Karnataka's decision to challenge Jaya acquittal: KSRTC cancels buses from Bengaluru to Chennai

CHENNAI: KSRTC on Monday cancelled all its bus services from Bengaluru to Chennai after the Karnataka government decided to challenge the acquittal of Tamil Nadu chief minister J Jayalalithaa in the disproportionate assets case.

Karnataka State Road Transport Corporation (KSRTC) officials said they had cancelled all the bus services as they feared that the vehicles would be damaged.

"We are worried about the safety of the buses and passengers and so we cancelled all evening and night trips from Bengaluru to Chennai on Monday. We are in touch with our police and are seeking advice on when to resume the services. We will wait and watch," said KSRTC general manager (traffic) K S Vishwanathan.

KSRTC runs 48 services from Bengaluru to Chennai every day. "This means, around 2,500 people will be affected," said a KSRTC duty officer posted in Chennai.

However, Tamil Nadu government buses continued to ply as usual. "We operated about 60 buses to Bengaluru every day and all of them are plying as usual," said a Tamil Nadu State Transport Corporation official.

Private buses also continued to ply as usual.

Judge directs police to register a First Information Report

The Madras High Court Bench here on Monday directed Nagamalai Pudukottai police here to conduct a preliminary enquiry on charges levelled against Madurai Kamaraj University (MKU) former vice-chancellor Kalyani Mathivanan and six of its Syndicate members of having misused varsity funds to the tune of Rs.11.66 lakh to conduct their personal court case. Disposing of a direction petition filed by M. Lionel Antonyraj of Save MKU Coalition, Justice M.M. Sundresh also directed the police to register a First Information Report (FIR) if any cognisable offence was made out on the basis of the complaint made by the petitioner who contended that the former VC and others were liable to be prosecuted for criminal breach of trust.

Explaining the genesis of the case, the petitioner’s counsel, S. Vanchinathan, pointed out that the Nagamalai Pudukottai police had registered a FIR against Ms. Mathivanan and a few others last year under Section 307 (attempt to murder) for having allegedly engaged a gang which assaulted Save MKU Coalition convenor A. Srinivasan on May 16, 2014.

Subsequently, the former VC and others filed a petition in the High Court Bench to quash the FIR. They also engaged a senior counsel who claimed a legal fee of Rs.10.5 lakh, apart from Rs. 1.61 lakh charged by a junior lawyer, to conduct the case. The university’s Syndicate passed a resolution on October 18, 2014, to pay the fees from university funds.

Stating that six members of the Syndicate had given their assent to the resolution and two had dissented, the counsel contended that Ms. Mathivanan as well as the six Syndicate members should be made answerable for having misused public money.

IRT Perundurai Medical College mulls increasing student intake

The IRT Perundurai Medical College has readied a proposal requesting consent of the State Government and the Medical Council of India for increasing student intake for MBBS from 60 to 100. The College has also taken initiatives for commencing PG programmes, M. Rajendran, Dean, said.

As advised by the MCI, the College has initiated work on construction of an auditorium at a cost of Rs. 2.2 crore, and is in the process of converting a classroom into gallery model, said Dr. Rajendran, who has served in the institution in different capacities since 1988 before assuming charge as the new Dean last week. The student strength has remained static for the last 20 years. The Transport Ministry under which the college functions has backed the institution’s efforts for enhancing student intake, suiting the increase in facilities in the 300-bedded hospital. On an average, there are more than 250 in-patients and the number of outpatients was now above 900 per day, Dr. Rajendran said.

On the recommendation of the district administration, Gobichettipalayam Member of Parliament Sathyabama sanctioned money from the constituency development fund for installation of two ventilators.

Recruitments were already made to increase the number of doctors in the hospital that now had a strength of 124 doctors. The Intensive Care Unit was the best in the district with 100 beds for cardiac care. In the Trauma Care section with 20 beds, four medical officers were on duty round the clock.

Dr. Rajendran who had joined as a lecturer in 1988, became an Assistant Professor in 1994, Associate Professor in 2001, and Professor, Department of Surgery in 2005. Between 2002 and 2008, he served as Resident Medical Officer, and from then on as Deputy Superintendent.

Last March, he was made the Dean In-Charge. Dr. Rajendran had served in the senate of Dr. M.G.R. Medical University for two terms: 2003-2006 and 2010-13. During September 2012, he received the State Government’s Best Teacher Award.

Teachers with unverified qualifications on examiners’ panel

The list of examiners authorised to correct answer papers of students in colleges affiliated to Bharathidasan University includes teachers whose qualifications the university has not approved yet.

The list contains as many as 2,928 lecturers in the undergraduate programme and 59 lecturers in the postgraduate programmes whose qualification has not been approved by the university authorities. Many of the listed teachers are also mentioned as guest lecturers and some are ‘acting principals.’

Senior professors and members of the Association of University Teachers say it is normal for colleges to appoint a lecturer and then send the candidate’s qualification credentials to the university for approval. But the trend for several decades now is to appoint under qualified guest lecturers.

“Three kinds of teachers are appointed by colleges apart from those directly appointed by universities. Those with UGC-mandated NET/SLET qualification waiting to be absorbed by the university; teachers with UGC-approved qualifications but paid salaries by the management; there are under-qualified teachers who receive salaries from college management,” says P. Jayagandhi, former AUT office bearer.

“Thousands of candidates who have cleared the national or state-level eligibility test in order to be appointed as lecturers languish, while colleges continue to appoint unqualified teachers. It is for the government to ensure that qualified teachers are appointed in colleges in the interest of the students and the qualified candidates,” S. Swaminathan, advisor to NET/SLET Association says.

Bharathidasan University registrar A. Selvam who confirmed that the teachers’ qualifications had not been verified, however, contended that the university had to make the decision in the interest of students.

The fire that changed the face of Chennai Central

Thirty years ago on June 1, 1985, Chief Minister M.G. Ramachandran made a decision to pull down the fire-ravaged Moore Market after a visit to the heritage premises. The reportedly controversial decision, however, paved the way for the growth of Chennai Central as a multimodal transit hub in the city. Although much water has flowed down the Cooum, similar conflicts between managing the needs of heritage structures and modern infrastructure continue in the locality.

A few weeks before the major fire accident on May 30, The Hindu ’s report dated May 7 said the former Southern Railway General Manager M.K. Jain had appealed to the State government to hand over the Moore Market Complex to the Railways to develop the area into a modern suburban terminal. Reports in the broadsheet following the fire pointed to traders alleging “official sabotage to make us vacate the building and hand it over to the Railways.”

According to Corporation records, traders of 527 shops in the complex were paying Rs. 150 per month and 300 small traders were paying a rent of Rs. 30. As many as 72 book stalls were gutted, but the value of the antique books has not yet been estimated in commercial terms. A number of foreigners, historians and litterateurs used to search for the priceless treasure of antique books in the Indo-Saracenic style complex which was inaugurated on November 30, 1900.

Even as protests by traders in the heritage building mounted, Local Administration Minister P.U. Shanmugham ruled out sabotage, claiming that the decision to hand over the land to the Railways was actually taken by the DMK regime.

Discounting the voice of a few traders who demanded reconstruction of the heritage building, the Chennai Corporation started reclamation of Lily Pond for construction of temporary shops within a few days of the fire.

