for all arts and science colleges in Chennai to begin by the last week of June and we try to close admissions as soon as possible," she said.

It is up to colleges to create a flexible admission window, say experts. This will ensure a right mix of quality students.

Varsity dean accused of bribery suspended

DHARWAD/Bengaluru: A special meeting of the Karnatak University syndicate on Wednesday decided to suspend professor Noorjahan Ganihar, dean of the postgraduate department of education, on charges of graft.

Two PhD students filed a complaint with Lokayukta police alleging that Noorjahan demanded a bribe of Rs 4 lakh to issue their doctoral degrees.

Acting vice-chancellor SS Hugar said the syndicate members were of the opinion that the episode has tarnished the university's image and, hence, Noorjahan should be placed under suspension pending inquiry.

The syndicate has decided to appoint a one-man inquiry commission comprising a retired high court judge or a district judge to probe the alleged irregularities in the PG department of education. The commission will be asked to submit its report in a month.

Lokayukta police have issued a notice to the accused professor asking her to appear before the Lokayukta SP in Dharwad. Dharwad Lokayukta SP Parashuram said the notice was sent to the professor's office but it was locked. Arrangements will be made to ensure the notice reaches her, he added.

Based on media reports, Lokayukta Justice Y Bhasker Rao had directed the ADGP Lokayukta to register a suo motu case and inquire into the charges. ADGP Premshankar Meena, in turn, asked the Dharwad Lokayukta SP to take action.

Two students, one from Hubballi and another from Uttar Pradesh, who were doing their PhDs under Noorjahan filed complaints with the vice-chancellor and registrar of the university, alleging that she asked for a bribe. The students recorded their conversation with the dean on their mobile phones.

Based on the complaint, the registrar issued a notice to Noorjahan seeking an explanation. In her reply, the professor denied all the allegations.

600 doctors who got degrees from abroad issued notice

MUMBAI: The Maharashtra Medical Council (MMC), which functions as a regulator of the medical profession, is taking a closer look at foreign-trained doctors as well as doctors who pursue post-graduate degrees through distance education.

It has sent notices to 600 doctors across Maharashtra who have earned their basic medical degree from universities in Russia, Ukraine, China, etc. This follows complaints about foreign-trained doctors putting up boards stating that they are "MD Physicians" although India recognizes them as "MBBS equivalent" doctors only.

"We consider these misleading boards to be a menace. What if an injured child is rushed to a doctor who claims to be a paediatrician but has only undergone a distance post-graduate degree from Seychelles?" said MMC president Dr Kishor Taori.

Regarding foreign-trained doctors, he said they had been asked to return their MMC degrees so that fresh ones could be issued. "Instead of saying that they have an MBBS-equivalent degree, we will give them a new one stating that they have an MBBS degree," he said, adding that the move will eliminate any ambiguity about their status.

Many East European nations offer an integrated MD course. "When these doctors return to India, they have to undergo a national screening examination before getting a registration as an MBBS doctor," he said, adding, "It is possible that these doctors don't realize that they cannot be termed MD Physicians in India. So we will reword their degree certificates."

Thanjavur Collectorate moves to new premises

The seat of power in Thanjavur in the multi-domed aesthetically appealing British-era Collectorate on Kutchery Road here for more than 110 years has moved to a magnificent new building at Pillayarpatti off the Thanjavur-Tiruchi National Highway.

Chief Minister Jayalalithaa declared open the new building complex to house the Thanjavur Collector's Office as also the offices of various departments through video conferencing from Chennai on Tuesday. In Thanjavur, apart from Collector N. Subbaiyan, MP K. Parasuraman, Mayor Savitri Gopal and people’s representatives distributed sweets to the public to mark the occasion.

The new building has been constructed at a cost of Rs. 30.50 crore in the specifically earmarked 61.42 acre land at Pillaiyarpatti. While the ground floor is spread over 68,561 square feet, the first floor spans 49,674 sq. ft., the second covers 43,249 sq. ft. and the third floor is spread over 41,201 sq. ft. for a total plinth area of 2.02 lakh sq. ft. The building has space to house 22 government departments, two massive public conference halls and an official meeting hall.

