தமிழக கவர்னர் பன்வாரிலால் புரோகித் பதவியேற்ற நாளில் இருந்து மேற்கொள்ளும் பல நடவடிக்கைகள் அரசியல்வாதிகள், அதிகாரிகள் பின்பற்றத்தக்கவையாக இருக்கிறது. ‘தன்னை பார்க்கவரும் யாரும் மாலையோ, பொன்னாடையோ அணிவிக்கவேண்டாம்’ என்று கண்டிப்பாக கூறிவிட்டார். மிக எளிமையான பன்வாரிலால் புரோகித் விமான பயணம் மேற்கொள்ளும்போது, உயர்வகுப்பில் பயணம் செய்வதில்லை. ‘எகானமி’ வகுப்பில்தான் பயணம் செய்கிறார். தனி விமானத்திலோ, ஹெலிகாப்டரிலோ அவர் பயணம் செய்வதில்லை. சமீபத்தில் அவர் கடலூர் மாவட்டத்தில் உள்ள விருத்தாசலத்திற்கு அரசு நிகழ்ச்சிக்காக சென்றபோது ரெயிலில்தான் பயணம் செய்தார். இதேபோல, சேலத்தில் இருந்து நாகர்கோவிலுக்கு ரெயிலில் பயணம் செய்தார். அவரைப்போலவே இப்போது கடலூர் மாவட்ட கலெக்டர் பிரசாந்த் மு.வடநேரே தான் பணியாற்றும் மாவட்டத்தில் அரசு நிகழ்ச்சிக்காக எந்த கிராமம் என்றாலும் சரி, எந்தஊர் என்றாலும் சரி, தன்னுடைய அரசு காரில் பயணம் செய்வதில்லை. அரசு பஸ்சில் சாதாரண பயணிகளோடு பயணம் செய்கிறார்.

மாவட்ட கலெக்டரே பஸ்சில் பயணம் செய்யும்போது, மற்ற அதிகாரிகளும் பஸ்சில்தான் பயணம் செய்யும் நிர்பந்தம் ஏற்படுகிறது. இதனால் அரசுக்கு பெட்ரோல் செலவு மிச்சம் என்று ஒருபக்கம் கூறினாலும், கலெக்டர், ‘‘மக்களோடு மக்களாக’’ அரசு பஸ்சில் பயணம் செய்யும்போது, உடன் பயணம்செய்யும் பயணிகள் அல்லது பஸ் நிலையத்தில் கலெக்டரை பார்க்கும் பொதுமக்கள் தங்கள் குறைகளையெல்லாம் அவரிடம் அங்கேயே சொல்லிவிடுகிறார்கள். கலெக்டரும், மக்களிடம் நேரடியாகப்பேசி, அவர்களுக்குள்ள பிரச்சினைகளை அறிந்துகொள்கிறார். கவர்னர் மற்றும் மாவட்ட கலெக்டர்கள் இவ்வாறு பொது போக்குவரத்தை பயன்

படுத்தும்போது, நிச்சயமாக பொதுமக்களும் அவ்வாறு பயணம் மேற்கொள்வதை பெருமையாக கருதுவார்கள். ஏற்கனவே ரெயில்வேயில் உயர்அதிகாரிகள் மாதம் ஒருமுறை அலுவல் ரீதியாக ரெயிலில் சாதாரண வகுப்பில் பயணம் செய்யவேண்டும் என்று உத்தரவு பிறப்பிக்கப்பட்டிருக்கிறது. கவர்னர் வழிகாட்டினார். கடலூர் கலெக்டர் அவரைப்போல அரசு பஸ்சில் பயணம் செய்கிறார். கவர்னரும், மாவட்ட கலெக்டரும் நல்ல ஒரு முன்னுதாரணத்தை செய்துகாட்டுகிறார்கள். மக்களுக்காக பணியாற்றுபவர்கள் மக்களோடு பயணம் செய்யும்போது, அவர்கள் பிரச்சினைகளை அறிந்து நிறைவேற்றுவதற்கான முடிவுகளை எடுப்பதற்கு வசதியாக இருக்கும்.

நாட்டில் மோட்டார் வாகனங்களின் எண்ணிக்கை தினந்தோறும் பெருமளவில் அதிகரித்துக்கொண்டிருக்கிறது. இத்தகைய வாகனங்களில் இருந்து வெளியேறும் புகையால் மாசு ஏற்படுகிறது. நம்நாட்டில் பெட்ரோல், டீசல் பெரும்பாலும் வெளிநாடுகளிலிருந்துதான் இறக்குமதி செய்யப்படுகிறது. பொது போக்குவரத்தை எல்லோரும் பயன்படுத்தினால் இறக்குமதி செலவும் குறையும். அரசு ஊழியர்கள் மட்டுமல்லாமல், பொதுமக்களும் பொது போக்குவரத்தை பயன்படுத்தவேண்டும் என்ற கோரிக்கையை பிரதமர் நரேந்திர மோடி விடுத்துள்ளார். டெல்லியில் நடந்த மெட்ரோ ரெயில் போக்குவரத்து விரிவாக்கத்தை தொடங்கிவைத்து அதில் பயணம் செய்யும்போது, பொதுமக்களும் தங்கள் சொந்த மோட்டார் வாகனங்களில் பயணம் செய்யாமல், பொது போக்குவரத்தில் பயணம் செய்தால் சுற்றுச்சூழலுக்கு உகந்ததாகவும், பெட்ரோல், டீசல் இறக்குமதியை குறைப்பதாகவும் இருக்கும் என்று பேசியிருக்கிறார்.

தற்போது, மருத்துவ கல்வியை நிர்வகிப்பதற்காக இந்திய மருத்துவ கவுன்சில் உள்ளது. அதற்கு பதிலாக ‘தேசிய மருத்துவ ஆணையம்’ என்ற அமைப்பை உருவாக்க மத்திய அரசு திட்டமிட்டுள்ளது.

இதற்கான மசோதாவை பாராளுமன்றத்தில் மத்திய சுகாதாரத்துறை மந்திரி ஜே.பி.நட்டா நேற்று தாக்கல் செய்தார். அப்போது, காங்கிரஸ், திரிணாமுல் காங்கிரஸ் உள்ளிட்ட கட்சிகளின் உறுப்பினர்கள், அதற்கு எதிர்ப்பு தெரிவித்தனர். முழுமையான ஆய்வுக்காக மசோதாவை பாராளுமன்ற நிலைக்குழுவுக்கு அனுப்பி வைக்குமாறு அவர்கள் வற்புறுத்தினர். ஆனால், அவர்களின் ஆட்சேபனையை சபாநாயகர் சுமித்ரா மகாஜன் நிராகரித்தார். ‘மசோதா தாக்கல் செய்யப்படுவதை எதிர்க்க, முன்கூட்டியே நோட்டீஸ் கொடுத்திருக்க வேண்டும்’ என்று அவர் கூறினார்.

அப்போது, ஜே.பி. நட்டா, ஒரு பாராளுமன்ற குழுவின் சிபாரிசுகள், இந்த மசோதாவில் சேர்க்கப்பட்டு இருப்பதாக தெரிவித்தார். மருத்துவ கல்வி மற்றும் மருத்துவ தொழில் குறித்து புகார்கள் எழுந்து வருவதால், மருத்துவ கல்வி துறையில் சீர்திருத்தம் செய்யும் நோக்கத்தில், இந்த மசோதா கொண்டுவரப்படுகிறது. மருத்துவ கல்வியை முடித்தவர்கள், டாக்டராக தொழில் புரிவதற்கான உரிமம் பெற புதிய தேர்வு அறிமுகம் செய்யப்படுகிறது. அதில் தேர்ச்சி பெற்றால்தான், இந்த உரிமம் வழங்கப்படும் என்று அதிகாரி ஒருவர் தெரிவித்தார்.