By June 15, The Hindu reported that “the Moore Market Merchants Association decided to accept an ex-gratia payment of Rs. 2000 offered by the State government to licensed shops.” Infrastructure received priority, heritage was discounted.

The recent decision of Chennai Corporation to develop a People’s Park depicting the heritage of the city by demolishing 25 architecturally- incompatible buildings on the premises of Ripon Buildings is likely to be delayed or even shelved owing to Metrorail project in the area. As metrorail has the highest degree of civic utility for residents, heritage may be the loser this time too.

Neither shocked nor surprised, says AIADMK

The AIADMK is neither shocked nor surprised by the Karnataka government’s decision to move the Supreme Court in the disproportionate assets case, party sources said.

Accusing the DMK and other political groups of “resorting to political vendetta,” Rajya Sabha member and AIADMK spokesperson A. W. Rabi Bernard said: “We are confident of fighting the case in the Supreme Court.”

The development comes days after the AIADMK announced Ms. Jayalalithaa’s candidature for the R.K. Nagar by-elections.
Referring to the 2003 murder of the former Minister, T. Kiruttinan — a case in which DMK president M. Karunanidhi’s son and former Union Minister M.K. Alagiri was accused of conspiracy — Mr. Bernard asked: “Why did not Mr. Karunanidhi insist that the Andhra Pradesh government move the Supreme Court? They are playing political games in this [assets] case.”

தென் மேற்கு பருவமழை ஜூன் மாதம் முதல் செப்டம்பர் மாதம் வரை பெய்யும். தமிழ்நாட்டை பொருத்தவரை கன்னியாகுமரி, நீலகிரி, கோவை, தர்மபுரி உள்ளிட்ட மாவட்டங்களில்தான் தென்மேற்கு பருவமழை அதிக அளவில் பெய்யும். மற்ற மாவட்டங்களில் லேசான அளவுக்குத்தான் மழை பெய்யும். இந்த நிலையில் கேரளாவில் தென் மேற்கு பருவமழை வருகிற 5-ந்தேதி தொடங்க வாய்ப்பு உள்ளது என்று சென்னை வானிலை மையம் அறிவித்துள்ளது.

சொத்து குவிப்பு வழக்கில் இருந்து அ.தி.மு.க. பொதுச் செயலாளர் ஜெயலலிதாவை விடுதலை செய்து கர்நாடக ஐகோர்ட்டு கடந்த மே மாதம் 11-ந்தேதி பரபரப்பு தீர்ப்பு வழங்கியது. இதைத்தொடர்ந்து, அவர் தமிழக முதல்-அமைச்சராக மீண்டும் பதவி ஏற்றார்.

எதிர்க்கட்சிகள் வற்புறுத்தல்

இதற்கிடையே தி.மு.க. தலைவர் கருணாநிதி, தே.மு. தி.க. தலைவர் விஜயகாந்த், பா.ம.க. நிறுவனர் டாக்டர் ராமதாஸ் உள்ளிட்ட எதிர்க் கட்சி தலைவர்கள் இந்த தீர்ப்பை எதிர்த்து அப்பீல் செய்யுமாறு கர்நாடக அரசை வற்புறுத்தி வந்தனர். இதுதொடர்பாக பா.ம.க. தலைவர் ஜி.கே.மணி பெங்களூருவில் முதல்-மந்திரி சித்தராமையாவை நேரில் சந்தித்து மனு கொடுத்தார்.

இதுபற்றி மந்திரிசபை கூட்டத்தில் விவாதித்து இறுதி முடிவு எடுக்கப்படும் என்று கர்நாடக சட்டத்துறை மந்திரி ஜெயச்சந்திரா சில நாட்களுக்கு முன்பு அறிவித்தார்.

சுப்ரீம் கோர்ட்டில் மேல்முறையீடு

இந்த நிலையில், கர்நாடக மந்திரிசபை கூட்டம் முதல்-மந்திரி சித்தராமையா தலைமையில் பெங்களூரு விதான சவுதாவில் நேற்று நடைபெற்றது. இதில் மந்திரிகள் மற்றும் உயர்அதிகாரிகள் கலந்து கொண்டனர். இந்த கூட்டத்தில், சொத்து குவிப்பு வழக்கில் ஜெயலலிதா, அவரது தோழி சசிகலா, இளவரசி, சுதாகரன் ஆகியோர் விடுதலை செய்யப்பட்டதை எதிர்த்து சுப்ரீம் கோர்ட்டில் மேல்முறையீடு செய்வது என்று முடிவு செய்யப்பட்டது.

அரசு தலைமை வழக்கறிஞர், அரசு சிறப்பு வக்கீல், சட்டத்துறை அதிகாரிகள் வழங்கிய ஆலோசனைகளை மந்திரிசபை கூட்டத்தில் தாக்கல் செய்து நான் விளக்கி கூறினேன். அனைத்து கோணங்களிலும் ஆய்வு செய்து இதன் சாதக-பாதகங்களை எடுத்து வைத்தேன். இந்த வழக்கை கர்நாடகத்துக்கு மாற்றியபோது அரசு சிறப்பு வக்கீலை நியமனம் செய்யும் அதிகாரம் மற்றும் வழக்கை நடத்தும் அதிகாரம் கர்நாடகத்துக்கு தான் உள்ளது என்று சுப்ரீம் கோர்ட்டு தெளிவாக கூறியது. சுப்ரீம் கோர்ட்டு உத்தரவுப்படி கர்நாடக ஐகோர்ட்டில் எழுத்துப்பூர்வமான அறிக்கையை தாக்கல் செய்தோம்.

பழிவாங்கும் நோக்கம் இல்லை

அரசு நிர்வாகத்தை சிறப்பாக நடத்துவதில் கர்நாடகத்துக்கு சுப்ரீம் கோர்ட்டில் நற்பெயர் உள்ளது. மேலும் இது மேல்முறையீடு செய்வதற்கு தகுதியான வழக்கு. எனவே சட்டத்துக்கு உட்பட்டு, கர்நாடக ஐகோர்ட்டு வழங்கிய தீர்ப்பை எதிர்த்து சுப்ரீம் கோர்ட்டில் மேல்முறையீடு செய்வது என்று மந்திரிசபை கூட்டத்தில் தீர்மானிக்கப்பட்டது. அதன்படி, சுப்ரீம் கோர்ட்டில் உடனடியாக மேல்முறையீட்டு மனுவை தாக்கல் செய்யுமாறு முதல்-மந்திரி எனக்கு உத்தரவிட்டு இருக்கிறார். இதில் பழிவாங்கும் நோக்கம் எங்களுக்கு இல்லை.

இந்த வழக்குக்கும், எங்களுக்கும் சம்பந்தமே இல்லை. இந்த வழக்கு குறித்து புகார் கொடுத்தவர் சுப்பிரமணியசாமி. வழக்கு விசாரணை கர்நாடகத்தில் நடைபெற்றதால் வழக்கை நடத்தும் அதிகாரம் கர்நாடக அரசுக்கு கிடைத்து உள்ளது. வழக்கை சட்டப்படி நடத்த வேண்டிய கடமை கர்நாடக அரசுக்கு உள்ளது. மேல்முறையீடு செய்வதற்கான முடிவை எடுப்பதில் தாமதம் செய்யவில்லை. அவ்வாறு தாமதித்ததாக கூறுவது தவறானது.

