Strong winds bring down trees; light rain likely over weekend

Winds gusting up to 45kmph brought down several trees before fast-moving clouds brought the city and its southern suburbs a sharp spell of rain on Friday evening. The city is likely to get light rain or thundershowers over the weekend towards the evening or night, met office has said.

The evening showers that lasted 40 minutes threw traffic out of gear around 6.30pm. The downpour was spread across southern parts of the city including Adyar, Ashok Nagar and Tambaram. Northern and central parts including Nungambakkam, however, did not get much rain. The weather station at Nungambakkam recorded only 1mm rain.

The intense winds on Friday entered the city from the coast under the influence of a low pressure area near north Odisha. The rainfall in the city however occurred as a result of convective activity, according to weathermen.

Western districts of Tamil Nadu that fall in the path of the southwest monsoon are likely to get rainfall over the next few days.

“The southwest monsoon is growing in strength again. As a result, rainfall in the Nilgiris, Coimbatore, Theni, Tirunelveli, Dindigul and surrounding parts of the state is set to intensify,” a met official said.

In the 24 hours until 8.30am on Friday, Devala (Nilgiris) received 8cm, Valparai PTO (Coimbatore) 7cm, Chinnakalar (Coimbatore) 6cm, G Bazar (Nilgiris), Papanasam (Tirunelveli) and Periyar (Theni) 5cm each and Pollachi (Coimbatore) 4 cm. Chennai recorded only 0.5cm rain.

Since June, the city has received nearly 17cm rainfall at Nungambakkam and 12cm at Meenambakkam. Weather blogger Pradeep John said, “The weather pattern has not changed since rainfall began early this week. Just as on Friday, there will be fastmoving clouds pre-empted by fast winds.” On Thursday, winds gusted up to 35kmph, while on Friday they gusted to a maximum of 45kmph.

The maximum temperature on Friday was 35.7°C, which is a degree above normal. Weathermen have predicted a dip in temperature on Saturday. As per the met forecast, the maximum and minimum temperatures on Saturday are likely to be around 34°C and 26°C.

In July, the city records an average maximum temperature of 35.3°C. Climatological data (1981-2010) shows that the city is likely to get 6-7 days of rainfall during the month.

New rule allows deportation if H-1B extension is rejected

Many H-1B visa holders could find themselves facing deportation proceedings if their application for a visa extension or change of status is rejected and the tenure of stay granted originally by the US authorities (as reflected in Form 1-94) has expired.

To make matters worse, despite being without a job, they would have to stay on in the US for several months, waiting to be heard by an immigration judge. A policy memorandum, dated June 28, which came into the public domain last week, permits the US Citizenship and Immigration Services (USCIS) to issue ‘notices to appear’ (NTA) in cases “where upon denial of an application or petition, the applicant is ‘unlawfully present’ in the US” ( see case study inside). Such a notice is the starting point for removal or deportation proceedings.

According to an immigration counsel in an IT company, “It appears that all cases where an application for visa extension is denied, post expiry of the original tenure of stay that was granted, an NTA will be issued.” Notices for commencement of deportation proceedings that were restricted to cases relating to fraud, criminal charges or denial of asylum or refugee status, now stands widened.



Majority of H-1B holders are on extended visas

Snehal Batra, managing attorney, NPZ Law Group, says “Once an NTA (notice to appear) has been served, the individual must remain in the US and appear before an immigration judge. A failure to appear for removal proceedings carries a five-year ban on re-entry to the US.”

Earlier on being denied an H-1B extension, the concerned employee could immediately return to India without the NTA related hassles. His employers could reapply for a fresh H-1B in the next season.

“Even international students are not immune to deportation proceedings. Unauthorised employment, failure to enrol in classes or failure on part of the educational institute to update a student’s records, could result in an unlawful status for students and issue of a NTA,” adds Batra.

Benjamin Johnson, executive director, American Immigration Lawyers Association, points out that the immigration court backlog, as of May 31, exceeded 7 lakh cases.

Typically, majority of the H-1B holders are not those on initial visas but on extended visas. Statistics show that during the 12-month period ended September 30, 2017, US authorities approved 3.65 lakh H-1B visa applications, of which only 1.08 lakh or 29.5% were for initial employment. Nearly 2 lakh Indians got visas for continued employment.

“The revised policy could result in a horrendous situation. As the H-1B extension has been denied, the employee can’t work, but he has to linger on in the US for several months to appear before the immigration court,” says the corporate counsel.

“Once removal proceedings have commenced, the concerned individual can leave only after an immigration judge grants voluntary departure. As the dockets of these judges are backlogged, it can take a few months to get a first hearing and then qualify for a voluntary departure,” says Cyrus D Mehta, managing partner of Cyrus D Mehta and Partners, an immigration law firm.

In case of H-1B workers, the trigger for denial of visa extension, would typically result in an NTA being served. The two are intricately linked in more ways than one.

Mehta explains: “After denial, the erstwhile H-1B worker starts accruing unlawful presence. If the grant of voluntary departure is issued more than one year from the date of denial, there will be a ten-year bar to re-entry.” The denial of extension of the visa by the USCIS can be appealed against, but this itself is time consuming. Assuming that, the denial is reversed, the immigration judge may drop the deportation hearing, or the individual can move court for termination of the deportation process.

Case study: An H-1B holder, can continue to live and work in the US for up to 240 days while the application for extension of his visa is pending, as long as the extension application was filed prior to expiry of the tenure in his original H-1B visa.

காமராஜர் பிறந்த நாளை கல்வி வளர்ச்சி நாளாக அரசு அறிவித்து அரசாணை பிறப்பிக்கப்பட்டுள்ளது. காமராஜர் பிறந்த நாளில் பள்ளி மாணவர்களிடையே போட்டிகள் உள்ளிட்ட பல்வேறு நிகழ்வுகளை நடத்தி விழாவாகக் கொண்டாட பள்ளிக் கல்வித்துறை முடிவெடுத்துள்ளது.

காமராஜர் பிறந்த நாளான ஜூலை 15 ஞாயிற்றுக்கிழமையாக உள்ளதால் வேறொரு நாளில் கல்வி வளர்ச்சி நாளைக் கொண்டாடுவார்கள் என்று பெற்றோர்களும், மாணவர்களும் நினைத்திருந்த வேளையில் திடீரென ஞாயிற்றுக்கிழமை அன்றே காமராஜர் பிறந்த நாள் தமிழகம் முழுவதும் பள்ளிகளில் கொண்டாட வேண்டும் என பள்ளிக் கல்வித்துறை கட்டாய உத்தரவு இடப்பட்டுள்ளது.

பள்ளிகளுக்கு விடுமுறை தினமான ஞாயிறு அன்றும் பள்ளிகளைத் திறந்தே ஆக வேண்டும் என்ற அறிவிப்பு பெற்றோரைக் குழப்பத்தில் ஆழ்த்தியுள்ளது.

இதுகுறித்து பள்ளிக் கல்வித்துறை உயர் அதிகாரி வாசுவிடம் கேட்டபோது, ''கல்வி வளர்ச்சி நாளைக் கொண்டாட வேண்டும் என்றுதான் சர்க்குலர் அனுப்பப்பட்டுள்ளது. அதை அன்றுதான் கொண்டாட வேண்டும் என்றில்லை, வேறொரு நாளிலும் கொண்டாடலாம்'' என்று தெரிவித்தார்.

ஆனால், சென்னை உட்பட பல மாவட்டங்களில் கட்டாயம் ஞாயிற்றுக்கிழமை பள்ளிகள் செயல்படும். அன்று அனைவரும் பள்ளிக்கு வருவதை உறுதி செய்து விழா நடத்திட வேண்டும் என சர்க்குலர் அனுப்பப்பட்டுள்ளது.

இதுகுறித்து மாவட்ட முதன்மைக் கல்வி அலுவலர் திருவளர்செல்வியிடம் இதுகுறித்து கேட்டபோது, ''கல்வி வளர்ச்சி நாளை ஆண்டுதோறும் கொண்டாடுகிறோம். மேலிட உத்தரவு என்பதால் அதை அப்படியே அனைத்துப் பள்ளிகளுக்கும் அனுப்பிவிட்டோம்'' என்று தெரிவித்தார்.

ஞாயிற்றுக்கிழமை அல்லாமல் மற்ற நாட்களில் இதைக் கடைப்பிடிக்கலாமே, மேலதிகாரிகள் அன்றுதான் கொண்டாட வேண்டும் என்று சர்க்குலர் அனுப்பவில்லை என்று தெரிவிக்கிறார்களே என்று கேட்டபோது, ''எங்களுக்கு தெளிவாக சர்க்குலர் வந்துள்ளது. ஜூலை 15 அன்று கல்வி வளர்ச்சி நாளாக கொண்டாடவேண்டும் என்று குறிப்பிட்டுள்ளனர். அந்த அடிப்படையில் நான் சர்க்குலர் அனுப்பியுள்ளேன்'' என்று தெரிவித்தார்.

விடுமுறை நாள் அன்று ஓய்வெடுக்கும் மனநிலையில் உள்ள பெற்றோர் பள்ளிக் கல்வித்துறையின் அறிவிப்பால் ஞாயிற்றுக்கிழமை அன்றும் பிள்ளைகளை பள்ளிக்கு அனுப்ப வேண்டிய நிலைக்கு தள்ளப்பட்டுள்ளனர்.