மேலும், மருத்துவ கல்வி நிறுவனங்கள், புதிய சீட்களை சேர்த்துக் கொள்வதற்கோ, முதுகலை மருத்துவ படிப்புகளை தொடங்குவதற்கோ அனுமதி பெறத்தேவை இல்லை என்றும் மசோதாவில் கூறப்பட்டுள்ளது. மசோதாவின்படி, இந்திய மருத்துவ கவுன்சிலுக்கு பதிலாக, தேசிய மருத்துவ ஆணையம் அமைக்கப்படும்.

தேசிய மருத்துவ ஆணையத்தின் கீழ், தன்னாட்சி பெற்ற 4 அமைப்புகள் அமைக்கப்படும். இளங்கலை மற்றும் முதுகலை மருத்துவ படிப்புகளை நடத்துதல், மருத்துவ கல்வி நிறுவனங்களை மதிப்பீடு செய்து, அங்கீகாரம் அளித்தல், டாக்டராக பணிபுரிய பதிவு செய்தல் ஆகிய பணிகளை இந்த 4 அமைப்புகளும் செய்யும்.

தேசிய மருத்துவ ஆணைய தலைவர் மற்றும் உறுப்பினர்களை மத்திய அரசு நியமிக்கும். 4 தன்னாட்சி அமைப்புகளின் உறுப்பினர்களை மந்திரிசபை செயலாளர் தலைமையிலான தேர்வுக்குழு தேர்வு செய்யும். தேர்வுக்குழுவில், தேர்ந்தெடுக்கப்பட்ட 5 உறுப்பினர்களும், அலுவல்நிலை உறுப்பினர்கள் 12 பேரும் இடம்பெறுவார்கள் என்று மசோதாவில் கூறப்பட்டுள்ளது.

ஆந்திராவில், மாதம் ரூ.149க்கு தொலைபேசி இணைப்பு, இணைய தள சேவை, 250 சேனல்களுடன் தொலைபேசி இணைப்பு போன்றவை வழங்கப்பட உள்ளன. இந்த ஃபைபர் க்ரிட் சேவையை நாளை விஜயவாடாவில் குடியரசுத் தலைவர் ராம்நாத் கோவிந்த் தொடங்கி வைக்கிறார்.

தகவல் தொழில் நுட்பத்தில் அதிக நாட்டமுடையவர் ஆந்திர முதல்வர் சந்திரபாபு நாயுடு. ஒருங்கிணைந்த ஆந்திர மாநில முதல்வராக இவர் இரண்டு முறை பணியாற்றிய போது, ஹைதராபாத்தில் ஹைடெக் சிட்டியை உருவாக்கினார். பல பொறியியல் கல்லூரிகளுக்கு அனுமதி வழங்கினார். இதனால் இன்று தெலங்கானா மாநிலத்தில் தகவல் தொழில்நுட்பத்தில் பல முன்னேற்றங்கள் தொடர்ந்து நடைபெற்று வருகின்றன. பல்வேறு ஐடி நிறுவனங்கள் ஹைதராபாத்தில் தொடங்கப்பட்டுள்ளன.

இந்நிலையில், சாமானிய குடிமகனின் வீட்டிற்கு இணைய தள சேவையை வழங்க வேண்டுமென்பது சந்திரபாபு நாயுடுவின் வெகு நாளைய கனவு. இதனை தற்போது நவீன தொழில் நுட்ப வளர்ச்சியின் மூலம் நினைவு படுத்தி உள்ளார். இணைய தள இணைப்பு மட்டுமின்றி, தொலைபேசி இணைப்பு, மற்றும் 250 சேனல்களுடன் தொலைக்காட்சி இணைப்பையும் வழங்க உள்ளார்.

ஆந்திர மாநிலத்தில் குக்கிராமங்களுக்கும் இந்த பைபர் கிரேட் சேவை நாளை முதல் தொடங்க உள்ளது. இதனை குடியரசுத் தலைவர் ராம்நாத் கோவிந்த் நாளை விஜயவாடாவில் தொடங்கி வைக்கிறார்.

ரூ. 149க்கு இணைய தள இணைப்பு வழங்கப்படுகிறது. 15 எம்பிபிஎஸ் முதல் 100 எம்பிபிஎஸ் அதிவேக இணைப்பாக வழங்கப்பட உள்ளது. 250க்கும் மேலான தொலைக்காட்சி சேனல்களும், வாடகை இல்லாத தொலைபேசி இணைப்பும் வழங்கப்பட உள்ளது.

முதல் கட்டமாக இன்று கிழக்கு கோதாவரி மாவட்டத்தில் மோரி கிராமத்தில் இந்தத் திட்டம் தொடங்கப்படுகிறது. தொடர்ந்து 55 கிராமங்களில் இத்திட்டம் நாளை முதல் அமலுக்கு வருகிறது. இதன் மூலம் வரும் 2019ம் ஆண்டிற்குள் மாநிலத்தில் உள்ள 30 லட்சத்திற்கும் அதிகமான வீடுகளுக்கு இத்திட்டம் பூரணமாக அமல்படுத்தப்படும். இதன் மூலம் மேலும், 4,000 அரசுப் பள்ளிகளுக்கு டிஜிட்டல் பள்ளிகள் நடத்தலாம். மேலும், 6000 ஆரம்ப சுகாதார மையங்களுக்கு டெலி மெடிசின் மூலம் மருந்துகளை வழங்கலாம். ஸ்மார்ட் நகரங்களுக்கு மொபைல் இணைப்பு சேவையை எளிமையாக்கலாம்.

MORE THAN 1 crore households, 50,000 schools and educational institutions, all government offices, more than 5,000 government hospitals and health centres and all panchayat offices in Andhra Pradesh will start getting Internet and rent-free telephone and cable TV from next December after President Ram Nath Kovind dedicated the state’s Fibregrid Project on Wednesday.

The President simultaneously dedicated the Andhra Pradesh Survelliance Project, a drone project, to the nation at state secretariat in Amaravati.

The Andhra Pradesh State Fibernet Limited (APSFL), which is implementing the AP Fibre Grid project, will provide three services at tariffs starting as low as Rs 149 for 5 GB at 15 MBPS speed and 250 TV channels and a free telephone connection.

Describing the services as pioneer projects, Kovind said these would help enhance the quality of life of the people. The President said a cloud-based virtual classroom service will benefit students in rural areas, and the spreading of Internet services would help in health care using tele-medicine. The use of drones would help in getting real-time information, which in turn will help the government and district administrations to improve safety and policing, he said.

After inspecting the real-time governance centre at the Secretariat, the President advised Chief Minister N Chandrababu Naidu to give a presentation at the national level on real-time governance for the benefit of other states.

The APSFL, now the country’s largest state government-owned telecommunication company, has already laid more than 23,000 km of the required 55,000 km of optical fibre cables in 13 districts of Andhra Pradesh.

While the first phase targets households, the second phase envisages connecting all 9,000 gram panchayats from mandal headquarters. Horizontal connectivity from gram panchayats to schools and other educational institutions, primary health centres and government offices will be given through WiFi.

IT Minister N Lokesh Naidu said the fibre grid must be fully utilised in sectors such as education, telemedicine, e-governance, agriculture, rural development and e-commerce. The fibre optic grid is one of the five being established by the Andhra government. The four others are a water grid, gas grid, power grid and road grid.

Facebook prompts option for new users: Sign-up with name as per Aadhaar 

Facebook is not asking users for any other Aadhaar-based information apart from first and last name.

 Facebook is one of the largest social networking platforms globally, with over 201 million active users in India.

Facebook India is asking new users to register their first and last names based on their Aadhaar card. A Facebook spokesperson, in a statement to indianexpress.com confirmed the company is prompting users to sign-up with their Aadhaar name, as part of a small test. However, entering the same name as that on Aadhaar is not compulsory and users can choose to ignore the prompt, if they wish to.