Apart from the main entrance to the Collectorate, there are four entrances to access the departments easily from various sides. The complex is equipped with two lifts as well. The old Collectorate, which served as the hallmark of Thanjavur, was the seat of the Collector since 1896, from where an array of distinguished civil servants, who went on to head the State bureaucracy, conducted their official work.

Now Dr. Subbaiyan has secured the distinction of the first Collector to discharge his duties from the New Collectorate that awaited the return of Ms. Jayalalithaa as Chief Minister for the inaugural.

Steps simplified for govt. staff to get passport

The Ministry of External Affairs has simplified the procedure for issuance of passport to employees of government departments and public sector undertakings.

In a statement, Madurai Regional Passport Officer, S. Maniswara Raja, said that government employees were finding it difficult to obtain identity certificate and no-objection certificate from their departments. Hence, the Passport Office has decided to introduce a new feature – prior intimation letter.

The employees have to submit prior intimation letter along with their application for passport. A copy of the prior intimation would be sent to the controlling/administrative authority of the applicant.

“If the employer has any objection regarding issuance of the passport to the employee, they should appear in person at the RPO concerned mentioning the details of such objections. However, the final decision will be taken by the Passport Issuing Authority,” the statement said.

If prior intimation is submitted by the applicant, passport would be issued on the basis of pre-police verification. However, the police verification in re-issue cases was applicable.

If no-objection certificate is submitted, passport will be issued on post-police verification basis.

However, if identity certificate is issued by the employer for the government employee, the passport would be issued on no-police verification basis.

The spouse of such employees, and dependent children up to the age of 18 years have an option to submit identity certificate for expeditious issue of passport, the statement said.

Administration shifts gear for Mahamaham

Infrastructure works for an estimated Rs. 120 crore are being executed in Kumbakonam as part of the Mahamaham preparations. The grand festival is set for February 22 next.

Disclosing this during the special review of works pertaining to Mahamaham conducted at the Kumbakonam Municipality on Wednesday, Thanjavur Collector N.Subbaiyan pointed out that every governmental department and agency has been tasked with specific works and directed the officials to expedite their completion in time.

The Collector in particular urged the authorities to dredge the numerous temple tanks in and around Kumbakonam by utilising the funds already allocated for the purpose. Likewise, the Tangedco has been asked to hasten the infrastructure development works in the municipal limits.

During the previous Mahamaham festival, an estimated 35 lakh people thronged the temple town and several more lakh of people were expected during the next year's spectacle, Dr.Subbaiyan said. The authorities were gearing to meet the influx of pilgrims into the town as part of the festivities and every effort was being made to meet the demands of the pilgrims, he said.

A total of 72 police booths, monitoring cameras in 132 locations and revolving cameras in 26 spots, besides road blocks in 1,163 places would bolster the security and bandobust arrangements for the festival, the Collector said.

SC asks CBSE to hold back PMT results

The Supreme Court on Wednesday asked the Central Board of Secondary Education to hold declaration of All India Pre-Medical Test (AIPMT) 2015-16 results for another week. It also directed Haryana police to complete the probe into the exam fraud which involves students from several States. The results were to be declared on June 5.

Scheduling the next hearing for June 10, a Vacation Bench headed by Justice Prafulla C. Pant said it would decide on that day whether to order fresh conduct of the exams which was held on May 3.

The court asked the police to identify as many candidates as possible who had benefited from the leak and file a fresh probe report on June 10.

Re-exam?

“We want to be doubly sure that there is no alternative but to order re-conduct of the examination,” Justice Pant observed, saying the court does not want to act in haste.

The police informed the court that 12 people had been arrested and 25 students identified as beneficiaries of the alleged racket. It said that students from at least 10 States were involved.

The court, however, sought information on the whereabouts of the alleged kingpin, Roop Singh Dangi, and sought to know why he had not been arrested yet.

Advocate Prashant Bhushan, appearing for a student, said it had become almost “impossible to identify beneficiaries of the widespread offence” and hence re-conduct of the test was necessary.

