State sees a dip in fresh cases, but fatalities at new high of 97

After reporting nearly 7,000 cases a day for the past one week, Tamil Nadu on Thursday recorded a dip in new Covid cases at 5,864 even as the toll reached a new high with 97 deaths. This took the state’s cumulative tally to 2,39,978 and toll to 3,838.

There were 57,962 people still under treatment after 5,295 people were discharged, taking the total recoveries to 1,78,178. The last time TN saw cases below 6,000 was on July 22 when it recorded 5,849.

Chennai continues to be the hotspot with 1,175 cases compared to 1,117 on Wednesday. Its three neighbours recorded a dip in cases with 854 compared to 1,305 on Wednesday. Chengalpet had 354, Kancheepuram 175 and Tiruvallur 325. With a total of 31,879 people under treatment including 2,876 fresh cases, the 11 northern districts including Chennai account for 55% of the state’s active cases. The northern region also reported 40 deaths, including 18 in Chennai. With that, the region has 2,808 deaths, 2,092 of them in Chennai.

With six out of 10 districts in the southern region recording more than 200 cases each, the region accounts for 25% of the state’s total active cases at 14,616. Tirunelveli had 277 cases followed by 261 in Theni, 248 in Kanyakumari, 244 in Virudhunagar, and 220 each in Tuticorin and Madurai. The region reported 34 deaths with the highest of eight in Tirunelveli, taking the total toll to 650 including 233 in Madurai.

The western region recorded 540 new cases including 303 in Coimbatore. This took the total to 12,797, including 4,529 active cases in the region. Nine deaths took the toll to 123 with 50 in Coimbatore and 30 in Salem. Coimbatore saw its corporation deputy commissioner, Maduranthaki, testing positive and getting hospitalised. Salem at 70 new cases recorded its lowest count in a week. Every day from July 24, it has been seeing more than 100 new cases a day.

With 460 new cases, the central region had a total of 12,871 cases including 4,934 people under treatment. Pudukottai recorded the highest with 128 cases. The region has so far reported 146 deaths, including 14 on Thursday.

Tamil Nadu is yet to take any policy decision on introducing economically weaker section (EWS) quota for forward communities in the state, the government informed the Madras high court on Thursday.

Justifying that EWS certificates bearing the rider that it could be used only for accessing admission or employment in central government institutions, Tamil Nadu advocate-general Vijay Narayan said the conditions were being included only as per the memorandum issued by the Centre in this regard.

As for the query on whether the income and property certificates being issued to EWS applicants would be accepted in other states, Narayan said it is for the state concerned to decide.

The submission was made in view of a direction passed by a division bench of Justice M M Sundresh and Justice R Hemalatha as to why such a condition had been imposed while issuing the certificate.

The issue pertains to a batch of pleas moved by various Brahmin and other forward caste associations, challenging the state government’s circular instructing tahsildars to stop issuing the certificates.

On July 13, the government submitted that the state has consented to issue the certificates and appropriate instructions have been given to the tahsildars.

Since the consent was accorded with a condition that such certificates can be used to avail 10% reservation only in central government services and educational institutions, the petitioners opposed.

The focus of the city corporation’s battle against Covid-19 continues to be the central part, mainly Kodambakkam, Anna Nagar and Ambattur that have recorded a significantly high number of cases in the last two weeks, official data shows.

Though no clusters have emerged, these zones have been recording more than 100 cases daily, officials said. Aggressive testing in slum areas, of contacts and even mildly symptomatic people will continue until the cases drop to less than 100 a day, officials said.

TOI looked at two indicators. One is the increase in the last two weeks in the total number of cases — the sum of active cases, deaths and recoveries. The second indicator is the number of active cases.

Statistics show that Kodambakkam and Anna Nagar recorded around 28% of all total cases in the last two weeks. Ambattur, which is contiguous with Anna Nagar that covers a part of neighbouring Tiruvallur district, had not recorded a high number of cases for many weeks. Now, there has been an increase of 1,721 in the total number of cases.

It is topping the Covid-19 case chart in the city, accounting for the third-highest number of active cases at 1,198. In comparison, Royapuram and Tondiarpet, which were the erstwhile hotspots, have only 806 and 602 active cases.