“We want to make sure people can use the names they’re known by on Facebook, and can easily connect with friends and family. This is a small test where we provide additional language when people sign up for an account to say that using the name on their Aadhaar card makes it easier for friends to recognize them. This is an optional prompt which we are testing, people are not required to enter the name on their Aadhaar card,” reads Facebook’s statement.

Facebook’s new prompt was first spotted by a Reddit user, who posted a screenshot on the site. “Using the name on your Aadhaar card makes it easier for friends to recognise you,” it reads. indianexpress.com didn’t see the promt while creating a new Facebook account, possibly because this is a small test.

Notably, Facebook is not asking users for any other Aadhaar-based information apart from first and last name. The move is aimed at making it easier for people on the platform to recognise friends. It is unclear if Facebook will roll out the feature to everyone.

Do not approve any more engineering colleges for us, 6 states appeal to regulator 

AICTE Chairman Anil Sahasrabudhe said that the Council has accepted the suggestions of four — Haryana, Chhattisgarh, Rajasthan and Telangana — of the six states and any future approval to new institutes there will only be given keeping their views in mind.

Six states, Haryana, Rajasthan, Madhya Pradesh, Himachal Pradesh, Chhattisgarh and Telangana, have written to the All India Council for Technical Education (AICTE) urging the regulator to declare a “holiday” on establishment of new engineering colleges in these states from 2018.

With the trend of vacant seats in technical programmes continuing unabated even this year, these states have also requested AICTE to impose a temporary ban on capacity expansion in existing institutes. Engineering makes up 70 per cent of technical education in India. Management (MBA), pharmacy, computer applications (MCA), architecture, town planning, hotel management and ‘applied arts and crafts’ form the rest. Of the 15.5 lakh BE/BTech seats in 3,291 engineering colleges across the country, 51 per cent were vacant in 2016-17, according to AICTE data recently investigated by The Indian Express.

AICTE Chairman Anil Sahasrabudhe said that the Council has accepted the suggestions of four — Haryana, Chhattisgarh, Rajasthan and Telangana — of the six states and any future approval to new institutes there will only be given keeping their views in mind. “Himachal Pradesh and Madhya Pradesh have simply asked us to not permit any new institutes. This isn’t good enough. Haryana, Chhattisgarh, Rajasthan and Telangana have backed their plea with reasons and even with a perspective plan. So we have asked the two states (MP and HP) to do the same for us to consider their request,” said Sahasrabudhe.

 In 2016-17, 58 per cent of 98,247 B.E/B.Tech seats in MP found no takers. In HP, 74 per cent of the 7,830 seats were vacant last year. A three-month long investigation by this newspaper to find why engineering seats were going unfilled found glaring gaps in regulation, including alleged corruption; a vicious circle of poor infrastructure, labs and faculty; non-existent linkages with industry and the absence of a technical ecosystem that can nurture the classroom. All this accounting for low employability of graduates and, therefore, an abysmal record of job placement. In short, a steady devaluation of Brand BE/BTech.

  AICTE’s enrolment data analysed by The Indian Express had shown that crisis in engineering education was at its worst in Haryana. At 74 per cent, the state had the highest proportion of vacant engineering seats in 2016-17. In its letter addressed to AICTE, the technical education department of Haryana has estimated that almost 70 per cent of its BTech seats were left vacant even in the current academic year. The abysmal admission record has prompted the state to seek a two-year moratorium (2018-19 and 2019-10) on new technical institutes. Haryana has also suggested that the regulator should not permit any increase seats in existing institutes “without ensuring quality training of students … by way of results, placements and potential applicants/admissions etc.”


“The need of the hour is to improve the quality of existing technical institutions, rather than the capacity in terms of institutions/intake. The concept of self-financing institutions needs to be reviewed in view of its relevance as large number of seats are lying vacant and due to lack of resources, the quality of training is severely affected,” the technical education department of the state had said in its letter to AICTE.
 
“The students passed out from these institutions remain unemployed due to lack of skill resulting in great loss to the society. Institutions have lower admissions below a threshold for the last three years may be closed in order to ensure good quality training to students. However, the institutions established by the government of india/state government in future having built-in quality mechanism and sufficient resources may be allowed to be opened,” the state has further suggested. Similarly, Telangana, where 47 per cent of 1.4 lakh BTech seats had found no takers last year, has asked AICTE to “declare a holiday” on establishment of new engineering colleges from next year and this holiday “may also be extended to B.Pharmacy, MBA/MCA Institutions”.



Telangana, however, wants the Council to make an exception only for educationally backward districts of the state. That apart, it wants that the regulator should not sanction intake in excess of 120 seats per branch at the undergraduate level and 24 at the postgraduate level. Telangana is also not in favour of permitting engineering colleges in the state to start a “second shift”.

Chhattisgarh, with 63 per cent of the 22,934 undergraduate engineering seats vacant in 2016-17, has urged to regulator that new institutes should only be approved with “prior consultation with the state and only in those districts where there is no engineering college and industrial development in taking place” and no capacity expansion in engineering courses.

“Institutes or branches with less than 10 per cent admission over last three years should be closed down immediately,” reads the state’s letter, which also informed AICTE that the proportion of empty seats in undergraduate engineering programme in the current year had increased to almost 67 per cent. Rajasthan, which had 67 per cent of its 58,013 BTech seats left unoccupied last year, wants that no new private technical institution should be allowed in the state except for three districts Jaisalmer, Kasauli and Udaipur.

MKU flouts norms, picks new professors to be PhD guides

MADURAI: Flouting norms, the Madurai Kamaraj University (MKU) has appointed freshers as research guides for PhD students. The appointments have created talk among academicians, who are saying that the move will put the future of the students at stake.

MKU recently sanctioned guideship for 250 professors working in affiliated colleges, in violation of the rules and regulations of the University Grant Commission (UGC). As per the rules, to be a PhD supervisor, a university professor should have five research publications in refereed journals. An associate and assistant professor of a university or deemed university or a college must have at least two research publications in the refereed journals.

A research supervisor or co-supervisor who is a professor cannot guide over three MPhil and eight PhD scholars. An associate professor can guide two MPhil and six PhD scholars. An assistant professor can guide one MPhil and four PhD scholars, as per the norms.

Speaking on condition of anonymity, the Head of a Department said, “MKU has sanctioned guideship of 10 to 20 freshers who obtained their doctorate last year and who do not have the required number of published research papers. Some of the publications of the guideship candidates do not fall under the UGC’s prescribed list of refereed journals.”

Professor C Pichandy, former president of the Association of University Teachers (AUT) said that the appointments would affect the PhD students. He also said that if the guideship of a professor is cancelled, the students’ academic pursuit would be in jeopardy. “If students are trained under mentors without experience, there are chances of the’ PhDs getting cancelled,” he said.

Talking about the issue, P P Chellathurai, MKU Vice Chancellor, said, “As per the UGC norms 2016, permanent professors, associate and assistant professors need to have two publications in refereed journals. The UGC norms and regulations does not talk about the teaching experience.” He added, “We received over 300 applications. Some of them were already long pending. Earlier, MKU had followed the UGC norms of 2009. For approving the guideship, the application was sent to experts inside and outside the university. They had taken a year to approve. We are following the 2016 norms of the UGC.”

Bicycle lifter from Kumbakonam held, 20 cycles seized

CHENNAI: A 50-year-old man who came to the city in search of a job became a bicycle thief, but ran out of luck and fell into the police net during a routine check on Monday night. Police recovered 20 bicycles from him.

“H Sridhar, a native of Aduthurai village in Kumbakkonam, was riding a bicycle at Ashok Nagar when he was stopped by police who were on a routine vehicle check.  During interrogation, they found him suspicious and took him to the police station for further inquiries,” said Shankar, crime inspector, Ashok Nagar.

