''இந்தியா-சிங்கப்பூர் ஹேக்கத்தான் 2019'' என்ற நிகழ்ச்சியும் தரமணியில் உள்ள சென்னை ஐஐடி ஆராய்ச்சிப் பூங்காவில் நடைபெற்றது. இதில் பிரதமர் நரேந்திர மோடி பங்கேற்று சிறப்புரையாற்றினார். அப்போது சென்னையின் சிற்றுண்டி குறித்து குறிப்பிட்டு பிரதமர் மோடி பேசியது, அரங்கு முழுவதும் சிரிப்பலையை ஏற்படுத்தியது.

கடந்த 36 மணிநேரங்களுக்கும் மேலாக நீங்கள் அனைவரும் கடுமையாக பணியாற்றி பல சவாலான காரியங்களை செய்து முடித்து சாதனைகளைப் படைத்துள்ளீர்கள். உங்கள் அனைவரின் உற்சாகத்துக்கும், உத்வேகத்துக்கும் எனது பாராட்டுக்கள். இத்தனைக்கும் மத்தியில் யாரும் சோர்வடையாமல் உள்ளீர்கள். மிகப்பெரிய காரியத்தை செய்து முடித்த திருப்தி மட்டுமே இங்கு தெரிகிறது.

இதற்கு சென்னையின் தனித்துவமிக்க சிறப்பான இட்லி, வடை, தோசை, சாம்பார் போன்ற சிற்றுண்டியும் தான் காரணம் என்று கருதுகிறேன்.

சென்னையின் கலாசாரமும், பாரம்பரியமும், விருந்தோம்பலும் மிகச்சிறப்பானது. சிங்கப்பூரில் இருந்து வருகை தந்துள்ள விருந்தினர்களும் சென்னையின் இந்த தனிச்சிறப்பை நிச்சயம் உணர்ந்திருப்பார்கள் என்றார்.

தற்கொலைக்கு முக்கிய காரண மாக அனைவரது கைகளில் இருக் கும் செல்போன் உள்ளது என்று ராயப்பேட்டை அரசு மருத்துவ மனை ஆர்எம்ஓ மற்றும் மனநல மருத்துவர் ஆனந்த் பிரதாப் தெரிவித்தார்.

தமிழகத்தில் டாக்டர்கள் பணிச் சுமை உள்ளிட்ட காரணங்களால் தற்கொலை செய்துகொள்ளும் நிகழ்வுகள் நடைபெற்று வருகின் றன. இந்நிலையில் டாக்டர்களிடம் தற்கொலை எண்ணத்தைப் போக்க, தற்கொலை தடுப்பு குறித்த விழிப்புணர்வு கருத்தரங்கம் சென்னை ராயப்பேட்டை அரசு மருத்துவமனையில் நேற்று நடை பெற்றது.
மருத்துவமனை கண்காணிப் பாளர் மணி தலைமை தாங்கினார். மருத்துவத் துறை பேராசிரியர் பரந்தாமன் வரவேற்புரை ஆற்றி னார். மருத்துவ இளநிலை, முது நிலை படிக்கும் மாணவ மாணவி யர், பயிற்சி டாக்டர்கள், டாக்டர் கள், பேராசிரியர்கள், உதவி பேரா சிரியர்கள் பலர் கலந்துகொண்டனர்.

தற்கொலை தடுப்பு குறித்து மருத்துவமனை ஆர்எம்ஓ மற்றும் மனநல டாக்டர் ஆனந்த் பிரதாப் பேசியதாவது:

உலக அளவில் தினமும் 1 லட்சம் பேரில் 16 பேர் தற்கொலை செய்து கொள்கின்றனர். ஒரு நிமிடத்துக்கு ஒருவர் தற்கொலை செய்து கொள்கிறார். பொதுவாக பணிச் சுமை, வேலை கிடைக்காதது, காதல் தோல்வி, தேர்வில் தோல்வி, சூழ்நிலை, மனநோய், கடன் தொல்லை, குடும்பத்தினர் மற்றும் உறவினர்களின் பிரச்சினை போன்ற வற்றால் தற்கொலை முடிவுக்குச் செல்கின்றனர்.

முக்கியமாக நடிகர், நடிகை கள், தொழிலதிபர்கள் உள்ளிட்ட பிரபலங்களின் தற்கொலை, மற்ற வர்களை தற்கொலைக்கு தூண்டு கிறது. இதற்கு முக்கிய காரணமாக செல்போன் உள்ளது. இப்போது அனைவரது கையிலும் ஸ்மார்ட் போன் இருக்கிறது.

பிரபலங்களின் தற்கொலை குறித்த செய்தி மற்றும் புகைப் படங்கள் பேஸ்புக், ட்விட்டர், வாட்ஸ்அப் உள்ளிட்ட சமூக ஊடகங்களில் வைரலாக பரவுவதற்கு செல்போன்தான் காரணம். இதன் மூலம் சிறிய பிரச்சினை என்றாலும், அந்த பிரபலமே தற்கொலை செய்து கொள்கிறார். நாம் தற்கொலை செய்து கொண்டால் என்ன என்ற எண்ணம் தோன்றுகிறது.

தற்கொலைக்கு முயற்சித்தவர் உயிர் பிழைத்தால், அவர் குற்ற உணர்ச்சியில் இருப்பார். வெளிநாடு களில் துப்பாக்கியால் சுட்டு தற்கொலை செய்வது கொள்வது அதிகமாக நடக்கிறது. ஆனால், நமது நாட்டில் பூச்சி மருந்து குடிப்பது, தூக்கு போடுவது, தூக்க மாத்திரை சாப்பிடுவது, கிணறு, ஆறு, கடல் மற்றும் பெரிய கட்டிடத்தில் மேல் இருந்து குதித்து தற்கொலை செய்து கொள்கின் றனர்.

இதில், பெரிய கட்டிடத்தின் மேல் இருந்து ஆண்கள்தான் அதிக அளவில் குதிக்கின்றனர். தற்கொலையைத் தடுக்க மன நல ஆலோசனைகள், மனநல மருத் துவ சிகிச்சை உள்ளிட்ட சிகிச்சை கள் உள்ளன. ஆனால், பலர் சிகிச்சையை, தொடர்ந்து எடுத் துக் கொள்வதில்லை. மருத் துவம் என்பது பணி இல்லை. இது ஒரு சேவை. டாக்டர்கள், பணியை சுமையாக நினைக்காமல், சேவை யாக கருதினால் தற்கொலை எண்ணம் வரவே வராது. கூடுதல் பணியாக இருந்தால், புதிதாக கற்றுக் கொள்வதற்கான வாய்ப்பாக நினைத்து சந்தோஷமாக செய்ய வேண்டும்.

தொடரும் மருத்துவர்களின் தற்கொலைகள்: அரசு என்ன செய்ய வேண்டும்?

உலக தற்கொலை தடுப்பு தினம் தொடர்பாகப் பல்வேறு நிகழ்ச்சிகளையும் கருத்தரங்கங்களையும் விழிப்புணர்வு முகாம்களையும் நாம் நடத்திக்கொண்டிருந்த அதே வேளையில், ‘வேலைச் சுமை தாங்க முடியாததால் நான் தற்கொலை செய்துகொள்கிறேன்’ என்று எழுதிவைத்துவிட்டு ஒரு முதுகலை படிப்பு பயிற்சி மருத்துவர் தற்கொலை செய்துகொண்டிருக்கிறார். ‘வேலைச் சுமை தாங்க முடியாததால்’ என்ற வரி நமக்குப் பெரும் அதிர்ச்சியைக் கொடுக்கிறது.

ஒரு தற்கொலை நடக்கும்போது நாம் அதற்கான காரணங்களை வைத்தே அந்தத் தற்கொலையை மதிப்பிடுகிறோம். தற்கொலைகளைத் தடுக்கும் பெரும் பணியில் நாம் இன்னும் தொடங்கிய இடத்திலேயே நிற்பதற்கு நமது இந்த அணுகுமுறைதான் காரணம். ஒன்று, தற்கொலைகளைப் புனிதப்படுத்துகிறோம் அல்லது மட்டம் தட்டுகிறோம். ‘இதெற்கெல்லாம் தற்கொலை செய்துகொள்ளலாமா?’ அல்லது ‘தற்கொலை செய்துகொள்ளும் அளவுக்கு அவளை விரும்பினான்’ என்பதுபோலவே நமது புரிதல்கள் இருக்கின்றன.

தடுக்க என்ன வழி?

உண்மையில், ஒரு தற்கொலை நிகழும்போது தற்கொலைக்கு உண்டான அந்தக் குறிப்பிட்ட மனநிலையையும், அந்தக் குறிப்பிட்ட மனநிலைக்கு அந்த மனிதன் வந்தடைந்த பாதையையும் பார்க்க வேண்டுமே தவிர, அதற்கான காரணங்களையோ, அந்நபரின் ஆளுமையையோ அல்ல. ஒவ்வொரு தற்கொலைக்குப் பின்னாலும் மிக நீண்ட பாதையொன்று இருக்கிறது. அந்தப் பாதையில் நம்மையெல்லாம் கடந்துதான் அந்நபர் நிராதரவாகச் சென்றிருக்கிறார் என்பதை நாம் உணராத வரை தற்கொலைகளைத் தடுக்க முடியாது.

