DVAC yet to act in ₹350cr police scam

Officials Involved In Racket Not Summoned

Nearly two months after the state home department ordered a vigilance probe into the ₹350crore police equipment purchase scam, directorate of vigilance and anti-corruption (DVAC) sleuths are yet to summon officials allegedly involved in the scam for inquiry.

Superintendent of police (technical services) M Anbuchezhian, who was named by the home department for criminal misconduct and possibly causing pecuniary loss to the government, continues in his post. His continuation in the office may hinder an impartial inquiry, say senior officials. He transferred the superintendent of ministerial staff, the custodian of key documents in the technical services, to Ramanathapuram last week. Officials who spoke on condition of anonymity said, “How can we give statements against a sitting officer above us in the hierarchy? The transfer of Rajan Singh sends a clear message to us that it could happen to anyone of us. We are being intimidated by the move.”

Officials in the technical services department said the transfer was initiated on administrative grounds. The transfer order was endorsed by ADGP (technical services) Ashok Kumar Das. The department had forwarded some of the documents pertaining to the scam to the DVAC in September last. The probe agency has assigned a deputy superintendent of police to begin investigation by summoning the ministerial staff, who maintained the records, and officials related to the issue. Plans are on to issue formal summons to those awarded contracts by Anbuchezhian as technical services SP.

DVAC officials have visited some of the contractors registered as ‘A’ class vendors with the technical services department and collected documents pertaining to the scam. Anbuchezhian, who has been holding the post of SP (technical wing) since 2013, was a part of tender scrutiny committees that fixed the eligibility norms for companies bidding for equipment such as digital mobile radio systems, CCTVs and other electronic items.