A senior official told TOI that in Anna Nagar, Kodambakkam and Ambattur a large number of working class citizens had been testing positive. “These are not people living in slums,” the official said. Areas where cases remain high include Attipattu and Padikuppam in Ambattur zone and Saligrammam and Virugambakkam in Kodambakkam zone.

Another official said several people who were employed in industries in Ambattur resided in wards in these three zones and were testing positive.

The officials said the number of daily fresh cases was expected to stabilise to less than 100 in Kodambakkam zone this week, while it Ambattur and Anna Nagar the process could take one more week.

In the southern part, Adyar has emerged as the zone with a significantly high increase in total cases in the last two weeks. A senior Greater Chennai Corporation official said this was in areas like Guindy, Saidapet. Nandanam, RA Puram and Adyar.

“Adyar is the most populous zone with 7lakh-7.5 lakh people. Contrary to popular perception, it is not entirely an affluent area and has many low-income group localities. The daily count of cases is stable and has neither reduced nor increased. About 50% of cases are contacts,” the official said.

As cases surge across the districts in Tamil Nadu, the state government on Thursday announced extension of the lockdown till August 31. Though the ban on public and private bus transport services, malls, gymnasiums and cinema halls will continue, all private offices and establishments have been allowed to function with 75% workforce.

Intense lockdown will continue to be enforced on all Sundays in August across the state. The state sought to take a measured approach in relaxing the curbs after collectors were keen on continuing the intense lockdown. According to sources, city corporation officials, too, batted for extending the lockdown to help bring the case count below 1,000.

Chief minister Edappadi K Palaniswami said, “The decision to continue the current lockdown is based on the views expressed by district collectors and public health expert besides consultations with senior ministers.” The state had considered resumption of bus services but district collectors raised concerns about the “possible surge” during the meeting with the chief minister on Wednesday. Virudhunagar collector R Kannan had cited the resumption of bus services as reason for the spurt in cases in his district.

On Thursday, health experts appreciated the government’s virus containment strategy and advised a more cautious approach, sources said.

The districts, excluding Chennai, recorded 45,177 active cases until Thursday. “There is no backlog of samples for testing beyond 48 hours. It is felt there will be a steady decline in the number of cases in other parts of the state from now on. If the trend stabilises and the cases go down further, we will consider resuming bus services and opening hotels. Currently, the administration has proven that it can manage 7,000 cases a day, but beyond that number, it will be a strain on the health infrastructure,” said a senior government officer.

There will be no relaxation in containment zones. Industrial and commercial establishments are asked to encourage employees to work from home and adhere to standard operating procedures. Status quo will be maintained for rail and air transport and e-passes from district collectors/Greater Chennai Corporation commissioner for inter-district and inter-state movement.

Independence Day will be celebrated in the state, adhering to social distancing norms and wearing of masks.

The chief minister also announced activities that will continue to remain prohibited until further orders. “Based on the intensity of the virus spread, relaxations will be permitted in a phased manner,” the CM said.

Shopping malls, schools, colleges, training and coaching institutions are not permitted. The other prohibited activities include, international air travel of passengers, except permitted by the Union government, metro rail and suburban trains, cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls, beaches, zoological parks, museums and similar places.

“In such circumstances, the right to appear for the examination cannot be taken away as it would infringe upon their fundamental rights and such an act would be in violation of Article 14 of the Constitution of India,” the Bench observed.

The Bench also said that it cannot lose sight of the fact that more than 1,84,368 students have already downloaded hall tickets for the examination.

This indicated the preparedness and interest of the students, who are not before the court and whose interest is required to be protected by the court.

The court had asked the government on July 28 to reconsider the decision to hold the CET considering the “drastic change” in the COVID-19 situation in the State.

However, the government affirmed its stand of holding the test while claiming that official machinery has been put on complete preparedness to conduct the test with special care for students who have tested positive for COVID-19 and allowing the students residing in containment zones, to come out of the zone to attend the test.

The Bench also made it clear that it is not expressing or opining that CET-2020 should be cancelled or postponed indefinitely as the same has to be necessarily held in the interest of students.

At least 40 students, who have tested positive for COVID-19, are expected to appear for Common Entrance Test (CET) 2020, slated for Thursday and Friday.