நெருக்கும் அதீதப் பணிச்சுமை மற்றும் மருத்துவக் கல்லூரிகளில் நிகழும் பாகுபாடுகள், வரம்பற்ற அதிகாரங்களைக் கொண்ட நிர்வாக அமைப்புகள் போன்றவற்றுக்கு எதிராக அண்மைக் காலங்களில் பயிற்சி மருத்துவர்கள் தொடர்ச்சியாகப் போராடிக்கொண்டே வருகிறார்கள். கடந்த இரண்டாண்டுகளில் இந்த நெருக்கடிகளின் விளைவாகப் பயிற்சி மருத்துவர்களின் தற்கொலைகளும் ஆங்காங்கு நடந்துகொண்டே இருக்கின்றன. அந்தப் போராட்டங்களையும் தற்கொலைகளையும் முக்கியத்துவம் வாய்ந்ததாகக் கருதாமல் பொதுச் சமூகமும் கடந்துசெல்வதற்குக் காரணம், இதைப் பயிற்சி மருத்துவர்களின் தனிப்பட்ட பிரச்சினையாகவும், அந்த மருத்துவரின் தனிப்பட்ட பலவீனமாகவும் புரிந்துகொள்வதால்தான். உண்மையில், இது அவர்களது தனிப்பட்ட பிரச்சினை அல்ல. மருத்துவக் கல்லூரிகளில் நிகழும் ஆரோக்கியமற்ற சூழலே இதுபோன்ற தொடர் தற்கொலைகளுக்குக் காரணம்.


ஒரு அரசு மருத்துவக் கல்லூரி மருத்துவமனைக்கு ஒரு நாளில் ஆயிரக்கணக்கான வெளிநோயாளிகள் வருகின்றனர். ஆனால், அத்தனை பேரையும் எதிர்கொள்ளும் அளவுக்கு மருத்துவர்களின் எண்ணிக்கையும் மருத்துவக் கட்டமைப்பும் அங்கு இல்லை. ஒரு மருத்துவக் கல்லூரி மருத்துவமனைக்கு வருகிற நோயாளிகளின் முதல் தொடர்பே பயிற்சி மருத்துவர்கள்தான். மூத்த மருத்துவர்களுக்கும் நோயாளிகளுக்குமான நேரடி உரையாடல் என்பது மிக மிக அரிது. அப்போது அந்த நோயாளியின் வைத்தியம் தொடர்பாக அந்த மருத்துவமனையில் இருக்கும் போதாமைகளால் அந்தப் பயிற்சி மருத்துவரே நேரடியாகப் பாதிக்கப்படுகிறார். அதனால்தான், மருத்துவர்களுக்கு எதிரானப் பொதுமக்கள் ஈடுபடும் வன்முறைகளில் தாக்கப்படுவது பெரும்பாலான நேரத்தில் பயிற்சி மருத்துவர்களாகவே இருக்கின்றனர். ஒரு அரசு மருத்துவக் கல்லூரி மருத்துவமனையில் இருக்கும் அடிப்படை வசதிகளின் போதாமைகளுக்குப் பயிற்சி மருத்துவரே நேரடியாகப் பலியாகும் சூழல்தான் இங்கு இருக்கிறது. ‘அரசுப் பள்ளி சரியில்லை என்றால், அரசுப் பள்ளியில் பணிபுரியும் ஆசிரியர்தான் காரணம்’ என்ற மேலோட்டமான புரிதல்போலவே ‘அரசு மருத்துவமனை சரியில்லை என்றால், அரசு மருத்துவர்தான் காரணம்’ என்ற புரிதல்தான் இருக்கிறது. இந்த மனப்பான்மையை ஊதிப் பெருக்குவதன் வழியாக அரசு நழுவிக்கொள்கிறது.

அயற்சியூட்டும் பயிற்சி மருத்துவப் பணி


ஒரு பயிற்சி மருத்துவரின் பணி என்பது நிச்சயம் உடலளவிலும் மனதளவிலும் அயற்சியானது. வாரத்துக்கு இருமுறை கிட்டத்தட்ட முப்பத்தாறு மணி நேரத் தொடர் பணி, தூக்கமின்மை, மூத்த மருத்துவர்களின் கேலிப்பேச்சுகள், அதிகாரம், பாரபட்சம், பிற பணியாளர்களின் ஒத்துழையாமை போன்றவற்றுக்கு இடையேதான் அவர்கள் நோயாளிகளுக்கு வைத்தியம் செய்ய வேண்டும். ஓய்வற்ற, நெருக்கடியான மனநிலையில் அவர்கள் செய்யும் சிறு தவறுகள்கூட நோயாளிகளின் உடல்நிலையைப் பாதிக்கக்கூடியது. அப்படி நேரும் தவறுகள் இன்னும் அவர்களது மனநிலையை மோசமாக்கும். 

சமீபத்தில் நிகழ்ந்த ஆய்வுகளின்படி கிட்டத்தட்ட முப்பதிலிருந்து ஐம்பது சதவீதப் பயிற்சி மருத்துவர்கள் தீவிர மனஅழுத்தத்தால் பாதிக்கப்பட்டிருப்பது தெரியவந்திருக்கிறது. அது மட்டுமல்லாமல் ஆறில் ஒரு பயிற்சி மருத்துவருக்குத் தற்கொலை எண்ணம் இருக்கிறது என்பது அதிர்ச்சியூட்டும் விஷயம். அதீதப் பணிச்சுமையும் ஆரோக்கியமற்ற சூழலும்தான் அவர்களின் மனரீதியான பிரச்சினைகளுக்கு முதன்மையான காரணம்.

என்ன செய்ய வேண்டும்?

ஒரு பயிற்சி மருத்துவர் தற்கொலை செய்துகொள்ளும்போது, அதை அவரின் தனிப்பட்ட ஆளுமைக் குறைபாடாகச் சித்தரிப்பதை விட்டுவிட்டு, திறந்த மனதுடன் அதற்கான காரணங்களை ஆராய வேண்டும். பயிற்சி மருத்துவர்களின் பணிகள் முறைப்படுத்தப்பட வேண்டும். அவர்களுக்கான ஓய்வையும் இளைப்பாறும் வழியையும் உறுதிசெய்ய வேண்டும். ஒவ்வொரு மருத்துவக் கல்லூரிகளிலும் பயிற்சி மருத்துவர்களுக்கான சுதந்திரமான, அதிகாரத் தலையீடுகள் எதுவுமற்ற குறைதீர்ப்பு மற்றும் ஆலோசனை அமைப்புகள் ஏற்படுத்த வேண்டும்.

பல்வேறு கலை, இலக்கிய விழாக்கள் கல்லூரி நிர்வாகத்தால் முன்னெடுக்கப்பட வேண்டும். அரசு மருத்துவக் கல்லூரி மருத்துவமனைகளில் நோயாளிகளின் எண்ணிக்கைக்குத் தகுந்த மருத்துவர்கள் நிரப்பப்பட வேண்டும். மூத்த மருத்துவர்களுக்கும் பயிற்சி மருத்துவர்களுக்குமான உறவை மேம்படுத்தும் சூழலை உருவாக்க வேண்டும். ஒரு மருத்துவமனை எந்த அளவுக்கு அதன் மருத்துவர்களுக்கும் பயிற்சி மருத்துவர்களுக்கும் சாதகமானதாக இருக்கிறதோ அந்த அளவுக்கு அது நோயாளிகளுக்கும் சாதகமானதாக இருக்கும். அப்படி ஒரு ஆரோக்கியமான சூழலை உருவாக்கிக்கொடுப்பதுதான் ஒரு நல்ல அரசுக்கான முதல் கடமை.

ஒரே கல்லூரியில் படித்த மாணவர்கள் 'நீட்' மோசடி புரோக்கரிடம் சிக்கிய கதை

தேனி:மருத்துவக்கல்லுாரிகளில் சேர மாணவர்களின் பெற்றோர் மோசடியான புரோக்கரிடம் சிக்கியது எப்படி என தகவல் வெளியாகி உள்ளது.'நீட்' தேர்வு ஆள் மாறாட்ட புகாரில் சிக்கிய மாணவர்கள் உதித் சூர்யா, பிரவின், ராகுல், அபிராமி, இர்பான் ஆகியோர் இரண்டு ஆண்டுகளுக்கு முன் சென்னை பிரிஸ்ட் மருத்துவக் கல்லுாரியில் சேர்ந்தனர். இரண்டாம் ஆண்டு செல்ல இருந்த நிலையில் இக்கல்லுாரிக்கு அரசு அனுமதி கிடைக்கவில்லை. இதனால் மாணவர்கள் வெளியேறினர்.ஒரே கல்லுாரியில் இவர்கள் படித்ததாலும், அனுமதி ரத்தான பிரச்னையாலும் இவர்களின் தந்தையர் நண்பர்களாகினர். ஒரு மாணவரின் தந்தையை புரோக்கர் ஒருவர் நாடியுள்ளார். இவர் தனக்கு செல்வாக்கு உள்ளதாகவும், பணம் கொடுத்தால் மருத்துவக்கல்லுாரியில் 'சீட்' வாங்கி தருவதாகவும் கூறினார்.இதை நம்பி அனைவரும் முறைகேட்டில் ஈடுபட்டு சிக்கலில் மாட்டிக் கொண்டது போலீஸ் விசாரணையில் தெரிந்துள்ளது.