தமிழில் நீட் தேர்வு எழுதிய மாணவர்களுக்கு சென்னை உயர் நீதிமன்ற தீர்ப்பின் மூலம் மருத்துவக் கல்லூரியில் இடம் கிடைக்க வாய்ப்பு இருக்கிறது. ஏற்கெனவே கலந்தாய்வின் மூலம் இடம் கிடைத்த மாணவர்கள் பாதிக்கப்படாமலிருக்க, தமிழகத்தில் உள்ள மருத்துவக் கல்லூரி இடங்களை அதிகரிக்க வேண்டும் என்று டி.கே.ரங்கராஜன் எம்.பி. கோரிக்கை விடுத்துள்ளார்.

இது தொடர்பாக இன்று மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சியின் மத்தியக்குழு உறுப்பினரும், நாடாளுமன்ற உறுப்பினருமான டி.கே. ரங்கராஜன் தமிழக முதல்வர் பழனிசாமிக்கு எழுதிய கடிதத்தில், ''மருத்துவப் படிப்பு சேர்க்கைக்காக நடைபெற்ற நீட் (NEET) நுழைவுத்தேர்வில் தமிழ் வினாத்தாளில் தவறாக மொழிபெயர்க்கப்பட்டு கேட்கப்பட்ட கேள்விகளுக்கு தமிழில் தேர்வு எழுதிய மாணவர்களுக்கு 196 மதிப்பெண்கள் கூடுதலாக வழங்க வேண்டுமென்று மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சியின் சார்பில் சென்னை உயர் நீதிமன்ற மதுரைக் கிளையில் நான் வழக்கு தொடுத்தேன்.

வழக்கை விசாரித்த நீதிபதிகள், தமிழில் தேர்வு எழுதிய மாணவ, மாணவிகளுக்கு 196 மதிப்பெண்கள் கூடுதலாக வழங்க வேண்டுமென்று உத்திரவிட்டதுடன், கலந்தாய்வை நிறுத்திவைத்து புதிய தர வரிசைப் பட்டியலை வெளியிட வேண்டுமெனவும் உத்தரவிட்டனர். இதனால் தமிழில் நீட் தேர்வெழுதிய 24,000-க்கும் மேற்பட்ட மாணவ, மாணவிகள் பயன்பெறும் வாய்ப்பு ஏற்பட்டுள்ளது.

சென்னை உயர் நீதிமன்றத்தின் மேற்கண்ட தீர்ப்பை தமிழக அரசின் கல்வி அமைச்சரும் வரவேற்றுள்ளார் என்பதை தங்களது கவனத்திற்கு கொண்டு வருகிறேன்.

இந்நிலையில், சென்னை உயர் நீதிமன்றத்தின் தீர்ப்பு அமல்படுத்தப்படுகிற போது தமிழில் நீட் தேர்வெழுதிய மாணவ, மாணவிகளுக்கு மருத்துவக் கல்லூரியில் இடம் கிடைக்க வாய்ப்பிருக்கிறது. அதே நேரத்தில், ஏற்கெனவே கலந்தாய்வின் மூலம் மருத்துவக்கல்லூரியில் இடம் கிடைத்த தமிழக மாணவ, மாணவிகள் பாதிக்கப்படாமலிருக்க, தமிழகத்தில் உள்ள மருத்துவக்கல்லூரிகளில் உள்ள இடங்களை அதிகரிக்க வேண்டுமென கேட்டுக்கொள்கிறேன்.

மேலும், இதற்காக இந்திய மருத்துவ கவுன்சிலுக்கு விண்ணப்பித்து அவர்களின் அனுமதியையும் பெற வேண்டும். ஏற்கெனவே மருத்துவக் கல்லூரிகளில் இடம்பெற்ற மாணவ மாணவிகள் பாதிக்கப்படாமல் இருக்க தாங்கள் விரைந்து நடவடிக்கை எடுக்க வேண்டும்'' என்று ரங்கராஜன் தெரிவித்துள்ளார்.

ஏசி படுக்கை வசதி கொண்ட அரசு விரைவுப் பேருந்துகள் இன்று முதல் இயக்கம்

சென்னை: சென்னை எழும்பூரிலிருந்து கரூா், போடி ஆகிய பகுதிகளுக்கு படுக்கையுடன் கூடிய குளிா்சாதன வசதி கொண்ட பேருந்துகள் இன்று முதல் இயக்கப்படுகின்றன.

தனியாா் ஆம்னி பேருந்துகளுக்கு இணையாக அதிநவீன வசதிகளைக் கொண்ட புதிய பேருந்துகளை தமிழக அரசு அண்மையில் தொடங்கி இயக்கி வருகிறது. 250-க்கும் மேற்பட்ட இப்புதிய பேருந்துகளில் பல வசதிகள் இருந்தாலும், குறிப்பிடும்படி படுக்கையுடன் கூடிய குளிா்சாதன வசதிப் பேருந்துகள் இயக்கப்படுகின்றன.

பயணிகளின் தேவையறிந்து தனியாா் நிறுவனங்களால் இயக்கப்படும் ஆம்னி பேருந்துகளுக்கு இணையாக சென்னை எழும்பூரிலிருந்து படுக்கை வசதியுடன் கூடிய குளிா்சாதனப் பேருந்துகள் இன்று முதல் இயக்கப்படுகின்றன. புதிதாக இயக்கப்பட்ட அதிநவீனப் பேருந்துகளில் 40 பேருந்துகள் அரசு விரைவுப் போக்குவரத்துக் கழகத்துக்கு ஒதுக்கப்பட்டுள்ளது. இதில் 30 பேருந்துகள் வரப்பெற்று, சென்னை, திருச்சி, மதுரை, திருநெல்வேலி, கோயம்புத்தூா், பெங்களூரு, திருவனந்தபுரம் போன்ற நகரங்களுக்கு இயக்கப்பட்டு வருகின்றன.

மத்திய அரசு அமைக்க உத்தேசித்துள்ள உயர் கல்வி ஆணைய சட்ட முன்வரைவு குறித்து முதல்வர் எடப்பாடி கே.பழனிசாமி தலைமையில் சென்னை தலைமைச் செயலகத்தில் நடைபெற்ற ஆலோசனை கூட்டம்.

இந்திய உயர் கல்வி ஆணையம் கொண்டு வருவது அவசியமற்றது. ஏற்கெனவே சிறப்பாகச் செயல்பட்டு வரும் பல்கலைக்கழக மானியக் குழு (யுஜிசி) அமைப்பே தொடர வேண்டும் என்பது தமிழகத்தின் கருத்தாகும் என்று முதல்வர் எடப்பாடி கே. பழனிசாமி தலைமையில் வெள்ளிக்கிழமை நடைபெற்ற ஆலோசனைக் கூட்டத்தில் முடிவு செய்யப்பட்டுள்ளது.
இந்த முடிவே, இந்திய உயர் கல்வி ஆணைய சட்ட முன்வரைவு மீதான தமிழக அரசின் கருத்தாக மத்திய மனிதவள மேம்பாட்டு அமைச்சகத்துக்கு (எம்.ஹெச்.ஆர்.டி.) அனுப்பப்பட உள்ளதாக உயர் கல்வித் துறை அமைச்சர் கே.பி.அன்பழகன்தெரிவித்தார்.

யுஜிசி எனப்படும் பல்கலைக்கழக மானியக் குழுவுக்குப் பதிலாக இந்திய உயர் கல்வி ஆணையம் என்ற புதிய அமைப்பை உருவாக்க மத்திய அரசு திட்டமிட்டுள்ளது. இதற்கான சட்ட முன்வரைவை மத்திய மனிதவள மேம்பாட்டு (எம்.ஹெச்.ஆர்.டி.) அமைச்சக இணையதளத்தில் வெளியிட்ட மத்திய அரசு, இதுதொடர்பாக கல்வியாளர்கள் மற்றும் பொதுமக்களிடம் இருந்து கருத்துகளை வரவேற்றுள்ளது.

இதில் கருத்துகளைத் தெரிவிக்க ஜூலை 7 கடைசித் தேதி என முன்னர் அறிவிக்கப்பட்டது. பின்னர் இதற்கான கால அவகாசம் ஜூலை 20 -ஆம் தேதி வரை நீட்டிக்கப்பட்டுள்ளது.

மத்திய அரசின் இந்த முடிவுக்கும், சட்ட முன்வரைவில் இடம்பெற்றுள்ள பல்வேறு அம்சங்களுக்கும் கல்வியாளர்களும், பல்வேறு அமைப்புகளும் எதிர்ப்பைப் பதிவு செய்து வருகின்றனர். நாடு முழுவதும் உள்ள கலை-அறிவியல் உயர் கல்வி நிறுவனங்களை மத்திய அரசின் கட்டுப்பாட்டில் கொண்டு வருவதற்கானத் திட்டமே இது எனவும் கல்வியாளர்கள் குற்றஞ்சாட்டி வருகின்றனர்.