அரசு சிறப்பு வக்கீல் பி.வி.ஆச்சார்யா

மேல்முறையீடு செய்யும் முன்பு அனைத்து அம்சங்களையும் ஆராய வேண்டியது அவசியம். மேலும் அப்பீல் செய்ய 90 நாட்கள் காலஅவகாசம் உள்ளது. அதனால் இது தாமதமான முடிவு என்று கூற முடியாது. இந்த வழக்கில் சுப்ரீம் கோர்ட்டில் கர்நாடக அரசு சார்பில் மூத்த வக்கீல் பி.வி.ஆச்சார்யா ஆஜராகி வாதிடுவார். அவருக்கு உதவியாக வக்கீல் சந்தேஷ் சவுட்டா செயல்படுவார்.

இந்த விஷயத்தில் காங்கிரஸ் மேலிடம் தலையிடவில்லை. கட்சி மேலிடத்துடன் மாநில அரசு கலந்து ஆலோசிக்கும் என்று அபிஷேக் சிங்வி கூறியது பற்றி எனக்கு எதுவும் தெரியாது. அரசியல் ரீதியாக எங்களுக்கு எந்தவித நெருக்கடியும் வரவில்லை. இது முழுக்க முழுக்க நாங்கள் ஆலோசித்து எடுத்த முடிவு ஆகும். மேகதாதுவில் அணை கட்டும் பிரச்சினைக்கும், இதற்கும் எந்த சம்பந்தமும் இல்லை. அதனுடன் இதை தொடர்புபடுத்துவது சரியல்ல.

Ticketless train travel up by 22% in Pune

PUNE: The number of ticketless travelers in the Pune railway division has increased by 15% this year, says the latest report released by the railway administration.

The cases of ticketless travel have gone up by 22% in 2014-15 while that of improper ticket travel were up by 10%. The cases of unbooked luggage increased by about 4% over the previous year.

The railway officials termed the rise in offences as alarming. They said it is a matter of serious concern because despite repeated appeals, commuters just do not care enough to purchase proper tickets before entering the train.

A senior railway official said, "Over one lakh people were caught for not having proper journey tickets this year — a rise of 9,000 against the previous year. About 84,000 travellers were booked for not purchasing tickets. The number is higher by 16,000. Most offenders were caught in suburban sections in the Pune-Lonavla and Pune-Daund routes."

"The cases of travel without proper tickets include travelling either in wrong compartment or in wrong train, travelling in second class reserved compartment while having a ticket of general class or travelling in express train with a ticket of local train," the official said.

The cases of unbooked luggage increased from 7,202 in 2013-14 to 7,519 last fiscal. The division collected a total fine of Rs 10.38 crore in 1.94 lakh cases, against last year's collection of Rs 8.91 crore from 1.69 lakh cases.

CHENNAI: Realizing that around 15% of suburban travellers - 8 lakh to 10 lakh per day - change over from the southern line to the western line every day, Southern Railway is planning to introduce direct trains between Tambaram and Arakkonam via Beach railway station.

Now people get down at beach and board trains to Tiruvallur or Arakkonam from another platform.
Divisional railway manager, Chennai, Anupam Sharma said, "The 12-car services will start by end of the year. This will ensure that there will be more 12-car trains on the Beach-Tiruvallur-Arakkonam route."
Tambaram-Beach and Beach-Arakkonam line together handle more than 80% of the suburban traffic.
"The demand for a through train has been there for a long time. The number of commuters who get down at Beach railway station and board trains to Tiruvallur and Arakkonam has increased," said a railway official. He also said that the move to run 'through' trains came because of the patronage for services.
The move will be beneficial to hundreds of commuters because they currently spend 15 minutes to 20 minutes at Beach waiting for the connection on the Arakkonam route.
In November, six trains on the Arakkonam-Beach line and two trains on the Sulurpet-Beach line were extended to Velachery. This includes a ladies special from Arakkonam at 7am.
Railway Passengers Association, Tiruvallur, K Baskar, said, "Railways should introduce fast trains between Tambaram and Arakkonam with stops at major stations. This will not only cut down the travel time but also make the trains less crowded."
Several passengers who live in the western suburbs travel to Saidapet, Guindy and also Tambaram for work and education.

Similarly, people who live in neighbourhoods along the southern line travel to Perambur, Ambattur and Tiruvallur for work.
"Trains are cheaper for people. It costs Rs 1,000 to buy a monthly pass on bus but a season ticket will cost only Rs 235 from Chrompet to Tiruvallur. This matters a lot to the monthly budget of people. Trains are faster also," said Baskar.
Railways have started to upgrade stations on Beach-Tiruvallur to accommodate 12-car trains. "Platforms are being lengthened at many stations. We are planning to extend platforms at five stations between Korattur and Pattabhiram and in seven stations between Egattur and Puliyamangalam this year so that the services can be operated from Tambaram," said Anupam Sharma.
He also said that a new foot overbridge would be built and platforms 2 and 3 would be extended at Arakkonam railway station.

Govt plans exit exam for MBBS doctors

NEW DELHI: The health ministry is planning an exit exam for MBBS students passing out of government as well as private medical colleges. The move comes in the wake of concerns over the quality of doctors being produced in the country.

Initially, the government intends to create a separate 'all-India chapter' for doctors qualifying the exit exam. Doctors currently get themselves registered with the state chapter of Medical Council of India (MCI) and have to get their registration transferred if they intend to practice in another state. Those clearing the exit exam will be able to practice anywhere in the country.

Eventually, students not passing the exit exam could even be held back from post-graduate studies, an official source privy to the developments told TOI.

The draft proposal prepared by the ministry suggests using the existing Foreign Medical Graduate Examination (FMGE) as a voluntary exit exam. FMGE, a screening test recognized by the MCI, was introduced in 2002 as a qualifying examination for Indian students holding medical degrees from other countries and intending to practice medicine in India.

Medical colleges faculty members to serve till 70

The health ministry is now considering using FMGE as a benchmark for all MBBS doctors.

"Initially, we are planning to start with an incentivizing system. Those who qualify this exam will be incentivized with a national registration number under MCI, allowing them to practice anywhere in the country," the official said.



The move will also enable the government to use the exit exam result for ranking colleges.

Government data shows a huge disparity between the average pass marks in government and private colleges, as well as in different states. For instance, the result of All India Post-Graduate Medical Entrance Examination 2015 showed Andhra Pradesh had an average pass percentage of 84.92%, Chandigarh had 73.56% while West Bengal and Uttar Pradesh had 53.58% and 51.56%, respectively. The pass percentage in Assam, Jammu & Kashmir and in foreign institutes was even lower at 46.38%, 37.84% and 31.41%, respectively.

Similarly, AIPGMEE 2014 results showed that based on 50% score as minimum qualifying criteria, 22,802 candidates from government institutions passed the exam, compared to a mere 8,862 candidates from private colleges. From foreign institutions, only 1,188 passed.

"How students fare in all-India PG exams is also an indicator of the quality of doctors being produced," the official said.

The government is also of the view that while there is a need to ramp up capacity for post-graduate doctors to have more specialists, data showed that there was an urgent requirement to monitor the quality of MBBS doctors entering practice.