சேலம்: ஓய்வு பெற்ற போக்குவரத்து தொழிலாளர்களுக்கு வழங்கிய காசோலைகளில், 'ஹோலோகிராம்' முத்திரை இல்லாததால், வங்கிகள் திருப்பி அனுப்புகின்றன.

தமிழக அரசு போக்குவரத்துக் கழகங்களில் பணிபுரிந்து, 2018 ஏப்ரல் முதல், 2019 மார்ச் வரை, ஓய்வு பெற்ற, 6,283 தொழிலாளர்களின் பண பலன்களுக்காக, 1,093 கோடி ரூபாயை, அரசு ஒதுக்கீடு செய்தது.
இத்தொகையை, கோட்ட வாரியாக, விழா நடத்தி, அமைச்சர்கள் வழங்கி வருகின்றனர்.கடந்த, 22ல், சேலம், தர்மபுரி, கிருஷ்ணகிரி, நாமக்கல் மாவட்டங்களைச் சேர்ந்த,
ஓய்வு பெற்ற, 610 தொழிலாளர்களுக்கு, சேலம் கோட்ட, தலைமை அலுவலகத்தில், 123.63 கோடி ரூபாய் காசோலைகளை, போக்குவரத்துத் துறை அமைச்சர் விஜயபாஸ்கர்
வழங்கினார்.ஆனால், காசோலைகளில், 'ஹோலோகிராம்' எனும் முத்திரை இல்லை. இதனால், அதை வங்கியில் ஏற்காமல், திருப்பி அனுப்பினர். சேலம் மட்டுமின்றி, பிற கோட்டங்களிலும், இதே நிலை ஏற்பட்டதால், ஓய்வு பெற்ற தொழிலாளர்கள் தவிக்கின்றனர்.

“Education should lead you to a change in your mindset and pave the way to establish a society in which there will be no discrimination on the basis of caste, religion, gender or income,” said former Supreme Court judge H. L. Gokhale here on Saturday.

Delivering the 53rd convocation of Madurai Kamaraj University. Mr. Gokhale appealed to the graduates to take moral responsibility and remind themselves of the plight of thousands of youngsters who did not have the means to enter the portals of educational institutions. A number of luminaries from the State such as former President A.P.J. Abdul Kalam and father of India’s Green Revolution M. S. Swaminathan had contributed to the country’s development. Students must strive to achieve excellence in their area of specialisation.

Focusing on burning issues such as climate change, Mr. Gokhale said high carbon emission and global warming were causing concern. “We need industrialisation but also a good ecosystem,” he said citing the example of 16-year-old Swedish activist Greta Thunberg. “Let us be aware of these issues and make good use of the education to address these issues,” he said.

Of the 51,528 candidates, 270 received the degree in person and the rest in absentia. A total of 62 medals and prizes for students in undergraduate and postgraduate courses were distributed as well. Governor Banwarilal Purohit presided and distributed the degree certificates. Vice-Chancellor M. Krishnan, who presented the annual report, said Madurai Kamaraj University’s National Institutional Ranking Framework (NIRF) had improved from 54 in 2018 to 45 this year.

The ‘entrepreneurship hub’ would conduct training programmes in the affiliated colleges. A sum of ₹53.50 crore had been released for the second phase of Rashtriya Uchchatar Shiksha Abhiyan (RUSA), under which infrastructure upgrade works had been undertaken, Mr. Krishnan said.

Higher Education Minister K. P. Anbalagan and secretary Mangat Ram Sharma were present.

Sowmiya Anbumani, Managing Director of Makkal TV and wife of Pattali Makkal Katchi leader and Rajya Sabha member Anbumani Ramadoss, received her Ph.D in Sociology at the Madurai Kamaraj University (MKU), here on Saturday.

Ms. Ramadoss did her thesis under the guidance of professors K. Muthuchelian and R. Kannan, from the Bio Energy and Sociology departments respectively. Her thesis was titled ‘Studies on the role of village forest council in betterment of rural livelihood besides ensuring forest biodiversity resources in Tamil Nadu’. She was among the 270 candidates who received the degree from Governor Banwarilal Purohit.

Flight makes emergency landing as woman goes into labour

A Manila-bound flight carrying 325 passengers made an emergency landing at the Rajiv Gandhi International Airport here after a woman went into labour pain in the wee hours of Saturday.

“Flight 5J15 of Cube Pacific airlines flying on the Dubai-Manila route was diverted to the Hyderabad airport around 4.55 a.m. after an expecting woman passenger of Filipino nationality reported contractions mid-air,” sources at theRajiv Gandhi International Airport said.

A medical team and ambulance were put on stand-by after the flight captain alerted the Air Traffic Controllers to the medical emergency.

The team attended on Mananieta Baby Jean, 26, immediately after the flight landed. “Jean delivered a baby boy in the ambulance while she was being shifted to the airport medical centre around 5.30 a.m.,” said an official, adding the ambulance was about 100 metres away from the medical centre when the baby was born.

He said the mother and the baby were shifted to a corporate hospital in Jubilee Hills and would soon be ready to return to their destination.

The flight departed around 8 a.m. after making an emergency parking payment of ₹6 lakh to airport authorities, said the official.

Speculation was rife about the credibility of the candidature of one particular student, after the Dharmapuri Government Medical College completed the verification of the bona fides of all but one student, admitted through NEET this year.

However, the verification committee, which was convened last week in the wake of the NEET impersonation scam, has decided to wait for the student concerned — who is reported to have gone on a long leave on medical grounds — to report to the college and produce himself before the committee on Monday.

A total of 100 students were admitted to the MBBS course at the Dharmapuri Government Medical College this year. However, only 99 students were cleared by the committee. The remaining one student has been absent since September 8.

The Vice Principal of the Dharmapuri Medical College, G. Murugan, who is also the head of the verification committee, said the student in question had vacated the hostel on September 7 and submitted a letter to the hostel authorities, stating that he was going home for a surgery for appendicitis.

However, the letter from the DME was received on September 20, and the vetting process began the same day.

The student was already on medical leave at the time. So, the committee had sent a letter by registered post to the student’s address, but there has been no response so far. According to Dr. Murugan, the committee is hoping that the student will turn up for verification on Monday, the 30th of September.

Udit Surya K.V., who was arrested by the CB-CID in connection with a case of impersonation in the National Eligibility-cum-Entrance Test (NEET), and three other students who were questioned by the police are former students of the now-defunct Ponnaiyah Ramajayam Institute of Medical Sciences, Manamai Nellur, Kancheepuram. They were among 36 students who joined the MBBS course without qualifying for NEET during 2016-2017 and were later discharged from the college.

Udit Surya, a resident of Chennai, was studying at the Government Theni Medical College when two emails to the dean revealed that he had secured admission through impersonation. Based on a tip-off from him, the CB-CID detained Abirami Madhavan of Sai Satya Medical College, Praveen S. of SRM Medical College and and Raghul Davis of Balaji Medical College.

In a letter in February 2017, the Medical Council of India (MCI) directed the dean of Ponnaiyah Ramajayam Institute of Medical Sciences to issue discharge notices to 36 students who were admitted to the MBBS course without NEET qualification. The list featured the names of Abirami Madhavan, Rahul Davis, Udit Surya K.V. and Praveen S.

Earlier, the college trust, along with these students and a few others, had approached the Madras High Court, seeking permission to allow the 36 students in question to appear for the examination as they had completed an academic year. The college management had admitted them based on their Plus Two marks.

The students were unable to appear for the MBBS examination in November 2017 since their admissions were not approved by MCI. On its part, the Tamil Nadu Dr. MGR Medical University declined to register these students as they had not qualified for NEET-UG 2016 and were ineligible to be granted admission to the MBBS course. It directed that all 36 of them should be discharged from the course.

R. Narayana Babu, director of medical education in-charge, said all three students detained by the CB-CID were admitted to deemed universities.

“The seats were not allocated by the Selection Committee. They have secured the admission directly with the deemed universities through the NEET scores,” he said.

Questions raised

A senior authority has raised questions about the way in which the Selection Committee, Directorate of Medical Education, had cleared two students from the PSG Institute of Medical Sciences and Research, Coimbatore.