முதல்வர் தலைமையில் ஆய்வு: இந்தச் சட்ட முன்வரைவு குறித்த ஆலோசனைக் கூட்டம் தமிழக அரசு சார்பில் தலைமைச் செயலகத்தில் வெள்ளிக்கிழமை நடைபெற்றது. முதல்வர் எடப்பாடி கே.பழனிசாமி தலைமை வகித்தார். இந்தக் கூட்டத்தில் துணை முதல்வர் ஓ.பன்னீர்செல்வம், மீன்வளத் துறை அமைச்சர் டி.ஜெயக்குமார், வனத் துறை அமைச்சர் திண்டுக்கல் சீனிவாசன், உயர் கல்வித் துறை அமைச்சர் கே.பி.அன்பழகன், அரசு தலைமைச் செயலர் கிரிஜா வைத்தியநாதன், நிதித் துறை கூடுதல் தலைமைச் செயலர் க.சண்முகம், உயர் கல்வித் துறை முதன்மைச் செயலர் சுனில் பாலிவால் மற்றும் அரசு உயர் அதிகாரிகள் பங்கேற்றனர்.

இந்தக் கூட்டத்தில், மத்திய அரசின் முடிவுக்கு தமிழக அரசு சார்பில் கடும் எதிர்ப்புத் தெரிவிக்கப்பட்டதாக தகவல்கள் தெரிவிக்கின்றன.
கூட்டத்தில் எடுக்கப்பட்ட முடிவுகள் குறித்து உயர் கல்வித் துறை அமைச்சர் கே.பி. அன்பழகன் அளித்த பேட்டி: யுஜிசி அமைப்பு கடந்த 1956-ஆம் ஆண்டு நாடாளுமன்றத்தில் சட்டமாக இயற்றப்பட்டு செயல்பாட்டுக்கு வந்தது. அன்று முதல் இன்று வரை சிறப்பாகச் செயல்பட்டு வருகிறது. யுஜிசி-யை ரத்து செய்துவிட்டு, புதிதாக இந்திய உயர் கல்வி ஆணையம்' என்ற புதிய அமைப்பை உருவாக்குவது தேவையற்றது.

ஏற்க முடியாது: மேலும், கல்வி சார்ந்த பணிகளை மட்டும் இந்த ஆணையம் கவனிக்கும்; உயர் கல்வி நிறுவனங்களுக்கு நிதி வழங்கும் அதிகாரம் எம்.ஹெச்.ஆர்.டி. அமைச்சகத்திடம் வழங்கப்படும் என்பதும் ஏற்றுக் கொள்ள முடியாதது. எனவே, யுஜிசி அமைப்பே தொடர வேண்டும் என்பதே தமிழக அரசின் கருத்தாக இந்தக் கூட்டத்தில் முடிவு செய்யப்பட்டது.
தமிழக அரசின் கருத்தாக... இந்த முடிவு தமிழக அரசின் கருத்தாக உடனடியாக மத்திய மனிதவள மேம்பாட்டு அமைச்சகத்துக்கு (எம்.ஹெச்.ஆர்.டி.) அனுப்பி வைக்கப்பட உள்ளது. இதன் மீது கருத்துத் தெரிவிக்க ஜூலை 20 வரை கால அவகாசம் இருக்கிறது என்றபோதும், உடனடியாக இந்தக் கருத்து மத்திய அரசுக்கு அனுப்பப்பட்டு விடும் என்றார் அமைச்சர் கே.பி.அன்பழகன்.

 அண்ணாமலைப் பல்கலைக்கழகத்துக்கு உள்பட்ட ராஜா முத்தையா மருத்துவக் கல்லூரி நிர்வாகத்துக்கு தானாகவே கல்விக் கட்டணத்தை நிர்ணயிக்கும் அதிகாரம் இல்லை என்று உச்ச நீதிமன்றம் தீர்ப்பளித்துள்ளது.

ராஜா முத்தையா மருத்துவக் கல்லூரி நிர்வாகம் கல்விக் கட்டணம் வசூலிக்கும் விவகாரம் தொடர்பான மேல்முறையீட்டு வழக்கில் உச்ச நீதிமன்றம், இத்தீர்ப்பை வெள்ளிக்கிழமை அளித்தது. மருத்துவப் படிப்பில் சேர நிர்ணயிக்கப்பட்ட கல்விக் கட்டணம் தொடர்பாக சென்னை உயர் நீதிமன்றம் பிறப்பித்த உத்தரவை எதிர்த்து அண்ணாமலைப் பல்கலைக்கழகத்தின் ராஜா மருத்துவக் கல்லூரியில் பயிலும் மாணவி ஆமிரா ஃபாத்திமா உள்ளிட்டோர் சார்பில் உச்ச நீதிமன்றத்தில் மேல்முறையீட்டு மனு 2016-இல் தாக்கல் செய்யப்பட்டது.

அதில், அண்ணாமலை பல்கலைக்கழகத்தில் நடைபெற்ற முறைகேடுகள், கடுமையான நிதி நெருக்கடி ஆகியவை காரணமாக இப்பல்கலைக்கழகத்தை தமிழக அரசு 2013-ஆம் ஆண்டு முதல் ஏற்று நடத்தி வருகிறது. இப்பல்கலை.க்கு உள்பட்ட ராஜா முத்தையா மருத்துவக் கல்லூரியில் 2013-14 கல்வியாண்டில் சேர்ந்த மாணவ, மாணவிகளிடம் அரசின் கல்விக் கட்டணக் குழு நிர்ணயித்த கட்டணத்துக்கு மாறாக, ரூ.5,54,370 வசூலிக்கப்பட்டுள்ளது. எனவே, மருத்துவக் கல்லூரி மாணவர்களிடம் கூடுதல் கட்டணம் வசூலிக்கத் தடை விதிக்க வேண்டும்' எனக் கோரப்பட்டிருந்தது.

இதைத் தொடர்ந்து, அனைத்து தரப்பு வாதங்களையும் பதிவு செய்து கொண்ட நீதிபதிகள் இந்த வழக்கு தொடர்பான தீர்ப்பை தேதி குறிப்பிடாமல் ஒத்திவைத்திருந்தனர். இந்நிலையில், இந்த மேல்முறையீட்டு வழக்கின் தீர்ப்பை உச்ச நீதிமன்றத்தின் நீதிபதி யு.யு. லலித் அமர்வு சார்பில் மற்றொரு நீதிபதி அருண் மிஸ்ரா வெள்ளிக்கிழமை அறிவித்தார்.

தீர்ப்பு விவரம் வருமாறு: அண்ணாமலைப் பல்கலைக்கழகத்தின் கீழ் இயங்கி வரும் ராஜா முத்தையா மருத்துவக் கல்லூரி நிர்வாகத்துக்கு தானாகவே கல்விக் கட்டணங்களை நிர்ணயித்துக் கொள்ளும் உரிமை இல்லை. மாணவர்களிடம் இருந்து வசூலிக்கப்படும் கட்டண விவரங்கள் தொடர்புடைய அனைத்து ஆவணங்களையும் இரு வாரங்களில் தமிழக அரசின் கட்டண நிர்ணயக் குழுவிடம் அக்கல்லூரி நிர்வாகம் அளிக்க வேண்டும். அந்தக் கட்டணங்களை நிர்ணயிக்கும் நடைமுறைகளை நிகழாண்டு ஆகஸ்ட் 31-ஆம் தேதிக்கு முன்னதாக அரசின் கட்டண நிர்ணயக் குழு முடிக்க வேண்டும். அக்குழு நிர்ணயிக்கும் கல்விக் கட்டணம் ஏற்கெனவே வசூலிக்கப்பட்ட கட்டணத்தைவிட குறைவாக இருக்கும்பட்சத்தில், கூடுதலாக வசூலிக்கப்பட்ட கட்டணங்களை 2013-2014-ஆம் கல்வி ஆண்டில் இருந்து கணக்கிட்டு மாணவர்களுக்கு திருப்பி அளிக்க வேண்டும். மேலும், நிர்ணயிக்கப்படும் கல்விக் கட்டணம் 2018-2019-ஆம் கல்வி ஆண்டுக்கும் பொருந்தும் என்று தீர்ப்பில் தெரிவிக்கப்பட்டுள்ளது.

வடகிழக்கு மாநிலங்களில் ஒன்றான அசாம் மாநிலத்தில் லோக் அதாலத் நீதிமன்றத்தின் நீதிபதிகளில் ஒருவராக சுவாதிபிதான் ராய் என்ற திருநங்கை ஒருவர் நீதிபதியாக இன்று பதவியேற்கிறார்.

இது குறித்து அவர் கூறுகையில் : என்னை நீதிபதியாக நியமனம் செய்திருப்பதுஎன்னுடைய சமுதாயத்திற்கு மிகவும் சாதகமான விசயமாகும். மூன்றாம் பாலினத்தவர்களுக்கு எதிரான பாகுபாடுகுறித்த விழிப்புணர்வை உருவாக்க இது உதவும் என கூறினார். மூன்றாம் பாலினத்தவர்களின் திறன் அங்கீகரிக்கப்பட வேண்டும். அது அவர்களின் கண்ணியமான வாழ்க்கைக்கு வழிவகுக்கும் என்று உறுதி செய்ய போதுமான வாய்ப்பாக வழங்கப்பட வேண்டும்.

கோவை,

ஆறுமுகம் (வயது 31) என்பவர் இந்த பயிற்சியை நடத்தினார். காலை 11 மணி முதல் 1.30 மணி வரை பயிற்சி வகுப்பு நடத்தப்பட்டது. அதன்பின்னர் பிற்பகல் 3 மணி முதல் செய்முறை பயிற்சி அளிக்கப்பட்டது. உயரமான கட்டிடங்களில் தீப்பிடித்தால் கீழே குதித்து தப்பிப்பது எப்படி? என்ற பயிற்சி செய்து காட்டப்பட்டது.

