Chennai: TANGEDCO has announced that electricity supply will be suspended in few places in city, Wednesday, from 9 am to 4 pm for maintenance work.
According to a press release, the power supply will be resumed even before 4 pm if the works are completed. The power supply will be halted in the following areas.
Perungudi: Santhosh Nagar, Lakshman Nagar and Part of OMR.

புண்ணிய காலத்தின் முதல் அமாவாசையை முன்னிட்டு இராமேஸ்வரம், கோடியக்கரை,
வேதாரண்யம், கன்னியாகுமரி ஆகிய இடங்களில் தர்ப்பணம் செய்யவும், கடல்
நீராடவும் மக்கள் திரளாகக் கூடுகின்றனர். மேலும் சென்னையை அடுத்த
திருவள்ளூர் வீரராகவ பெருமாள் கோயில், கோவை பேருர் பட்டீஸ்வரர்,
திருவெண்காடு, திருப்புவனம் போன்ற அனேக ஆலயங்களில் சிறப்புப் பூஜைகள்
நடைபெறுகின்றன.
ஆடி 1-ம் தேதி முதல் சூரிய பகவான் கடக
ராசியிலிருந்து தெற்கு நோக்கி பயணம் செய்யக்கூடிய ஆடி 1 முதல் மார்கழி 30
வரையிலான காலம் தக்ஷிணாயன புண்ணிய காலம் எனப்படும். பித்ரு காரகணான சூரியன்
தனது புதல்வனான எமனின் தெற்கு திசை நோக்கி பயணம் செய்யும் காலம் என்பதால்
இதனை பித்ரு பக்ஷம் என்றும் கூறுவார்கள். எனவே, இந்த ஆறு மாதத்தில்
பித்ருகளின் வழிபாட்டிற்கு முக்கியத்துவம் கொடுக்கபட்டிருக்கிறது. நமக்கு
ஒரு வருடம் என்பது தேவர்களின் ஒரு நாள். அதில் உத்திராயணம் என்பது பகல்
பொழுது. தக்ஷிணாயனம் என்பது இரவுப்பொழுது ஆகும். அதில் ஆடி மாதம் என்பது
தேவர்களின் மாலைப் பொழுதான கோதூளி லக்னமாகும். எனவே இந்த தக்ஷிணாயன புண்ணிய
காலத்தில் வரும் ஆடி அமாவாசை மாளைய பக்ஷம் போன்றவை பித்ருக்களின் ஆடி பெற
ஏற்ற தருணங்களாகும்.
சந்ததிகளை ஆசீர்வதிக்க வரும் முன்னோர்கள்
நமது மூதாதையர்களான பித்ருக்கள் அவர்கள்
நினைக்கிற போதெல்லாம் பூலோகத்திற்கு வர இயலாது. பித்ருக்கள் பக்ஷமான
தக்ஷிணாயனத்தின் முதல் மாதமான ஆடி மாதத்தில் பித்ருக்கள் தங்களின்
சந்ததிகளை ஆசீர்வதிக்கப் பூலோகத்திற்கு வருவதாகவும் பின் உத்திராயண புண்ணிய
காலத்தில் தை அமாவாசையில் பித்ரு லோகம் செல்வதாகவும் புராணங்கள்
தெரிவிக்கின்றன. எனவே அமாவாசை, மாதப்பிறப்பு, இறந்த அவர்கள் திதி மற்றும்
மஹாளயபட்ச தினங்களில் தான் அவர்கள் பூலோகத்திற்கு வர
அனுமதிக்கப்படுகிறார்கள். பித்ரு தேவர்களை சிரத்தையோடு வழிபாடு செய்து
சிரார்த்தம் செய்வதால் பித்ரு தோஷங்களில் இருந்து நிவர்த்தி பெறலாம்
என்பதும், பித்ரு கடன் செய்வதனால் அவர்களின் ஆசீர்வாதம் கிடைக்கப்பெறும்
என்பதும், பித்ரு கடன் செய்யாது இருந்தால் பித்ரு தேவதைகள் சபித்து
விடுவார்கள் என்பதும் காலம் காலமாக இந்துக்களின் நம்பிக்கை.
அமாவாசை அன்று ஒவ்வொரு வீட்டு வாசலிலும்
அந்தந்த வீட்டு பித்துருக்கள் வந்து நின்றுகொண்டு காத்து இருக்கிறார்கள்.
அவர்களுக்கு எள் கலந்த தண்ணீரை தரவேண்டும். இதனால் அவர்கள் மனம் மகிழ்ந்து
ஆசீர்வதிப்பர். இவ்வாறு செய்யாவிட்டால் பித்ருக்கள் வருத்தப்படும்போது அது
பித்ரு தோஷமாக சந்ததியரின் ஜாதகத்தில் அமைகிறது.
அமாவாசையின் முக்கியத்துவம்
இரு வேறு சக்திகளான சூரியன், சந்திரன்
ஒன்றாக இணையக்கூடிய நாளே அமாவாசையாகக் கொள்ளப்படுகிறது. எல்லா திதியிலும்,
ஏதாவது ஒரு கிரகம் திதி தோஷம் (வலுவிழப்பது) அடையும். ஆனால் அமாவாசை
தினத்தன்று எந்தக் கிரகமும் திதி சூன்ய தோஷம் பெறுவதில்லை. இதன் காரணமாக
அமாவாசை திதியில் சில விஷயங்கள் மேற்கொள்ளப்பட்டால் குறிப்பிடத்தக்க
வெற்றியை அடைய முடியும். மருந்து உண்ணுதல், நோயாளிகள் குளித்தல் உள்ளிட்ட
பல விஷயங்களை அமாவாசை திதியன்று துவங்கலாம் என சித்த நூல்கள் கூறுகின்றன.
எந்த ஒரு பரிகாரமாக இருந்தாலும் அமாவாசையன்று செய்தால் அதற்கு சிறப்பான
பலன்கள் கிடைக்கும். ராகு-கேது பரிகாரம், சர்ப்ப தோஷம், சனி, செவ்வாய்
கிரகங்களால் ஏற்படக்கூடிய பிரச்னைகள், களத்திர தோஷம், மாங்கல்ய தோஷம் இந்த
மாதிரியானவற்றிற்கு அமாவாசை திதியன்று பரிகாரம் செய்வது நல்லது.
ஷன்னவதி தர்ப்பணம்
ஒவ்வொரு வருடமும் அமாவாசை, புண்ணிய கால
தர்ப்பணம், வருஷ சிரார்தம், மஹாளய பக்ஷம் என 96 நாட்கள் தர்ப்பணம் செய்ய
வேண்டும் என சாஸ்திரம் பரிந்துரைக்கிறது. அதனை ஷன்னவதி தர்ப்பணம் என
சிறப்பாக கூறுகிறது. இன்று வேலை மற்றும் தொழில், வாழும் சூழல் ஆகியவற்றை
கருத்தில் கொண்டு இந்த 96 நாட்களும் தர்ப்பணம் செய்வது அனைவருக்கும் இயலாத
காரியமாகும் என்றாலும் ஓய்வு பெற்ற பிறகு செய்யலாம். என்றாலும் முக்கியமான
தர்ப்பணங்களையாவது தவறாமல் செய்வது நல்லது, அந்த வகையில் தக்ஷிணாயனத்தில்
வரும் ஆடி அமாவாசையும் முக்கியமான ஒன்றாகும்.
ஆடி அமாவாசை
சூரியன் பிதுர்க்காரகன், சந்திரன்
மாதூர்க்காரகன். இவர்களை சிவசக்தி சொரூபமாக சாஸ்திரங்கள் கூறுகின்றன. இந்த
இரண்டு கிரகங்கள் சேரும் நாளையே அமாவாசை என ஜோதிட நூல்கள் கூறுகின்றன.