“During inquiries, he said he had stolen more than 100 bicycles in various areas, including Ashok Nagar, Kodambakkam, T Nagar and Mambalam. He would sell them for prices ranging from `600 to `1,500 per cycle,” he added.

Two months ago, he had allegedly stolen a postman’s bicycle at Postal Colony. “The postman had parked his bicycle and had gone to deliver a letter at an apartment. When he returned, his cycle was missing and his bag had been discarded a few metres away. A complaint was filed. Police then recovered a CCTV footage which provided the clue.

  

Based on this, police circulated Sridhar’s photo to all stations and to the public, and the police nabbed him on Monday. Police also said Sridhar was married and was residing at Kancheepuram along with his wife and two children. “He would come to the city everyday and would travel around in local buses to steal bicycles,” said the officer.

A case has been registered and he was remanded to judicial custody by a local magistrate court.

Issue GO to release pension arrears to retired STC staff: HC

CHENNAI: The Madras High Court has directed the State government to issue a government order (GO) for the disbursement of arrears of pension to retired employees of transport corporations forthwith.  The payment should be made to the employees, as per the procedure hitherto followed, a division bench of justices S Manikumar and R  Suresh Kumar said on December 22.

Originally, R Mayandi Servai (82), a retired TNSTC employee, based in Madurai, sent a post card to another bench of justices M V Muralidaran and N Seshasayee, when they were sitting at the vacation bench in Madurai on May 16 last. He claimed that the benefits due to him had not been settled even after 24 years after retirement. There were 100s of similarly-placed employees. Taking a serious note of the post card, Justice Muralidaran had directed the High Court registry to treat it as a suo-motu PIL. Thereafter, the case was transferred to the principal seat of the High Court in Chennai and posted before the present bench.

When the matter came up on December 22, Advocate-General N Vijay Narayan submitted that in spite of heavy financial crisis faced, action was being taken to release an advance of `175  crore towards settlement of remaining statutory dues to the retired employees of State Transport Undertakings. Necessary GO would be issued shortly, he said.

The bench noted that as ordered earlier, `379 crore ought to have been sanctioned and disbursed by December 15 last as the second instalment towards arrears to the retired employees under various heads. However, `175 crore alone is sought to be sanctioned, due to financial crunch.

The AG submitted that as the Transport Minister was out of station, the GO could not be issued immediately, but assured that the same would be issued forthwith, enabling disbursement of `175 crore towards settlement of the statutory dues, to the retired staff by December 26. The matter has been posted for further hearing on January 3.

Chennai: City police seem to have found a solution to curb overspeeding and drunk driving on city roads on during New Year eve - a menace that endangers lives of riders and public every year. The top brass of the city police has informed that details of traffic violators on New Year's eve will be kept in the commissioner's office and if the violator applies for passport, police "No objection Certificate" (NOC) will be denied.

"Since most of the traffic violators on New Year eve are youngsters in their early and late 20s, we believe this announcement will act as a deterrent," a senior police officer said. Unruly motorcyclists has been a recurrence more often resulting in fatal accidents and grievous injuries on New Year day.

Most of the accidents on New Year’s eve are reported between 9 pm and 3 am, a police officer noted adding that all flyovers and bridges in the city will be closed for traffic from 11 30 pm on December 31 to 3 am on January 1, 2018.

“Public are supposed to use service lanes under the flyovers,” the officer added. Accident prone stretches in the city have been identified such as Rajiv Gandhi Salai (OMR), East Coast Road, Kamarajar Salai and the roads would be heavily barricaded with blinkers. City police have planned to put up 176 vehicle checkpoints and about 3,500 traffic personnel would be deployed on duty across the city. Not enough railway timetables: Passengers

Every year when the railway announces the new timetable, the book would be sold to the passengers at railway stations.



The railway had released new and modified train timetables that came into effect from November 1.

The railway had released new and modified train timetables that came into effect from November 1. Although the new changes can be seen in the Southern Railway website, regular passengers turn to timetable for checking running of trains.

Baskar added that the timetable was made available on the same day when changes come into effect until previous year. “Now it becomes doubtful that the railway set to divest the usual practice,” Baskar added.

“There are some issues in the tender process. We have to reprint the books. The issues will be sorted out and a sufficient number of timetable books will be made available to the passengers soon,” the official added.

Due to the lack of timetables, many regular passengers miss trains, as the running time of most of the trains is advanced or postponed. Southern Railway should take steps to release the books immediately, urged K. Baskar.

No concession for Ph D scholars

Chennai: As per the records of the University of Madras, some research scholars were given permission 20 years ago to complete their study after registering for the Ph.D on the basis of special consideration and a majority of research scholars taking more time than the minimum period of three years to finish their study thereby rendering the research work irrelevant when they submit their thesis.

The university, which has adopted the UGC (Minimum Standards and Procedure for Award of M. Phil. /Ph.D. Degrees) Regulations, 2016, have decided to do away the practice of giving special consideration to Ph.D candidates for the coming academic year (2018-19).

The University of Madras has evolved a new mechanism to make research scholars submit their thesis within a minimum period. “The research scholars will have complete academic freedom in the first four years of their study. Then the doctoral committee will decide whether to give the extension for the fifth and sixth year considering the progress made by the Ph.D students,” said P. Duraisamy, vice-chancellor, University of Madras.

In most of the cases, the data collected by the candidates will not be valid and useful after ten years. The dean (research) for university departments and principal/director of institutions will be part of the doctoral committee meetings to recommend extension of registration for 5th and 6th years.

As per the new UGC rules, the re-registration system for Ph.D candidates also will be scrapped. The existing norms permit the research scholars who have completed six years to re-register and submit their thesis within two years.

“The research scholars who have completed their six years have to register afresh with the approval of their PhD guide. They will be allowed to finish the thesis after a minimum period,” Mr Duraisamy said.

He further said the new UGC rules give special consideration for pregnant women up to the period of one year and it is common for all.

Currently, around 4,000 Ph.D research scholars are registered with the University of Madras and its affiliated colleges. The university has introduced various measures to facilitate the quality research like online Ph.D admissions and monitoring system to make the process hassle-free. Through the monitoring system, scholars and supervisors can check the status for admission to an award of the degree.

“So far, 300 theses submitted in the past six months have gone through the anti-plagiarism software ‘Urkund’. This software is aiding the scholars and guides to produce quality research,” professors said.

After finding out malpractices in the reviews of foreign examiners, it also introduced new conditions such as the examiner should have published a minimum of two research papers in the relevant field in the last five years.

It is also being planned to establish a centre in the Chepauk library with about 10 computers with statistical software - SPSS - for the research students of social science departments. This centre will create a data bank by obtaining data from central/state/local government and non-government organisations.

Patna: At 98, Raj Kumar Vaishya is a perfect example of “endless erudition” and age has not deterred him in pursuing knowledge. On Tuesday, Vaishya became one of the oldest students to receive a postgraduate degree at the 12th annual convocation of Nalanda Open University. The nonagenarian had enrolled in a master’s course in economics in 2015 and completed his degree in September.

The convocation ceremony was attended by Bihar governor Satya Pal Malik and Meghalaya governor Ganga Prasad.

Born in 1920, Vaishya completed his matriculation in 1934 from Government High School Barailey. He subsequently appeared for his graduation examination in 1938 with economics as his major subject along with English and philosophy. He also completed a law degree in 1940. But that was not enough to quench his curiosity.

Vaishya, a resident of Patna’s Rajendra Nagar area, says his never-ending zeal comes from his desire to understand poverty so that he can contribute to eliminating the social evil. He believes measures like propagating family planning, removal of batadari system in agriculture and handing over the ownership of land to the one who tills it, can alleviate poverty and lead to a more equitable society.