இதற்காக கல்லூரி வளாகத்தில் உள்ள 3 மாடி கட்டிடத்தின் 2-வது மாடியின் ஜன்னல் மேல் உள்ள ஷன் ஷேடு பகுதியில் இருந்து மாணவர்களை கீழே குதிக்க வைத்தனர். பயிற்சியாளர் ஆறுமுகம் ஷன் ஷேடு பகுதியில் நின்று கொண்டு மாணவர்கள் ஒவ்வொருவராக குதிக்கவைத்தார். 2-வது மாடியின் ஷன் ஷேடு பகுதியில் இருந்து கீழே குதிக்கும் மாணவர்களை பாதுகாப்பாக பிடிப்பதற்காக சில மாணவர்கள் கீழே பெரிய வலையை கையில் பிடித்து தயாராக நின்றனர்.

முதலில் சில மாணவர்கள் கீழே குதித்தனர். அவர்களை கீழே நின்ற மாணவர்கள் வலையை விரித்து பிடித்து காப்பாற்றினார்கள். அதன்பின்னர் 2 மாணவிகள் 2-வது மாடியில் இருந்து குதித்தனர்.

இந்த பயிற்சியில் தொண்டா முத்தூர் அருகே உள்ள நாதே கவுண்டன்புதூரை சேர்ந்த நல்லா கவுண்டர்-சிவகாமி தம்பதியரின் மகள் லோகேஸ்வரி (19) என்ற மாணவியும் பங்கேற்றார். இவர் அந்த கல்லூரியில் பி.பி.ஏ. 2-ம் ஆண்டு படித்து வந்தார்.

பயிற்சியின் போது 2-வது மாடியின் ‘சன் ஷேடு’ (சிலாப்) பகுதியில் மாணவி லோகேஸ்வரி நின்றார். உயரமான இடத்தில் இருந்து கீழே பார்த்ததும் பயம் ஏற்பட்டதால் அவர் உட்கார்ந்து கொண்டார். ஆனால் பயிற்சியாளர் ஆறுமுகம், “சும்மா குதியுங்கள். கீழே வலை உள்ளது” என்று கூறியும் லோகேஸ்வரி குதிக்க மறுத்து ‘சன் ஷேடு’ பகுதியை கெட்டியாக பிடித்துக்கொண்டார்.

ஆனால் பயிற்சியாளர் ஆறுமுகம் விடாப்பிடியாக, குதிக்குமாறு வற்புறுத்தியதால் அவர் பயத்தில் கூச்சலிட்டார். ஒரு கட்டத்தில் பொறுமை இழந்த பயிற்சியாளர் லோகேஸ்வரியை வலுக் கட்டாயமாக கீழே தள்ளி விட்டார்.

இதனால் அலறிக்கொண்டே கீழே விழுந்த மாணவி லோகேஸ்வரியின் தலை மற்றும் கழுத்து பகுதி முதல் மாடியின் ‘சன் ஷேடு’ பகுதியில் இடித்தது. இதனால் பலத்த காயம் அடைந்தார். தரையை நோக்கி வேகமாக வந்த அவரை, கீழே நின்றிருந்த மாணவர்கள் தங்களது கைகளில் விரித்து வைத்திருந்த வலையில் பிடித்தனர்.

படுகாயம் அடைந்ததால் மாணவி லோகேஸ்வரி வேதனையில் முனங்கியபடி சுய நினைவு இழந்து கிடந்தார். உயிருக்கு ஆபத்தான நிலையில் இருந்த அவரை தொண்டாமுத்தூரில் உள்ள ஒரு தனியார் ஆஸ்பத்திரியில் சேர்த்தனர். பின்னர் மேல் சிகிச்சைக்காக கோவை அரசு ஆஸ்பத்திரிக்கு கொண்டு சென்றனர். ஆனால் செல்லும் வழியிலேயே அவர் பரிதாபமாக உயிர் இழந்தார்.

இந்த சம்பவம் நடந்து பல மணி நேரம் கழித்து தான் ஆலாந்துறை போலீசாருக்கு தகவல் தெரிவிக்கப்பட்டதாக கூறப்படுகிறது. மாணவி லோகேஸ்வரி இறந்தது குறித்து தகவல் அறிந்த அவரது பெற்றோர், உறவினர்கள் அலறி அடித்துக்கொண்டு கோவை அரசு ஆஸ்பத்திரிக்கு விரைந்து வந்தனர். மாணவியின் உடலை பார்த்து அவர்கள் கண்ணீர் விட்டு கதறி அழுதனர்.

இது தொடர்பாக மாணவியின் தந்தை நல்லா கவுண்டர் ஆலாந்துறை போலீசில் அளித்த புகாரின் பேரில் பயிற்சியாளர் ஆறுமுகத்தை போலீசார் கைது செய்தனர். விசாரணையில் இவர் சென்னையை அடுத்த மாம்பாக்கத்தைச் சேர்ந்தவர் என தெரியவந்தது. இவர் மீது இந்திய தண்டனை சட்டம் 304(2) (இறப்பு ஏற்படும் என்று தெரிந்தும் உயிரிழப்பை ஏற்படுத்துதல்) பிரிவின் கீழ் போலீசார் வழக்குப்பதிவு செய்தனர்.

அவர் மீது பதிவு செய்யப்பட்டுள்ள வழக்குப்பிரிவு கொலை முயற்சிக்கு இணையான பிரிவு என்றும், இதில் குற்றம் நிரூபிக்கப்பட்டால் அவருக்கு 10 ஆண்டுகள் வரை சிறை தண்டனை கிடைக்கும் என்றும் போலீசார் தெரிவித்தனர்.

மாணவி லோகேஸ்வரியின் உடல் கோவை அரசு ஆஸ்பத்திரி சவ கிடங்கில் வைக்கப்பட்டு இருந்தது. நேற்று காலை மாணவியின் உடல் பிரேத பரிசோதனை செய்யப்பட்டது. ஆஸ்பத்திரி வளாகத்தில் மாணவியின் உறவினர்கள் கல்லூரி மாணவ-மாணவிகள், ஆசிரியர்கள் ஏராளமானவர்கள் திரண்டு இருந்தனர். அவர்கள் மாணவியின் உடலை பார்த்து கதறி அழுதது பரிதாபமாக இருந்தது. பிரேத பரிசோதனை முடிந்து நேற்று மதியம் 1 மணி அளவில் மாணவியின் உடல் உறவினர்களிடம் ஒப்படைக்கப்பட்டது.

அதன்பிறகு மாணவி லோகேஸ்வரியின் உடல் ஆம்புலன்ஸ் மூலம் நாதே கவுண்டன்புதூரில் உள்ள அவருடைய வீட்டுக்கு கொண்டு செல்லப்பட்டது. அங்கு குடும்பத்தினர் மற்றும் உறவினர்கள் அஞ்சலி செலுத்திய பின்னர், மத்வராயபுரத்தில் உள்ள மின் மயானத்தில் மாணவியின் உடல் தகனம் செய்யப்பட்டது. இறுதி அஞ்சலி செலுத்தும் நிகழ்ச்சியில் கல்லூரி மாணவர்கள், உறவினர்கள் மற்றும் பொதுமக்கள் ஏராளமானோர் கலந்து கொண்டனர்.

மாணவி லோகேஸ்வரி இறந்ததை தொடர்ந்து அவர் படித்த கல்லூரிக்கு வருகிற திங்கட்கிழமை வரை விடுமுறை விடப்பட்டு உள்ளது. மேலும் கல்லூரியின் நுழைவுவாயில் பூட்டப்பட்டு போலீஸ் பாதுகாப்பு போடப்பட்டு உள்ளது.

இதற்கிடையே, போலீசார் நடத்திய விசாரணையில், மாணவி லோகேஸ்வரியின் மரணத்துக்கு காரணமான ஆறுமுகம் போலி பயிற்சியாளர் என்ற திடுக்கிடும் தகவல் வெளியானது.

ஆறுமுகம் டெல்லியில் தேசிய பேரிடர் மேலாண்மை ஆணையத்தில் பயிற்சி பெற்றதாகவும், அதற்கான கடிதத்தை கல்லூரி நிர்வாகத்திடம் காண்பித்து மாணவர்களுக்கு பயிற்சி அளித்ததாகவும் போலீஸ் விசாரணையில் தெரியவந்தது. இதைத்தொடர்ந்து அந்த கடிதத்தை போலீசார் ஆய்வு செய்ததில் அந்த கடிதம் போலியானது என்று முதல்கட்ட விசாரணையில் தெரியவந்து உள்ளது.

இதுகுறித்து கோவை மாவட்ட போலீஸ் அதிகாரி ஒருவர் கூறியதாவது:-

இந்த சம்பவத்துக்கு காரணமான பயிற்சியாளர் ஆறுமுகம் கைது செய்யப்பட்டு கோவை சிறையில் அடைக்கப்பட்டுள்ளார். மாணவி கீழே விழுந்த வீடியோ பதிவு உள்ளது. அதன் மூலம் விசாரணை நடத்தப்பட்டு வருகிறது. இதுபோன்ற பேரிடர் மேலாண்மை பயிற்சி அளிக்கும் போது சில விதிமுறைகள் உள்ளன. அவை பின்பற்றப்பட்டதா? என்று விசாரணை நடத்தப்பட்டு வருகிறது. இதில் தவறு செய்தவர்கள் மீது உரிய நடவடிக்கை எடுக்கப்படும்.