அதிலும் சந்திரனின் வீடான கடகத்தில் சூரியன் சந்திரனுடன் சேர்வது மிகவும்
விசேஷமான ஆடி அமாவாசையாகும். சூரியனின் மைந்தன் சனியின் நாளான சனிக்
கிழமையில் ஆடி அமாவாசை வருவது கூடுதல் சிறப்பாகும்.
முன்னோர்களின் ஆசி
ஒரு ஜாதகத்தில் பூர்வ புண்ணிய ஸ்தான பலம்
குறைந்தவருக்கு சுகமாக வாழத் துணைபுரிவது தெய்வாம்சம் பொருந்திய
முன்னோர்கள் தான். இவர்களை வழிபடும் முறைக்கு பிதுர் தர்ப்பணம் அல்லது
சிரார்த்தம் என்று பெயர். நம் மூன்று தலைமுறையில் உள்ள முன்னோருக்குச்
செய்கிற ஆராதனை, நம்மையும் நம் சந்ததியையும் இனிதே வாழ வைக்கும் என்கிறது
கருடபுராணம்.
வசு ருத்ர ஆதித்யர்கள்
பித்ருக்கள் எனப்படும் நம் முன்னோர் வசு,
ருத்ர, ஆதித்யர் ஆகிய மூவரின் தொடர்புடன் இணைந்தவர்கள். ஸ்தூல வடிவத்தை
விட்டு, சூட்சும வடிவில் இருப்பவர்கள். தேஜஸ் – வாயு போன்ற லேசான
பஞ்சபூதங்களைத் தழுவி பரவியிருப்பவர்கள். திவ்ய பித்ருக்களைப் போல்
தெய்வாம்சம் பொருந்தியவர்கள். தர்ப்பணம் வாயிலாகவும் பிண்டம் வாயிலாகவும்
வழிபட வேண்டியவர்கள்.
பித்ரு வழிபாடு
நமது முன்னோர்களில் ஒருவர் இறந்த திதி,
பட்சம், தமிழ் மாதம் அறிந்து, ஒவ்வொரு தமிழ் வருடமும் அதே திதியன்று
(ஆங்கிலத் தேதிக்கு ஒவ்வொரு ஆண்டும் மாறிவரும்) குடும்பத்தார்கள் பிண்டம்
செய்து வைத்துப் படைப்பதே சிரார்த்தமாகும். இதனால் குடும்பத்தில் சகல
தோஷங்களும் நிவர்த்தியாகின்றன. இந்த தர்ப்பணத்தை இதேபோல அமாவாசைத்
திதிகளிலும் செய்து வந்தால் மிகப்பெரும் நன்மைகள் உண்டாகும்.
இறந்தவர்களுக்கும் எள்ளுக்கும் உள்ள தொடர்பு
சூரியனை ஆத்ம காரகன் எனவும் குருவை
ஜீவகாரகன் எனவும் ஜோதிடம் போற்றுகிறது. ஆனால், இந்த உடலுக்கு (எலும்போடு
சேர்ந்த கட்டுமானம்) சனைஸ்வரன் எனும் சனி பகவானையே காரகனாகக் கூறுகிறது.
எனவே, சனீஸ்வர பகவானின் தானியமான எள்ளை பித்ரு சிரார்த்த கர்மங்களுக்கும்
வாகனமான காகத்தை பித்ரு ரூபமாகவும் பார்க்கிறது நமது வேதங்கள். மேலும்
எள்ளை மகாவிஷ்ணுவின் வியர்வையிலிருந்து தோன்றியதாக இதிகாசங்கள் கூறுகின்றன.
எனவே அதனை பித்ருக்களுக்கான கர்மங்களுக்குப் பயன்படுத்தப்
பரிந்துரைக்கிறது நமது வேதம்.
பித்ரு தோஷம்
நமது முன்னோர்களில் ஒருவர் இறந்த திதி,
பட்சம், தமிழ்மாதம் அறிந்து, ஒவ்வொரு தமிழ் வருடமும் அதே திதியன்று
(ஆங்கிலத் தேதிக்கு ஒவ்வொரு ஆண்டும் மாறிவரும்) குடும்பத்தார்கள் அக்னி
ஸ்வரூபமாகவும் பிராமண ஸ்வரூபமாகவும் பித்ருக்களை வரித்து அக்னிக்கும்
பிராமணர்களுக்கும் ஒரே நேரத்தில் போஜனமளித்து பின் பிண்ட ரூபத்தில்
இருக்கும் பித்ருக்கு எள் கலந்த நீர் அளித்து தர்ப்பணம் செய்வதே
சிராத்தமாகும். இதனால், குடும்பத்தில் சகல தோஷங்களும் நிவர்த்தியாகின்றன.
இந்த தர்ப்பணத்தை இதேபோல அமாவாசைத் திதிகளிலும் செய்து வந்தால் மிகப்பெரும்
நன்மைகள் உண்டாகும்.
ஒவ்வொரு குடும்பத்திலும் ஏதேதோ
காரணங்களால் கொலை அல்லது தற்கொலை மற்றும் விபத்தினால் அகால மரணம் ஆகிய
நிகழ்வுகள் நடைபெற்றுக்கொண்டுதான் இருக்கிறது. அப்படி செயற்கையான முறையில்
இறந்தவர்ளுக்கு முறையாக கர்ம காரியங்களைச் செய்து அந்த ஆத்மாவை கரை
சேர்ப்பது மட்டுமல்லாமல் தொடர்ந்து அவர்களுக்கு தர்ப்பணம், சிரார்தம் ஆகியன
செய்ய வேண்டும். அவ்வாறு செய்யாமல் விடும்போது அந்த ஆத்மாக்கள் நற்கதி
அடையமுடியாமல் பித்ரு தோஷம், மாத்ரு தோஷம், நாதி தோஷம், பந்து தோஷம்,
புத்திர தோஷங்களாக வடிவெடுத்து, நாம் பிறக்கும் நேரத்தில் ராகு மற்றும்
கேதுவாகத் திரிகோணங்களில் அமர்ந்துவிடுகின்றன.
அதனால், ஜாதகருக்கும் அவரின்
சந்ததியினருக்கும் திருமணம் தடை, குழந்தையின்மை, தெய்வானுக்ரஹம் இல்லாத
நிலை, பூர்வீக சொத்துக்களில் பிரச்னை மற்றும் வில்லங்கம், தீராத நோய்,
அடிக்கடி சண்டை போன்றவை ஏற்பட்டுக்கொண்டே இருக்கும். எத்தனை
கோயில்களுக்குச் சென்று அன்னதானம், ஆடை தானம், பசு தானம், ருத்ராட்ச தானம்,
தண்ணீர் தானம், விளக்கு தானம், கும்பாபிஷேகம் செய்தாலும் பலன் கிடைக்காது.
நம் நிம்மதியைக் குலைத்துவிடும் என்கிறது சாஸ்திரம். இவை முறையற்ற
வாழ்க்கை, தேவையற்ற கோபம், மன உளைச்சல், மன அழுத்தம், தற்கொலைச் சிந்தனை,
உடல்வலி போன்றவற்றை உருவாக்கி, நிம்மதியற்ற வாழ்க்கையைத் தந்துவிடும்.
ஜாதகத்தில் பித்ரு தோஷத்தை எப்படி அறிவது?
1. ஒருவரின் பிறந்த ஜாதகத்தில்
லக்னத்துக்கு ஐந்தாமிடம் என்பது பூர்வபுண்ணியம் ஆகும். அதே ஐந்தாமிடம் தான்
அவர்களுடைய சிந்தனைஸ்தானம், புத்திரஸ்தானம், குல தெய்வஸ்தானம், மன உறுதி
ஸ்தானம் ஆகும். இங்கே ராகு அல்லது கேது இருக்க ஒரு ஆணோ பெண்ணோ
பிறந்துவிட்டால், அந்த ஜாதகருக்கு வாழ்க்கையில் ஏதாவது ஒரு குறை
இருந்துகொண்டே இருக்கும். பிறந்த ஜாதகத்தில், லக்னத்துக்கு 1, 5, 7, 9
முதலான இடங்களில் இராகு அல்லது கேது இருந்தால் நீங்கள் பிதுர்தோஷத்துடன்
பிறந்துள்ளதாக அர்த்தம்.
2. பிறந்த ஜாதகத்தில் நிற்கும் ராகு