2 flyers from SE Asia caught with gold worth ₹11.3 lakh

Chennai: Customs sleuths seized gold worth ₹11.3lakh from two passengers, inlcuding a woman, who arrived from Malaysia and Singapore at the city airport.

The seizures took place on Friday and Monday. Two gold chains weighing a total 188 grams and valued at ₹5.5lakh were seized from Muthu Natchiyar, 44, who arrived from Singapore on Monday. She had hidden the jewellery in her inner wear.

In another incident on Friday, two gold cutbits weighing 199 grams and valued at ₹5.8lakh were seized from Mohamed Rabeek, 24, who arrived from Kuala Lumpur. The gold bits were concealed using black adhesive tapes and were kept in an inner pocket on his trouser, said a press release

திரை உலகின் முதல் கேமராமேன். ஆயிரத்தில் ஒருவன் படத்தின் போது எனக்கு 7 வயது, என் அம்மாவின் பின்புறமிருந்து எம்.ஜி.ஆர் அவர்களைப் பார்ப்பேன்.

எம்.ஜி.ஆரை வைத்து என் அப்பா ‘மதுரை மீட்ட சுந்தர பாண்டியன்’ படம் எடுத்துக் கொண்டிருந்த போது, 1974, அக்டோபர், 8 ஆம் தேதி காலமானார். பிரபலங்கள் அனைவரும் அவர் இறுதி அஞ்சலிக்கு வந்திருந்தனர். எம்.ஜி.ஆரும் வந்தார்.

அவ்வேளையில் அனைத்து சொத்துக்களும் அடமானத்திலிருந்தது. ஒன்று விஷம் வைத்து சாகனும் அல்லது கொடுக்கணும் என்ற நிலையில் எங்கள் குடும்பம் இருந்தது. அடுத்த நாள் வந்த எம்.ஜி.ஆர் அனைத்து கடன் கொடுத்தவர்களையும் அழைத்து, கடன்களுக்கு தானே பொறுப்பு, அவர்களை தொந்தரவு செய்ய வேண்டாம் என்று கூறியதுடன்... 4 ரீல்களே முடிந்த நிலையிலிருந்த மதுரை மீட்ட சுந்தர பாண்டியன் படத்தை தானே இலவசமாக டைரக்ட் செய்து, படத்தினை ரிலீஸ் செய்ய வேண்டிய காரியங்களைச் செய்தார். அதில் வந்த பணத்தை வைத்து கடன் முழுதும் அடைத்தார்.

அலிபிரி, ஸ்ரீவாரிமெட்டு ஆகிய இரு மலைப்பாதைகள் வழியாக நடந்து வந்த திவ்ய தரிசன பக்தர்களுக்கு தரிசன அனுமதி சீட்டு கொடுத்து முடிந்ததும், அந்தத் தரிசன அனுமதி சீட்டு கிடைக்க பெறாத திவ்ய தரிசன பக்தர்கள் பலர் திருமலைக்கு வந்து தேதி, நேரம் குறிப்பிடப்பட்ட தரிசன அனுமதி அட்டையை பெற்று விரைவில் சாமி தரிசனம் செய்திருப்பது குறிப்பிடத்தக்கது. ஆதார் அட்டையை எடுத்து வராத பக்தர்கள் பலர் வழக்கம்போல் வைகுண்டம் கியூ காம்ப்ளக்சில் சென்று ஏழுமலையானை தரிசித்தனர். தேதி, நேரம் குறிப்பிடப்பட்ட தரிசன அனுமதி அட்டை வழங்க ஒரு பக்தருக்கு 33 வினாடிகள் ஆகிறது. 33 வினாடிகளை மேலும் குறைத்து இன்னும் குறைந்த நேரத்தில் தரிசன அனுமதி அட்டை வழங்க கம்ப்யூட்டர் மென்பொருள் தொழில் நுட்பத்துறை அதிகாரிகளுக்கு உத்தரவிடப்பட்டு உள்ளது. தேதி, நேரம் குறிப்பிடப்பட்ட தரிசன அனுமதி அட்டை வழங்கும் திட்டம் அடுத்த ஆண்டு (2018) மார்ச் மாதம் நிரந்தரமாக அமலுக்கு வரும்.

திருமலையில் அமைக்கப்பட்டுள்ள கவுண்ட்டர்களைபோல், திருப்பதியிலும் கவுண்ட்டர்கள் அமைக்கப்பட்டு தேதி, நேரம் குறிப்பிடப்பட்ட தரிசன அனுமதி அட்டை வழங்கப்படும். திருப்பதியில் எங்கெங்கு கவுண்ட்டர்களை அமைக்கலாம் என ஏற்கனவே திட்டமிட்டு உள்ளோம். திருப்பதியில் தரிசன அனுமதி அட்டை வழங்க விரைவில் கவுண்ட்டர்கள் அமைக்கும் பணியை என்ஜினீயர்கள் தொடங்குவார்கள்.

தேசிய சிறு சேமிப்பு திட்டம், பொது வைப்பு நிதி ஆகியவற்றுக்கான வட்டி, 0.2 சதவீதம் குறைக்கப்பட்டு, 7.6 சதவீதமாக நிர்ணயிக்கப்பட்டுள்ளது. கிசான் விகாஸ் பத்திரத்துக்கான வட்டி விகிதமும் 0.2 சதவீதம் குறைக்கப்பட்டுள்ளது. பெண் குழந்தைகளுக்கான ‘செல்வ மகள்’ திட்டத்தின் வட்டி, 8.3 சதவீதத்தில் இருந்து 8.1 சதவீதமாக குறைக்கப்பட்டுள்ளது.

5 ஆண்டுகால டெபாசிட்டுக்கான வட்டி, 6.9 சதவீதமாக குறைக்கப்பட்டுள்ளது. இருப்பினும், மூத்த குடிமக்களுக்கான 5 ஆண்டுகால சேமிப்பு திட்ட வட்டி 8.3 சதவீதமாகவும், சேமிப்பு கணக்குக்கான ஆண்டு வட்டி 4 சதவீதமாகவும் நீடிக்கிறது.

இந்த வட்டி குறைப்பு அடிப்படையில், வங்கிகளும் டெபாசிட் மீதான வட்டியை குறைக்கும் என்று கருதப்படுகிறது.

இருப்பினும், அந்த குழந்தைகள், பாஸ்போர்ட்டில் அச்சிடுவதற்கான புகைப்படம் எடுப்பதற்காக பாஸ்போர்ட் அலுவலகத்துக்கு நேரில் வர வேண்டும் என்றும் அவர் கூறினார்.

NEW DELHI: Close to 71.24 crore mobile numbers - both new connections and existing - and 82 crore bank accounts have been linked with 12-digit biometric identifier Aadhaar, the Rajya Sabha has been informed.

"Linking of Aadhaar with personal bank accounts is being done based on the amendments that have been effected in the Prevention of Money Laundering Rules 2005. Linking of Aadhaar with mobile number has been effected in pursuance of...Supreme Court order dated February 6, 2017," Minister for Electronics and IT, Ravi Shankar Prasad has said.

Prasad further said: "As on December 8, 2017, 71.24 crore mobile numbers (new and re-verified) and 82 crore bank accounts have been linked with Aadhaar." The Aadhaar based re-verification of existing mobile subscribers is expected to be carried out by telcos by March 31, 2018, Prasad said in the reply dated December 22, 2017.

The CBI has arrested an assistant programmer working with the probe agency and another person for developing and selling a software for booking railway tickets by “duping the Tatkal ticket booking system”, an official said on Wednesday.

Ajay Garg, 35, was held from Delhi on Tuesday night when the Central Bureau of Investigation (CBI) got information about its employee indulging in the racket with the help of Anil Kumar Gupta. Garg was on Wednesday presented before a special court in Saket, which sent him to five-day CBI custody.

Gupta was held from his residence in Jaunpur late on Tuesday night and is to be brought to Delhi on transit remand, CBI spokesperson Abhishek Dayal said.