Large-scale irregularities, came to light on exam day, with investigators informing the apex court that the answer keys were transmitted through 75 mobile phones in Bihar, Jharkhand, Rajasthan and Haryana.

AHMEDABAD: It was a routine RTI application — seeking information on the castes included in the Other Backward Classes (OBC) or the Baxi Panch list, and reservation benefits. This information should have been provided by the office of the Commission for Other Backward Classes without a hitch. But the applicant, Maulik Shrimali, was startled to find a reply from the secretary of the commission in which Shrimali was asked to provide the details of his caste and the reason why he sought the information. This letter, dated May 26, was written by R V Chavda.

"If you have used RTI to procure information after somebody from our office refused to provide you the same, you can invoke the provisions under the RTI Act," Chavda wrote. "But to make it (RTI Act) a weapon to get information is not appreciable." Chavda went on to say, "We would require details of your caste, reasons for seeking such information and the number of times you have approached this office to get the desired information." Chavda's letter went a step further and asked Shrimali to prove that he had approached the commission for the reply and was denied help.

"I am confused with this reply. How can the official ask me the reason for seeking such basic details that should have been available on the commission's website?" said Shrimali. "Information on subsidies, government posts assigned to OBC members, and other such details should be made public. Why am I asked to provide details of my caste?"

Pankti Jog, a member of the Mahiti Adhikar Gujarat Pehel (MAGP) told TOI, "The information that Shrimali asked should have been provided under section 4 1(b) of the RTI Act, which is proactive disclosure." By no means can a government official seek personal details of applicants under this law, Jog said. "The guidelines are provided under manuals 11, 12, and 13 of section 4," Jog said.

கடந்த ஆண்டு இலவசப் பேருந்து அட்டையை காண்பித்து மாணவர்கள் பயணிக்கலாம்: அரசுப் போக்குவரத்துக் கழகம்

பள்ளி மாணவ, மாணவிகள் புதிய இலவசப் பேருந்து அட்டை கிடைக்கும் வரை கடந்த ஆண்டு வழங்கப்பட்ட இலவசப் பயண அட்டையைக் காண்பித்து பேருந்துகளில் பயணிக்கலாம் என தமிழக அரசு அறிவித்துள்ளது.
கோடை விடுமுறை முடிந்து தமிழகம் முழுவதும் பள்ளிகள் ஜூன் 1-ஆம் தேதி முதல் திறக்கப்பட்டு வருகின்றன.
இந்த நிலையில், பள்ளி மாணவ, மாணவிகளுக்கான இலவசப் பேருந்து அட்டை எப்போது வழங்கப்படும் என்ற எதிர்பார்ப்பு நிலவி வந்தது. இது தொடர்பாக தமிழக அரசின் போக்குவரத்துத் துறை செவ்வாய்க்கிழமை வெளியிட்ட செய்தி:
தமிழக அரசின் உத்தரவின் பேரில் அரசு, அரசு உதவி பெறும் பள்ளி மாணவ, மாணவிகளுக்கான இலவசப் பேருந்து பயண அட்டை செவ்வாய்க்கிழமை முதல் தமிழகம் முழுவதும் வழங்கப்பட்டு வருகிறது.
கடந்த ஆண்டு 25 லட்சத்து 44 ஆயிரத்து 576 இலவச பேருந்து பயண அட்டைகள் 17 மையங்களில் தயாரிக்கப்பட்டு பள்ளி மாணவ, மாணவிகளுக்கு வழங்கப்பட்டது. இம்முறை இந்தப் பணியைத் துரிதப்படுத்தும் வகையில், கூடுதலாக 5 மையங்கள் திறக்கப்பட்டுள்ளன. அதன்படி, மொத்தம் 22 மையங்கள் மூலம் பயண அட்டைகள் தயாரிக்கப்பட்டு வழங்கப்படுகின்றன.