கேதுக்கள் இந்த கலிகாலத்தில் பிதுர்தோஷத்துடன் பிறக்க வைக்கின்றன. இந்த
பிதுர்தோஷம், நாம் முற்பிறவியில் செய்த பாவங்களின் விளைவுகளை
அனுபவிப்பதற்காகவே குறிப்பிட்ட இடங்களில் நிற்கும்போது நம்மைப் பிறக்க
வைக்கின்றன.
3. சூரியன் மற்றும் சந்தினுக்கு கிரஹண
தோஷத்தைத் தரும் ராகு மற்றும் கேது சூரியனோடும் சந்திரனோடும் இணைந்து
நிற்பது மற்றும் சூரியனும் சந்திரனும் ராகு/கேது சாரத்தில் நிற்பது போன்றவை
பித்ரு தோஷத்தை உறுதி செய்கின்றது.
4.ஒரு ஜாதகத்தில் சனைஸ்வரரின் நிலையும்
பித்ரு தோஷத்தை தெரிவிக்கும். சனைஸ்வர பகவான் பித்ரு ஸ்தானத்தில் நிற்பது,
வக்ரம் பெற்று நிற்பது, குடும்பத்தில் அனைவரின் ஜாதகங்களிலும் ஒரு
குறிப்பிட்ட இடத்தில் வக்ரம் நீசம் ஆகிய நிலைகளில் நிற்பது பித்ரு தோஷத்தை
தெரிவிக்கும்.
5. லக்னத்தில் மாந்தி நிற்பது, சூரிய சந்திரர்களுடன் மாந்தி சேர்ந்து நிற்பது போன்ற நிலையும் பித்ரு தோஷத்தைத் தெரிவிக்கும்.
பித்ரு தோஷ பரிகாரங்கள்
1. ஜாதகத்தில் பித்ரு தோஷம் இருப்பவர்கள்
இராமேஸ்வரம், திருப்புல்லாணி மற்றும் கயா அக்ஷயவடம் போன்ற இடங்களில் தில
ஹோமம் செய்வது மற்றும் பிண்ட சிரார்தம் செய்வது பித்ரு தோஷத்தைப் போக்கும்
என்கிறது சாஸ்திரம்.
2. இந்தியாவில் உள்ள பன்னிரண்டு
ஜோதிர்லிங்கத் தலங்களில் ஒன்றான ராமேஸ்வரம் பித்ரு வழிபாட்டுக்கு உகந்த
தலங்களில் ஒன்று. ராவணனைக் கொன்ற பிரம்மஹத்தி தோஷம் நீங்க வேண்டி,
ராமபிரான் சிவலிங்கப் பிரதிஷ்டை செய்து வழிபட்ட திருத்தலம். இந்தத்
தலத்தில் உள்ள தீர்த்தங்களில் அக்னி தீர்த்தம், பித்ரு தோஷத்தைப் போக்கும்
ஆற்றல் கொண்டது.
3. வைகை ஆற்றங்கரையில் அமைந்துள்ள
புஷ்பவனேஸ்வரர் செளந்தரநாயகியம்மன் கோயில் மிகவும் சிறப்பு வாய்ந்த
சிவதலமாகும். பாண்டிய நாட்டின் பாடல் பெற்ற 14 தலங்களில் திருப்புவனமும்
ஒன்று. அக்காலத்தில் புகழ்பெற்ற சுச்சோதி மன்னன் முன்னோர்களுக்குத் திதி
கொடுக்க திருப்புவனம் வந்து வைகையாற்றங்கரையில் வேண்டுதல் செய்துள்ளார்.
திருப்பூவணத்தில் அஸ்தியைக் கரைத்தால் பாவ விமோசனம் கிடைக்கும்
என்கிறார்கள். காசியை காட்டிலும் வீசம் பங்கு அதிகம். (பதினாறு பங்கு).
இராமேஸ்வரத்தைக் காட்டிலும் ஆறு பங்கு அதிகம். மதுரையைக் காட்டிலும்
முக்கால் பங்கு அதிகம்.
4. திலதர்ப்பணபுரி. திலம் என்றால் எள்.
புரி என்றால் ஸ்தலம். எள் தர்ப்பணம் செய்ய சிறந்த ஸ்தலம் என்பது பொருள்.
இந்தியாவில் பித்ரு ஸ்தலங்கள் 7 உள்ளன. அவை, காசி, ராமேஸ்வரம், கயா,
திரிவேணி சங்கமம், ஸ்ரீவாஞ்சியம், திருவெண்காடு, ஏழாவதாக திலதர்ப்பணபுரி.
பித்ரு ஸ்தலங்களில் ஒன்றாக இந்த திலதர்ப்பணபுரி விளங்குகிறது.
இராமேஸ்வரத்தில் செய்யப்படும் பித்ருக்கள் சம்பந்தமான அனைத்து பூஜைகளும்
திலதர்ப்பணபுரியிலும் செய்யப் படுகின்றன.
இந்த திலதர்ப்பணபுரி திருக்கோயில்
மயிலாடுதுறையில் இருந்து திருவாரூர் செல்லும் சாலையில் அமைந்துள்ள
பூந்தோட்டம் என்ற ஊருக்கு அருகில் உள்ளது. பூந்தோட்டத்திலிருந்து
எரவாஞ்சேரி செல்லும் சாலையில் சுமார் 2 km தொலைவில் உள்ளது.
4. வட இந்தியாவில் கங்கையுடன் யமுனை,
சரஸ்வதி நதி இரண்டும் சங்கமிக்கும் தலம் ‘திரிவேணி சங்கமம்’ (அலகாபாத்)
எனப்படுகிறது. இங்கு, சரஸ்வதி நதி கண்ணுக்குத் தெரிவதில்லை. அதுபோல்,
தமிழகத்தில் பவானி, காவிரி மற்றும் கண்ணுக்குப் புலப்படாத அமிர்த நதி என
மூன்று நதிகளும் கூடும் இடம், ‘தென் திரிவேணி சங்கமம்’ என்று அழைக்கப்படும்
பவானி கூடுதுறை (ஈரோடு மாவட்டம்). இந்த கூடுதுறையில் கோயில்
கொண்டிருப்பவர், ஸ்ரீசங்கமகேஸ்வரர். பவானி கூடுதுறை, பாவம் போக்கி
புண்ணியம் அளிக்கும் சக்திமிக்க தலமாகத் திகழ்வதால், ஆடி அமாவாசை, தை
அமாவாசை நாட்களில் இங்கு நீராடி, பித்ருக்களுக்குத் தர்ப்பணம் செய்வது
மிகுந்த விசேஷம் என்பது ஐதீகம்.
5. தாமிரபரணி மஹாத்மியத்தில், வியாசரால்
போற்றப்படும் அகரத்தில் காசி தலத்தைப் போலவே, ஸ்வாமி கிழக்கு நோக்கியும்,
அம்பாள் தெற்கு நோக்கியும் அருள் பாலிக்கின்றனர். எனவே இதை, ‘தக்ஷிண காசி’
என்று ஞான நூல்கள் சிறப்பிக்கின்றன. இங்கே வடக்கில் இருந்து தெற்கு
நோக்கிப் பாயும் தாமிரபரணியை, `தட்சிண கங்கை’என்று போற்றுகின்றனர். பித்ரு
சாப விமோசன தீர்த்தமாகத் திகழ்கிறது.
ஆடி மற்றும் தை மாத அமாவாசைகளிலும்,
புரட்டாசி மாதத்தில் வரும் மகாளய அமாவாசை திருநாளிலும் இங்கே வந்து,
தாமிரபரணியில் நீராடி, பித்ரு ஸ்ரார்தங்கள் செய்து ஈரத்துணியுடன் ஸ்ரீ
காசிவிஸ்வநாதருக்கு வில்வ மாலையும் ஸ்ரீவிசாலாட்சிக்கு செவ்வரளி மாலையும்
சார்த்தி வழிபட வழிபட, ஈசனின் அருளும் கிட்டும்; பித்ருக்களும்
ஆசீர்வதிப்பர். கோசாரத்தில் விருச்சிக ராசியில் குருபகவான் பயணம் செய்வதால்
தாமிரபரணி புஷ்கர வருஷமாக திகழும் இந்த வருஷத்தில் ஆடி மாதத்தில் அகரம்
படித்துறையில் பித்ரு காரியங்கள் செய்ய மிகவும் உன்னதமான ஸ்தலமாகும்.