During the night-long operation, the CBI conducted raids at 14 locations in Delhi, Mumbai and Jaunpur in Uttar Pradesh which led to the recovery of Rs 89.42 lakh cash, gold jewellery worth Rs 61.29 lakh, including two gold bars of one kg each, 15 laptops, 15 hard disks, 52 mobile phones, 24 sim cards, 10 notebooks, six routers, four dongles and 19 pen drives along with some incriminating material from the premises of the accused and others.

“It was alleged that Garg had developed one illicit software for duping the Tatkal ticket booking system being run by the IRCTC and conspired with a private person Anil Kumar Gupta. They indulged in distributing the software to private persons for their unauthorised use for a hefty consideration,” the CBI official said.

The official said that “use of such software is illegal as per rules and regulations of IRCTC and also under the Railways Act.”

“It was also alleged that Garg was collecting money for the use of such software by certain booking agents and had amassed huge wealth from these activities. The case is in the line with CBI director Alok Kumar Verma’s policy of having an robust internal mechanism of ensuring probity and having zero tolerance towards corruption,” Dayal said.

The official, however, clarified that there was no loss to the IRCTC in the racket, but it was in another way a loss to the public who could not get tickets while trying to book it online.

The official said that as many as 10 agents, seven from Jaunpur and three from Mumbai, have also been identified.

Three docs shown door over absenteeism

Facing flak for some time for the worsening medical service at the premier government-run facility in the provisional State capital, the administration of Government Doon Medical College (GDMC) has terminated services of three doctors for abstaining from their duties for a long time.

Those whose services were terminated were the Senior Resident (SR) Surgery, Dr Udai Baluni and Junior Residents (JR) Dr Gopal of paediatrics department and Dr Ankit of ENT department. The step taken by the Principal of the college Dr Pradip Bharati Gupta came after the trio failed to explain their prolonged absence from duty despite being served with letters some days ago, asking them to explain their absenteeism.

Soon after the announcement of the action, Dr Gupta said that all efforts are being made to better facilities at the largest hospital of the state where thousands throng daily from across the State. He informed that two ventilators of the Sick Neonatal Care Unit (SNCU) of the female wing of the hospital would soon be repaired. These machines, installed in 2011 on a five year free maintenance condition, developed fault in November 2016, a month before the end of the five- year contract. Despite the hospital authorities having informed the company about the fault the machines have developed, the company which supplied them did nothing to repair them. The Medical College administration has now warned the company to either repair these machines or face action. The Principal said that the engineers of the company Medion AG would soon visit the hospital and repair them. In absence of these machines, SNCU ward of the hospital has been functioning on just one ventilator.

The Principal further informed that the repair of the mortuary freezer has been completed. Many guards have been recruited recently and now every OPD would be manned by one of them, he said, adding that the head of the department of psychiatry Colonel Dr JS Rana (Rtd) would now directly deal with the entire security arrangement of the hospital.

Observers say that the corrective stern action was long overdue. “The GDMC administration despite facing flak over the crumbling medical service of the largest hospital of the state kept dragging its feet for some unknown reasons. They finally acted after being prodded by the secretary health Nitesh Jha who visited the hospital recently and directed the authorities to improve things without any further delay,” says an observer. Subsequently, the Principal of the College, Dr Gupta took things under his control and embarked on the course correction which is now showing good results on the ground.

அரசியலுக்கு வருவதாக ரஜினிகாந்த் நிச்சயம் அறிவிக்க மாட்டார். ரசிகர்களுடனான சந்திப்பை உற்சாகப்படுத்தவே இதுபோன்று அவர் பேசியுள்ளார். தமிழகத்தில் தற்போதுள்ள சூழலுக்கும், ரஜினியின் குணத்துக்கும் அவர் அரசியலுக்கு வருவது சரியாக இருக்காது. அவரால் அரசியலில் வெற்றி பெறவும் முடியாது. 1996-ல் மிக அருமையான வாய்ப்பு கிடைத்தது. இதன் பின்னரும் சில வாய்ப்புகள் தேடி வந்தன. இதையெல்லாம் பயன்படுத்த தவறிவிட்டார். தமிழருவி மணியனை அடிக்கடி சந்திப்பதாலும் அரசியல் குறித்து கருத்து தெரிவிப்பதாலும் அவர் அரசியலுக்கு வந்துவிடுவாரோ என்ற மாயை மட்டுமே உருவாகியுள்ளது.

ரஜினிகாந்த் அரசியலுக்கு வர மாட்டாரா என ஆண்டுக்கணக்கில் ஏங்கி காத்திருந்தோம். அந்த காலகட்டத்தில், அவர் அதற்கான எந்த முயற்சியுமே எடுக்கவில்லை. இப்போது அவர் அரசியலுக்கு வர வாய்ப்புள்ளதாக தெரிகிறது. ஆனால், இங்குள்ள அரசியல் சூழ்நிலை அதற்கு உகந்ததாக இல்லை.

அவருக்கு எதிராக அரசியல் ரீதியான விமர்சனங்களை வைப்பதைவிட, தனிமனித தாக்குதலில் ஈடுபட்டு பெயர், புகழை கெடுப்பதற்காக இங்கு பெரும்கூட்டம் தயாராக உள்ளது. அவர்களுக்கு இரையாகிவிடக்கூடாது. அத்துடன் மாவட்டந்தோறும் ரசிகர் மன்றங்கள் 2, 3 பிரிவுகளாக பிரிந்து கிடக்கின்றன. அனைவருக்குமே பதவி ஆசை உள்ளது.

எனவே, என்னைப் பொறுத்தவரை ரஜினிகாந்த் அரசியலுக்கு வராமல் இருப்பதே நல்லது. மீறி வந்தால், கடந்த 40 ஆண்டு காலமாக திரையுலகில் சம்பாதித்து வைத்துள்ள நற்பெயரை, அரசியல் என்னும் சாக்கடை மூலம் கெடுத்துவிட நேரிடலாம். ரஜினியை நாங்கள் தலைவராக காட்டிலும், கடவுள் மாதிரியே பார்க்கிறோம். அவர் இப்படியே இருந்துவிட வேண்டும், அரசியலுக்கு வர வேண்டாம் என்பது என் விருப்பம்.

Impotent என்றால் திறனற்றவர்கள் என்றுதான் அர்த்தம்- குருமூர்த்தி விளக்கம்

  சென்னை: Impotent என்று தான் கூறியது அரசியல் ரீதியாகதான் என்றும் மற்றவர்கள் தவறாக எடுத்து கொண்டால் அதற்கு தான் பொறுப்பல்ல என்றும் குருமூர்த்தி விளக்கமளித்துள்ளார். தினகரனின் ஆதரவாளர்களை 6 மாதத்துக்குப் பிறகு நீக்கியது குறித்து துக்ளக் ஆசிரியரும் ஆடிட்டருமான குருமூர்த்தி டிவிட்டரில் கருத்து தெரிவித்திருந்தார். அதில் முதல்வர் மற்றும் துணை முதல்வர் ஆண்மையற்றவர்கள் என அவர் பதிவிட்டிருந்தார். S. Gurumurthy says that Impotent means incapability இதற்கு முதல்வர் மற்றும் துணை முதல்வர் என்ற பதவிக்கு மரியாதை அளிக்க வேண்டும் என்று கட்சி பேதமின்றி பல்வேறு தரப்பினரும் கண்டனம் தெரிவித்து வந்தனர். இதற்கு பதிலளித்த ஜெயக்குமார்,