Speaking at a press conference on Wednesday evening, Deputy Chief Minister and Higher Education Minister C.N. Ashwath Narayan said that they will write the examination at COVID Care Centres (CCC) and transport arrangements will be made.

He said that the invigilators will be wearing PPE kits and they will supervise in two shifts and follow the norms laid out in the Standard Operating Procedure. Arrangements for food will be made for all students who have tested positive.

Keeping in mind the High Court direction, the Minister said that none of the students will be required to submit any documents if they carry hall tickets.

He added that those students who are waiting for their COVID-19 test results can write the examination at their originally allotted examination centres in separate rooms.

As many as 1.94 lakh students have registered for the CET, which is the gateway to admissions for professional courses including engineering and agriculture among others.

Dr. Ashwath Narayan said that a high-level committee, under the chairmanship of Additional Chief Secretary, has been formed to ensure that the examination is conducted without any hurdles.

Those students with symptoms or those coming from containment zones will have to appear for the examination in separate rooms.

Students will have to undergo thermal screening, use sanitisers, and wear a mask while writing the examination. The Deputy Chief Minister said that arrangements have been made for the students and one parent to come to the examination centre if they are in containment zones.

Mr. Ashwath Narayan said that students in distress can call the helpline [080-23460460, 080-23564583] to get their grievances addressed.

However, many students complained that helplines were constantly engaged and they could not reach officials.

Faculty at the Avinashilingam Institute for Home Science and Higher Education have alleged that the deemed university has been forcing them to report for work on all days during the COVID-19 pandemic.

A few faculty, who spoke on condition of anonymity, said many of the faculty members, particularly who are 50-plus years of age, were worried reporting for work as a faculty had recently tested positive for COVID-19.

The university management forcing them to report for work on all days was against the University Grants Commission’s and Ministry of Human Resource Development’s guidelines, which have said that universities should ask their faculty and non-teaching staff to work from home till July 31.

That the management threatening them to report for work or go on leave had affected the morale of the faculty, who could very well sit at home to prepare lesson plan on online content, as suggested by the Commission and Ministry.

A representative of the university management, on condition of anonymity, said the Institute followed the Commission’s and Ministry’s guidelines in toto. There was no question of any violation or deviation from the instruction and the allegation that was levelled was being done with the intention to tarnish the institution’s reputation.

The institution had in its July 2 communication said it would function with 50% staff on turn basis.

Heads of departments, the Vice-Chancellor, registrar, controller of examination and other heads would carry out important academic and administrative function. At present, the institute was in the process of granting provisional admission to those candidates who had applied online and to carry out the task only the admission committee members were present in the campus.

As for a faculty reporting COVID-19 positive, the institution had closed the floor housing the positive faculty’s department and carried out disinfection measures.

The representative further said that institution had, as per the Commission’s and Ministry’s guideline, awarded attendance to those faculty who had established that they were unable to report for work because they were either quarantined or went into self-quarantine.

Motorists taking the Velachery-Tambaram Road between the Tambaram flyover and Camp Road junction have to endure a back-breaking journey every day. The top layer of the road, especially from the old police station to the flyover, is worn off at several places and the sides full of slush make it difficult for pedestrians.

Gautam, a resident of Selaiyur, said the road was wide on other stretches. “As it is, the stretch is narrow slowing down the traffic. Unless repairs are taken up soon, it will make matters worse,” he said and added that the space beneath the Medavakkam flyover needed repairs immediately.

Sources in the Highways Department said the road had been dug up on both sides by the Tambaram Municipality for a sewage project. “The work has been going on for two years now. We restore the road from time to time. They have dug up the road at two locations. Unless they complete the work, the road cannot be relaid,” said an official. The slush would be removed in a couple of days and repairs, including filling of potholes, would be taken up, he added.

Chief Minister Edappadi K. Palaniswami will on Thursday take a call on extending/relaxing the COVID-19 lockdown in the State after holding consultations with medical and public health experts at the Secretariat.

At a videoconference with District Collectors and senior officials on Wednesday, Mr. Palaniswami said, “Due to steps the State government has taken over the past four months, the spread of COVID-19 has been brought under control. The fatality rate has come down.”