Data showed that each year, about 100,000 doctors took post-graduate medical examinations across the country. However, only around 25,000 made it and the rest were available for service as MBBS doctors. Estimates show that nearly 100,000 MBBS doctors are available for active service at any given time.

Postgraduate medical courses

The provisional rank list of health service quota candidates, who have qualified in the entrance examination for admission to postgraduate medical course 2015 conducted on February 8, has been revised. The initial list was published on March 18 with the particulars furnished by the Director of Health Services (DHS). The revised list was necessitated following a new list of health service quota candidates submitted by the DHS, with the revised service particulars, by including the weightage of difficult rural service in years. The revised list has been published after awarding due weightage to the candidates for their service rendered in difficult rural areas at the rate of 10 per cent of marks obtained for each year of service in difficult rural areas, up to a maximum of 30 per cent of the marks obtained in the PG medical entrance examination. Internship on passport services

The Ministry of External Affairs, New Delhi, offers non-stipend internship programme to graduate students of any discipline to experience e-governance, citizen centricity and service orientation.

The duration of the internship beginning on June 8, will be four to eight weeks at any of the 81 Passport Seva Kendras (PSKs) and 37 Regional Passport Offices (RPOs) across the country. Certificate from the Ministry of External Affairs will be issued on completion of internship.

Criteria for selection, modalities and locations of PSKs/ RPOs are available at www.passportindia.gov.in.

A chance to intern at Passport Seva Kendras

Madurai Regional Passport Office will offer an internship programme for graduates on the functioning of its Passport Seva Kendras in Madurai and Tirunelveli from June 8.

“Graduates who complete the internship programme, lasting for four to eight weeks, would get a certificate issued by the Ministry of External Affairs,” said Regional Passport Officer S. Maniswara Raja.

Talking to reporters here on Thursday, Mr. Raja said that graduates of any stream were eligible for the programme.

“Around 30 to 35 interns would be taken for the first batch starting June 8. Their filled-in application (available on website) should reach us by June 6,” he said.

The certificate would be a credit for the youths seeking jobs.

The Ministry would not pay any stipend to the interns and not promise any jobs in the Ministry, Mr. Raja added.

The interns could also learn the benefits of e-governance implemented in the PSKs for processing of passport applications.

Awareness

“These trained youths can spread awareness of the right way of getting passports in the locality, and hence the misdeeds of the middlemen can be brought down,” Mr. Raja said.

Based on the response from the graduates, the number of batches could be increased in the future, he added.

The applicants for the internship programme need to produce a conduct certificate from their colleges.

Post-Pahal, sale of commercial LPG cylinders soars

With lakhs of consumers switching over to the Pahal scheme, the sale of commercial LPG cylinders has gone up by 15 per cent in the past few months. In Chennai region, 3.80 lakh cylinders are being supplied a month, against 3.30 lakh cylinders, oil industry sources say.

Under the Pahal scheme, the subsidy amount is being directly sent to bank accounts of LPG consumers. “Earlier, a lot of diversion of cylinders was happening in the supply chain. Cylinders were being sold at Rs. 800- Rs. 900. But now that cannot be done as the consumer is aware and demands the subsidy amount. So, there is a corresponding increase in the usage of commercial 19-kilogramme cylinders that cost Rs. 1,320. Such cylinders are available over the counter as is the case with domestic connections,” the source explains.

Slow movement

However, there has not been any increase in the sale of 5-kg cylinders.

Each month, around 3,500 cylinders are being lifted mostly by small vendors and families that utilise very limited quantities of LPG.

16 lakh yet to join scheme

Of the 1.54 crore customers in the State, only 16 lakh are yet to join Pahal.

“Many are in the process of joining but there have been hitches. Some numbers have been rejected and for a few more, the subsidy amount has been sent to accounts of other persons by mistake. Consumers have time till June end to enrol. Oil companies should ensure that the process is smooth,” said consumer activist T. Sadagopan.

Centre notifies simpler income tax forms

The Union Finance Ministry on Sunday came out with a simplified income-tax return (ITR) form, replacing the controversial 14-page form that had sought information on foreign trips and dormant bank accounts.

The last date for filing returns has been extended till August 31 against the normal practice of July 31, as the software for these forms is under preparation.

In forms ITR-2 and ITR-2A, the main form will not contain more than three pages, and other information will be captured in the schedules that are required to be filled only if applicable.

Form ITR-2 is needed to be filled by individuals and Hindu Undivided Families (HUF) having income from more than one house property and capital gains.

Observing that majority of individuals/HUFs who file Form ITR-2 do not have capital gains, the government has introduced new form ITR-2A for individuals who have income from more than one residential property but no capital gains from them.

Coming, Passport Service at Your Nearest post office

CHENNAI: Soon you can fill up your passport applications online at the nearest post office after paying a nominal fee. India Post and the Ministry of External Affairs are in discussions to offer one-stop passport solutions at post offices across the country soon, said Merwin Alexander, Post Master General of Chennai City region.

Once the proposal is cleared, passport applicants who are not computer literate can visit the post office and get their applications filled online rather than approaching an agent. “People who are not computer literate are dependent on agents who demand money for filling up the applications. Now they can walk into a post office and the online applications would be filled by the postal clerk,” said Alexander.

He, however, refused to fix any time frame for the service to be launched. It is learnt that it would be launched across the country once India Post gets a unique log-in ID and password. “We want a one-time unique log-in and password rather than logging in every time. We are negotiating this with the Ministry of External Affairs,” Alexander said.

Further, India Post is working on a mechanism to regulate the fee structure to be charged from the applicants for filling the form. “It should be remunerative. We are also working on a mechanism where the system of bank challans could be done away with. It could be paid online from the post office. We want to make the post office a one-stop solution for passports,” he added.

An M.Sc graduate, R Ramesh of Thirumangalam here, who is afflicted with left hemiparesis (muscle weakness), has applied for Group-I services examination conducted by Tamil Nadu Public Service Commission (TNPSC). He had cleared the preliminary and is set to appear for the final exam to be held from June 5 to 7.

He submitted that he could not complete the written examination -- six papers -- within the stipulated three hours each as a normal person.

Citing a September 29, 1993 order of the state government, Ramesh said it provided for extra time upto 50 per cent of the exam duration or a maximum of one hour to physically handicapped persons.

On April 10 last, he sent a representation to authorities requesting 50 per cent additional examination time for him for the coming examinations but there was no response to it.

Hence, he has approached the court to give a direction to TNPSC to allot him extra time.

1,183 ragging cases, 66 FIRs in two years

NEW DELHI: Of 1,183 cases of ragging reported to the University Grants Commission (UGC) from universities and colleges in 2013 and 2014 from across the country, the police filed an FIR in 66 cases. The highest number of cases were reported from Uttar Pradesh for three years in a row, from 2012 to 2014.

In the absence of more detailed data on the complaints it was not possible to determine if UP has the highest number because of greater prevalence of ragging or being the most populous state, it has a larger student population compared to other states.

In 2013, the highest number of complaints were from Biju Patnaik University in Odisha and Maulana Azad National Institute of Technology in Bhopal, Madhya Pradesh. In 2014 the highest number of complaints were from Aryabhatta Knowledge University and Gaya College of Engineering, both in Patna, Bihar.