The institute’s dean had reported to the DME and Tamil Nadu Dr. MGR Medical University that the photographs in the NEET documents of the two first-year MBBS students did not match their appearance. Though the college had initially planned to lodge a police complaint, it later decided to send the students to the Selection Committee to get a genuineness certificate, official sources said.

“A detailed inquiry should have been held before the students were cleared,” an official said.

The Professors’ Forum has wrested control of governing bodies of the University of Madras.

For the first time, the Madras University Teachers’ Association (MUTA), once a strong voice for the faculty of the university, has no representation in the university’s senate or syndicate.

In the elections held on Saturday for vacancies in the senate and the syndicate, all seats contested went to members of the Professors’ Forum or those who had opposed the Association of University Teachers.

Contestants said of the 262 members in the academic council, as many as 240 persons had voted.

‘Streamlining necessary’

The University of Madras will follow rules to streamline M.Phil and Ph.D admissions, vice-chancellor P. Duraisamy informed the academic council.

Mr. Duraisamy said the streamlining was necessary as he had noticed in the last two years that colleges often failed to provide details of admission by the September deadline.

Former councillor’s brother-in-law nabbed; police pick up four others for putting up banners

S. Jayagopal, a former AIADMK councillor and the main accused in the Subasri case, was produced before a magistrate’s court in Alandur on Saturday morning and remanded in judicial custody till October 11.

Later in the day, the city police nabbed Jayagopal’s brother-in-law Meghanathan, another accused in the case.

On September 12, R. Subasri, a techie, was riding her two-wheeler, when a banner put up by Mr. Jayagopal, announcing his son’s wedding, fell on her. In the impact, she fell from the vehicle, and was run over by a water tanker on the Pallavaram-Thoraipakkam Radial Road in Pallikaranai.

Initially, the St. Thomas Traffic Investigation Wing, that probed the accident, arrested tanker driver Manoj, a 25-year-old from Bihar.

But the Judicial Magistrate in Alandur refused to remand him. Meanwhile, Mr. Jayagopal was absconding.

After a fortnight’s search, a special team, headed by an ACP, arrested him in Krishnagiri district on Friday afternoon and brought him to Chennai by road.

“His mobile phone was switched off. He was found staying with his wife and daughter in a hotel room, booked in his friend’s name in Denkanikottai, Krishnagiri district. We were able to track him down after he used his debit card to pay for food at an eatery,” said a police officer.

Mr. Jayagopal was booked under Section 336 (Doing any act which endangers human life or personal safety of others) and 304 II (Culpable homicide not amounting to murder) of the IPC, which will attract imprisonment of 10 years or fine or both. He was lodged in the Central Prison in Puzhal.

Tthe Pallikaranai police apprehended four workers who put up banners for Mr. Jayagopal and his brother-in law.

Subramani, 50, Palani, 50, Shankar, 35, and Lakshmikanth, 40, were named in the FIR, and produced before the Judicial Magistrate, Alandur, who refused to remand them.

She also advised the police to decide on releasing them on station bail.

The CB-CID on Saturday arrested Praveen S., a student of SRM Medical College, and his father A.K.S. Saravanan in connection with the ongoing investigation in the National Eligibility-cum-Entrance Test (NEET) impersonation case.

Earlier, three students pursuing medicine in three different colleges in the State were brought here along with their parents amid tight security by CB-CID officials for investigation. The officials said they interrogated Rahul, a student of Sree Balaji Medical College, and his father Davis, Abirami Madhavan of Shri Sathya Sai Medical College and Research Institute and Praveen. Abirami’s father Madhavan did not turn up for the investigation.

Directorate of Medical Education rules out NEET impersonation in case of two Coimbatore medical college students

CHENNAI: The Directorate of Medical Education on Friday declared that there was no NEET impersonation in the case of two MBBS students studying at PSG Medical College in Coimbatore.
An inquiry committee, set up by the directorate based on a complaint by the college, checked the documents and photographs and spoke to the students and their parents before declaring that there was no impersonation.

“The committee doesn’t have any suspicion now. So we decided not go for next stage of investigation such as comparing finger printings with NEET exam records or lodging police complaint,” said director of medical education Dr R Narayanababu. “However, if the institution has doubts, it can lodge a complaint,” he said.

The two students had been told to return to their classes, Dr Narayanababu said.

Earlier this week, PSG Medical College wrote to the DME that stating that the photograph of two students on the NEET scorecards issued by the National Testing Agency did not match with the ones on the admit cards given by the state selection committee during counselling.

On Thursday, parents of the two students told media that the suspicion was due to the fact that the students had lost weight and the photographs on the NEET applications were old.

Narayanababu said the DME would introduce fingerprints during counselling from next year to avoid confusion.

On Thursday, the CB-CID police arrested K V Udit Surya, an MBBS student at Theni Government Medical College, and his father, Dr K S Venkatesh, on charges of NEET impersonation.

4 Tamil Nadu medicos & 1 Kerala agent held in Neet scam

CHENNAI: Four more MBBS students in Tamil Nadu, one of them a girl, and an agent from Kerala were picked up by the police on Friday as part of the ongoing investigation into the NEET impersonation scam.

The four students are from colleges in Chennai, Chengalpet and Dharmapuri (TOI has the names) while the agent was identified as George Joseph from Thiruvananthapuram. Police said Joseph had collected Rs 20 lakh from Udit Surya and his father Dr K S Venkatesh, who were arrested on Wednesday, to engage an impersonator to write NEET fpr Suriya in Mumbai. Surya got admission at the Theni Government Medical College, but was exposed as his photo in the college admit card did not match the NEET ID photo.

Police said the four students picked up on Friday and Udit Surya had studied at a private engineering college on the outskirts of Chennai in 2017-18. It was closed after failing to get approval from AICTE. All the four students were questioned at the CB-CID office in Chennai and Coimbatore before they were taken to Theni for further investigations.

A police officer, who was part of the investigation, said, one student had paid Rs. 23 lakh to an agent to get an impersonator to take the NEET examination for him. Two students got impersonators to write the NEET for them in New Delhi and Lucknow.

Police are on the lookout for two other agents, Rafi of Bengaluru and Mohammad Shafi of Vaniyambadi near Vellore. Police are also probing is such impersonation happened in previous years too.

Madras high court to scrutinise MBBS admissions under lapsed NRI quota

CHENNAI: All 10 private medical colleges in Tamil Nadu have been ordered by Madras high court to submit the list of students admitted in seats meant for Non-Resident Indians (NRI) quota, along with their marks and the procedure adopted for their admissions.

A comprehensive report on these issues shall be filed in court by October 15, said a division bench of Justice N Kirubakaran and Justice P Velmurugan on Friday.

The court made the observation while hearing a plea moved by S Dheeran of Coimbatore seeking a direction the state government to undertake necessary measures for proper counselling and mop-up procedure to fill 207 management quota seats, that have become available owing to non-filling of NRI quota seats. The seats should be filled as per merit and prescribed procedure in the admission for medical colleges, he said.

According to him, this year alone 260 seats were earmarked under NRI quota, out of which only 53 NRIs were admitted. The remaining 207 seats were declared vacant and those seats were reverted to management quota.

When the plea came up for hearing on Friday, the state government submitted that the court should interfere and set guidelines to make admissions to unfilled NRI quota seats under management quota.

Counsel for the petitioner also alleged that such seats transferred to management quota were given to students who had scored low marks in NEET. Their admissions are arbitrary and given to them for far higher rates than prescribed by rules, he said.

Recording the submissions, the bench impleaded all the 10 private medical colleges in the state.

Earlier, the bench wondered as to why admission to MBBS courses in government medical colleges should not be made exclusive only to students from government schools. When it comes to admission to medical courses, students from even private institutions prefer only government medical colleges. This is not the case in the case of admission to other courses, the bench pointed out.

On September 25, the bench took judicial note of impersonation by a first-year MBBS student in NEET and directed the Centre and state government to explain the steps taken by them to prevent such offences during NEET and subsequent admission to medical colleges.

Non-Tamil Nadu centre NEET students under probe

CHENNAI: As the NEET impersonation scam turns bigger with the arrest of one more first-year MBBS student and detention of two more students who are yet to be formally arrested, the CB-CID police have approached the National Testing Agency for details of all Tamil Nadu Class XII students who opted for NEET centres outside the state. So far, two students — K V Udit Surya and Praveen — and their fathers Dr K S Venkatesan and A K S Sarvanan, and George Joseph of Trivandrum, an agent, have been arrested in the case. While Udit Suryia’s impersonator wrote NEET examination in Mumbai, Praveen’s impersonator wrote it in Lucknow.

Cops to verify list or NEET candidates with college IDs

Another suspect, Rahul, had made his impersonator write the exam at a centre in New Delhi. The arrested are facing charges punishable under Section 120(b) (conspiracy), 419 (punishment for cheating) and 420 (cheating) of IPC.

A CB-CID officer, noting that they had written to National Testing Agency (NTA), said, “Once we get the list, officials will sit and compare NEET hall tickets and college ID particulars.” He added: “If needed, we will also collect sets of their fingerprints to compare with their NEET applications.”