Chennai: She knocked on every door and trekked from pillar to pillar, pleading for the release of her son in jail for 28 years for a crime she is convinced he had not done. Arputhammal, the mother of AG Perarivalan alias Arivu, serving life term in Vellore jail after conviction in the assassination of Rajiv Gandhi, met Home Minister Amit Shah on Monday pleading with folded hands and tears in eyes for her son's release.
VCK president and Chidambaram MP Thol Thirumavalavan and his party general secretary D. Ravikumar, who represents the Villupuram constituency in the Lok Sabha, both of whom facilitated the meeting as MPs, were also present at the Shah session. They later told reporters that the Home Minister promised to do the needful after consulting with the relevant people.
“We told the Home Minister that the mercy petition for their release is pending before the Governor. The power rests with the Governor now. We hope that a proactive role by the Government will help the Governor follow their lead,” they said. Mr. Thirumavalavan who handed over a copy of the mercy petition to Mr. Shah said already Tamil Nadu State Cabinet's recommendation under Article 161 is pending with the Governor for almost 11 months without any action.
“I feel that this mercy petition with your compassionate recommendation / forwarding letter will bring this long time impasse to an end,” the VCK chief said in the memorandum submitted to the BJP national chief.
In September 2018, days after the Supreme Court directed Governor Banwarilal Purohit to take a decision regarding the release of the seven convicts, the Tamil Nadu Cabinet recommended their release to the Governor. The matter has been pending before the Governor ever since.
Along with Nalini, Murugan, Santhan, Robert Payas, Ravichandran and Jayakumar, Perarivalan has been in jail for 28 years after being convicted in the assassination in 1991.
In June last year, President Ramnath Kovind had rejected Tamil Nadu government's plea to release the seven convicts. The President's decision was based on the advice of the Ministry of Home Affairs, sources claimed and in the absence of any communication from the Centre in this regard, Perarivalan's legal team was convinced that the matter could not have gone to the President without the involvement of a Central Ministry.
“They still haven't found out details of the belt bomb that was used for the assassination. This is despite Perarivalan filing a case in the matter,” advocate K. Sivakumar had said.
Arputhammal has been waging a legal battle for the release of her son for over two decades. The 71-year-old mother maintains that her son is innocent in the assassination by the LTTE.
Perarivalan was 19 years old in 1991, when Dhanu alias Thenmozhi Rajaratnam blew herself up near Prime Minister Rajiv Gandhi at a public meeting in Sriperumbudur, near here. Perarivalan had reportedly said that he was unaware of the purpose of the two nine-volt batteries he was asked to buy — the main charge against him.
But former CBI officer V. Thiagarajan, who recorded Perarivalan's statement at the time, had failed to include this as he assumed it would cast a shadow on the case or could have been a lie.
In January 2018, the Supreme Court gave the Home Ministry three months to decide on Tamil Nadu's proposal to remit the sentences of the life-term convicts.
The Centre had moved court against the State's proposal to cut short their sentences as they had already served more than 20 years in prison. Following this, on February 14, the MHA sought details on eight grounds from the State to look into its request to release the convicts.