ஆண்மையில்லாதவர்கள்தான் ஆண்மை குறித்து பேசுவார்கள் என்று தெரிவித்தார். பொறுப்புணர்ந்து பேச வேண்டும், நான்காம் தர வார்த்தைகளை பயன்படுத்தக் கூடாது என்று ஜெயக்குமார் கண்டனம் தெரிவித்தார். இந்நிலையில் இதற்கு குருமூர்த்தி பதிலளிக்கையில் எழுத்தாளராக கட்சிகள் குறித்து எனது கருத்துக்களை, அவர்கள் விரும்பினாலும், விரும்பாவிட்டாலும் தொடர்ந்து சொல்வேன் என்றும் குருமூர்த்தி தனது டிவிட்டில் தெரிவித்திருந்தார். இப்படியே இவர்களின் முற்றல் மோதல்கள் அதிகரித்து வந்த நிலையில் இம்போடன்ட் என்ற வார்த்தைக்கு குருமூர்த்தி விளக்கம் அளித்துள்ளார். அது குறித்து அவர் தனது டுவிட்டர் பக்கத்தில் கூறுகையில் நான் impotent என்று கூறியது அரசியல் ரீதியாகத்தான். மற்ற படி அவர்கள் எப்படி என்பது பற்றி எனக்கு அவசியம் இல்லை. Impotent என்றால் திறனற்றவர்கள் என்றுதான் அர்த்தம் உண்டு. வேறு அர்த்தம் அவர்கள் மனதில் வந்தால் அதற்கு நான் பொறுப்பல்ல. அரசியல் ரீதியாக அவர்கள் impotent தான். நான் நான் பேசியதன் அர்த்தம் புரியாமல் என்னை அவதூறாக அமைச்சர் பேசிய தெருப் பேச்சுக்கு நான் பதில் தெருப்பெச்சில் நான் ஈடுபட்டால் தான் நான் அவர் கூறிய பட்டதுக்கு ஏற்றவனாவேன் என்று அழுத்தம் திருத்தமாக கூறியுள்ளார்.

இதில் திறமையற்றவர்கள் என்ற பொருள்படும், 'இம்போடென்ட்' என்ற ஆங்கில வார்த்தைக்கு, ஆண்மையற்றவர்கள் என்றுகூறியியுள்ளதாக சர்ச்சை எழுந்தது. இதுகுறித்து, அமைச்சர் ஜெயக்குமார் கூறுகையில், ''குருமூர்த்திக்கு நாவடக்கம் தேவை. எங்களுக்கு ஆண்மை உண்டு. அ.தி.மு.க., நிர்வாகிகள் காங்கேயம் காளைகள். தன்மானத்தை விட்டு கொடுக்க மாட்டோம். அ.தி.மு.க., பொங்கினால், என்ன நடக்கும் என்பதை, குருமூர்த்தி புரிந்து கொள்ள வேண்டும்,'' என்றார்.இதற்கு பதிலடி கொடுக்கும் வகையில், குருமூர்த்தி மேலும் சில கருத்துகளை, டுவிட்டரில் பதிவு செய்துள்ளார்.அதில், கூறியிருப்பதாவது:

என் மீது அரசு நடவடிக்கை எடுப்பதாக, அமைச்சர் கூறியுள்ளார். எத்தனையோ அரசுகள் எடுத்த நடவடிக்கையை  பார்த்திருக்கிறேன்; இதையும் சந்திப்பேன். அரசியல் ரீதியாக அவர்களை திறனற்றவர்கள் என்றேன். மற்றபடி, அவர்கள் எப்படி என்பது எனக்கு தெரியாது. நான் கூறியதன் அர்த்தம் அமைச்சருக்கு புரியவில்லை.அ.தி.மு.க., அமைச்சர் மட்டுமே, என் வார்த்தையை, ஆண்- - பெண் சம்பந்தப்படுத்தி அர்த்தம் கொடுக்கிறார். அதற்கு நான் பொறுப்பல்ல. நான் கூறியதில் எந்த தவறோ, கண்ணிய குறைவோ கிடையாது.இவ்வாறு குருமூர்த்தி கூறியுள்ளார்.

மீரட்: உ.பி., மருத்துவ கல்லூரியில் முன்னாள் மாணவர்கள் சந்திப்பு விழாவில் ஆம்புலன்ஸில் கொண்டு வரப்பட்டு மதுபான விருந்து பரிமாறப்பட்டதுடன் பெல்லி டான்ஸ் நிகழ்ச்சிக்கும் ஏற்பாடு செய்யப்பட்டது பெரும் சர்ச்சையை உருவாக்கி உள்ளது.

உ.பி., மாநிலம் மீரட் மருத்துவக்கல்லூரியில் முன்னாள் மாணவர் சந்திப்பு நிகழ்ச்சி கிறிஸ்துமஸ் தினத்தன்று ஏற்பாடு செய்யப்பட்டிருந்தது. கடந்த1992ம் வருடம் இக்கல்லூரியில் பயின்ற டாக்டர்கள் கலந்து கொண்டனர். இவ்விழாவில் ஆம்புலன்ஸில் மதுபாட்டில்கள் கொண்டுவரப்பட்டு பரிமாறப்பட்டது. மேலும் ரஷ்ய பெல்லி டான்ஸ் நிகழ்ச்சிக்கும் ஏற்பாடு செய்யப்பட்டிருந்தது. இந்த வீடியோ ஊடகங்களில் வெளியாகியதையடுத்து பெரும் சர்ச்சை வெடித்துள்ளது. இச்சம்பவம் குறித்து உ.பி., முதல்வர் யோகி ஆதித்யநாத் விசாரணைக்கு உத்தரவிட்டுள்ளார்.

சென்னை செண்ட்ரலில் இருந்து பட்டாபிராம் நோக்கி சென்றுகொண்டிருந்த மின்சார ரெயிலின் இரண்டு பெட்டிகள் தடம் புரண்டு விபத்துக்குள்ளானதால் ரெயில் சேவை பாதிக்கப்பட்டுள்ளது.

சென்னை செண்ட்ரல் ரெயில் நிலையத்தில் இருந்து இன்று காலை பட்டாபிராம் நோக்கி சென்று கொண்டிருந்த மின்சார ரெயில் ஆவடி ரெயில் நிலையம் அருகே வந்து கொண்டிருந்த போது, ரெயிலின் இரண்டு பெட்டிகள் திடீரென தடம்புரண்டன. இந்த விபத்தில் பயணிகள் யாருக்கும் பாதிப்பு இல்லை.

விபத்து குறித்து தகவலறிந்து விரைந்து வந்த அதிகாரிகள், ரெயிலை அப்புறப்படுத்தும் பணியில் ஈடுபட்டனர். இதனையடுத்து, தண்டவாளத்தை சீர் செய்யும் பணி நடந்து வருகிறது. இந்த விபத்தால் அந்த வழித்தடத்தில் ரெயில் சேவை பாதிக்கப்பட்டுள்ளது.

ரஜினி எம்.எல்.ஏ ஆக ஆசைப்படலாம்; முதல்வர் பதவி பெரிய விஷயம்: எஸ்.வி.சேகர் பேட்டி

டிச.31-ல் ரஜினி புத்தாண்டு வாழ்த்து வேண்டுமானால் சொல்வார். அரசியல் பிரவேசம் பற்றி சொல்வாரா என்று கூற முடியாது. எம்.எல்.ஏ ஆக ஆசைப்படலாம் முதல்வர் பதவி பெரிய விஷயம் என்று நடிகர் எஸ்.வி சேகர் கூறியுள்ளார்.

சென்னையில் செய்தியாளர்களை சந்தித்த எஸ்.வி.சேகரிடம் ரஜினியின் அறிவிப்பு குறித்து கேட்டபோது அவர் கூறியதாவது:

''ரஜினிக்கு அரசியல் புதிதல்ல, அதை அவர் அறியாதவரும் அல்ல. விஜயகாந்த் அரசியலுக்கு வருவதற்கு முன் மூன்று முறை தமிழகம் முழுதும் சுற்றுப்பயணம் செய்தார். மோடி பிரதமராக போட்டியிடும் முன் 5 லட்சம் கிலோ மீட்டர் இந்தியா முழுவதும் பயணம் செய்தார். அது போன்று செயல்பட ரஜினியின் உடல் நிலை இடம் கொடுக்குமா? என்று எனக்கு தெரியவில்லை. 35 வயதில் விட்டதை 65 வயதில் பிடிக்க முடியுமா தெரியாது.