Police are also contacting all coaching institutes and collecting marks of all their students and their marks in the last six mock tests. Those students who had been consistently scoring low scores in mock tests, but scored high marks in NEET are being scrutinised, he said.

For instance, one of the arrested student had been scoring 11 to 40 marks in mock tests, but showed more than 365 marks in NEET.

After Udit Surya and his father Venkatesan were remanded in prison, police brought three more students and their fathers to the CB-CID’s office Theni on Saturday for detailed interrogation. After questioning, they arrested Praveen and his father Saravanan, and got them remanded in judicial custody.

In a statement, a CB-CID officer said they were questioning MBBS students Rahul and Abirami, besides their fathers Davis and Madhavan.

An investigation officer said Udit Surya, Rahul and Praveen had studied together in the same college, which was closed abruptly.

NEET impersonation scam: State’s duty is only to coach students for NEET, Tamil Nadu school education minister says

COIMBATORE: The duty of the state school education department is only to coach students to clear NEET exam, said school education minister K A Sengottaiyan on Saturday.
Answering a question on the NEET impersonation scam, the minister said the explanation given by state health minister C Vijaya Baskar on the issue was sufficient. Vijaya Baskar had said that the state was not responsible for the impersonation scam and the National Testing Agency, which conducted the exam should answer.

Five students from medical colleges in the state have been arrested in connection with the NEET impersonation scam.

Sengottaiyan said for the third consecutive year, the school education department was conducting NEET coaching classes for students. He said the classes would be held on weekends.

He was speaking to reporters after participating in a Teacher’s Day event held at a private engineering college here.

“This year, 49.46% of the students who wrote the NEET exam got minimum qualification marks in the exam and two government school students got medical seats. We are training students with a target of making minimum 500 government school students get medical seats,” he said.

The minister said it would be sufficient if students studied their Class XI and XII textbooks to clear NEET, as 90% of the NEET syllabus was in the new textbooks, he said.

CHENNAI: More than a week after the news about impersonation in medical admissions at government and deemed universities in the state broke and nearly four arrests were made, there has been no reaction from either the National Testing Agency, which conducted the examination or the Medical Council of India, the apex body regulating medical education.

Medical college managements say the scam could have been avoided had the NTA verified if the student writing the exam was the one who applied for the course. The MCI, by now, should have asked for a detailed verification along with fingerprints of every first-year student, they said.

“It is clear that the scam is not confined just to Tamil Nadu. It looks like a well-oiled multistate network. The centre struck down our state’s independent admission process and made merit in Neet exam the sole eligibility. Now, we find that the scale we used to measure merit is faulty,” said former director of medical education Dr A Edwin Joe.

Police reports are now showing that students and parents engaged other people through coaching centres and agents to write Neet examination in different cities. Officials at the NTA said they were taking fingerprints of students in the examination hall. “Initially we wanted to connect all hall tickets and scorecards to Aadhaar cards, but we were told that some students did not have the identity card. Which is why we decided to collect fingerprints in exam halls,” a senior official said. “Next year, we do plan to have a biometric system,” he added.

The state health department has sought fingerprints given by the students at the Neet examination halls so it can be matched with the students admitted to the first year. As of now, colleges have been asked to merely match photographs on Neet score cards issued by the NTA with that of pictures in admit cards issued by the selection committee and photos of students on campus.

“When there is a difference all we can do is raise a suspicion. It is a very crude way of verifying identity and we put bonafide students into a lot of pressure. Verification should be done by an appropriate agency,” said PSG College Dean Dr S Ramalingam.

“When we found a mismatch in photos of two students, we referred it to the selection committee,” he said.

The committee has cleared the students, but state health secretary Beela Rajesh said a detailed verification process will follow for all colleges in Tamil Nadu. Meanwhile, MCI chairman V K Paul said the investigating agency and enforcing agencies should ensure criminal action is taken against those who were involved in the malpractice.

“As a regulating authority, we will do whatever is required to help them and also ensure this doesn’t happen again,” he said.

ஆந்திர மாநிலத்தைச்சேர்ந்த பெண் ஒருவர் தனியார் விடுதியில் தங்கியிருந்து மாமல்லபுரத்தில் உள்ள தனியார் கல்லூரி ஒன்றில் உதவிபேராசிரியராக வேலை பார்த்து வருகிறார். அதே கல்லூரியில் ஆந்திர மாநிலத்தைச் சேர்ந்த விவேஷ் (வயது 23) என்ற மாணவர் அம்பத்தூரில் தங்கி படித்து வந்துள்ளார். இருவரும் ஆந்திரமாநிலத்தைச் சேர்ந்தவர்கள் என்பதால் நன்றாக பழகி வந்து உள்ளனர். இந்நிலையில் அந்த மாணவர் தனக்கு பிறந்தநாள் என கூறி அந்த பெண் பேராசிரியரை மாமல்லபுரம் பூஞ்சேரி பகுதிக்கு அழைத்துச் சென்றுள்ளார்.

அங்கு மறைவான இடத்தில் வைத்து அவரிடம் தவறாக நடக்க முற்பட்டு, அதை தனது செல்போனில் காட்சிகளாக பதிவுசெய்துள்ளார்.

பின்னர் அவரை மீண்டும் சோழிங்கநல்லூர் விடுதிக்குகொண்டுவந்து விட்டு சென்றுள்ளார். பின்னர் அந்தப்பேராசிரியரிடம் போன் செய்து தனது செல்போனில் படமாக எடுத்துள்ளதை கூறி அவரை தனது ஆசைக்கு இணங்குமாறு மிரட்டியுள்ளார்.

இதுகுறித்து பெண் பேராசிரியர் செம்மஞ்சேரி போலீஸ் நிலையத்தில் புகார் செய்தார். அதன்பேரில், போலீசார் வழக்குப்பதிவு செய்து விவேஷை கைது செய்து சிறையில் அடைத்தனர்.

ஆள்மாறாட்டம் செய்ய பயிற்சி மையம் ஒன்று சென்னை தரகர் மூலமாக ரூ.20 லட்சம் வாங்கியது குறித்து விசாரணை தீவிரம் அடைந்துள்ளது.சென்னை ஸ்டான்லி அரசு மருத்துவமனை டாக்டர் வெங்கடேசன் மகன் உதித்சூர்யா 21. தேனி அரசு மருத்துவக் கல்லுாரியில் கடந்த மாதம் எம்.பி.பி.எஸ்., சேர்ந்தார்.

'நீட்' தேர்வில் ஆள்மாறாட்டம் செய்து 'சீட்' பெற்றதாக எழுந்த புகாரில் விசாரணை நடந்தது. புகார் உறுதி செய்யப்பட்டதால், மன உளைச்சலால் படிப்பை தொடர இயலாது' என முதல்வரிடம் கடிதம் தந்து விட்டு உதித்சூர்யா தலைமறைவானார். தேனி போலீசார் வழக்குப்பதிந்த நிலையில், சில நாட்களுக்கு முன் சி.பி.சி.ஐ.டி., விசாரணைக்கு மாற்றப்பட்டது.

சிக்கிய நண்பர்

அங்கு சென்ற போலீசார் பஸ் ஸ்டாண்டில் நின்றிருந்த வெங்கடேசன், மனைவி கயல்விழி, உதித்சூர்யாவை பிடித்தனர்.நேற்று முன்தினம் இரவு 1:32 மணிக்கு தேனி போலீஸ் ஸ்டேஷன் அழைத்து வந்தனர். 1:45 மணிக்கு சமதர்மபுரத்தில் உள்ள சி.பி.சி.ஐ.டி., அலுவலகத்தில் டி.எஸ்.பி., காட்வின் ஜெகதீஷ், இன்ஸ்பெக்டர் சித்ராதேவியிடம் உதித்சூர்யா, பெற்றோரை ஒப்படைத்தனர். துவக்கத்தில் விசாரித்த இன்ஸ்பெக்டர் உஷாராணி, வழக்கு ஆவணங்களை சி.பி.சி.ஐ.டி.,யிடம் ஒப்படைத்தார்.
முதல்வரிடம் விசாரணை

நேற்று காலை தேனி மருத்துவக்கல்லுாரி முதல்வர் ராஜேந்திரன், துணை முதல்வர் எழிலரசன் சி.பி.சி.ஐ.டி., அலுவலகம் வந்தனர். அவர்களிடம் 4 மணி நேரத்திற்கும் மேலாக விசாரணை நடத்தினர். பின் சி.பி.சி.ஐ.டி., எஸ்.பி., விஜயகுமார், டி.எஸ்.பி., காட்வின் ஜெகதீஷ், இன்ஸ்பெக்டர் சித்ராதேவி ஆகியோர் மருத்துவக் கல்லுாரியில் கண்காணிப்பு கேமரா பதிவுகள், முதல்வர் அறை, மாணவர் சேர்க்கை நடந்த அறைகளை ஆய்வுசெய்தனர். பின் உதித்சூர்யா, பெற்றோரிடமும் விசாரணை நடந்தது.பின் உதித்சூர்யா, வெங்கடேசனை கைது செய்து தேனி மாஜிஸ்திரேட் பன்னீர்செல்வத்தின் முன் இன்ஸ்பெக்டர் சேகர் தலைமையிலான போலீசார் ஆஜர்படுத்தினர்.