மேகி நூடுல்ஸ்' உணவுப் பொருள் விளம்பரங்களில் நடித்த நடிகர் அமிதாப் பச்சன், நடிகைகள் மாதுரி தீட்சித், பிரீத்தி ஜிந்தா மற்றும் நெஸ்லே நிறுவன அதிகாரிகள் இருவர் ஆகியோர் மீது வழக்குப்பதிவு செய்ய பிகார் மாநிலத்தின் முஸாஃபர்பூர் மாவட்ட நீதிமன்றம் செவ்வாய்க்கிழமை உத்தரவிட்டது.
வழக்கு விசாரணைக்குத் தேவைப்பட்டால் அமிதாப் பச்சன் உள்ளிட்ட 5 பேரையும் காவல் துறை கைது செய்யலாம் என்றும் நீதிமன்றம் தெரிவித்தது. நெஸ்லே நிறுவனத் தயாரிப்பான மேகி நூடுல்ஸ் மீது புகார் தெரிவித்து பிகார் மாநில வழக்குரைஞர் சுதிர் குமார் ஓஜா தாக்கல் செய்த மனுவில் கூறப்பட்டுள்ளதாவது:
முஸாஃபர்பூரின் லெனின் செüக் பகுதியில் உள்ள கடையொன்றில் கடந்த 30-ஆம் தேதி மேகி நூடுல்ஸ் வாங்கி வந்து சாப்பிட்டேன்.

தமிழகத்தில் "மேகி நூடுல்ஸ்' மாதிரிகளைச் சேகரித்து பரிசோதனை செய்யுமாறு தமிழக உணவு பாதுகாப்புத் துறை அலுவலர்களுக்கு உத்தரவு பிறப்பிக்கப்பட்டுள்ளது.

இந்த உத்தரவின் அடிப்படையில் "மேகி நூடுல்ஸ்' மாதிரிகள் சேகரிக்கப்பட்டு சென்னை,கோயம்புத்தூர், சேலம், தஞ்சாவூர், திருநெல்வேலி, மதுரை ஆகிய ஆறு இடங்களில் உள்ள உணவுப் பாதுகாப்பு ஆய்வு பரிசோதனைக்கூடங்களுக்கு அனுப்பப்பட்டுள்ளன.

"மேகி நூடுல்ஸ்' உணவுப் பொருளில் சுவையை அளிக்கும் "மோனோசோடியம் குளுட்டாமேட்' என்ற ரசாயனப் பொருள், ஈயத்தின் அளவு அனுமதிக்கப்பட்ட அளவைக் காட்டிலும் அதிகமாக உள்ளதா என சேகரிக்கப்பட்ட மாதிரிகளில் பரிசோதனை செய்யுமாறு உத்தரவிடப்பட்டுள்ளதாக அதிகாரிகள் தெரிவித்தனர். பரிசோதனை முடிவுகள் இன்னும் இரண்டு அல்லது மூன்று நாள்களில் தெரியவரும் என்று அதிகாரிகள் தெரிவித்தனர்.

"மேகி நூடுல்ஸ்' உணவுப் பொருளுக்கு கேரள மாநிலம் தடை விதித்திருப்பதையடுத்து தமிழக அரசும் இத்தகைய நடவடிக்கையை எடுத்துள்ளது.

நீதிபதி குன்ஹாவுக்கு பதவி உயர்வு

சொத்துக்குவிப்பு வழக்கில் தமிழக முதல்வர் ஜெயலலிதாவுக்கு தண்டனை வழங்கிய நீதிபதி ஜான் மைக்கேல் டி'குன்ஹாவுக்கு கர்நாடக உயர் நீதிமன்ற பொது பதிவாளராக பதவி உயர்வு வழங்கப்பட்டுள்ளது.

கர்நாடக மாநிலம் மங்களூருவை சேர்ந்த நீதிபதி ஜான் மைக்கேல் டி'குன்ஹா சொத்துக்குவிப்பு வழக்கில் நீதிபதியாக பொறுப்பேற்ற 11 மாதங்களில் தீர்ப்பு தேதியை அறிவித்தார். இறுதிவாதத்தை வேகமாக முடித்து ஜெயலலிதா உள்ளிட்ட நால்வருக்கும் 4 ஆண்டு சிறை தண்டனை வழங்கினார். ஜெயலலிதாவுக்கு ரூ.100.1 கோடியும், சசிகலா,சுதாகரன், இளவரசிக்கு ரூ. 10.1 கோடியும் அபராதம் விதித்தார். மேலும் ஜெயலலிதா தரப்புக்கு சொந்தமான அசையும் மற்றும் அசையா சொத்துகளை பறிமுதல் செய்யவும் உத்தரவிட்டார்.