பயிற்சியாளர் ஆறுமுகம் அந்த கல்லூரிக்கு அவராகவே சென்று பயிற்சி அளிப்பதாக கூறி உள்ளார். இதற்காக கடந்த 3-ந் தேதி தேசிய பேரிடர் மேலாண்மை ஆணையத்திடம் இருந்து வந்ததாக கூறி ஒரு கடிதத்தை கல்லூரி முதல்வரிடம் கொடுத்து இருக்கிறார். அந்த கடிதத்தில் முத்திரை கூட கிடையாது. அந்த கடிதத்தை அவராகவே தயாரித்ததாக தெரிகிறது. அது போலி கடிதம் ஆகும்.

மேலும் தேசிய பேரிடர் மேலாண்மை ஆணையத்தில் அவர் பயிற்சி பெற்றதாக கூறி உள்ளார். அந்த சான்றிதழ்கள் போலியானது என்று தற்போது தெரியவந்து உள்ளது. அவர் அங்கு பயிற்சி பெறவில்லை.

அவர் போலி சான்றிதழ்களை கொண்டு கடந்த 6 ஆண்டுகளாக கோவை மற்றும் பிற மாவட்டங்களில் கல்லூரி மாணவர்களுக்கு பயிற்சி அளித்து இருக்கலாம் என்று விசாரணையில் தெரியவந்து உள்ளது. இதன் மூலம் பயிற்சியாளர் ஆறுமுகம் மீது மேலும் சில பிரிவுகளில் வழக்கு பதிவு செய்யப்படும். பயிற்சியாளர் அளித்த முகவரி உண்மையானது தானா? என்றும் சென்னை போலீசார் மூலம் விசாரணை நடத்தி வருகிறோம்.

இந்த ஆண்டு ‘நீட்’ தமிழ் தேர்வில் நிறைய கேள்விகள் தவறாக கேட்கப்பட்டு இருந்தன. மார்க்சிஸ்ட் கம்யூனிஸ்டு கட்சியின் எம்.பி.யான டி.கே.ரங்கராஜன் சென்னை ஐகோர்ட்டு மதுரை கிளையில் வழக்கு தொடர்ந்தார். அந்த வழக்கில் தமிழில் மொழிமாற்றம் செய்யப்பட்ட 180 வினாக்களில் 49 வினாக்கள் தவறாக கேட்கப்பட்டன. எடுத்துக்காட்டாக, ‘ரகம்’ என்ற வார்த்தைக்கு பதிலாக ‘நகம்’ என்று குறிப்பிடப்பட்டிருந்தது. ‘சிறுத்தை’ என்ற வார்த்தைக்கு பதிலாக ஆங்கில வார்த்தையான ‘சீத்தா’ என்று குறிப்பிடப்பட்டு இருந்தது. இவ்வாறு 49 கேள்விகள் தவறாக கேட்கப்பட்டிருந்ததால், ஒரு கேள்விக்கு 4 மதிப்பெண் வீதம் 196 மதிப்பெண்கள் கொடுக்கப் படவேண்டும் என்று அந்த வழக்கில் கூறப்பட்டிருந்தது. நீதிபதிகள் சி.டி.செல்வம், ஏ.எம்.பஷீர்அகமது இந்த வழக்கை விசாரித்து மொழி மாற்றத்தில் தவறு நடந்திருக்கிறது என்பதை உறுதிபடுத்தினர்.

தமிழில் ‘நீட்’ தேர்வு எழுதிய மாணவர்களுக்கு 49 கேள்விகளுக்கும் தலா 4 மதிப்பெண் வீதம் ஒவ்வொரு வருக்கும் கூடுதலாக 196 மதிப்பெண்கள் வழங்க வேண்டும். இந்த மதிப்பெண்கள் அடிப்படையில் புதிய தரவரிசை பட்டியல் 2 வாரத்தில் வெளியிடப்படவேண்டும் என்று உத்தரவிட்டனர். மொத்தம் 720 மதிப்பெண்களில், தமிழில் தேர்வு எழுதிய ஏறத்தாழ 24 ஆயிரம் மாணவர் களுக்கு இந்த 196 மதிப்பெண்கள் கூடுதலாக கொடுக்கப்பட இருக்கிறது. இந்த அடிப்படையில் புதிய தரவரிசை பட்டியல் வெளியிட்டால், தமிழில் தேர்வு எழுதிய 780 மாணவர்களுக்கு மருத்துவக்கல்லூரியில் இடம் கொடுக்கவேண்டும் என்ற கட்டாயம் ஏற்படும். ஏற்கனவே கவுன்சிலிங் மூலம் இடம் கிடைத்துள்ளதாக அறிவிக்கப்பட்ட 3,501 மாணவர்களின் இடங்களில் இருந்துதான் இந்த 780 பேருக்கும் இடம் கொடுக்க வேண்டிய சூழ்நிலை வரும். நிச்சயமாக அப்போது பெரிய குழப்பம் ஏற்படும். இந்த நிலைக்கு சி.பி.எஸ்.இ.தான் முழு பொறுப்பு. இந்தத் தீர்ப்பை எதிர்த்து சி.பி.எஸ்.இ. சுப்ரீம் கோர்ட்டில் அப்பீல் செய்யப்போகிறது.

மாநில மொழிகளில் ‘நீட்’ தேர்வு எழுதும் மாணவர் களுக்கு அவர்கள் மாநில மொழியுடன் ஆங்கிலத்திலும் கேள்வித்தாள் வழங்கப்படும். ஒருவேளை மாநில மொழியில் மொழிபெயர்ப்பு தெளிவாக இல்லாமல் இருந்தால் ஆங்கில கேள்வித்தாளே இறுதியானதாக கருதப்படும் என்ற விதிகளை சி.பி.எஸ்.இ. தாக்கல் செய்யும் என்று கூறப்படுகிறது. ஆக, இனி முடிவு சுப்ரீம் கோர்ட்டு தீர்ப்புக்கு பிறகுதான் இருக்கிறது. சி.பி.எஸ்.இ. இவ்வாறு 49 கேள்விகளை தவறாக மொழிமாற்றம் செய்து, கேள்விகளை கேட்டிருந்தது நிச்சயமாக ஏற்புடையதல்ல. எதிர்காலத்தில் தமிழில் வினாக்களை தயாரிக்கும்போது, நல்ல நிபுணர்களின் துணையோடு தான் தயாரிக்கவேண்டும். விடைகளில் தவறு வரலாம். வினாக்களில் நிச்சயமாக தவறு ஏற்படக்கூடாது. தமிழக அரசும் தமிழ் மொழி வழிகல்வியில் படிக்கும் மாணவர் களுக்கு ஆங்கிலத்திலும் திறமையை வளர்க்க வேண்டும். ஒருவேளை சுப்ரீம் கோர்ட்டில் சி.பி.எஸ்.இ. அப்பீலில் இந்த தீர்ப்பு உறுதி செய்யப்பட்டால், இந்த 780 இடங்களையும் இந்த ஒரு ஆண்டுக்கு மட்டும் அரசு மருத்துவக் கல்லூரிகளிலும், சுயநிதி கல்லூரிகளிலும் கூடுதலாக கொடுக்கவேண்டும். இதுமட்டுமல்லாமல் வெளிமாநிலங்களில் அவர்களுக்கு இடம் கொடுக்க வேண்டிய நிர்பந்தம் ஏற்பட்டால் அவர்களுக்கான கல்வி கட்டணத்தை மத்திய அரசே ஏற்றுக்கொள்ள வேண்டும்.

Use of Aadhaar in Ayushman Bharat – Desirable and not “Must”

Some newspapers have reported today that the use of Aadhaar Card will be a “must” to avail benefits under the Ayushman Bharat – National Health Protection Mission.

This is factually incorrect.

Notification of the Ayushman Bharat – National Health Protection Mission being issued by MoHFW under Section 7 of the Aadhaar Act, merely enables the implementation agencies to ask for the beneficiary Aadhaar Card to authenticate their identity. In order to authenticate the identity of beneficiaries accurately, the use of Aadhaar card is preferable, but it is not a “must”. There shall be no denial of benefit for want of Aadhaar number.

The Union Health Minister Shri J P Nadda confirmed that “we will provide services to all eligible beneficiaries with or without Aadhaar cards.”

The draft notification also provides for exception handling mechanism, viz production of alternate identification mechanisms such as Ration Card, Voter ID Card, MGNREGA Card etc. (as mentioned in the notification) in case the beneficiary does not have an Aadhaar No. Furthermore, it also makes the implementation agencies accountable for setting up of Aadhaar enrollment centers for the beneficiaries who are not yet enrolled for Aadhaar, at convenient locations.

ABNHPM guidelines on beneficiary identification very clearly state that beneficiaries can bring Aadhar or any other valid government id(s) decided by the State if they do not have an Aadhaar.