'தந்தையே காரணம்'

சி.பி.சி.ஐ.டி., போலீசார் கூறியதாவது:'எனக்கு எதுவும் தெரியாது. எல்லாம் என் தந்தையால் வந்த வினை' என உதித்சூர்யா கூறினார்.வி.ஏ.ஓ., குமரேசன் முன்னிலையில் டாக்டர் வெங்கடேசன் அளித்த வாக்குமூலத்தில், மகனை எம்.பி.பி.எஸ்., படிக்க வைக்க வேண்டும் என்ற ஆசையால் இந்த தவறை செய்துவிட்டோம்' என கூறினார்.கயல்விழி, 'மகனை குறுக்கு வழியில் மருத்துவக் கல்லுாரியில் சேர்த்திருப்பது தற்போது ஏற்பட்டுள்ள பிரச்னைகளால் தான் எனக்கு தெரிந்தது' என்றார்.

வாக்குமூலத்தின் படி உதித்சூர்யா, வெங்கடேசனை கைது செய்துள்ளோம். ஒரு பயிற்சி மையத்தினர் சென்னையைச் சேர்ந்த தரகர் வாயிலாக 20 லட்சம் ரூபாய் வாங்கி இந்த முறைகேட்டுக்கு வழிவகுத்தது தெரிந்தது. இது குறித்தும் விசாரிக்கிறோம்., என்றார்.

ஒப்புதல் வாக்குமூலத்தின்படி கூட்டுச்சதி, மோசடி, ஆவணங்களை திருத்தி மோசடி ஆகிய பிரிவுகளில் இருவரையும் கைது செய்துள்ளோம். தாயார் கயல்விழியை வழக்கில் சேர்க்க வேண்டிய முகாந்திரம் இல்லை. விசாரணை முடியவில்லை. தொடர்ந்து விசாரித்து முடிவு எடுக்கப்படும். உதித்சூர்யாவுக்கு பதில் 'நீட்' தேர்வு எழுதியவரை விரைவில் கைது செய்வோம், என்றார்.

2017 - 18 முதல் ஆய்வு

இந்தாண்டு முதலாம் ஆண்டு சேர்ந்த மாணவர்கள் விபரம் எம்.ஜி.ஆர்., மருத்துவ பல்கலையில் இதுவரை பதிவு செய்யப் படவில்லை. மாணவர்களின் பதிவு நவம்பரில் தான் நடைபெறும். இதற்கு முன்பும், முறைகேடாக மாணவர்கள் சேர்ந்திருக்கலாம் என்ற சந்தேகம் எழுந்தால், மருத்துவ கல்வி இயக்ககத்துடன் ஆலோசித்து 2017 - 18 முதல், மாணவர்களின் சான்றிதழ்களை ஆய்வு செய்ய நடவடிக்கை எடுக்கப்படும்.

கோவை மாணவர்களிடம் விசாரணை

தமிழகம் முழுவதும் அரசு மற்றும் தனியார் மருத்துவக் கல்லுாரிகளில் முதலாம் ஆண்டு மாணவர்களின் சான்றிதழ்களை ஆய்வு செய்ய மருத்துவ கல்வி இயக்ககம் உத்தரவிட்டது.இதில் கோவை பி.எஸ்.ஜி. மருத்துவ கல்லுாரியில் காஞ்சிபுரத்தைச் சேர்ந்த ஒரு மாணவர் தர்மபுரியைச் சேர்ந்த ஒரு மாணவியின் புகைப்படம் வேறுபட்டு இருப்பது தெரிந்தது. இவர்கள் நீட் தேர்வில் முறையே 351 437 மதிப்பெண்கள்பெற்றுள்ளனர்.

இது தொடர்பாக மாணவர் மாணவி மற்றும் அவர்களின் பெற்றோரிடமும் கல்லுாரி நிர்வாகம் விசாரணை நடத்தியது. விசாரணை அறிக்கையை சென்னையில் உள்ள மருத்துவ கல்வி இயக்ககத்துக்கு மின்னஞ்சல் வாயிலாக அனுப்பி வைத்துள்ளது. மாணவர்களின் பெற்றோர் கூறுகையில்'பள்ளியில் படித்தபோது எடுக்கப்பட்ட புகைப்படத்தை நீட் தேர்வு 'ஹால் டிக்கெட்'டிற்கு கொடுத்து இருந்தோம். இதனால் புகைப்படம் வேறுபாடு உள்ளது. இது குறித்து மருத்துவ கல்வி இயக்குனரிடம் தெரிவிப்போம்' என்றனர்.

Be ready for driving tests if licence not renewed on time

Driving licence holders should apply for renewal one year before or after the expiry of the licence, failing which they should undergo driving tests again. Earlier, they were allowed to renew five years after its expiry.

The change, proposed under the new Motor Vehicle Act (MVA), will be implemented in all Regional Transport Offices (RTOs) in Tamil Nadu soon and the National Informatics Centre (NIC) is working on it now, said a senior official of the state transport department. NIC, functioning from New Delhi under the Union information technology ministry, handles the VAHAN portal for vehicle registration and driving licence-related services. Every month, more than 80,000 people in the state visit RTOs to renew driving licences.

Under the old rules, applications can be made 60 days before the expiry of the licence by paying ₹100. Even if a person missed this, renewal applications were accepted for five years from the date of expiry with a fine of ₹50 a year. Though driving without licence attracts a fine of ₹500 or three months imprisonment, the rule was not enforced strictly in the state. Section 15  (1), 15(3) and 15(4) of the MV Act has now been amended. Accordingly, driving licence holders get only one year from the date of expiry, failing which they should take up fresh driving tests at 8-shaped and H-shaped tracks.

The change has come into effect at some RTOs, including those in and around Vellore.

While the state government is still discussing about implementing fines for traffic offences proposed under the new MVA, this amendment is applicable to licence holders across the country, the official added.

The two first-year medical students from Coimbatore-based PSG Medical College, whose MBBS admit cards did not match their NEET scorecards, met officials at the directorate of medical education seeking ‘no objection certificates’ so they can rejoin college on Friday. Their parents, who accompanied them, said they had submitted old photographs for NEET and their children have lost weight making them look different now. They said they were willing to take part in any investigation to prove there was no impersonation.

On Thursday, PSG dean Dr S Ramalingam told the media that the college had stumbled upon two more cases of suspected impersonation. The photographs of two students — a male and a female — appeared to be different in the NEET scorecard issued by the National Testing Agency (NTA) and the medical admission (admit) card issued by the DME’s selection committee. The management sent a letter to the directorate of medical education and asked the students to get a noobjection certificate from the selection committee to attend classes further. One of the parents said they had submitted an old photograph while applying for the NEET examination. “There has been significant weight loss in the past few months. We can assure you there is no case of impersonation,” said a parent. The parents had told the directorate that they were willing to subject themselves to any test.

Director of Medical Education Dr R Narayanababu and selection committee secretary G Selvaraju could not be reached. Senior officials at the directorate who saw the photographs brought by the parents of the students said ‘it did not seem like impersonation’, but that they will not able to declare them fit to join class without police confirmation. No police complaint was lodged and the officials did not compare fingerprints of the students with that of imprints in NEET attendance sheets. The NTA obtains finger impressions of candidates at the examination hall. However, officials in the DME said they were not aware.

Health minister C Vijaya Baskar said the health department was investigating the case. “We are looking into the complaints. We have requested the Centre to introduce bio-metrics in the NEET exam. We will also be doing it during the counselling process next year,” he said.

Self-financing medical colleges urged the government to compare fingerprints instead of using crude verification processes such as photos.

“We are no experts. It is difficult for us to match some five- or six-year-old photographs with their present face. Children grow fast and their faces change. It would have been simple had the state called for fingerprints as soon as they found a case of impersonation. Health department officials aren’t even aware NTA has finger imprints,” said a senior professor of anatomy at a government medical college.

Chances of new int’l flights remote at city airport

The possibility of new flights to international destinations from Chennai airport seems remote as many airlines did not show much interest at World Routes 2019 organized by Airports Council International in Adelaide, Australia.

Airports Authority of India (AAI), which operates around 125 airports, including 11 international airports, held several meetings at the annual meeting of airlines, airports and aviation executives.

However, except Heathrow airport, which showed interest in boosting the number of flights between London and Chennai, no other major airline or airport showed interest.

Foreign airlines — Batik Air, Cathay Pacific, Bangkok Airlines, Shenzhen airlines, Sydney airport, Capital airlines, Oman Air — held discussions with AAI to start flights to major airports in the country. But the focus was on flights to Kolkata and Guwahati rather than Chennai.

Chennai had a direct flight to Australia several years ago. Thai Airways and Thai AirAsia are two foreign airlines that fly on the Chennai-Bangkok route that has a good demand for seats.