The data on ragging was revealed in a reply given by UGC to an RTI application filed by a student of the School of Law in KIIT University, Odisha, Rohit Kumar. "I had sought the information in December 2014 and I got a response only in May 2015. Such delay in replying is a contravention of the RTI law. I had applied through the online RTI portal on December 12 through email but the UGC office claims that it received my application only on April 30, 2015. Is an email delivered in 5 months?" asked Rohit.

According to the RTI reply, UGC received 640 complaints in 2013 and 543 in 2014 and an FIR was filed in nine cases in 2013 and in 57 cases in 2014. Rajendra Kachroo, father of ragging victim Aman Kachroo felt it was not necessary to file an FIR in all cases. "If the university authorities can resolve the matter by punishing the guilty students with suspension or such measures, that is good enough. An FIR will just mean that the matter drags on. But in the small percentage of cases that are not settled, the UGC ought to intervene and exercise its authority over the colleges, which it does not do," said Kachroo. He added that a large number of complaints coming in from UP and Bihar could be because there was a lot of violence and lawlessness in the colleges.

A TOI report in September 2014 based on data from the National Anti-Ragging Helpline (1800-180-522) revealed that between June 2009 and September 4, 2014, there were 509 complaints of ragging from Uttar Pradesh, the highest, followed by West Bengal with 341 complaints. Other states with high number of complaints in the same period included Orissa (266), Madhya Pradesh (263), Maharashtra (150), Tamil Nadu (143), Rajasthan (142) and Bihar (132). Delhi had reported only 57 cases.

"The worst scenario is in the medical colleges. Despite there being just about 400 colleges, they are not able to stop ragging in these institutions. The Medical Council of India which regulates medical colleges has no interest in the issue and has done nothing about this problem so far," said Kachroo.

Saving grace: 18 grace marks saved 1 lakh Gujarat HSC students

AHMEDABAD: On Saturday, a record low of 54.98% students passed the HSC (general) stream exams held by Gujarat Secondary and Higher Secondary Education Board. This is the lowest pass percentage since 1991.

Sources say the result was a dismal 37% and it took the unprecedented decision of allowing up to 18 grace marks to bring the result close to 55% — substantially down from 63.3% last year. Incidentally, last year's results were low compared to previous years.

A senior board official said if not for the high grace marks, a lakh-odd more students would have failed the exam. "Board rules allow only five grace marks. Special sanction was sought from the education department to give up to 18 marks. If not for this, nearly one lakh students would have failed, creating a survival issue for 700-odd colleges," the official said.

Board officials may now seek approval for giving up to 20 grace marks for the soon-to-be-announced SSC results. Sources said CCTV and tablet surveillance in exam centres and strict screening may have led to a poor pass percentage in SSC as well.

GSHSEB chairman A J Shah could not be contacted for comment. Education minister Bhupendrasinh Chudasama said, "Low result can be mainly attributed to strict electronic surveillance that curbed copying."

Ex-Singapore foreign minister to be Nalanda University chancellor

NEW DELHI: Former foreign minister of Singapore George Yeo will replace Amartya Sen as the next chancellor of Nalanda University. Sen quit in a huff earlier this year, blaming it on the delay in approval to his second stint.

"George Yeo, former FM of Singapore is to be the new Chancellor of Nalanda University," external affairs ministry spokesperson Vikas Swarup said.

Yeo's appointment is significant in several ways — it maintains Nalada's importance as an international university. Yeo has been the driving force of the whole project since its inception and it's a fitting recognition of his contribution.

More important though, the Indian government wants a pair of hands at the helm of the university that can bring efficiency to the project. The MEA has been frustrated at the delay in the project and in 2013 appointed an official to maintain oversight of the project.

The university is likely to appoint a governing board as well, something it has not done for years, in violation of the Nalanda Act. This might even involve a change in the academic leadership of the university, including the vice chancellor.

Yeo (60), who was conferred Padma Bhushan in 2012, is currently serving as a member of the governing board of the prestigious university.

Sen had withdrawn his candidature as chancellor, saying the Modi government does not want him to continue, a contention which was rejected by the Centre.

Mooted in 2005, the university is being built near the ruins of the historic academic place in Bihar with a number of member-countries of East Asia Summit grouping involved in the project. The Nalanda University Act was enacted in 2010.

அதனுடைய சோக முடிவு என்னை உலுக்கி விட்டது. அது ரீலீஸ் ஆன போது நான் சென்னையில் இல்லை. காஷ்மீரில் இருந்தேன். தேனிலவு ஷூட்டிங்கிற்காக ஜெமினியுடன் நானும் சென்றேன். மே 11ஆம் தேதியே நாங்கள் போய் விட்டோம். பாசமலர் அபாரமான வெற்றி அடைந்திருப்பதாக எனக்குத் தயாரிப்பாளர் தந்தி கொடுத்திருந்தார்.

பூனைக்கு நாமே மணி கட்டுவோமே...!

சென்னைப் பெருநகர வீதிகளில் அலுவல் நிமித்தம் சுற்றித்திரிந்தபோது, என் கண்ணில் கண்ட காட்சி, அதன் அசுர வளர்ச்சியோ, விண்ணை முட்டும் கட்டிடங்களோ, வீதிகளில் உலா வரும் ஆடம்பர கார்களோ, நவநாகரீக மங்கைகளோ, கொட்டி இரைத்த செல்வச் செழிப்புகளோ, ஓடி ஓடி உழைக்கும் மனிதர்களோ அல்ல!

என்னை சொல்லொண்ணா வருத்தத்தில் ஆழ்த்தியது - அங்கு குவிந்து இருக்கும் குப்பைகளும், படிந்து இருக்கும் தூசிகளும், அசுத்தமான ரோடுகளும், பார்க்கக்கூட சகிக்காத வியாபாரத்தலங்களும், அதையெல்லாம்விட, இதற்கும் நமக்கும் துளிகூட சம்பந்தமே இல்லையென்று மனித உருவில் நடமாடும் நம் ஜனங்களும்!

இது சென்னைக்கு மட்டுமானது அன்று. தமிழகத்தின் எல்லா நகரங்களுக்கும் பொருந்தும். எங்கே போகிறது இந்த சமூகம்? தனிமனித கட்டுப்பாடோ, சமுதாய சிந்தனைகளோ, பொறுப்போ, சமூக அக்கறையோ, சுகாதாரம் பற்றிய அடிப்படை விழிப்புணர்வோ அற்று, நாம் யாரைக் காப்பாற்ற ஓடிக்கொண்டிருக்கிறோம்.

எனக்குத் தெரிந்து, வாசல் கூட்டி, கோலம் போட்டு, நமது தெருக்களை சுத்தமாக வைத்து இருந்தோம் ஒரு காலத்தில். நம் வாசல் மீதும், நம் வீதிகளின் மீதுமே அக்கறை இல்லாமல் போய்விட்டதா? வீட்டைப் பெருக்கி ரோட்டில் போடும் கலாச்சாரத்திற்கு எப்பொழுது மாறினோம்? ரோட்டில் மலம் கழிக்க நமக்கு யார் அதிகாரம் கொடுத்தது? அண்டை மாநிலமான கேரளத்தில்கூட இந்த அசிங்கம் அரங்கேறுவது இல்லை. நமக்கு சாலையை அசுத்தம் செய்ய உரிமை இருக்கும்போது, அதே சாலையை பராமரிக்கும் உரிமையும், கடமையும் பொறுப்பும் நமக்கு இருக்கிறது.