Bengaluru: The Railways has announced that the new MEMU train between Mysuru and Bengaluru will now run six days a week (Monday-Saturday). The train was introduced at the start of the year and was greeted with much fanfare among the passengers. Before this, the train was running four days a week every Wednesday, Thursday, Friday and Saturday at a flat fare of Rs 30 per passenger. This new schedule has been commenced from Monday as special train with revised timings. But the commuters and activist demand the railway's officials push for the Bengaluru suburban rail project by sending the revised feasibility report, which has reduced the number of stations as well as the length of the alignment.
"It is good that a new MEMU train schedule has been commenced for these busiest cities which were a dream of two years. The train is a boon to people living in Mandya, Maddur, Channapatna and other parts of the stretch as well who regularly travel to either of the two cities. This will also help those living in Mysuru Road suburbs of Nayandahalli, Kengeri and Hejjala in Bengaluru as well. In a same we also demand the suburban railways because already there are many changes in the DPR as a number of stations has come down from 86 to 62 while the length of the alignment has been shortened by 12.33 km" says Yogendra, an activist told DC.

According to the railway official the train with eight couches can carry 3, 200 passengers at a time. MEMU, or Mainline Electric Multiple Unit, provides an average increase in the speed of 20km/hour compared to loco-hauled commuter trains pulled by a separate engine. While MEMus is a preferred mode for suburban trains, it was not common in this part of the railway network as it was fully electrified only in 2018.
New Suburban railway DPR is to cut down the cost of the project
The commuters demand that Railway officials have to push for the Bengaluru suburban rail project by sending the revised feasibility report, which has reduced the number of stations as well as the length of the alignment as per the conditions laid down by the prime minister office. But the activist complains that the PMO has been directed only because to cut-down the entire suburban railway project.
The number of stations has come down from 86 to 62 while the length of the alignment has been shortened by 12.33 km. The new suburban rail alignment of five corridors will have a length of 148 km and is expected to reduce the cost by Rs 5, 000 crores. The previous DPR had estimated the cost at Rs 19,500 crore.
"Revised DPR has ensured Suburban Rail alignments are not disturbed. Reduction in number of Station is a concern as building new station later will not be possible. PMO and GoK should reconsider on stations. As the city is having a population of more than 1.2 Crore. Suburban Rail can be extended later from Chikbanawar-Nelamangala & Tumkur and also to Bangarpet, Ramanagar. Now it's not time to delay the project further which will benefit 15-20 Lakh People. GOK and GOI should realize the delay of this project will badly hurt Bangalore and image of Country. So our PM and CM should ensure the foundation is laid immediately with sufficient funding" says Sanjeev Dyamannavar activist told DC.

Chennai: The Madras high court has dismissed a batch of petitions relating to regulating the devotees darshan and ensure their safety and provide all basic needs and amenities to the devotees who come for darshan to Arulmigu Athi Varathar of Arulmigu Devaraja Swamy Temple in Kancheepuram district.

After perusing the detailed report filed the state government, the bench said it was stated that till now more than 34 lakh persons had visited the temple and had the darshan of Athi Varathar and the state police have been able to control the crowd. The argument that the local police was not able to control the crowd does not persuade it to take the help of CISF, the bench added.
Rejecting the argument that the local residents were put to hardship, the bench said no doubt some inconvenience would be caused to the local residents because of the number of people who assemble at Kancheepuram.
But to maintain law and order and public order, the state government has to take reasonable precautions and steps which was in the interest of public, even if it causes inconvenience to the residents and devotees, the bench added.
Referring to the contention that the darshan of Moolavar was prohibited, the bench said it was for the state government to regulate darshan and no binding precedent has been placed before the court that the right to have glimpse of the Moolavar was a part of religion.

CHENNAI: The government doctors in Tamil Nadu initiated a non-cooperation protest from Monday (July 29) pressing for various demands including pay hike for them. The doctors have planned a series of protests by boycotting selected works in the coming weeks and culminate it with a total strike on August 27.
Speaking to Express Dr. P Balakrishnan, Convener of Federation of Government Doctors Association, said the government doctors from Monday will not attend the review meetings or maternal death audit meetings convened by the health department as part of the protest.
"From August 9 to 19, works related to the Chief Minister 's Comprehensive Health Insurance Scheme will be boycotted. On August 20, we will form a human chain. On August 23, 10 doctors will launch a hunger strike if the demands were not met till then. On August 27, we will go on strike one day work across the State and only emergency services will be provided.
The government doctors in recent months have been staging many protests over the long-pending demand of pay hike. Another key demand is reserving 50 percent of the seats in Post Graduation and Super-Speciality courses for the government doctors. "The government also should increase the doctors' strength depending upon the patients' strength in every government hospital," Dr. Balakrishnan added.
The Human Resource Development Ministry has received more than 77,000 comments and letters on the draft National Education Policy (NEP), according to Minister Ramesh Pokhriyal Nishank. The extended deadline for accepting feedback from the public ends on Wednesday, July 31.
“About 5% of the feedback received so far is useful, and will be taken into account,” said a senior Ministry official. The Centre has been sifting through the recommendations and will take the next few weeks to make changes to the draft before it is submitted to the Cabinet for approval.
According to Ministry sources, the largest number of letters received so far — about a quarter of the total — came from a campaign opposing the draft NEP’s proposal to change school teacher recruitment norms.
The draft policy is scathing in its assessment of teacher recruitment procedures. “Current teacher recruitment does not involve any interviews or classroom demonstrations that assess motivation and passion; written examinations such as the Teacher Eligibility Test (TET) often have little correlation with teaching ability,” it said.
Recommending a complete overhaul of the system, the draft NEP says that the TET must be strengthened “through improved test material correlated to capacities of outstanding teachers, both in terms of content and pedagogy.”
Appointment of Syndicate members to 13 Karnataka varsities put on hold
Less than a week after the JD(S) and Congress coalition government appointed Syndicate members to 13 State-run universities, the Higher Education Department has directed varsities to put them on hold.
All the appointed were government nominees. The order issued last week states that all appointments made by State government to university Syndicates under Karnataka State Universities Act 2000 has to be kept on hold until further orders.
Following this, the varsities informed the nominated that they cannot function as Syndicate members for the time being. The appointments drew flak as the posts of syndicate members had been vacant for a year and the coalition government made these appointments just days before it lost the trust vote. Former Higher Education Minister G.T. Devegowda had defended the nominees and stated that they were not only doctorates and masters’ degree holders, but also qualified education experts. Soon after he took charge, he said that he wanted to do away with appointments that were “political in nature”. He even said that his government would ensure that only academically-qualified persons are nominated.
The BJP Members of the Legislative Council had alleged that he had not kept his word and lodged a complaint before Chief Secretary T.M. Vijay Bhaskar requesting him to rescind the nominations. Following this, the Higher Education Department was directed to communicate this to the universities.
Earlier, the government nominees to the Syndicate made by the Siddaramaiah-led Congress government were removed after the JD(S)-Congress coalition government came to power.
A former Vice-Chancellor said: “The Syndicate is the highest decision-making body of the universities and the government needs to frame parameters and justify the appointments. Each government appoints its own members and the syndicate members are used as pawns by political parties to fulfil their agenda.” He also levelled allegations of corruption behind the appointments.
A Registrar of a city-based university said over the past year, the posts of Syndicate members were vacant. “Between the tussle of various governments, the university lost out as there were no experts to guide the universities. The new government should fill the posts in a transparent manner,” he said.
Special leave for cancer treatment

