Anna University vice-chancellor M K Surappa is being victimized for opposing the cancellation of arrears for all students by the state government, alleged some academics referring to the inquiry ordered against him.

"Except Anna University, all state universities have awarded pass marks to students with arrears when the case is still in the court. The authorities have been continuously putting the pressure on the university to pass students with arrears," said some Anna University professors who spoke on condition of anonymity. Professor Surappa sought clarification from the All India Council for Technical Education (AICTE), the regulatory body for technical education, on the state government's direction cancelling the arrear exams. The regulatory body said it would be constrained to withdraw approval to the university if the arrear examinations were cancelled. This has been cited as one of the complaints against Surappa in the government order that he mailed "wrong information" to AICTE that the final year students were passed without conducting examinations.

Academicians said the state government does not have the power to form an inquiry committee against a sitting vice-chancellor.

"If there is any enquiry, it should be handled by the Governor who is the appointing authority, not the state government. Whatever the complaints it should have been referred to the Governor. He should have ordered the inquiry but instead the government formed an inquiry committee. State government is initiating an inquiry to deliberately spoil Surappa's name and harass him because he didn't toe the government's line of thinking," said E Balagurusamy, former vice-chancellor of Anna University. He further said Surappa will come out clean from all allegations.