கோவை:கோவை தனியார் கல்லுாரியில் நேற்று நடந்த பேரிடர் மேலாண்மை ஒத்திகையின் போது, இரண்டாவது மாடியில் இருந்து பயிற்சியாளரால் வலுக்கட்டாயமாக கீழே தள்ளிவிடப்பட்ட மாணவி, பலத்த காயமடைந்து உயிரிழந்தார். மாணவியை தள்ளிவிடும் வீடியோ சமூக வலைதளத்தில் வெளியாகி தமிழகம் முழுவதும் அதிர்ச்சியலைகளை ஏற்படுத்தியுள்ளது.

கோவை, தொண்டாமுத்துார், நாதேகவுண்டன்புதுார், நியாய விலைக்கடை வீதியைச் சேர்ந்தவர் நல்லா கவுண்டர். இவரது மகள் லோகேஸ்வரி, 19. நரசீபுரம், விராலியூர் ரோட்டில் உள்ள கலைமகள் கலை மற்றும் அறிவியல் கல்லுாரியில், இரண்டாம் ஆண்டு பி.பி.ஏ., படித்து வந்தார். நேற்று மாலை கல்லுாரி வளாகத்தில் மாணவர்களுக்கு, பேரிடர் மேலாண்மை மற்றும் முதலுதவி பயிற்சி அளிக்கப்பட்டது. பயிற்சியாளர் ஆறுமுகம் என்பவர் தலைமையிலான குழுவினர் மாணவ, மாணவியருக்கு பயிற்சி அளித்தனர்.

இதன் ஒரு பகுதியாக, ஆபத்து காலங்களில் ஜன்னல் வழியாக மாடியில் இருந்து கீழே குதித்து தப்பிப்பது எப்படி என்பது குறித்து செயல்முறை விளக்கம் காட்டப்பட்டது. மூன்று மாடி கொண்ட கல்லுாரி வளாகத்தின் கீழ் பகுதியில் பெரிய வலையை கட்டி, மாடியில் இருந்து மாணவர்களை கீழே குதிக்க அறிவுறுத்தினர்.

இரண்டாவது மாடியில் இருந்து மாணவி லோகேஸ்வரியை பயிற்சியாளர் ஆறுமுகம் கீழே குதிக்குமாறு கூறினார். கீழே, மாணவர்கள் சிலர் வலை விரித்து, அவரை தாங்கிப்பிடிக்க காத்திருந்தனர். பயந்து நடுங்கிய மாணவி, 'பயமாக இருக்கிறது; நான் குதிக்க மாட்டேன்' என, பீதியுடன் கூறி, கீழே குதிக்க மறுத்தார். அத்துடன், பக்கவாட்டுச் சுவரையும் நன்றாக இறுக்கிப்பிடித்துக்கொண்டார். அவ்வாறிருந்தும் அவரை விடவில்லை பயிற்சியாளர். ஒரு கட்டத்தில் பொறுமையிழந்த பயிற்சியாளர் ஆறுமுகம், மாணவியை திடீரென கீழே தள்ளிவிட்டார். நிலைகுலைந்த மாணவி பக்கவாட்டுச் சுவரை ஒரு கையால் பிடித்தவாறே கீழே சுழன்றபடி விழுந்தபோது, முதல் மாடியின் 'சன் ஷேடு' மீது தலைகீழாக விழுந்து பலத்த காயமடைந்தார்.

இச்சம்பவம், அங்கு வேடிக்கை பார்த்துக்கொண்டிருந்த மாணவ, மாணவியரை திடுக்கிடச் செய்தது. ரத்த வெள்ளத்தில் துடித்த மாணவியை மீட்டு சிகிச்சைக்காக மருத்துவமனை அழைத்து சென்றனர். செல்லும் வழியிலேயே மாணவி பரிதாபமாக உயிரிழந்தார். சம்பவத்தை அறிந்து மாணவியின் உறவினர்கள், கல்லுாரியில் படிக்கும் மாணவ, மாணவிகள் கோவை அரசு மருத்துவமனையில் குவிந்தனர்.

கல்லுாரியில் இதுபோன்ற பயிற்சிகளை அளிக்க மாவட்ட நிர்வாகம் மற்றும் தீயணைப்பு துறையினர் உரிய முன் அனுமதி பெற வேண்டும். நேற்று நடந்த பயிற்சி தொடர்பாக, கல்லுாரி நிர்வாகம் யாரிடமும் அனுமதி வாங்கவில்லை. பேரிடர் மேலாண்மை மீட்பு தனியார் பயிற்சியாளர்கள் மூலம் பயிற்சி அளித்தது தெரியவந்துள்ளது.

இது குறித்து கோவை மாவட்ட பேரிடர் மீட்பு பணிக்களுக்கான தாசில்தார் ஜெயபால் கூறுகையில், ''இதுபோன்று பயிற்சிகள் அளிக்க, மாவட்ட நிர்வாகம், பேரிடர் குழுவிடம் முன் அனுமதி பெற வேண்டும். தீயணைப்பு வீரர்கள் முன்னிலையில் தான் பயிற்சி அளிக்க வேண்டும். இதுபோன்ற நடைமுறைகளை கடைபிடிக்காமல் பயிற்சி அளித்து உயிரிழப்பு ஏற்படுத்தி உள்ளனர்,'' என்றார்.

கோவை மாவட்ட எஸ்.பி., மூர்த்தியிடம் கேட்டபோது, 'சம்பவ இடத்துக்கு டி.எஸ்.பி., நேரில் சென்று விசாரணை நடத்தி உள்ளார். மாணவி கீழே விழுந்தது தொடர்பான வீடியோ பதிவு இருப்பதாக தெரியவந்துள்ளது. இந்த 'வீடியோ'வை ஆய்வு செய்து, மாணவி உயிரிழப்புக்கு காரணமான நபர்கள் மீது வழக்கு பதிவு செய்து நடவடிக்கை எடுக்கப்படும்,'' என்றார்.

மாணவி உயிரிழப்பு தொடர்பாக கலைமகள் கல்லுாரி நிர்வாகத்திடம் கேட்டபோது, இந்த சம்பவம் வளாகத்தின் வெளியே நடந்ததாக முதலில் மழுப்பலாக பதிலளித்தனர். இதன்பின், கேள்விகளுக்கு பதிலளிக்க மறுத்துவிட்டனர்.

'கொலைக்கு ஈடான குற்றம்'

போலீஸ் அதிகாரி ஒருவர் கூறியதாவது:பேரிடர் மீட்பு பயிற்சி என்பது, நன்கு திட்டமிட்டு பயிற்சி பெற்ற தகுதியான நபர்களைக் கொண்டு நடத்தப்பட வேண்டும். கல்லுாரி வளாக ஒத்திகையின் போது, மாணவி பலியான வீடியோவை பார்த்தேன். கீழே குதிக்குமாறு மாணவியை நிர்பந்தித்து, பயிற்சியாளர் கீழே பல முறை வலுக்கட்டாயமாகத் தள்ள முயற்சிக்கிறார். அந்த மாணவி மறுக்கிறார். இது கொலைக்குற்றத்துக்கு ஈடான செயல்தான்.

ஒருவரின் விருப்பத்துக்கு மாறாக அவ்வாறு செய்தால் உயிரிழப்பு நேரிடும் என்பது பயிற்சியாளருக்கு நன்கு தெரிந்திருக்கும். அவ்வாறு அறிந்திருந்தும் தள்ளிவிட்டது, கொலைகுற்றத்துக்கு ஈடான குற்றச் செயலே. அதனால், தகுந்த சட்டப்பிரிவின் கீழ் அந்நபர் மீதும், போதுமான முன்னெச்சரிக்கையின்றி முன் ஏற்பாடுகளின்றி ஒத்திகை நடந்ததை கவனிக்காமல் அஜாக்கிரதையாக இருந்த கல்லுாரி நிர்வாகத்தினர் மீதும் நடவடிக்கை மேற்கொள்வது குறித்து சட்ட வல்லுனர்களுடன் ஆலோசனை நடத்தி வருகிறோம்.இவ்வாறு அவர் தெரிவித்தார்.

Chennai: Following the order of Madurai Bench of Madras high court to award additional 196 marks as grace marks due to wrong translation of questions in Tamil to all Tamil medium students who appeared for Neet this year, the selection committee of Director of Medical Education announced cancellation of the management quota counselling on Thursday.

The counselling for admission to MBBS/BDS course for 2018-19 session in self-financing medical and dental colleges under management quota was scheduled from July 16, 2018, to July 18, 2018, which now remains cancelled. "The intimation regarding the reschedule of counseling for management quota will be hosted at a later date on the official websites," said an official release.


The bench ordered Central Board of Secondary Education (CBSE) to draw a fresh list of eligible candidates in two weeks and then start the admission process again. Since the order, the state authorities and Director of Medical Education have not indicated of any action on the already completed first phase of counselling for MBBS /BDS admissions for state quota.

"The second phase counseling for MBBS/BDS admissions will be rescheduled after further course of action is decided. We are awaiting the decision of CBSE to draw the fresh list or any further action regarding the high court's order. The state government authorities have also not made any decision on the already completed admissions, awaiting CBSE's decision," said a senior official from the selection committee of Director of Medical Education.

Erode: The Erode SP, Mr Sakthi Ganesan on Thursday was all praise for the honesty of a six-year-old class II boy of a government school near here for scrupulously handing over a cash bundle worth over Rs.50,000 he found on the street to the police here.