Employees availing such special casual leave should submit a medical certificate from the medical officer in charge of the hospital where he/she undergoes the procedure.
State Health Minister C. Vijayabaskar said there was a long-pending demand among government employees suffering from cancer that they had to exhaust their leave and go on leave without pay during the course of treatment. "They deserve this special casual leave. Government employees are covered under a health insurance scheme that covers treatment for cancer and the insured can opt for treatment in network hospitals. We also want to change the perception that cancer means death. The fact remains that early detection of cancer is curable,” he told The Hindu on Monday.
In October last year, the State government classified certain diseases — chicken pox, measles, swine flu, plague and rabies — as infectious and allowed affected employees to take special casual leave ranging from seven to 10 days.
The Education Department has placed under suspension the botany teacher of a Government Higher Secondary School in Bhavani, after the police registered a case against him for sexually assaulting Plus-One students of the school.
Sakthivel (47) of Kuppa Naicken Palayam in Bhavani block had allegedly sexually assaulted a few girl students. The girls informed their parents, who lodged a complaint with the school management demanding action against the teacher. They also staged a protest on the school premises on July 26. Bhavani police held talks with the parents and asked them to lodge a complaint with the All Women Police at Bhavani. Following the complaint, the police registered a case against Sakthivel under Section 9 (f) and 10 of Protection of Children from Sexual Offences Act, 2012 and Section 323 (voluntarily causing hurt) of IPC. The accused is at large. Since a case was registered against Sakthivel, Chief Education Officer R. Balamurali issued orders placing him under suspension.
The Kancheepuram district administration and Hindu Religious and Charitable Endowments Department have decided to restrict darshan timings on Wednesday till 5 p.m. in view of the idol of Athi Varadar being shifted to standing pose ( nindra thirukolam ) from sayana kolam. The queue for free darshan would be closed by noon at the Sri Deverajaswamy Temple.
Collector P. Ponniah said that similarly, on that day Sahasranamam archana tickets would get over between 6.30 a.m. and 8.30 a.m. VIP darshan would be from 5 a.m. to noon and online ticket darshan would be from noon to 3 p.m. He said that on August 3, on Aadi pooram when Andal Thirukalyanam is to be conducted, Athi Varadar darshan would be put on hold between 5 p.m. and 8 p.m. The free darshan queue would be closed between noon to 5 p.m. On that day, darshan timings would be increased by a couple of hours at night.
On August 15, due to Aadi Garuda Sevai in the temple, when Sri Devarajaswamy would be brought out in procession through the Mada Streets, darshan would be closed by 5 p.m., he added.
Govt. gets two weeks to respond on early release of Rajiv case convicts
Nalini seeks direction to Home Secretary to expedite cabinet recommendation
The Madras High Court on Monday granted two weeks for the State government to file its response to a writ petition filed by former Prime Minister Rajiv Gandhi assassination case convict S. Nalini, 52, now on parole, for expeditious implementation of a recommendation made by the State Cabinet to the Governor on September 9 for premature release of all the seven life convicts involved in the case.
Justices R. Subbiah and C. Saravanan granted time at the request of a government counsel although the petitioner’s counsel M. Radhakrishnan and P. Pugalenthi were keen on arguing the case on Tuesday.
In her present petition, the convict sought for a direction to the Home Secretary to consider a representation made by her on February 13 and consequently implement the Cabinet recommendation immediately.
Registry’s stand
She had filed yet another writ petition seeking a direction to the Governor to “countersign” the recommendation made by the Cabinet. However, the High Court Registry refused to number that case after doubting whether a direction of such a nature could be issued against the Governor who enjoyed complete immunity, under Article 361(1) of the Constitution, from being questioned by courts with respect to discharge of official functions.
When the case was listed before the same Division Bench, led by Mr. Justice Subbiah, on July 18 for deciding its maintainability, Advocate-General Vijay Narayan argued that the Governor was insulated from being answerable to courts and that the immunity so conferred could not be intruded by the High Court by exercising its writ jurisdiction. After accepting his submission, the judges upheld the objections raised by the Registry.
The Bench said: “In this case, even assuming that the Governor of the State did not take into account the advice given by the Council of the Ministers, it will not be a ground for the petitioner to file this writ petition and contend that the protection of life and personal liberty guaranteed under Article 21 of the Constitution of India has been infringed. The privileges and immunity conferred on the Governor... is a clear bar for the petitioner to file the present writ petition.”
Plea allowed
Meanwhile, a Division Bench of Justices M.M. Sundresh and M. Nirmal Kumar on July 5 allowed a habeas corpus petition filed by the convict and granted her 30 days of ordinary leave to make arrangements for the marriage of her daughter living in London. Although she had sought six months leave on the ground that she had never availed the benefit even once in the last 28 years, the judges restricted it to one month.