96-ல் கிடைத்த மிகப்பெரிய சந்தர்ப்பத்தை நழுவ விட்டவர்தான் ரஜினிகாந்த். அவர் திரும்ப வருவாரா? மிக வேகமாக ஓடுவாரா? அதற்கு அவர் உடல்நிலை ஒத்துழைக்குமா எனக்கு தெரியாது. ஒரு எம்.எல்.ஏ ஆக வேண்டுமென்று ஆசைப்பட்டால் சரி. முதல்வராக வேண்டும் என்பது மிகப் பெரிய விஷயம். அவருக்கு கடவுள் அருள் இருந்தால் முடியும்.

ரஜினி 31-ந்தேதி செய்தி சொல்வார் என்று சொல்கிறார்கள், எனக்குத் தெரிந்து அவர் அரசியல் பிரவேசம் பற்றிச் சொல்வதை விட ஹாப்பி நியூ இயர் என்று தான் சொல்வார் என்று நினைக்கிறேன்.

ரஜினி திரைப்படம் வெளியாகும் நேரத்தில் அரசியல் பற்றிப் பேசுவார் என்பதை ஏற்றுக்கொள்ள முடியாது. ஏனோ ஒவ்வொரு தடவையும் அப்படி நடக்கிறது. ரஜினி குறித்து அமிதாப் பேசலாம். தமிழருவி மணியன் பேசுவது நகைச்சுவையாக உள்ளது. அரசியல் பிரவேசம் அறிவிப்பு அவர் அறிவிக்கும் வரை உலகத்தின் மிகப் பெரிய சூதாட்டமாகத்தான் இருக்கும். ரஜினிக்கு பாஜக ஆதரவு தருமா என்பதை அமித்ஷா தான் முடிவு செய்வார்''.

சிறையில் எப்படி இருக்கிறார் லாலு பிரசாத்?

ராஷ்ட்ரிய ஜனதா தளத் தலைவர் லாலு பிரசாத், கடந்த 1990-ம் ஆண்டு பிஹார் முதல்வராக இருந்தபோது கால்நடைகளுக்கு தீவனம் வாங்கியதில் ஊழல் நடந்ததாக புகார் எழுந்தது. இதுதொடர்பாக 5 வழக்குகள் பதிவான நிலையில், 2013-ல் ஒரு வழக்கில் லாலுவுக்கு சிறப்பு நீதிமன்றம் 5 ஆண்டு தண்டனை விதித்தது. இந்த வழக்கில் அவர் உச்ச நீதிமன்றத்தில் ஜாமீன் பெற்றார்.

இதைத் தொடர்ந்து, 2-வது வழக்கிலும் லாலு பிரசாத் குற்றவாளி என்று சிபிஐ சிறப்பு நீதிமன்றம் சில தினங்களுக்கு முன் தீர்ப்பளித்தது. தண்டனை விவரம் வரும் ஜனவரி 3-ம் தேதி அறிவிக்கப்பட உள்ளது. அவர் ராஞ்சியில் உள்ள பிர்சா முண்டா சிறை வளாகத்தில் உள்ள உயர் வகுப்பு அறையில் அடைக்கப்பட்டார்.

பிஹார் முதல்வராகவும் மத்திய அமைச்சராகவும் பதவி வகித்தவர் என்பதால் அவருக்கு சிறையில் விஐபி அந்தஸ்து வழங்கப்பட்டுள்ளது. டிவி, செய்தித்தாள், கொசு வலை உள்ளிட்ட வசதிகள் வழங்கப்பட்டுள்ளன. அவருக்கு கைதி எண் 3351 என்ற எண் வழங்கப்பட்டுள்ளது. இந்த சிறையின் உயர் வகுப்பில் லாலுவுடன் சேர்ந்து வேறு 6 அரசியல் விஐபிகளும் அடைக்கப்பட்டுள்ளனர்.

ஜார்கண்ட் முன்னாள் காங்கிரஸ் எம்எல்ஏ ஸ்வான் லக்தா, தன்பாத் பாஜக எம்எல்ஏ சஞ்சய் சிங், லகர்தக்கா முன்னாள் எம்எல்ஏ கமல் கிஷோர் பகட், ஜார்கண்ட் முன்னாள் அமைச்சர் ராஜா பீட்டர், எம்எல்ஏ எனோஸ் எக்கா உள்ளிட்டோரும் இந்த சிறையில் அடைக்கப்பட்டுள்ளனர்.

லாலுவுக்கு இரண்டு சப்பாத்தியும், சாதமும் கூடுதலாக முட்டைகோஸ் உள்ளிட்ட வேகவைத்த காய்கறி உணவாக வழங்கப்படுகிறது. இதுமட்டுமின்றி, அவர் விருப்பமுடன் மென்று சுவைக்கும் ‘பான்’ வழங்கப்படுகிறது. அவரை சந்திப்பதற்காக, நேற்று (திங்கள்) உறவின்ரகள், வழக்கறிஞர்கள், கட்சி பிரமுகர்கள் உள்ளிட்ட ஏராளமானோர் வந்தனர்.

அதிகமானோர் வந்தததால் அவர்களை உள்ளே விட சிறை நிர்வாகம் மறுத்துவிட்டது. குறிப்பிட்ட சிலரை மட்டுமே அனுமதிக்க முடியும் என கூறியது. இதை கண்டித்து லாலுவின் ராஷட்ரீய ஜனதாள கட்சியினர் போராட்டம் நடத்தினர். எனினும் அனைவரையும் ஜெயிலுக்குள் அனுமதிபப்தில் சிக்கல் இருப்பதாக சிறை நிர்வாகம் விளக்கம் அளித்ததை தொடர்ந்து போராட்டம் கைவிடப்பட்டது.

ராஷ்ட்ரீய ஜனதாதள மூத்த தலைவர் அன்னபூர்ணா சிங், லாலுவை சிறையில் பார்த்து விட்டு வந்து தொண்டர்களிடம் பேசினார். அப்போது அவர் கூறுகையில், ''லாலு பிரசாத் நலமுடன் இருக்கிறார். அவருக்கு தேவையான வசதிகள் வழங்கப்படுகின்றன. மருந்துகள் கொடுக்கப்பட்டுள்ளது'' எனக் கூறினார்.

கடந்த 2013-ம் ஆண்டு சிறையில் அடைக்கப்பட்டபோது, லாலு பிரசாத் மிகவும் பதற்றத்துடனும், கோபத்துடனும் இருந்தார். ஆனால் தற்போது அமைதியுடன் காணப்படுவதாக சிறை நிர்வாகிகள் தெரிவித்தனர். மற்ற கைதிகளுடன் கலகலப்புடன் பேசுவதாகவும் அவர்கள் கூறினர்.

அதேசமயம் லாலு பிரசாத்துக்கு, 2014-ம் ஆண்டு இதய அறுவை சிகிச்சை நடந்துள்ளதால், அவரது உடல்நலத்தில் சிறை நிர்வாகம் கவனத்துடன் இருக்க வேண்டும் என, அவரது மனைவியும், பிஹார் முன்னாள் முதல்வருமான ரப்ரி தேவி வேண்டுகோள் விடுத்துள்ளார். அதேசமயம் கால்நடைத்தீவன ஊழல் வழக்கில் உயர் நீதிமன்றத்தில் மேல்முறையீடு செய்யும் பணிகளில் அவரது மகன் தேஜஸ்வி யாதவ் ஈடுபட்டுள்ளார்.