Deputy Chief Minister O. Panneerselvam was present at the meeting.

The Chief Minister said the State government was ensuring essential supplies were maintained in spite of the lockdown. Face masks would be distributed for free through ration shops from August 5, he said.

Ahmedabad: The State Government's move to rope in MBBS students in COVID-19 duty seems to have backfired, as around 146 medical students have now moved the Gujarat High Court seeking to quash the circulars.

Challenging the circular issued by the colleges on July 17, July 22, and July 24, asking them to assist in the fight against Covid-19 and the threat that their academic sessions would not be granted if they failed to report for this 'voluntary' service, the third-year MBBS students of NHL Municipal Medical College and LG Medical College have now approached the court.

The medicos, in their plea, cited the example of GMC surat which made appeals to MBBS students to jin COVID fight by luring them with several perks.

The medicos while voicing against the government's diktat for them to join Covid-19 duty as 'Corona Sahayaks', contended that such "voluntarism" cannot be thrust upon them.

In clarification of their contention they further submitted, "Had they been called for voluntary service earlier, they would have gladly joined, but now they have to focus on their studies and examinations," adding that four months of their academic sessions have been wasted.

"Had the petitioners been called a few months earlier they would have been wedded to the call of the nation," their petition reads.

Meanwhile, pointing out at the threat that their academic sessions would not be granted, which would render them disqualified for final-year studies if they failed to report for this 'voluntary' service, the medicos took a strong exception to the threat of action against them under the Epidemic Disease Act and the Disaster Management Act.

In their petition, the students submitted that the government can summon anybody for duty under these laws, but they should be spared at this juncture. The work they are required for could be given to health workers, compounders or nurses, who are now available in abundance due to the prevailing unemployment.

The medicos also presented the example of GMC, Surat that enticed them to join the COVID-19 battle. As per a recent media report in TOI, in Ahmedabad, some students joined the training modules under duress and threat. They reiterated that "any voluntary service cannot be compulsory".

Subsequently, the petitioners requested to quash the circulars and show-cause notices issued by AMC colleges.

To substantiate their demand, they argued that pursuing studies is their fundamental right. They further submitted that there are 22 medical colleges in the state and nearly 3,000 students are in Part I and Part II of the third year. Of all these colleges, only AMC-run colleges have taken such a decision that risks the lives of students in the time of a pandemic.

Medical Dialogues team had earlier reported about the appeal by the Dean of the Government Medical College (GMC) Surat via a circular dated July 24. As per the circular, the medical college had offered to give 50 % Grace Internal marks; Certificate of appreciation; Accommodation; Transportation to, and from the place of accommodation, if needed; Meals & refreshments; and Honorarium of Rs. 10,000- per month to students who would voluntarily participate in the duty.

Announcing this, MAMR Muthiah, trustee of CARE and the MD of Chettinad Group of Companies, shared his commitment to contributing to and collaborating with the highly demanding research and development initiatives for COVID-19. The Institute, under the leadership of vice-chancellor T Balasubramanian, has collaborated with a team of scientists led by Dr Jayaraman of Sristi Bio-Sciences. The Departments of Pharmacology, Microbiology and General Medicine from Chettinad Hospital have taken up the R&D activities in collaboration with Sristi.

The RT-PCR test kit developed for quantitatively determining virus load is fully indigenous, starting from primers, probes and master mix to enzymes. ELISA and Lateral Flow Immune assay kits aim to detect antigens and antibodies of COVID-19 virus as a single step immunodetection. All these are indigenously manufactured, test licensed, validated and clinical trials are initiated at Chettinad Hospital and Research Institute. The trials were initiated last week and the team is testing new viral markers and various novel combinations of viral genes.

The initial results are promising and they are awaiting more data to make fully indigenous diagnostic kits available for the Indian healthcare system. The animal immunisation studies are under progress with the objective of generating antibodies that can be used in the immune-diagnostics and therapeutics. The early results are encouraging. The Institutional Animal and Human Ethics committees have approved the research studies and the clinical validations are registered with Clinical Trials Registry-India. The studies are being conducted in compliance with good clinical and laboratory practices, and according to the regulatory requirements.

For trials  Chettinad Hospital has strong intellectual, infrastructure and resource capabilities in pre-clinical research,clinical research and immunodiagnostics.