கடந்த நவம்பர் மாதம் க‌ர்நாடக உயர் நீதிமன்ற ஊழல் தடுப்பு பிரிவுக்கு பணியிட மாற்றம் செய்யப்பட்டார். கடந்த 7 மாதங்களாக அங்கு சிறப்பாக செயல்பட்டு, கீழ் நீதிமன்றங்களில் நடைபெற்ற பல ஊழல்களை வெளியே கொண்டு வந்தார்.

இந்நிலையில் நேற்று, குன்ஹா கர்நாடக உயர் நீதிமன்ற பொது பதிவாளராக பணியிடமாற்றம் செய்யப்பட்டார். பல்வேறு முக்கிய பொறுப்புகள் அடங்கியுள்ள பதவிக்கு குன்ஹா மாற்றப்பட்டதால், பதவி உயர்வு கிடைத்திருப்பதாக அவரது அலுவலக ஊழியர்கள் மகிழ்ச்சி அடைந்துள்ளனர்.

பத்தாம் வகுப்பு தற்காலிக மதிப்பெண் சான்றிதழ்: ஜூன் 4 முதல் பதிவிறக்கம் செய்யலாம்

பத்தாம் வகுப்பு தற்காலிக மதிப்பெண் சான்றிதழை ஜூன் 4 முதல் மாணவர்கள் பதிவிறக்கம் செய்துகொள்ளலாம் என்று தேர்வுத்துறை அறிவித்துள்ளது.

இது தொடர்பாக அரசு தேர்வுத்துறையின் இணை இயக்குநர் (பணியாளர்) கே.ஸ்ரீதேவி இன்று வெளியிட்ட செய்திக்குறிப்பில், ''கடந்த மார்ச் மாதம் நடந்து முடிந்த பத்தாம் வகுப்பு தேர்வை எழுதிய மாணவர்களுக்கும், தனித்தேர்வர்களுக்கும் பள்ளி தலைமை ஆசிரியர்கள் மூலமாக தற்காலிக மதிப்பெண் சான்றிதழ்கள் மே 29-ந் தேதி இணையதளத்தில் பதிவிறக்கம் செய்யப்பட்டு வழங்கப்பட்டது.

இந்நிலையில்,வியாழக்கிழமை (ஜூன் 4) முதல் மாணவர்கள் தாங்களே தற்காலிக மதிப்பெண் சான்றிதழை தேர்வுத்துறையின் இணையதளத்தில் (www.dge.tn.nic.in) இருந்து பதிவிறக்கம் செய்துகொள்ளலாம். இந்த இணையதளத்துக்குள் சென்று தங்கள் பதிவு எண் மற்றும் பிறந்த தேதியை குறிப்பிட்டு மதிப்பெண் சான்றிதழை பதிவிறக்கம் செய்துவிடலாம்'' என்று தெரிவிக்கப்பட்டுள்ளது.

குற்றுயிராக கிடந்த வாலிபர்... காப்பாற்ற போராடிய கலெக்டர்... கண்டுகொள்ளாத 108 ஆம்புலன்ஸ்!

நாகப்பட்டினம்: நாகையில் விபத்தில் சிக்கி உயிருக்கு போராடியவரை காப்பாற்ற மாவட்ட ஆட்சியர் பழனிச்சாமி, ஒரு மணி நேரத்துக்கும் மேலாக சாலையில் நின்று போராடியதால் பரபரப்பு ஏற்பட்டது. கலெக்டர் அழைத்தும், 108 ஆம்புலன்ஸ் வாகனம் கடைசி வரை வரவில்லை.