Yet, Bangkok Airlines preferred to fly to Jaipur, Pune, Port Blair, Bhubaneswar, Kolkata and Guwahati. All Nippon is the only foreign airline that started a service from Chennai in the last few years.

Sources said Chennai airport is struggling due to lack of capacity on the airside where planes are parked for boarding.

“Foreign airlines are particular about turnaround time. Their flights are scheduled to depart an hour after landing.

For this, passengers must disembark, baggage needs to be unloaded and the aircraft readied in less than an hour. This often gets delayed at night as there are too many flight movements,” said an airline official.

Airport director S Sree Kumar said new routes were decided based on potential for airlines and also based on discounts offered by airports. “We have a common policy for all AAI airports. So we cannot market a single airport.

Airports are marketed based on their strengths such as apron and terminal capacity. Now, we are not in a position to offer peak hour slots for new flights in Chennai.

The decision of an airline to select an airport will also depend on potential of the route to draw passengers.” He also said, “IndiGo would start more flights by March. AirAsia will also add flights and we can accomodate new flights during non-peak hours.”

Graduates line up for govt sanitary worker’s job

M Venkatesh*, a 30-year-old commerce graduate, appeared for an interview for the post of a sanitation worker at the Tamil Nadu assembly secretariat. Last year, the assembly secretariat received more than 5,000 applications, of which, 600 were rejected, many of the applicants were found to be overqualified. These graduates, who have been called for an interview, are keen on getting a government job. But, there are only 15 vacancies.

A deputy secretary of the assembly secretariat is conducting the interviews as the speaker, P Dhanapal, and his secretary K Srinivasan are away in Uganda for the Commonwealth Parliamentary Conference. Each interview is five minutes long.

“In the past three years, I have worked with three private companies. I was asked to leave after a few months or a year. There was no sense permanence,” said Venkatesh. He added, “This housekeeping job is with the government, it will be permanent. I will get ₹15,000 per month whereas in the private company, my salary used to be less than ₹10,000.”

Soon after his interview, he was seen entering the AIADMK MLAs’ room where he met a party leader. A source said a few of them come with letters from the ruling party MLAs and produce it during the interview.

CVijaya*, a homemaker from Villivakkam, has a family of four. “I completed SSLC. My husband’s earnings are not enough to make ends meet. We need money to educate our two children,” she said. Her entire family had accompanied her for the interview. While Vijaya was seen having a tense conversation with her husband, their children played around unaware of their parents financial worries.

K Fathima*of Dindigul district said, “I need the housekeeping job desperately. I am from a village in the southern district, but I am ready to move to the city for the government job. I am sure I will get my salary on time.”

The applicants are from SC, MBC and BC communities, mostly from rural and semi-urban areas, while some are from Chennai city. “We check the applicants’ marksheet and other papers. The process will go on for a month or more. After that a decision to fill the vacancies will be taken,” said an official.

Neet scam: Medico paid ₹20L for service of Mumbai imposter

Investigation into the NEET impersonation case at the Theni medical college is set to shift to Mumbai as the arrested father-son duo have told the police that they paid ₹20 lakh to an agent to get another teenager to write the test for Udit Surya. Udit and his father, Dr K S Venkatesh, were picked up from a Tirupati hotel on Wednesday and sent in judicial remand on Thursday.

The CB-CID police would now focus on tracing the impersonator and an agent based in Mumbai. Police sources said Venkatesh had revealed some details of how he went about hiring another youngster to write the NEET for his son. If needed, the CB-CID police planned to take Venkatesh to Mumbai to help nab the agent and the impersonator.

A CB-CID officer said, “We will circulate the photograph of the suspect who appeared for the exam for Udit Surya through all media in Mumbai to collect details of him too.”

Speaking on condition of anonymity a few doctors who knew Venkatesh said some NEET coaching centres based in Chennai had told him Udit Surya hadn’t done well in the mock tests they conducted and told him how to hire an impersonator. The police nabbed Udit Surya and his parents from a hotel in Tirupati on Wednesday and took them to Theni. After questioning them for hours, the police arrested the student and his father while letting his mother, Kayal Vizhi, go free.

The CB-CID said Udit Surya and his father admitted to having engaged an impersonator to write the NEET examination. Their statements were recorded and videographed for future reference. The CB-CID questioned Udit Surya and his father to know more about the impersonator.

However, the duo didn’t give any proper reply. The father and son were remanded in judicial custody after being produced before a magistrate court. Udit Surya, a firstyear medical student at Government Theni Medical College, has been booked for impersonation in NEET, which is the sole exam for medical admission. The photos of the student on the college application and the NEET 2019 scorecard did not match, triggering an alert.

M.P. panel to probe AYUSH doctors practising allopathy

Report to be submitted in a month; State hasn’t permitted AYUSH practitioners to prescribe modern drugs

The Madhya Pradesh government has constituted a team to look into AYUSH doctors taking up modern medicine and prescribing allopathic drugs at private hospitals.

“The services of AYUSH doctors are being used for night duty at most of the hospitals in the private sector,” reads an order dated September 13 on the constitution of the team. “In reality what is going on, the department has no information regarding this.”

According to the rules, says the order, ayurveda, yoga and naturopathy, unani, siddha and homoeopathy (AYUSH) doctors can’t prescribe allopathic drugs.

Though allopathy hospitals can employ AYUSH doctors, they cannot be allowed to prescribe drugs, State AYUSH Department Additional Chief Secretary Shikha Dubey told The Hindu. “At present, we don’t know how many such doctors are there, and for how long have they been prescribing allopathic drugs. The team will submit a report within a month,” she said.

Unlike many States, Madhya Pradesh hasn’t yet permitted AYUSH doctors to practice modern medicine, but they could prescribe 72 drugs at integrated dispensaries in rural areas, only after passing a six-month course.

States like Maharashtra, Tamil Nadu, Gujarat, Punjab, Uttar Pradesh, Bihar and Uttarakhand have allowed the practice dwelling upon Rule 2 (ee) (iii) of the Drugs and Cosmetics Rules, 1945, after the Supreme Court in the 1987 case of Dr. Mukhtiar Chand allowed it by the means of State orders.

“You could have called it negligence if it was by an allopathy doctor. This is clear fraud; it is criminal,” said Anand Rai, who last year exposed several AYUSH doctors at private hospitals in Indore deputed at intensive care units to attend to emergency cases and perform surgeries. “At private hospitals, patients are fleeced on an hourly basis. Just to make more money, they employ AYUSH doctors,” said Dr. Rai, the Vyapam scam whistle-blower. “How do you expect someone practising herbal medicine to perform complicated procedures on patients?”

Santanu Sen, Indian Medical Association national president, said it was in principle against allowing the practice and Section 32 of the National Medical Commission Act, 2019, which “promoted quackery”.

When told many IMA-affiliated hospitals had employed AYUSH doctors in the past, Dr. Sen clarified: “We are an organisation of around four lakh doctors. If anyone violates the IMA’s stand, that’s just an individual agenda.”

Highlighting lack of AYUSH infrastructure, Ramavtar Chaudhary, national general secretary, AYUSH Medical Association said, “The government, whose institutions are allopathy-centric, pushes our doctors to take it up just to show it meets the WHO doctor-population ratio.”

Still, there is one doctor for 16,996 people in Madhya Pradesh, according to the National Health Profile 2018, against the World Health Organization’s prescribed ratio of 1 for 1,000. The NITI Aayog in May had said the country was expected to reach the norm by 2024.

Inquiries held with dean, vice-principal of college in question

Udit Surya K.V., 21, a student of Theni Government Medical College accused of impersonation during NEET, and his father Venkatesan, were remanded in judicial custody on Thursday.

The CB-CID police, who secured Udit Surya and his parents at Tirupati on Wednesday, brought them here on Thursday amidst tight security.

After a day-long inquiry, Udit Surya and his father Dr. Venkatesan were produced before the Judicial Magistrate N. Panneerselvam at the combined District Court complex. They were lodged in the Theni district jail.

CB-CID Superintendent of Police Vijay Kumar, DSP Godwin Jagadeesh Kumar and the team also inspected the campus of the Medical College, including the exam hall and the Dean’s chamber.

Sources in the college said that an inquiry was also conducted with the Dean and the Vice Principal and among other faculty members.

Earlier, the College Dean filed a complaint with the Gandamanur Vilakku police based on two mails received from a man in Chennai on September 11 and 13, alleging that Udit Surya had secured admission in the college through impersonation in the NEET exam.

On September 18, the police booked Udit Surya under three Sections of the IPC for criminal conspiracy, impersonation and cheating.

A preliminary investigation was undertaken by the special team of police. Subsequently, the case was transferred to the CB-CID.

Govt. tightens norms to crack the whip on corrupt officials

The options available with the disciplinary authorities to deal with such cases have been narrowed down

If a government servant is found possessing assets disproportionate to his/her known sources of income, or is found accepting a bribe, it is now almost certain that he/she will either be removed or dismissed from service. The State government recently amended the Tamil Nadu Civil Services (Discipline and Appeal) Rules to this effect.