The Madhavaram police have registered a cheating case against a retired judge, his wife and son for allegedly aiding a fraudster. The case has been booked based on a complaint by a person called Kumar, 50, of Moolakadai.
Kumar, a trader, had approached retired judge Rajagopal of Anna Nagar, seeking money to expand his business. He told Kumar he does not have enough money and introduced a person called Pandian, 47, of Periyakulam near Theni. Pandian told Kumar he had good contacts with senior officials in both public and private sector banks. He also claimed he can get him a huge sum of loan, for which he charged ₹35 lakh as commission.
Pandian, who took the cash in Madurai, however, evaded Kumar without getting him the loan. After several failed attempts to get the loan, Kumar lodged a police complaint against both Pandian and retired judge Rajagopal. He also approached the retired judge, who failed to help him.
Following this, police arrested Pandian. They have also booked a cheating case against retired judge Rajagopal, his wife Meena and son Arun Kumar for aiding the suspect and launched a hunt for the trio.
Gutka scam case: ED attaches 174 properties worth ₹246 crore

The Enforcement Directorate (ED), Chennai, on Monday provisionally attached immovable and movable properties worth ₹246 crore under the provisions of the Prevention of Money Laundering Act (PMLA), 2002, in connection with the gutka scam case.
The attached assets comprise 174 immoveable properties in Tamil Nadu, Puducherry and Andhra Pradesh, with a market value of ₹243.80 crore and moveable properties in the form of shares and vehicles valued at ₹2.29 crore.
The attachments were made after the ED Chennai zone-II, headed by joint director P Manikkavel, initiated investigations under the PMLA against unidentified officials of the state and the central governments, public servants and others based on an FIR filed by the CBI in the gutka scam.
The CBI registered the FIR on the directions of the Madras high court after it directed the probe agency to conduct investigations into all aspects of the offence of illegal manufacture, import, supply, distribution and sale of gutka and other chewable tobacco products which were banned in Tamil Nadu and Puducherry with effect from May 2013. Investigations under the PMLA revealed that accused A V Madhava Rao, P V Srinivasa Rao, Tallam Uma Shankar Gupta and others were involved in the illegal manufacture, sale and distribution of gutka products. They had a turnover of ₹639.40 crore from June 2013 to June 2016. The ill-gotten money was invested in moveable and immoveable properties in Andhra Pradesh, Puducherry and Tamil Nadu.
Investigations further revealed that the accused made investments in land purchased in the name of Gayathri Realtors, Medha Dairy Private Limited, Vaijayanthi Spinners and others, sourced through cash from the sale proceeds of the illegal gutka business. Three factory premises were also acquired by the accused in the names of relatives /employees during the period to facilitate smooth running of the business.
Further, from the profits of the gutka business, personal investments were made by the accused in purchase of land in their and in the name of their relatives. Besides, shares were purchased in Goutham Buddha Textile Park, Guntur, and vehicles were bought from the sale and distribution of the gutka products. The accused made major investments in real estate in Guntur district of Andhra Pradesh, apart from investments in Salem, Puducherry and Chennai. These assets consist of the 174 properties that have been attached.

Govt employees to get spl leave for cancer treatment: The state government has announced that government employees undergoing treatment for cancer will be awarded 10 days special casual leave for chemotherapy/radiotherapy. This special leave will be for 10 days from the day prior to the date of chemotherapy and will be in addition to the eligible leave, subject to the production of medical certificate from the hospital where they underwent the treatment. Minister D Jayakumar had made an announcement to this regard in the assembly on July 5.
Non-judicial members of state Lokayukta appointed: Governor Banwarilal Purohit on Monday issued appointment orders to two non-judicial members of Tamil Nadu Lokayukta — retired bureaucrat M Rajaram and K Arumugam. The orders were issued days after the Supreme Court stayed the Madras high court order that stalled the appointment on the grounds that the members were holding offices of profit. Rajaram was a former member of TN public service commission and Arumugam was prosecutor in session’s court and office-bearer of AIADMK’s advocates wing.
Fake internship: Univ wants criminal action against college, dentist

Tamil Nadu Dr MGR Medical University has proposed criminal action against the management of Priyadarshini Dental College and one of its dental students Karishma Irfan for furnishing fake records to show that the student had completed her compulsory rotatory internship.
Irfan,whowas awardedthe degree, has registered with the dental council and is now allowed to practice dentistry. “We can declareher degree null and void, but we don’t want to do justthat.Thestudenthadearlier written to us complaining against the college for demanding money for her to apply for maternity leave. We also want to ensure the college has not faked internship log books of more students. This needs a detailed investigation,” a university official said.
The university will discuss further course of action against the college including police complaint with charges of forgery and cheating. It will discuss ways to prevent such incidents during general council meeting on Tuesday.University officials refused to speak on record but said another medical student from a self-financing college in Chennai who did not complete his internship had asked the university to consider his case and award degree. “We do not want to encourage this,” the official said.
Going by the recordsof Priyadarshini Dental College, the woman worked in the hospital on the day of her C-Section and monthsthatfollowedwithout a break. Irked by the serious lapse, the university asked the college to return her degrees in March. Last week, the college dean Dr M K Venkat Prasad wrote to the university saying that the student is not answering her phone.
In February, the university officials found Karishma Irfan’s application for “condonation of break” in compulsory rotatory internship due to maternity was pending. They also found that the college, which had applied for the condonation, declared her fit to receive BDS degreeeven beforeher leave petition could be approved. “At least 10 department heads sign the attendance and give remarks of performance. The records show that a day after her delivery,March 31,2017,shehas been transferred to the department of paedodontics. She worked there for a month in April 2017 and the department has marked her performance as ‘excellent’,” the official said pointing to the internship completion schedule.

BENGALURU: The official flag carrier airline of Thailand, Thai Airways International Public Company Limited (THAI), celebrated its completion of 15 years of service in Bengaluru at Shangri-La hotel, Palace Road on Friday. Having started their operations in March 2004, THAI has taken over 1.1 million passengers from Bengaluru to more than 60 destinations across the world. Presently, they operate non-stop flights daily between Bangkok and Bengaluru.
Chutintorn Gongsakdi, ambassador of Thailand to India, inaugurated the function. “While some countries like the Philippines and Vietnam don’t have direct flights to India, we have eight flights to Thailand from here. Being an innovation hub, Bengaluru plays an important role in the relationship between the two countries. Indian friends and acquaintances do tell me that Thai Airways is a preferred choice of airline for flying to Thailand. This is flattering indeed, for Thais are essentially humble people. But nevertheless, we are a nation with a strong sense of pride in memorable service from the heart. We would like to promote more cultural and economic tie-ups with the city,” he said.
Gongsakdi thanked the Government of India for facilitating increased air connectivity between Thailand and India by providing more air traffic rights. “Thailand looks forward to seeing more air connectivity to welcome 2 million Indian tourists this year, leading to an overall number of 10 million by 2030,” he added. Indian tourists currently enjoy free Thai visa-on-arrival till October 31.
The event included a traditional royal Thai dance performance by Jeerawoot Janchaisang and Napasorn Ekpankul. The dancers in their elegant golden colour traditional attire, jewellery and headdresses, enthralled the audience by their slow-paced and rhythmic movements. A live demonstration of ‘Meing Kham’, a traditional hors d’eoeuvre from Thailand was also held.