நாகை டாடா நகரைச் சேர்ந்தவர் சுப்பிரமணியன். மீனவரான இவர் மோட்டார் சைக்கிளில், நாகூரில் இருந்து நாகை நோக்கி நேற்று மதியம் வந்து கொண்டிருந்தார். அப்போது நாகை கலெக்டர் அலுவலகம் அருகில் ஏற்பட்ட விபத்தில் சிக்கி படுகாயமடைந்தார். அந்த சமயத்தில் கலெக்டர் பழனிச்சாமி தன் வீட்டில் இருந்து, அலுவலகத்துக்கு வந்து கொண்டிருந்தார். விபத்தை பார்த்ததும் உடனடியாக காரை நிறுத்தினார்.

கலெக்டர் உள்ளிட்ட அதிகாரிகள், ஒரு மணி நேரத்துக்கும் மேலாக, சாலையில் நின்று, உயிருக்கு போராடியவரை காப்பாற்ற முயற்சித்த போதும் அவருக்கு கைகொடுக்காமல் நடந்து கொண்ட ஆட்டோ டிரைவர்களின் செயலையும், அவசரத்திற்கு உதவாத, 108 ஆம்புலன்ஸ் சேவையையும் மக்கள் கடுமையாக விமர்சித்தனர்.

மண் சார்ந்தும், மனம் சார்ந்தும் வெளிப்படும் ஒலிக்குறிப்புகள் பொருள் உணர்த்தும் பான்மையில் மொழியாகிவிடுகின்றன. சொல்பவர்களுக்கும், கேட்பவர்களுக்கும் இடையில் உறவுகோல் நட்டு உணர்வுக் கயிற்றினால் முறுக வாங்கிக் கடைவதுபோல வளரும் உரையாடல் பல்வேறு கருத்துருக்களுக்குக் களம் அமைத்துக் கொடுத்துவிடுகிறது.
அறிவும், அனுபவமும் கூடிக்குலவிப் பெற்றளிக்கும் குழந்தையேபோல் வளரும் இன்பம் இலக்கியமயமாகிறது. இவ்வண்ணம், மக்கள் பேசும் மழலையில் தமிழ்வாணி தன்னைப் புதிதாய்ப் பிறப்பித்துக் கொள்கிறாள். ஒலிவழியாக வெளிப்படும் மொழியின்தன்மை பொதுமை கொண்டிருப்பினும் மொழிபவர்களின் குரல் வளம், குணநலம், மண் மணம் கலந்து அது புதுமை பெற்றுவிடுகிறது. இத்தகு வட்டாரத் தன்மைகளின் பங்களிப்புகளால் செந்தமிழ் செழுந்தமிழாகி வளர்கிறதே ஒழியச் சிதைவது கிடையாது.
மனோன்மணியம் சுந்தரனார் சொல்வதுபோல, உலக வழக்கு அழிந்து ஒழிந்தால்தான் மொழியானது சிதையும். இந்த அழிவிலிருந்து மொழியைக் காக்க, இலக்கிய வழக்கு மட்டும் போதாது. உலகியல் வழக்கும் மிகமிகத் தேவை. உற்று கவனித்தால், உலகியல் வழக்கிலிருந்துதான் இலக்கிய வழக்கே உருவாவது புலனாகும். நாடக வழக்கினும் உலகியல் வழக்கினும் பாடல் சான்ற புலனெறி வழக்கம் என்கிறது தொல்காப்பியம்.
எனவே, ஒரு மொழியைச் சிதைவுறாமல் காக்கவும், செழுமையோடு வளர்க்கவும் உடனடியாகச் செய்ய வேண்டியது செழுந்தமிழை, மழலைச் செல்வங்களில் செம்பவள மெல்லிதழ்களின் உள்ளே தவழ்ந்து உலவும் செந்நாவுகளில் நட(ன)மாட விடுவதுதான். பேச்சில் இருந்து சொல்லுக்கும், சொல்லில் இருந்து எழுத்துக்கும் வருவதே இயல்பான கற்றல் முறை.