நம்மைவிட வளர்ச்சியில் பின்தங்கிய ஸ்ரீலங்கா சென்றிருந்தபோது, அவர்களின் தூய்மை என் கண்ணை உறுத்தியது. பொறாமையில் என் நெஞ்சம் குமுறியது. இரக்கமே இல்லாத, அரக்க குணம் பெற்றவன் ஆட்சி பீடத்தில் அமர்ந்திருந்தபோதும், அவன் தன் நாட்டைத் தூய்மையாக வைத்து இருந்தான். ஒருவர் சாலையைக் கடக்க வேண்டும் என்று விரும்பினால், அத்தனை வாகனங்களும் பொறுமையாக நின்று அவர் கடக்கக் காத்திருக்கிறது. என்னே ஒரு சமுதாய அக்கறை?

சிங்கப்பூரில் தூய்மை மட்டுமல்லாது, சின்ன மண் தரைகள்கூட அழகிய பூங்காவனங்களாக மிளிர்கிறது. ஒரு காலத்தில் கடத்தலுக்காக மட்டுமே பயன்படுத்தப்பட்ட சிங்கப்பூர், ஒரு மாமனிதரின் முயற்சியால் எப்படி மாறிப்போனது. நம் வீட்டு மொட்டை மாடியில் குப்பை இருந்தால்கூட, வீட்டுக்கு வந்து அபராதம் வசூலித்துவிடுவார்கள். அவர்களும் நம்மைப் போன்ற மனிதர்களே!

'அரசாங்கம் செய்யும்' என்ற நம்பிக்கையை தயவுசெய்து விட்டுவிடுங்கள். அவர்களில் பலர், அவர்களின் வாரிசுகளுக்கு சொத்து சேர்த்துக்கொண்டிருக்கிறார்கள். சில நல்ல (அரசியல்வாதிகளையும்) உள்ளங்களையும் அவர்கள் கட்டுபடுத்தி, நடமாடக்கூட விடமாட்டார்கள்.

வழக்கமான ஒரு கேள்வி எழும் உங்கள் மனதில்... 'நீ என்ன செய்தாய்?' என்று. நான் கோவையில் ரேஸ் கோர்ஸ் பகுதியை அடுத்துள்ள பி.என்.ஆர். லே-அவுட்டில் சில வருடங்கள் இருந்தேன், முதல் இரண்டு வருடமும் நானும் அரசாங்கத்தைக் குறைக் கூறிக்கொண்டு, என் வாசலிலே குப்பைக் கொட்டிக்கொண்டு மிக மோசமான இந்திய பிரஜையாகவே இருந்தேன்.

ஒரு நாள் என் மூளையில் மின்னல் ஒன்று தாக்கியது, என் மனசாட்சி என்னை கேள்வி கேட்டது. ஏதாவது செய்ய வேண்டும் என்று மனது துடித்தது. பிறகென்ன...? எல்லோர் வீட்டு கதவுகளையும் தட்டினேன். அறிமுகம் இல்லாத பலர் வீடுகளும் இதில் அடக்கம். ஒரு கூட்டத்தைக் கூட்டினேன். என் வார்த்தைகளில் ஏதோவொன்று அவர்களுக்கு நம்பிக்கை தர, என்னுடன் துணையாகப் போராட சம்மதித்தனர். பிறகென்ன... அடுத்தடுத்து அரங்கேறியது அதிரடி நடவடிக்கைகள்.

முதலில் சுகாதார ஆய்வாளர் மணிவண்ணன் அவர்களை சந்தித்து எங்கள் குறைகளைத் தெரிவித்தோம். 'முதல் ஒரு முறை நீங்கள் சுத்தம் செய்து தாருங்கள். பிறகு நாங்கள் அதைப் பேணிக் கொள்கிறோம்' என்ற எங்கள் உறுதிமொழியை நம்பி அவரும் நடவடிக்கைகள் எடுத்தார்.

மலைப்போல் உள்ள குப்பைகள் அகற்றப்பட்டது. பல எதிர்ப்புகளுக்கிடையே பல அரசியல் ஆதரவு பெற்றவரின் ஆக்கிரமிப்புகள் அகற்றப்பட்டது. இருபுறமும் மரங்கள் நடப்பட்டது. மக்கும் குப்பை மற்றும் மக்காத குப்பை என்று தரம் பிரிக்கப்பட்டது. அதிகாரிகளின் பேருதவியாலும், மக்களின் தளராத முயற்சியாலும் அப்பகுதி மிக அழகிய வசிப்பிடமாகியது.

அப்பகுதியில் இருந்து நான் வெளியேற வேண்டும் என்ற சுழல் வந்தபோது, கண்ணில் நீர்த்திவலைகளோடு வழி அனுப்பி வைக்கப்பட்டேன். அதே பணிகளை இன்று நான் இருக்கும் பகுதியிலும் தொடர்கிறேன் - பல நல்ல நெஞ்சங்களின் பேராதரவுடன். எங்கள் காலனியில் ஏதோ ஒரு மூலையில் யாராவது மரத்தில் இருக்கும் ஒரு கிளையை வெட்ட முற்பட்டால், உடனடியாக எங்களுக்குத் தெரியப்படுத்தப்படும், உடனே அதிரடி நடவடிக்கை எடுத்து, விஷமிகள் விரட்டி அடிக்கப்படுவர். ஆகவே, நாம் என்ன செய்ய வேண்டும் என்று சிந்திப்போம்.

ஈரோடு கதிர் அவர்களின் காவிரிப் பற்றிய பதிவொன்றில், நமக்கு கிடைக்கும் மழைக்கு முக்கிய காரணிகளாக கேரள மற்றும் கர்நாடகம் வனப்பகுதியைச் சுட்டி காட்டி இருந்தார். இதை படித்த எனக்கு,  வெட்கி தலை குனியத்தான் தோன்றியது. எங்கே போனது நம் காடுகள், சாலை ஓர மரங்கள்..? மொத்தத்தில் இரக்கமற்று துருப்பிடித்துவிட்டதா தமிழர்களின் நெஞ்சங்கள்? 

எனதருமை தமிழ் மக்களே! நம் நாட்டை சுத்தப்படுத்த நாம் களம் இறங்குவோம். நமது வருமானத்தில் இரண்டு சதவிகிதமாவது நமது சுத்தம் சுகாதாரத்திற்காக செலவிடுவோம். முதலில் நம் வீட்டு முன்பகுதியை மட்டும் சுத்தம் செய்வோம். பிறகு அந்த வீதியில் மற்றவர்களை செய்ய வைப்போம். வாய்ப்பு இருந்தால் கிடைக்கும் இடத்தில் எல்லாம் மரங்களை நட்டுச்செல்வோம். நம் குழந்தைகளுக்கு சுகாதாரத்தின் முக்கியம் உணர்த்துவோம். மாற்றங்களை பிஞ்சு நெஞ்சங்களில் விதைப்போம். வரும் சந்ததியினர் வாழட்டும். நாடு சுடுகாடாய் மாறுவதை தவிர்ப்போம்! மூச்சு விடுவதற்காவது சிறிது ஆக்சிஜனை விட்டுச் செல்வோம் இவ்வழி மண்டலத்துக்கு.