Trichy: Appealing to the private siddha medical practitioners to join the battle against Covid-19, director of the department of Indian medicine and homeopathy Chennai S Ganesh has hinted at a plan to give them remuneration for their service.

In a circular sent to the principals of all private siddha medical colleges in the state on July 27, he mentioned about the need for volunteer siddha doctors to work at the Covid Care Centres (CCC) in the state free of cost. He also asked the principals of the private siddha medical colleges to furnish the list of volunteers immediately.

The circular caused an outrage in the social media with private siddha practitioners expressing concern over working without remuneration, while the government is spending crores rupees to fight Covid-19.

“We have asked volunteering siddha practitioners to join us. If they are willing, we will take care of their remuneration for which we are working on a plan to pay them at the district-level,” director Ganesh told ToI.

However, Ganesh said on Wednesday, “We are arranging payment for them also,” he said.

Tamil Nadu Siddha Medical Officers Association has also welcomed the decision of paying the remuneration to volunteer siddha doctors. “The government should pay minimum Rs 60,000 to Rs 1 lakh to the private doctors who are willing to join the battle against Covid-19,” said state secretary of the association Dr B Thamizhkkani, adding that there were about 6,000 self-employed registered siddha medical professionals in the state.

Director Ganesh also revealed the plan of bringing up exclusive siddha covid care centres in all the districts at the earliest. “The plans are afoot to set up full-fledged siddha covid care centres with bed facilities in every district. At present, 18 siddha covid care centres are either functioning or about to become operational in Chennai and other districts,” he said.

On the objective of the centres, he said that asymptomatic and mild symptomatic patients referred from the government hospital will be treated here as in-patients under the care of the siddha doctors. “The concept of the centre is to prevent asymptomatic and mild symptomatic patients from deteriorating further,” he said adding that around 1,000 doctors of Ayush stream in the government sector have been involved in the work across the state now.

He also said that government Ayush doctors have been given quarantine for a week after their duty. “To overcome the shortage, we asked the private practitioners to join us,” he said.

CHENNAI: The state government is considering resumption of inter-district and intra-district bus services in August, after a month-long suspension. A decision will be taken after chief minister Edappadi K Palaniswami’s meeting with district collectors and health experts on Wednesday and Thursday even as the state braces for one more lockdown phase in August. Opting for a cautious and measured approach, the government will move forward slowly and steadily, highly placed sources said.

There were 57,073 active cases on Monday, while it was 38,889 when the previous lockdown ended on June 30. “The government is considering resuming inter-district as well as intra-district bus transport, barring Chennai. A decision will be taken on July 30 after the chief minister’s meeting with the experts. The zonal system for transport, where districts are divided into zones for movement of buses, may be resumed,” said a source.

Dividing the state into eight zones, the state government resumed public transport with 50% occupancy from June 1, only to suspend the services after three weeks following a surge in cases and difficulties in tracing the contacts.

There is demand for resuming bus services as more and more businesses are opened up in non-containment areas. “But there is a feeling in the government that we should not be in a hurry to open up that may lead to another spurt and then resort to roll back. ‘Let it stabilise, let us watch and then move forward’ has been approach,” said another officer. Interstate bus transport is not on the cards, while educational institutions, shopping malls or cinema halls are unlikely to be opened.

The administrative machinery is making vigorous efforts to ramp up testing and hold aggressive fever camps. There is no backlog of samples for testing beyond 48 hours.

“There are 15,000 samples for a period of 24-48 hours, and 17,000 samples within 24 hours. We are on track and the trend will be known in a couple of days. Relaxations will be progressive,” said a senior official.

Madurai has stabilised with the positivity rate falling to 7.7% on Tuesday from 18% earlier. All southern districts, including Kanyakumari, Tuticorin and Virudhunagar have taken up aggressive testing.

On Monday, the government sanctioned Rs 69 crore from the state disaster management authority funds for institutional quarantine of passengers, accommodating asymptomatic positive patients in Covid care centres and creation of new Covid care centres in the districts, excluding Chennai. Districts with high load of cases get Rs 3 crore each.

Uncertainty over lockdown extension has kept government helplines busy.