இன்றைய கல்வியில் சித்திரம் இருக்கிறது. மனப்பாடம் இருக்கிறது. நல்லதொரு நாப்பழக்கம் நல்கும் பேச்சுத் தமிழ் இருக்கிறதா? ஆனால், ஸ்போக்கன் இங்க்லீஷ் மட்டும் இருக்கிறது. அதற்கு லாங்குவேஜ் லாபும் (Language lab) இருக்கிறது. அப்படியொரு மொழிப் பயிற்சிக் கூடம் தமிழுக்கு இருக்கிறதா? நன்றாய்த் தமிழில் பேசப் பழகிவிட்டால் ஆங்கிலம் வராது எனச் சொல்வது நவீன மூடத்தனம்.
தமிழின் முதல் எழுத்துக்களான 30 தொடங்கி, முழுவதுமான 247 எழுத்துக்களோடு, ஒலித்தலுக்காக நாம் உருவாக்கிக் கொண்ட ஷ, ஸ, ஜ, ஹ, க்ஷ உள்ளிட்ட எழுத்துக்களையும் அறிந்து கொண்ட குழந்தைக்கு வெறும் 26 எழுத்துக்களைக் கொண்ட ஆங்கிலத்தைக் கற்றுத் தேறுவதில் என்ன சிரமம் இருக்க முடியும்?

உயர் கல்வியில் நெகிழ்வுத் தன்மை!

நிகழாண்டில் பொறியியல் கல்விக்கான ஆர்வம் குறைந்து, கலை அறிவியல் படிப்புகள் மீதான ஆர்வம் அதிகரித்திருப்பதை வெளிப்படையாகக் காண முடிகிறது. கலை அறிவியல் கல்லூரிகளில் விண்ணப்பப் படிவம் பெறுவதற்காக அலைமோதும் மாணவர், பெற்றோர் கூட்டமே இதற்குச் சான்று.

41 Pune medical officers get 2-yr extension in service

PUNE: The state health department has increased the age of retirement of 41 medical officers and senior health officials by two years — from 58 years to 60 — citing serious manpower crunch.

The decision was taken as 28 medical officers and 13 senior-ranking health officials were due for retirement on May 31 which, the ministry officials said, would have further hampered services at various levels of patient-care and healthcare administration.

However, the move has not gone down well with many employees of the health department, who said the decision is just a temporary arrangement to cover up the large number of posts that are lying vacant in the department for years. "Instead of increasing retirement age of senior health officials working at administrative posts, the state should have increased the retirement age of doctors," they said.

"We have tried to fill up the posts of medical officers and specialists doctor, but the response has not been encouraging as qualified people are not willing to work at state-run hospitals and departments. Similarly, people are also averse to working at places which are away from their hometowns. All these factors have resulted in large number of posts lying vacant for years. Hence, we have decided to increase the retirement age of 28 medical officers and 13 senior-ranking officials who were supposed to retire on May 31," said a state health ministry official.

Another official said, "There is an urgent need to overhaul the human resource wing at the state health department. Currently, the work environment is not conducive and it has a dampening effect on the morale of employees. How a medical officer working at a state-run hospital at an administrative post will feel motivated if he or she is not given sufficient opportunity to grow? People work for years but do not get promoted which is absolutely unacceptable."

Manipal University former VC dons a new role post-term

MANIPAL: Having completed his five year tenure as Vice-Chancellor of Manipal University, Dr K Ramnarayan on Monday took charge as the vice-president (faculty development and alumni relations) of the university. In this role, he will mentor teacher empowerment and faculty development initiatives in institutions the university and Manipal group. In addition, he will also give a fillip to alumni activities of various institutions of the group.

Dr Ramnarayan will also continue as professor of pathology at Melaka Manipal Medical College, Manipal. During his stint as the VC, the focus was on strengthening academic processes in the university, be it functioning of the senate and board of studies or enrichment of curriculum. Various people empowerment initiatives were launched such as Synergic Manipal Integrated Leadership Engagement programme to nurture future leaders.

As the first chairperson of Manipal Education System Vice Chancellors Council, he created a vibrant forum for inter-campus deliberations and set in place norms for sharing best practices among the Manipal group institutions. He set up MU-FAIMER Leadership International Institute for Inter-professional Education and established Manipal Centre for Professional and Personal Development for in-service training of academic and non-academic staff.