Mohammed Yasin, son of Batcha and Abruth Begum from Nandavana Thottam near Chinnasemur in Erode district and student of government middle school in Chinnasemur, found the cash in front of the school premises on Wednesday afternoon.

The boy promptly handed over the cash to his class teacher Jayanthiboss. The teacher, along with the headmaster and the boy, in turn handed over the bundle to the district SP Mr. Sakthi Ganesan.

CHENNAI: The selection committee of the Directorate of Medical Education has cancelled counselling for MBBS and BDS courses in self-financing colleges for management seats that was originally scheduled from July 16 to 18.

In a notification on Thursday, the committee said “As per the order of Madurai Bench of Madras High Court, counselling for MBBS and BDS courses 2018-2019 session in self-financing medical and dental colleges under management quota which was scheduled on 16,17,18 July 2018 stands cancelled. The intimation regarding the reschedule of counselling for management quota will be hosted at a later date in the official websites”.

Meanwhile, Medical Counselling Committee of Directorate General of Health Services also kept All India Quota (AIQ) counselling under suspension. In its notification, the MCC said, “In compliance of the directives of the High Court, Madurai Bench, online undergraduate counselling for the session 2018, including the declaration of second round result will be kept in abeyance till further orders. Candidates are advised to keep in touch with the websites for latest updates.”

The results for AIQ second round counselling was to be declared on Thursday. This caused confusion among the students who were preparing to attend classes. The State selection committee had conducted first phase of counselling from July 1 to 7 for government colleges and government seats in private ones.
The Madurai Bench of Madras High Court had directed the Central Board of Secondary Education (CBSE) to grant 196 grace marks for students who took the NEET in Tamil this year citing translation errors in 49 of 180 questions.

The court had directed the CBSE to publish a fresh list of qualified candidates within two weeks and has stayed all current proceedings which are being undertaken based on the present candidate list.

MADURAI: After the Madurai Bench of the Madras High Court directed the Central Board of Secondary Education (CBSE) to award 196 grace marks to the 24,000-odd students who wrote the examination in Tamil this year, educationists in the State raised their voice saying that only the students who were schooled in Tamil medium should be given the grace marks and not those who studied in the English medium but opted for a Tamil question paper.

Earlier on Tuesday, a division bench comprising Justices CT Selvam and AM Basheer Ahamed, hearing the PIL filed by CPI (M) MP TK Rangarajan, ordered CBSE to grant 196 grace marks to the students who took the NEET in Tamil this year, citing translation errors in 49 of the 180 questions in the Tamil question papers. It also directed CBSE to publish a fresh list of qualified candidates within two weeks and stayed all the current proceedings for admission to the undergraduate medical courses, which are underway based on the present candidate list.

According to CBSE, the number of students who ‘registered’ to write NEET in Tamil, this year, was 24,072. However, it may be argued that the number of students who wrote the examination would be less due to absenteeism.

Commenting on the directive, Jayaprakash Gandhi, an educationist, said the whopping 196 marks granted as grace marks should be given only to those who studied in Tamil medium since they were the ones really impacted.

“Of the 24,000 students, there are high chances that only about 2,000 students would have been schooled in Tamil medium. A majority might have studied in English medium but still opted for a question paper in Tamil, since the bilingual question paper that they receive would be in English and Tamil as opposed to the English question paper which would have had questions in English and Hindi,” he said.

Highlighting the ambiguity in data, educationist Prince Gajendra Babu said the focus of the issue was on the Tamil medium students who were given negative marks for the questions were wrongly translated in Tamil and had to solely rely on Tamil questions only.

Welcoming the order, D Nedunchezhian, an educationist, urged the state to come out with the comprehensive list of students who had written the examination in Tamil and those who had studied in Tamil medium. “We have been talking only in terms of approximation. Neither the CBSE nor the State has so far made available the precise number of Tamil medium students who appeared for NEET.”

CHENNAI: AICC president Rahul Gandhi has conveyed to Pa Ranjith, director of actor Rajinikanth’s latest movie Kaala, that his (Rahul Gandhi’s) family has no objection to release the seven convicts in the Rajiv Gandhi assassination case.

In a significant development, Rahul Gandhi invited Pa Ranjith to have an interaction with him on varied subjects including politics. The film director was accompanied by actor Kalaiyarasan. The discussions went on for around two hours on Tuesday in New Delhi.

Just after the meeting, Rahul Gandhi tweeted: “I met film director P A Ranjith the man behind blockbuster films like Madras, Kabali and Kaala and actor Kalaiyarasan, in Delhi yesterday. We talked about politics, films and society. I enjoyed the interaction and look forward to continuing our dialogue.”

Responding, Ranjith too tweeted: “Important meeting with Rahul Gandhi about politics and art. Discussed caste and religious bias threatening the core of our secular Constitution. Thanks for having me over Sir. Looking forward for our discussion taking shape. A national leader engaging with people from all ideologies is very encouraging!”

Following this, Ranjith had told a television channel that during the discussions the release of Rajiv Gandhi assassination case convicts also came up and Rahul Gandhi had conveyed that his family had no objection for the release of the seven convicts, including Perarivalan.

The meeting between Ranjith, who is considered close to actor Rajinikanth, assumes significance as Congress and BJP are vying with each other to rope in well known personalities ahead of forthcoming Lok Sabha elections. Very recently, VCK president Thol Thirumavalavan met Rahul Gandhi sparking speculations about future alliance.

COIMBATORE: Selection of Reliance Foundation’s Jio Institution -- which is yet to come into existence -- for the coveted Institute of Eminence status by the Ministry of Human Resource Development has created a furore among the academic community and the ministry had to issue a clarification saying the institute was selected under the greenfield category.

Now, it has come to the light that the Empowered Expert Committee (EEC) that was constituted by the University Grants Commission (UGC) to shortlist 20 institutions (10 each in public and private category) had in fact shortlisted IIT Madras and Anna University, both from Chennai, for the prestigious Institute of Eminence status. The expert committee had shortlisted eight public institutions and three private institutions. However, out those 11 institutions, the UGC and MHRD decided to award the status to only six institutions (three each in private and public category).

Apart from these two TN institutions, status of five other shortlisted institutes is to be decided by UGC at later stage.Last year, UGC had come up with UGC (Declaration of Government Educational Institutions as Institutions of Eminence) Guidelines, 2017 and UGC (Institutions of Eminence Deemed to be Universities) Regulations, 2017, to provide an enabling regulatory architecture to 10 public and 10 private higher educational institutions to emerge as world-class teaching and research institutions.

UGC appointed an EEC headed by former Chief Election Commissioner N Gopalaswami to select the 20 institutions. A total of 114 applications were received, of which 113 met all the eligibility conditions.

As many as 74 public institutions -- 11 Central Universities (CU), 27 Institutes of National Importance (INI), six Deemed to be Universities (DTBU), 27 State Universities and three standalone institutions -- had applied to be recognised as Institutions of Excellence. Out of this 74 institutions, the committee shortlisted eight institutions -- IISC Bangalore, IIT Madras, IIT Kharagpur, IIT Bombay, IIT Delhi, Delhi University, Jadavpur University in West Bengal and Anna University in Chennai, Tamil Nadu -- for the IOE status.

In the private institutions category, 40 institutions have applied for IoE recognition, a small number considering the large body of private institutions. Of the 40, 11 applications belonged to proposed institutions in Green Field Institutions category and 29 existing institutions under Brown Field Institutions category, the expert committee said in its report.

After scrutiny, the expert committee shortlisted BITS Pilani, Rajasthan, Manipal Academy of Higher Education, Karnataka and Jio Institute (Reliance Foundation, Maharashtra) for the IOE status.
But the UGC, which considered the expert committee report at its meeting on July 9, had decided to recommend only six institutions for the IOE status.

The commission also decided that the remaining five public institutions recommended by the EEC for granting IOE status shall be considered by the commission at a later stage. We have made a presentation before the committee and are waiting for the government’s decision, said MK Surappa, the Vice-Chancellor of Anna University.

The move to award the IoE status to only six institutions has drawn flak from educationists in Tamil Nadu. “Originally, the government had decided to select 10 public and 10 private institutions for the Institute of Eminence status. We do not know why the remaining five institutions were dropped from the list in the first phase,” said M Anandhakrishnan, the former Vice-Chancellor of Anna University.

“This is total bias and indifference, there is no doubt about it. The centre has neglected and sidelined two institutions shortlisted from Tamil Nadu. The Government of India should rethink the entire process,” said C Pichandy, the former general secretary of the Association of University Teachers.

BENGALURU: Rajiv Gandhi University of Health Sciences (RGUHS) declared the results for master of dental surgery and diploma in dentistry in a record 15 minutes after the completion of exams on Thursday.

University Vice Chancellor Dr S Sacchidanand said digital evaluation has revolutionised how results are processed. He said coordinated effort made this possible. The university has been following digital evaluation since May 2015.

Dr M K Ramesh, Registrar (Evaluation), said the examinations were conducted in June and July in nine specialities of MDS and five specialities of dental diploma courses.The results of 833 students were readied by 5.15pm on Thursday and uploaded on the university website at 5.30pm.

The practical exam which started on July 3 was conducted in a staggered manner across 30 centres in the state and it ended on Thursday.The theory exams were between June 14 and June 22. Results of both theory and practical exams were subjected to four evaluations that included two internal evaluations and two external evaluations from outside the state.