CHENNAI: A National Eligibility-cum-Entrance Test (NEET) for engineering courses will be introduced but not now said All India Council for Technical Education chairman Anil D Sahasrabudhe on Sunday.
Sahasrabudhe, who was here to attend the convocation of Sathyabama Institute of Science and Technology, said it is on their mind to conduct NEET for engineering courses also, but they have been not able to implement it for a few reasons, one of which being States’ resistance.
“As NEET is a national-level test we will have to follow one curriculum and CBSE will be the obvious choice. NEET cannot be implemented unless the States align their curriculum with the same level and same style as that of CBSE. Discussions are on and someday it will happen, but not now,” he said on the sidelines of the event.
On large-scale vacant seats in engineering colleges he said, “Vacancy in engineering colleges has been there for the last four -five years. It is nothing new. The number of seats in engineering courses has increased in recent years due to which vacancy figures are high. Secondly, people have realised there are multiple opportunities other than engineering. Earlier, parents used to push their kids into engineering or medicine, but now they are choosing fields in arts, liberal arts, music, drama and this is a better realisation.
But, engineering will continue to be there as it provides you learning into multiple disciplines.
He stressed there is a need to reduce the number of engineering colleges to ensure only quality education is imparted. In due course, colleges providing quality education alone will survive. To reduce the number of seats, AICTE has decided not to allow opening of any new engineering college for the next two years, he said.
Speaking at the convocation, Sahasrabudhe expressed happiness as the country ranked 52 in the Global Innovation Index 2019, while it was 81st in 2015. “In four years, we have improved with reforms. Now, we aim to achieve the top 10 rank in the next five years and we have all potential for it,” he concluded.

Woman dies after falling from upper berth of Bengaluru-bound train She fell when she was alighting; doctors say she may have died of spinal injury.

BENGALURU: In one of the rarest accidents to have taken place inside a train, a 40-year-old woman who slipped when alighting from the upper berth of an AC coach died within a couple of hours due to suspected internal injuries. The incident took place on July 22 inside the Udyan Express, which was heading to Bengaluru from Mumbai.
The deceased, Saraswathi Banisal, a Kolkata native, was employed at Jayanagar. It is not clear whether she was employed in a beauty parlour or ran her own outlet here. She was returning from Mumbai where she had been on a short visit to enhance her skills, a source said.
A bit overweight, Banisal fell from the berth when she tried to alight from the berth well before it was to enter the Krantivira Sangolli Rayanna (Bengaluru City) railway station, said a railway official.
“One of the passengers tweeted to the Railway Ministry about her fall. The Government Railway Police, railway officials and doctors were immediately alerted. Medical help was waiting on Platform three for the arrival of the train,” the official said.
Dr S Snehalatha, general physician at a free clinic run by Manipal Hospitals in the concourse area of the station, said, “Two of our paramedical staff rushed to the station at 8.30 am. The train reached only after 9 am due to delays. They entered the compartment and checked all of her vital parameters which were alright. The patient was answering basic questions coherently and and looked alright. They later brought her to the clinic on a stretcher for double checks.”
En route, she even kept telling the police to be careful about her bag as it contained valuables.
At the clinic too, her condition was assessed and initially she sounded okay. “However, her speech soon became blurred and she kept forgetting to answer a basic question like her residence in Bengaluru. Since we suspected an internal head injury to be causing a loss of consciousness, we decided to rush her by ambulance to the nearby KC General Hospital,” Dr Snehalatha said.
Apart from a nurse from the clinic, the ambulance also had a nurse and a GRP cop accompanying her. Later, the doctor received a call from the staff on board that the oxygen level was saturating. “I told them to increase the oxygen supply since they were nearing the hospital. As they reached the hospital, there was no response from her. Doctors waiting for the ambulance outside conducted a few basic tests and declared her as brought dead,” she added.
The patient may have suffered from a spinal cord injury or an internal head injury which only the post mortem report will make clear, she said. TNSE spoke to Alpana, her younger sister in Kolkata who said she was unaware if her sister had any previous health condition as she lived away from home for most of her life.
Avoid upper berths if you have health issues: Doc
Dr S Snehalatha, general physician at a clinic run by Manipal Hospitals inside KSR railway station, said, “The exact reason for the woman’s death onboard the train will be clear when we see the autopsy report. However, as a matter of caution, it is better for those suffering from BP or sugar problems to avoid occupying middle or lower berths in trains. We do not know when the impact of high or low BP or sugar levels can happen.”
It could be dangerous is one loses control when alighting or boarding the berths, the doctor added.
BU increases affiliation fees to overcome revenue crunch

College managements say they will have to hike students’ fees
After the trifurcation of Bangalore University (BU), the two new universities and the parent university have been grappling with shortage of funds. To tackle this and generate more revenue, BU has decided to hike the fees for its affiliated colleges from the 2020–21 academic year. The university has around 280 colleges affiliated to it.
K.R. Venugopal, Vice-Chancellor of the university, said the fees have been hiked in the range of 5% to 10% for all categories. This was approved at the university’s Syndicate meeting held earlier this month.
“Our resources reduced after the trifurcation. In fact, only our university has employees on its rolls. So, the expenditure of our university is higher than that of the other two universities, but the income is low,” he said.
The fee has been increased across all categories — for renewal of permanent affiliation, for applying for permanent affiliation, for enhancement of intake for different courses, affiliation fee for continuation, for applying for fresh affiliation, and affiliation fee for starting new courses in existing colleges.
Bangalore University was trifurcated from the 2017–18 academic year. The two new universities are depending on government funds for running the institutions. The revenue of the parent university has come down because the number of colleges in its jurisdiction has now reduced.
The managements of the affiliated colleges are unhappy with the move and said they would be forced to hike the fees for their students. “Although the hike is in the range of 5% to 10%, it will be a huge burden on us as we have to pay for enhancement of each courses. The university should find other avenues of generating revenue and should not pass on the burden to college managements,” said the principal of a city-based college who did not wishto be named.
Students’ organisations too have opposed the move. Gururaj Desai, State secretary, Students’ Federation of India, said the university should roll back the hike in affiliation fees. “The university should judiciously use the funds it gets. We have seen instances of officials using funds for improving infrastructure at their offices and residences and for buying cars. All such expenses should be stopped,” he said.