பூனைக்கு யார் மணிகட்டுவது என்பதுதான் நமக்குப் பிரச்னை. நாமே மணி கட்டுவோம். நம் தெருவுக்கு நாமே ஹீரோவாக இருப்போமே!

அரசாங்கத்துக்கு ஒர் வேண்டுகோள்! அடிப்படை சுகாதாரத்தை மேம்படுத்திக் கொடுங்கள். அதற்காக நீங்கள் என்ன கசப்பு மருந்து கொடுத்தாலும் இரு கரம் நீட்டி பெற்றுக் கொள்கிறோம். சட்டங்களை இருக்குங்கள். தவறுவோர்க்கு தண்டனைகளைக் கடுமையாக்குங்கள். மூச்சுத்திணறும் எங்களை காப்பாற்றுங்கள். தனி மனித சுகாதாரத்தைக்கூட பேண முடியாத அந்த ஜனநாயகம் நமக்குத் தேவைதானா? முடிவெடுங்கள் மக்களே! நம் சந்ததி வாழ முடிவெடுங்கள்.

வாழ்வு இனிது: அழைத்தால் வரும் வாகனங்கள்

காலையிலும் மாலையிலும் பேருந்துகளும் புறநகர் ரயில்களும் பிதுங்கி வழியும் கூட்டத்துடன் செல்வது சென்னை போன்ற பெரு நகரில் அன்றாடக் காட்சி. விடுமுறை நாட்களிலோ கேட்க வேண்டாம். எங்கெங்கும் கூட்டம்தான். ஆனால் எல்லோரும் ஏதோ தேவையின் பொருட்டு வெளியே செல்கிறார்கள், திரும்புகிறார்கள்.

இவர்களின் தேவையைக் கருத்தில் கொண்டு பேருந்து ரயில் போன்றவற்றைத் தவிர ஆட்டோ, வாடகை கார் போன்ற போக்குவரத்து வசதிகளும் இருந்துவருகிறது. ஆனாலும் இதைவிட வசதியான, நியாயமான கட்டணம் வசூலிக்கும் வாகனத்தின் தேவை இருந்துகொண்டிருந்தது. அதைப் பூர்த்தி செய்யும் வகையில் தொடங்கப்பட்டது கால் டாக்ஸி. சொந்த கார் இல்லாதவர்கள் ஓரளவு நியாயமான கட்டணத்தில் சொகுசாக காரில் பயணம் செய்ய உதவுபவை கால் டாக்ஸிகள் எனலாம்.

சென்னையைப் பொறுத்தவரை ஃபாஸ்ட் ட்ராக் டாக்ஸி சுமார் பத்து ஆண்டுகளுக்கு முன்பே தனது சேவையைத் தொடங்கிவிட்டது. ஒரு தொலைபேசி இருந்தால் போதும், எங்கே போக வேண்டும், எத்தனை பேர் போக வேண்டும், எப்போது போக வேண்டும் போன்ற விவரங்களைச் சொல்லிவிட்டால் அதற்குத் தகுந்தாற்போன்ற வாகனம் சொன்ன நேரத்தில் உங்கள் வீட்டின் முன்னே வந்து நிற்கும்.

சென்னை, மதுரை, கோவை, திருச்சி எனத் தமிழகத்தின் பெரும்பாலான நகரங்களில் இந்த கால் டாக்ஸிகள் பயணிகளது தேவையைப் பூர்த்தி செய்து வருகின்றன. இதே போல் என்.டி.எல். டாக்ஸி நிறுவனமும் தமிழகத்தின் பல நகரங்களில் சேவையைத் தந்துவருகிறது.

மும்பையை மையமாகக் கொண்ட ஓலா கால் டாக்ஸி நிறுவனம் 2011-ல் தனது சேவையைத் தொடங்கியது. இந்தியாவில் சுமார் 19 நகரங்களில் இயங்கிவரும் இந்நிறுவனத்திடம் சுமார் 30,000-க்கும் மேற்பட்ட கார்கள் உள்ளன என்கிறது புள்ளிவிவரம்.

அமெரிக்க நிறுவனமான ஊபர் இந்தியாவில் தனது சேவையை 2013-ம் ஆண்டு தொடங்கியது. ஆனால் இந்த நிறுவனத்துக்கென ஒரு வாகனம் கூட இல்லை. கார்களையும் வாடிக்கையாளர்களையும் இணைக்கும் வேலையை மட்டுமே பார்த்துவருகிறது ஊபர். இந்த நிறுவனம் ஸ்மார்ட் ஃபோன் ஆப்பை அறிமுகப்படுத்தியது. அதன் மூலமே தேவையான காரை புக் செய்ய முடியும் என்ற நிலையை உருவாக்கியது.

ஊபரில் கார் புக் செய்தால் காரின் வகை, காரின் எண், டிரைவரின் பெயர், மொபைல் எண் ஆகியவை உடனே வாடிக்கையாளருக்கு அனுப்பப்பட்டுவிடும். இப்போது கிட்டத்தட்ட பெரும்பாலான நிறுவனங்கள் மொபைல் ஆப்பை உருவாக்கிவிட்டன. ஓலாவின் புக்கிங்கில் 70 சதவீதம் மொபைல் ஆப் வழியாகவே வருவதாகத் தெரிகிறது.

ஊபர் கால் டாக்ஸியைப் பொறுத்தவரை பணத்தை பே டிஎம் மூலமாகவே செலுத்த இயலும். எங்கே செல்ல வேண்டுமோ அந்த இடத்துக்கான கட்டணத்தை அறிந்துகொண்டு அதைச் செலுத்திய பின்னர் தான் வாகனத்தை புக் செய்யவே முடியும். ஊபர் நிறுவனம் கால் டாக்ஸிக்கான கட்டணத்தை கிரெடிட் கார்டு மூலம் வசூலித்து வந்தது. ஆனால் இது ரிசர்வ் பேங்க் இந்தியாவில் விதிமுறைகளுக்கு மாறானது எனும் புகார் வந்ததை அடுத்து தற்போது பே டிஎம் வழியே பணம் செலுத்தும் முறை அமலில் உள்ளது. ஓலாவிலும் வாலெட் மூலம் பணம் செலுத்தும் வசதி உள்ளது.

பெருகிவரும் போட்டிகளைத் தொடர்ந்து ஒவ்வொரு நிறுவனமும் வாடிக்கையாளர்களைக் கவர புதுப்புது உத்திகளைக் கையாளத் தொடங்கின. கட்டணங்களில் சிறிய அளவு வேறுபாடு அறிமுகமானது. ஒரு கால் டாக்ஸி கிலோ மீட்டருக்கு 16 ரூபாய் வசூலித்தால் மற்றொன்று கிலோ மீட்டருக்கு 12 ரூபாய் வசூலிக்கத் தொடங்கியது. தங்களது நிறுவனத்துக்குப் புதிய வாடிக்கையாளரை அறிமுகப்படுத்தினால் அவரும் புதிதாக அறிமுகமான வாடிக்கையாளருக்கும் இலவச சவாரி போன்ற சலுகையை ஊபர் கைக்கொள்கிறது. இதே போன்ற சலுகையை, ஓலாவும் என்.டி.எல் கால் டாக்ஸியும் அறிமுகப்படுத்தியுள்ளன.