He has conducted pedagogic and personal effectiveness workshops for faculty in the Manipal group campus in Jaipur, Sikkim, Melaka and Dubai, apart from those for Indian Society of Periodontology and the National Institute for Advanced Studies in Architecture. In the process of enhancing education and research, he has steered the implementation of Dr T M A Pai Endowment chairs and MU full time PhD scholarships, Dr Ramnarayan also reframed research incentive policy and set up MU portal for eprints (repository for research publications). The Centres of Excellence in Philosophy and Humanities and Natural Sciences, Research Directorate in Manipal University were ushered in during his tenure. The renovation of Manipal Museum of Anatomy and Pathology a project he was deeply involved in. University's rankings were offshoots of his efforts.

Madras HC issues arrest warrant against TNSTC official

MADURAI: The Madurai bench of the Madras high court on Monday issued a bailable arrest warrant against former general manager of the Tamil Nadu State Transport Corporation (TNSTC), Tirunelveli, since he had failed to appear before the court as directed by it.

In his interim order on the contempt petition filed by M Kalipandian of Sankarankoil, Justice S Nagamuthu directed the additional superintendent of police to arrest Dharmaraj, who was the former GM of TNSTC in Tirunelveli, and to produce him in the court on June 22.

Kalipandian had worked as a temporary employee with TNSTC, Tirunelveli, for more than two years. However, TNSTC didn't regularize his employment. This forced Kalipandian to move the high court.

The court passed an order in his favour last year. However, the TNSTC failed to act on the order. Hence he filed a contempt petition against the former GM.

When the matter came up for hearing in April, the court directed Dharmaraj to appear before it on June 1. However, he failed to turn up. This forced the court issue an arrest warrant against him

Medical college, Waqf board at loggerheads over mosque on campus

AGRA: SN Medical College authorities and the Waqf board officials are at loggerheads over construction work in a mosque on campus, near the boys' hostel. College management are worried that any expansion in the mosque could lead to a clashes between the devotees and college students even as Waqf board officials claimed that they were not expanding the premises and were only renovating the building. That the matter is taking a political hue was evident after Samajwadi Party leader Farukh Siyar intervened, backing the Waqf board officials and on Monday, members of Hindu Jagran Manch met SN Medical College principal Dr Ajay Agarwal, extending their support to the college administration.

Several Muslim leaders along with SP leader Faruk Siyar met SN Medical College authorities on Saturday and demanded permission for "expansion of the mosque". When Dr Ajay Agarwal refused to allow the expansion of the mosque, the SP leader reportedly threatened the principal to either allow the construction or be ready to quit his job.

On Monday, a group of members of Hindu Jagran Manch met the SN Medical College's principal, extending their support to the managment. The Manch members claimed that they did not want politicization of matters relating to an educational institution. Siyar has denied threatening the principal.

"We have already taken an appointment with the district magistrate who will be meeting us on June 6. The decision of the construction in the mosque will be taken by the DM and we will act accordingly," added Siyar.

"The waqf board officials and Muslim leaders are trying to disturb the peace in the city. We will not let this happen. We have extended our support to the college administration who in reply have said they will act as per the orders of the district administration," said Vivek Shukla, spokesperson, Hindu Jagran Manch.

Talking to TOI, Dr Agarwal said there is a temple, gurdwara and a mosque on college campus. The turnout at the gurdwara is not too big, hence the college administration has no problems with its existence. The temple witnesses a larger crowd and that is why college authorities have made another route for entry and exit of devotees to the temple, away from the route taken by students.

"The mosque is situated in the middle of the campus. Its expansion will lead to chaos as people from outside will come in contact with the students. We have already faced some untoward situations due to religious structures and we do not want any expansion of the mosque as the space is sufficient for students to offer prayers," added Dr Ajay Agarwal.

The students too stood by their principal along with the doctors of the medical college, who claimed that a nuisance would be created in the college premises if the mosque is expanded and outsiders allowed to offer namaz there.

"Outsiders from Muslim localities use to sit in the mosque for hours and tease girls, misbehave with the students and create chaos in the hostel premises. Even wardens of the hostel do not want the expansion of the mosque to maintain peace on college campus," said a student.