Earlier, government servants found to be corrupt or to have received a bribe could face a penalty or be placed under suspension or sent on compulsory retirement, as decided by the disciplinary authority, as these were the other options available besides removal or dismissal from service.

"Earlier, the disciplinary authority could choose not to remove or dismiss the corrupt employee from service. Now, the options have been narrowed down," official sources explained.

However, in exceptional cases, a penalty could be imposed.

Through an amendment by the Personnel and Administrative Reforms Department, notified recently, the Tamil Nadu government has made changes to the existing rules, in line with the Prevention of Corruption Act, 1988.

Exceptional cases

Explaining the grounds for exceptional cases, officials said that if a worker had not demanded a bribe and had only accepted it, and if it turned out to be a paltry amount, the disciplinary authority could consider this an exceptional case.

While employees who were ‘removed’ from service could apply for government jobs again, those who were ‘dismissed’ from service cannot.

The severe action of removal or dismissal from service will also apply if the charge of acceptance of any gratification (by the government servant) other than legal remuneration as a motive or reward for doing or forbearing to do any official act is proved.

Even when the charge of giving an undue advantage with an intention to induce a public servant to perform or not to perform a public duty or to reward the public servant for the performance or non-performance of a public duty is proved, the government servant will either be removed or dismissed from service.

The two medical students from Coimbatore-based PSG Institute of Medical Sciences and Research (PSGIMSR), whose application details were forwarded by the institute, after some doubts were raised, are genuine, said Director of Medical Education R. Narayana Babu.

The students, a male and a female, were called for verification to the city from Coimbatore on Thursday after the institute’s Dean S. Ramalingam wrote to the DME and the Tamil Nadu Dr. MGR Medical University that the photographs of the students did not match with what they had provided to the National Testing Agency for hall tickets.

Dr. Narayana Babu said the girl had told the selection committee officials during the inquiry that she had undergone a slimming programme and she had provided a recent photo to the college.

“The boy appears like a school student in one and then a college student in the other,” he said. The boy claimed he had submitted an old photograph, he added.

“They are supposed to give a photo taken recently. Students provide different photos in each of these occasions,” he said.

Both students had cooperated during the inquiry and had come with their parents. They provided all the documents, proof of identity and proof of residence too, he added.

University Vice-Chancellor Sudha Seshayyan said she had received a letter from the PSGIMSR, stating that there was a possible mismatch in the photographs of two candidates between their NEET admit cards, and allotment orders given by the Selection Committee. “I have asked the Selection Committee about this,” she said.

With regard to other medical institutions in the State, she said that AYUSH and dental colleges had said there were no mismatches among their candidates, and most medical colleges too, had not reported any such mismatches. “Reports from one or two colleges are yet to come in,” she said.

College authorities, however, said they would await a written response from the DME regarding the issue.

A 27-year-old junior doctor, who was a second-year MD student at Uttar Pradesh University of Medical Sciences in Saifai of Etawah district, was found hanging from a ceiling fan in her hostel room on the campus Tuesday. The deceased was identified as Vandana Shukla, daughter of senior BJP leader K K Shukla.

While no suicide note was found, the police suspect it is a case of suicide. The postmortem report of the woman, who hailed from Ghaziabad, confirmed ante-mortem hanging as the cause of death.

“In the early hours of Tuesday, some doctors went to Vandana’s allotted room o take her along to the hospital. They knocked on the door but there was no response. They then spotted her hanging from a ceiling fan. They informed the hospital authorities, who in turn alerted the police. A police team, along with the university authorities, reached the room on the university’s new campus. We broke into the room to find woman’s body hanging from the ceiling fan on a scarf. The body was sent for postmortem and her family was informed,” said Sub-Inspector Akhilesh Kumar, the officiating in-charge of Saifai police station.

“We did not find any suicide note in the room and the reason behind her taking the extreme step is yet to be ascertained. Her batchmates and her family are unable to tell us anything that can be suspected to be a possible reason. The university administration has told us that she had regularly attending her classes. The postmortem report has ruled out the possibility of foul play and confirmed ante-mortem hanging as the cause of death,” he added.

University spokesperson Anil Kumar Pandey said Vandana was pursuing her post graduate degree in pathology. “Though we are yet to talk to more people, a few of her friends informed us that she was last seen on Sunday and chose to stay in her room on Monday. The police are looking into the matter,” said Pandey.

Vandana had done her MBBS from a medical college in Hapur. Her father, K K Shukla, has in the past served in several important posts in the BJP, including its western UP media in-charge and election in-charge of Meerut district, said Ghaziabad BJP district president Maansingh Goswami.

Madras high court seeks details of all admissions made in medical colleges

Chennai: The Madras high court has directed the state government to furnish the list of candidates admitted under the NRI quota with their respective marks, the list of candidates admitted under the state quota with their respective marks and the list of candidates admitted under the AII India quota with their respective marks in medical colleges.

A division bench comprising Justices N.Kirubakaran and P.Velmurugan gave the directive and posted to today (Sept 26) further hearing of a petition filed by S.Dheeran, an aspiring medical student seeking to set aside an order of a single judge, dismissing a petition challenging the selection process for the 207 seats that got reverted to the management quota owing to their not getting filled up under the NRI quota.

The bench said M.Velmurugan, counsel for the petitioner, submitted that 260 seats were earmarked under the NRI quota, out of which only 53 persons were selected for admission and the balance 207 seats were declared as vacant and reverted to the management should also be filled up as per merit.

As per the judgment of the Apex court in Dar-Us-Slam case, the state government shall conduct manual counselling for allotment of students and after the completion of counselling, the state government shall determine the number of seats that were still vacant and thereafter shall forward a list of students in order of merit, equalling to ten times the number of vacant seats to the medical college so that in case of any stray vacancy arising in any college the seats may be filled up from the list.

However, in the state of Tamil Nadu, 207 seats under the NRI quota remained vacant and without conducting manual counselling for those seats, the state government returned it to the management and the managements were said to have filled up those seats allegedly without following merit by getting huge sums for those seats. Though the government pleader appearing for the state denied the allegation made by the counsel for the appellant, the contentions made by the counsel for appellant cannot be ignored and “this court would like to know whether the appropriate procedures have been followed in the selection of candidates for admission into the medical colleges,” the bench added and gave the direction.

The bench said it was seen from the public domain that certain malpractices have been committed for getting admission in the medical college. It was said that one candidate got admission in the Theni Medical College by making another student to write the NEET examination by impersonation and a case was said to have been registered against the student candidate, the bench added and posed 7 queries to be answered by the state government in the next hearing.

The queries are: 1) How many persons are said to have obtained admission in medical colleges by impersonation? 2) Whether the authorities have verified the identity of those candidates who wrote the NEET examination and those who got admitted in the medical colleges? 3) Whether any other cases of impersonation or cheating have been detected? 4) What is the stage of the case filed against the student of Theni Medical College who is alleged to have obtained admission fraudulently by impersonation? 5) Is it a fact that the Principal of Theni Medical College has not taken any action in time, in spite of knowing about the fraudulent admission obtained by the student? 6) Whether all the statutory procedures have been duly followed by the authorities, right from permitting the students for examination after verifying the identity of the students and 7) Whether the authorities have identified any other fraudulent methods like dual nativity certificate by which medical admission have been obtained by any other student?

CHENNAI: OBSERVING allegation that managements of private medical colleges in the State have filled up NRI quota without following merits by getting huge sums for those seats, a division bench of the Madras High Court has issued a set of directives to the State government.

They included calling for the list of candidates admitted under the NRI, State and all India quotas with their respective marks (category wise viz., OC, BC, MBC etc). The reply shall be submitted on September 26.

Originally, one S Dheeran of Coimbatore approached the court for a direction to the State, to undertake the necessary and proper counselling and mop-up procedure to fill up 207 seats that had become available owing to non-filling of NRI quota, as per merit and prescribed procedure. And the plea was rejected by a single judge. Hence, the present appeal.

The appellant’s counsel told the bench of Justices, N Kirubakaran and P Velmurugan, that as per clause 11 of the prospectus issued by the selection committee, unfilled NRI quota seats in the first round of counselling should be filled up only from the NRI candidates through manual counselling and they should not have been reverted back to the management quota. About 260 seats were earmarked under the NRI quota, of which only 53 were filled up.

As per the judgement of the Apex Court, the State government should have conducted manual counselling for allotment of students and after the completion of counselling, it should determine the number of seats that were still vacant and thereafter, forward a list of students in the order of merit, equalling to ten times the number of vacant seats to the medical college. However, the 207 seats under the NRI quota remained vacant and without conducting manual counselling for those seats, the State returned it to the managements, which had filled up them allegedly, without following merits by getting huge sums.

Answers sought

The judges noted that a candidate had obtained admission in a medical college by impersonation. “Therefore, the following queries are raised to be answered by the State in the next hearing,” the judges said.