இப்படிப் பல நிறுவனங்கள் பாதுகாப்பான சவாரி, நியாயமான கட்டணம் உள்ளிட்ட பல வசதிகளைத் தந்தபோதும் ஞாயிற்றுக்கிழமைகளிலோ, விடுமுறை நாள்களிலோ கால் டாக்ஸிகள் கிடைப்பது கடினம். ஊபரில் இத்தகைய தருணங்களில் கார் கிடைக்கிறது, ஆனால் அதற்கான கட்டணம் வழக்கமான நேரத்தைவிட மிக அதிகமாக உள்ளது என்கின்றனர் வாடிக்கையாளர்கள்.

கார் என்பது சொகுசு, ஆடம்பரம் என்ற கருத்துகளை கால் டாக்ஸிகள் காற்றில் பரத்திவிட்டன. அவை அநேகருக்கு வேலை வாய்ப்பை வழங்குகின்றன என்பதையும் நினைவில் கொள்ள வேண்டியதிருக்கிறது. நமக்கான தேவையைப் பொறுத்து எந்த கால் டாக்ஸியை வேண்டுமானாலும் புக் செய்துகொள்ள முடிகிறது. என்பது நிச்சயமாக வசதிதானே?

JP University VC gets anticipatory bail

CHHAPRA: Patna high court on Thursday granted anticipatory bail to the vice chancellor (VC) of J P University (JPU), Chhapra, D K Gupta in alleged purchase of blank answer books worth several lakhs without following the standard procedures. Earlier, the vigilance court at Muzaffarpur had rejected his anticipatory bail petition.

It may be mentioned here that besides the VC, five more persons and an agency figure in this vigilance case. They include finance officer (FO) Sonelal Sahni, financial advisor (FA) Pyare Mohan Sahai, supplier of the answer books Chandrakala Universal Pvt.Ltd of Allahabad, Prof Anita, Prof S K Verma and Prof. A K Tiwari, the last three are members of adhoc purchase committee constituted by the VC. While the FO was nabbed by the vigilance on May 28 from his Patna residence, others are evading arrest and trying for anticipatory bail.

The high court, after hearing the counsel of the petitioner, observed, "The FIR only talks of abuse of power, if any, and alleged wrongful gain by not following the procedures established by the law. This is an application for bail in anticipation of arrest. In the manner in which this application is sought to be opposed by the informant is indicative of the fact that the informant is more interested in getting the petitioner arrested to humiliate him rather than seek justice."

"In facts and circumstances of the case, in the event of arrest or surrender within four weeks from Friday, the petitioner D K Gupta shall be released on bail on furnishing bail bonds of Rs10,000 with two sureties of like amount each to the satisfaction of learned special judge vigilance, North Bihar, Muzaffarpur," the HC said.

JPU registrar Prof R P Bablo said, "The informer in the case, Biswajeet Singh Chandel, had been pursuing two courses-Ph D in physics and B.Ed simultaneously which is against the University Act. The VC had cancelled both his admissions."

Dental college students organize flash mob against tobacco

NAVI MUMBAI: The students and interns of MGM Dental College and Hospital, Kamothe, held a vibrant flash mob and also performed skits to spread awareness about the harmful effects of tobacco at Vashi on Friday evening.

The event was organised ahead of the World No Tobacco Day, which is on May 31. Veteran cancer specialist, Dr Kanchan Janardhan of Maharashtra Cancer Warriors also addressed the public on the occasion.

The dean of MGM Dental College in Kamothe, Dr Sabita Ram, said: ''In the last one year, we had as many as 52 oral cancer detections, caused due to tobacco usage. We are therefore constantly advising patients and youngsters to stop consuming tobacco products.''

At the public demonstration held outside Inorbit mall in Vashi, the dental college students displayed posters like `Don't be a Fool, Smoking is not Cool' and `Say Hello to Life; To Hell with Tobacco' among others.

Medical experts also said that a single tobacco leaf has as many as 27 carcinogen substances in it. Hence, it is best to give up tobacco consumption.

World Health Organisation data states that there is 1 death due to tobacco use every six seconds around the globe. More than 6 lakh non-smokers die each year from second hand smoking.

UGC looks to appoint overseas faculty in varsities

KOLHAPUR: Following the Prime Minister's 'Make in India' appeal, University Grants Commission (UGC) is now looking to appoint overseas teaching faculties in central and state universities across the country to push for its 'Teach in India' initiative.

Jaspal Sandhu, UGC secretary, in his May 28 official media circular stated that the faculty recharge program would provide a vehicle to bring back talent, as reversal of brain drain, into the country. "The program has potential of meeting with shortage of faculties in critical areas besides providing motivation to 'Teach in India' with the faculties' overseas experience," it added.

The programme aims to recruit highly-motivated faculty members working overseas, with a flair for research in inter-disciplinary and frontier areas of science, at national level. "The UGC is planning to induct as many as 1,000 such faculty members over the next five years," the circular stated.

"This system is going to give a fillip to quality teaching and research in the university system at a time when we have severe shortage of teaching faculty," Sandhu said, adding that the present initiative is in conformity with the vision of the Minister of Human Resource Development Smriti Irani to promote the concept of 'Teach in India'.

The UGC has recently appointed 102 new faculties from the research areas of physics, mathematical sciences, chemical sciences, biological sciences, engineering sciences and earth sciences, he said.

It has to be noted that this is a second circular within a month from the UGC asking universities and colleges to involve the scholars, policymakers, skilled professionals and the practitioners in the academics as faculty members. The last circular had come on April 27.

The Shivaji University, Kolhapur too has asked its 282 affiliated colleges to look for the adjunct faculties.

Notably, the UGC had started the scheme of appointing the adjunct/visiting faculty from 2009 across the universities in the country.

According to its September 2009 circular, apart from overseas academicians and researchers, the professional and experts from the institutions such as research organizations supported by the Atomic energy commission (AEC), Indian Council of Agriculture research (ICAR), and Council of Scientific and Industrial Research (CSIR) should be involved in the programme.

4G services at 3G prices for Airtel customers

Telecom firm Bharti Airtel will be providing 4G services at 3G prices to its customers in Chennai, George Mathen, Airtel’s Hub CEO – Kerala and Tamil Nadu announced here.

On May 14, Airtel had launched 4G trials with a complimentary upgrade for its customers. This, the company claims, has taken off well and evoked good response from its clients.

“The pilot beta version that we introduced was sufficient for us to get a pan-Chennai experience. The 4G adoption and scale up in the last 14 days has been healthy,” Mr. Mathen said.

In a phased manner, the firm wants to extend 4G services to Coimbatore, Tiruchi, Madurai and Vellore. Airtel has a customer base of 40 lakh users in Chennai and 1.5 crore in Tamil Nadu. The operator did not want to disclose the 3G customer base in Chennai but said that nationally, its 3G customer base is about 19. 5 million as on March 31, 2015. He admitted that there were complaints of certain data blind spots in Chennai, but with 4G infrastructure, systems have been upgraded.

In April 2012, the telecom operator had launched the country’s first 4G services in Kolkata.