Tollfree lines setup by Tamil Nadu e-Governance Agency (TNeGA) on an average received around 9,000 calls everyday this week, according to official data.

This was almost triple the number of calls made to Amma Call Centre (1100), State Emergency Operation Centre (1070) and toll-free number 1800-425-1333 per day last month.

Anxious people called these numbers to clear their doubts about e-passes required for inter-district and inter-state travel. But many complained that hardly their calls were answered.

One among them, R Chidambaram from Tiruvarur, who was planning to travel to Chennai for his daughter’s wedding in a taxi, was not sure whether his driver can stay back for one day before returning home.

“I was not sure whether our swabs will be collected at Chennai check post and we will be put in institutional quarantine till the results were out. So, first I called 1100. They said that they don’t have these details and advised me to call 1070 by using the district pincode. No one attended the call even after waiting for more than 15 minutes,” he said.

Responding to it, a senior TNeGA official said that the problem was that the volume of calls they received of late was very heavy. All three helpline numbers have 13 to 16 lines each.

“So if all the 16 lines are busy, then it can handle another 16 calls in the waitlist. Anything beyond that will either get dropped or you won’t get any response. But it appears that nobody is picking up the calls,” the official added.

Meanwhile, the demand for e-passes too has increased this month. As the government relaxed lockdown norms, more shops and office spaces opened up increasing people movement. Since lockdown 1.0, TNe-GA has so far processed around 60 lakh e-pass applications and around one-third has been approved.

இதேபோல், தஞ்சாவூா் மருத்துவக் கல்லூரி மருத்துவமனையில் 16-ஆம் தேதி சோக்கப்பட்ட திருவாரூா் மாவட்டத்தைச் சோந்த 50 வயது நபா், ஜூலை 19-ஆம் தேதி உயிரிழந்தாா். இவருக்கும் கரோனா தொற்று உறுதிப்படுத்தப்பட்டுள்ளது.

இதன்மூலம் திருவாரூா் மாவட்டத்தில் கரோனா தொற்றால் உயிரிழந்தவா்களின் எண்ணிக்கை 5 ஆக உயா்ந்துள்ளது. மேலும், கரோனா தொற்றால் பாதிக்கப்பட்டவா்களின் எண்ணிக்கை 1548 ஆக உயா்ந்துள்ளது. இதில், 926 போ குணமடைந்து வீடு திரும்பிய நிலையில், 617 போ சிகிச்சையில் உள்ளனா்.

ஆஸ்திரேலியாவில் தங்கியிருக்கும் இந்தியர்கள் கடந்த 2019-2020 ஆண்டில் மட்டும் 38,000 பேர் குடியுரிமைப் பெற்றுள்ளனர். இது கடந்த ஆண்டைக் காட்டிலும் 60 சதவிதம் அதிகமாகும்.

கடந்த ஆண்டு ஆஸ்திரேலியாவில் தங்கியிருக்கும் வெளிநாட்டவர்கள் 2,00,000 பேர் குடியுரிமைப் பெற்றுள்ளனர். அதில் இந்தியாவைச் சேர்ந்தவர்கள் 38,000 பேர் ஆகும். மற்ற நாட்டினரைக் காட்டிலும் இந்தியாவைச் சேர்ந்தவர்களே அதிகளவில் குடியுரிமைப் பெற்றுள்ளனர்.

மேலும், பேரிடர் காலத்தில் அரசு ஊழியர்கள் அனைவரும், அனைத்திலும் முன்களப் பணியாளர்களாக உழைக்க வேண்டும் என்றும் அரசு ஊழியர்களுககு உயர் நீதிமன்ற கிளை அறிவுறுத்தியுள்ளது.

ராமநாதபுரம் மாவட்டம் ஆர்.எஸ்.மங்கலம் ஒன்றியத்துக்கு உள்பட்ட ராதானூரைச் சேர்ந்த வாசு, ராதனூர் கிராம உதவியாளராக பணிபுரிந்து வந்தார். இவர் அருகே உள்ள ஓடைக்கல் கிராம உதவியாளராக அண்மையில் இடமாறுதல் செய்யப்பட்டார்.