The Department of Gastroenterology, Christian Medical College, is organising a national conference on “Gastroenterology Update 2018” on July 13 and 14.

It will focus on cutting edge imaging modalities in the field of advanced endoscopy - endoscopic ultrasonography and cholangiopancreaticoscopy.

Endoscopic ultrasound

According to a press release, endoscopic ultrasound was the fusion of two technologies — endoscopy and ultrasonography.

It helps in performing a more detailed examination and is useful in assessing the nature of a particular lesion — whether cancerous or innocuous, the degree of spread in certain gastrointestinal cancers and in evaluating disorders of the gall bladder, bile duct and pancreas when reports from other imaging modalities such as CT or MRI scans are inconclusive. Apart from being a diagnostic modality, endoscopic ultrasound, of late, has been valuable in treatment of some conditions.

Cholangiopancreaticoscopy refers to the direct visualisation of the bile and pancreatic ducts. This could help in the diagnosis of early cancers in these regions.

There would be live demonstrations, video sessions and lecture during the conference.

Interventional endoscopists from abroad would be sharing their expertise along with national faculty. More than 100 delegates are expected to take part.

With CMC celebrating the centenary of medical education this year, the department has invited D. Nageshwar Reddy, Chairman of Asian Institute of Gastroenterology, Hyderabad, and past president of World Endoscopy Organisation to deliver an oration, the release said.

Engineering colleges to be opened on August 1

Minister says 1,04,453 students to participate in single window counselling

As Higher Education department has planned to start the first year engineering classes on August 1, the single window counselling for joining the courses being offered by government and private engineering colleges will be completed accordingly, Minister for Higher Education K.P. Anbazhagan has said.

The Minister was here to inaugurate Manonmaniam Sundaranar University’s entrance lawn, 100-foot-tall national flag mast and renovated administrative block, created at a total cost of Rs. 3.50 crore, on Thursday.

Speaking to reporters on the occasion, Mr. Anbazhagan said 509 engineering colleges had submitted 1,78,139 seats to the government for single window counselling, which would commence shortly. Of the 1,59,631 students who had registered their names for joining engineering streams, 1,09,850 turned up for certificate verification. Since only 1,04,453 of them had submitted relevant documents, they would be allowed to participate in the single window counselling.

He said there was no proposal to start new government arts and science colleges during the academic year. “After late Chief Minister Jayalalithaa started 61 government arts and science colleges and four government engineering colleges between 2011 and 2016, 11 more colleges, including three university constituent colleges, were started during 2017–2018.

Since 41 university constituent colleges had been converted into government arts and science colleges this year, there is no proposal to start new colleges,” Mr. Anbazhagan said. Students would have to pay lesser tuition fee in government colleges while it would be a bit higher in constituent colleges.

As many as 360 new courses had been started in government arts and science colleges last year. “The State government is introducing new courses in government colleges to enable poor rural students to get higher education in a course of their choice at affordable cost. Since we’re starting more number of arts and science colleges with new courses, the Gross Enrolment Ratio of Tamil Nadu stands at 46.90% while the national average is just over 25%,” Mr. Anbazhagan said.

Asked about the allegations by teachers’ association of irregularities in teacher appointments in the MSU, the Minister said: “If there is any wrongdoing in any of the universities, we’re taking stringent action… At the same time, attempts are being made by a few teachers to malign the universities’ name by levelling baseless allegations.”

Physiotherapist murder case: four detained

The Srirangam police have detained four persons, including a 21-year-old girl pursuing Chartered Accountancy course, in connection with the murder of a physiotherapist here a few days ago.

The victim Vijayakumar, 36, who hailed from Sendurai in Ariyalur district was employed as a physiotherapist in a private hospital at Chennai.

The partially decomposed body of Vijayakumar with multiple injuries was found along the Kallanai road beside the dry Cauvery riverbed on Wednesday. Police sources said the murder was committed on Sunday evening.

After booking a case of murder, the Srirangam police launched a probe and detained the girl S. Eswari, and three others – Marimuthu, 33, Kumar, 28, and Ganesan, 23. Eswari, whose parents reside in Tiruchi, was working and pursuing the Chartered Accountancy course in Chennai.

Sources said Vijayakumar, who was married, had become friendly with Eswari while travelling in a train. Thereafter, both are said to have remained in contact on various occasions.

Vijayakumar allegedly forced the girl to marry him but she was not inclined as he was already married. He is also said to have threatened the girl. Both had come to Tiruchi a few days ago.

She allegedly engaged Marimuthu, Kumar and Ganesan to eliminate Vijayakumar.

The girl reportedly asked Vijayakumar to come to Kallanai road on Sunday where he was murdered, said the sources. The girl is said to have hired the trio by giving them Rs. 50,000 to commit the murder.

25,000 Plus Two students to be trained to take CA exams: Sengottaiyan

Minister for School Education K.A. Sengottaiyan said here on Thursday that 25,000 Plus Two students in government schools will be trained over the next five years to take up entry level examination for Chartered Accountancy course.

Inaugurating the training programme and career counselling drive here on Thursday, jointly organised by the School Education Department and The Institute of Chartered Accountants of India (ICAI), at Gobi Arts and Science College at Gobichettipalayam, the minister said classes would be conducted by 500 CAs once a week.

“It is the first time in the country that classes are conducted for the course free of cost,” he added.

The minister said that after Plus Two, students will be provided a 15-day training at the colleges in their respective areas to enable them to take the foundation examination. Many questioned whether the government can train Plus Two students for the National Eligibility cum Entrance Test (NEET). A total of 3,019 students were trained in nine colleges in the State, of whom 1,412 students cleared the examinations, he said.

CA. K. Jalapathi, chairman, Career Counselling Committee, Southern India Regional Council of ICAI, said that it was for the first the institute had entered into a Memorandum of Understanding with the government for training the students.

After four hours of discussion with the minister, the programme to train students was finalised in five days. The State would have the maximum number of CAs in another 10 years.

Pradeep Yadav, Principal Secretary, Department of School Education, said initiatives taken by the department would improve employability among students. Minister for Environment K.C. Karuppannan, Collector S. Prabhakar, MLAs, MP and Chief Educational Officer R. Balamurali were present.

The Hindu Tamil was the media partner for the event.

At another function in Coimbatore, the minister said the demands for auditors had increased multi-fold among the trade after the implementation of Goods and Services Tax (GST) from July 1 last year. The government was also planning to buy 100 toilet cleaning equipment for the schools, from Germany.

One toilet cleaning equipment would be given to every 20 schools. It had been ordered to see proper functioning of Parent-Teachers Associations (PTA) in all the schools, the minister said.

Judge asks government to respond by July 18

The State Transport Employees Federation (STEF), affiliated to the Centre of Indian Trade Unions (CITU), has filed a writ petition in the Madras High Court stating that many State Transport Corporation buses were being operated without conductors though it was mandatory to engage the services of the latter in every bus.

When the case came up for admission before Justice S.M. Subramaniam on Wednesday, he directed the government counsel to obtain instructions from the Transport Secretary by July 18. The judge wanted to know whether both mofussil as well as city buses were operated with drivers alone, as claimed by the federation.

In an affidavit filed in support of the writ petition, K. Arumuga Nainar, STEF general secretary, said that his was one of the largest unions with a membership of around 33,000 out of 1.45 lakh employees working in State Transport Corporations.

He said the government had been operating the buses directly till 1975.

Thereafter, it entrusted the work to transport corporations. At present, there were six corporations (for Villupuram, Salem, Coimbatore, Kumbakonam, Madurai and Tirunelveli divisions), one metropolitan transport corporation for Chennai and a State Express Transport Corporation for operating buses.

The buses operated by these Corporations were bound to follow the provisions of the Motor Vehicles Act of 1988 and they fall under the definition of ‘stage carriage’ in the enactment. Sections 29 to 38 of the Act list out the statutory requirements for obtaining a licence to act as conductor and prescribes their duties.

Conductor’s role

Listing out the responsibilities of a conductor, the petitioner said: “He is responsible for maintaining the bus in a clean condition. He is responsible to ensure that buses do not carry passengers beyond the permitted seating capacity.

It is his responsibility to ensure that goods carried in the buses do not cause inconvenience to the passengers.”

DME cites High Court’s order to CBSE

The counselling for seats under management quota in self-financing medical and dental colleges in the State for the academic year 2018-2019, scheduled to be held on July 16,17, and 18, has been cancelled, according to a notice issued by the selection committee of the Directorate of Medical Education. The DME has issued a notification on its website and cited the order issued by the Madurai Bench of the Madras High Court on July10.

The case pertains to Tamil medium students having scored poorly in the National Eligibility cum Entrance Test as the question paper contained around 49 errors in translation. The High Court ruled that the CBSE should award 196 marks to the students and the merit list should be redrawn to enable the students to participate in counselling.

The first round of counselling was held for the State quota of government seats in the first week of July.

The Directorate General of Health Services has cancelled its second round of online counselling for seats under the All India Quota and for deemed universities.

The last date for locking in choices was July 9. Candidates were expected to report to their respective colleges by July 13. According to the DGHS’ Medical Counselling Committee (MCC) notice on its website, “Online undergraduate counselling for the session: 2018 including the declaration of second round result will be kept in abeyance till further orders.”