மார்ச் 25-ந்தேதிக்குப்பின் ஜூன் மாதத்தில் தமிழகத்தில் மீண்டும் பொது போக்குவரத்து தொடங்கப்பட்டது. சென்னையைத் தொடர்ந்து மற்ற மாவட்டங்களிலும் கொரோனா தொற்று அதிகரித்ததால் பொது போக்குவரத்து தற்காலிகமாக நிறுத்தி வைக்கப்பட்டது.

இந்நிலையில் ஜூலை 31-ந்தேதியுடன் ஊரடங்கு முடிவுக்கு வருகிறது. அதன்பிறகும் ஊரடங்கு நீட்டிக்கப்படும் என எதிர்பார்க்கப்படுகிறது. அப்போது நிறுத்தி வைக்கப்பட்டுள்ள பொது போக்குவரத்திற்கு தளர்வு அளிக்கப்படும் எனத் தெரிகிறது.

இந்தியாவில் தங்கத்தின் விலை தொடர்ந்து அதிகரித்து வருகிறது. இதற்கு முக்கியக் காரணமே முதலீட்டாளர்கள் தங்கத்தில் முதலீடு செய்வது பாதுகாப்பானது என கருதுவதுதான்.

தங்கத்தின் விலை முதல் முறையாக ரூ.50 ஆயிரம் என்ற நிலையை எட்டியுள்ளது. முதலீட்டாளர்கள் மகிழ்ச்சியுடன் முதலீடு செய்கின்றனர். அதேசமயம் தங்கம் வாங்குவோரின் போக்கு முதலீடு என்ற கோணத்தில் மட்டுமே உள்ளது. உள்நாட்டில் தங்கத்தின் விலை உயர்வுக்கு பல்வேறு சர்வதேச காரணிகள் காரணமாக அமைந்துள்ளன. முதலீட்டுக்கான வட்டி விகிதம் குறைந்தது, சர்வதேச வர்த்தகம் பெருமளவு பாதிக்கப்பட்டுள்ளது, அரசியல் ஸ்திரமற்ற சூழல் ஆகியன தங்கம் விலை உயர்வுக்குக் காரணமாக அமைந்துள்ளன.

டாலருக்கு நிகரான ரூபாயின் மாற்று மதிப்பு சரிந்து வருவதும் தங்கத்தின் விலை உயர்வுக்குப் பிரதான காரணமாகும். கரோனா பாதிப்பு காரணமாக எழுந்துள்ள பாதுகாப்பற்ற சூழலும் விலை உயர்வுக்குக் காரணமாகும். கரோனா ஊரடங்கு காரணமாக எழுந்துள்ள ஸ்திரமற்ற சூழல் ஆகியவையும் தங்கத்தின் உயர்வுக்கு முக்கியக் காரணமாக அமைந்துள்ளன.

அடுத்த 12 மாதங்களுக்கு தங்கத்தின் விலை ஏறுமுகத்தில்தான் இருக்கும். அமெரிக்க அதிபர் தேர்தல், கோவிட்-19 பிரச்சினையால் எழுந்துள்ள அசாதாரண சூழல், சர்வதேச அரசியல் பதற்ற நிலை ஆகியவை காரணங்களாக அமைந்துள்ளதாக பிஎன் காட்கில் நிர்வாக இயக்குநர் சவ்ரவ் காட்கில் தெரிவித்துள்ளார்.

அடுத்த 12 மாதங்களில் உள்நாட்டில் 10 கிராம் தங்கத்தின் விலை ரூ.65 ஆயிரத்தைத் தொடும் என எதிர்பார்ப்பதாக அவர் கூறினார். சர்வதேச சந்தையில் ஒரு அவுன்ஸ் (28.34 கிராம்) தங்கத்தின் விலை 2,500 டாலர் வரை உயரும் என்றும் அவர் தெரிவித்துள்ளார்.

பாதுகாப்பான முதலீடு

In an unprecedented move, the Tripura government on Tuesday sought the Supreme Court’s permission to re-appoint over 10,000 post-graduate, graduate and under-graduate teachers whose appointments were quashed on court orders, as peons, night guards, gardeners, cooks and lower division clerks.

The Tripura government in 2010 and 2014 recruited 1,035 PGTs, 4,666 TGTs and 4,612 UGTs through oral interview under the Revised Employment Policy, 2003. The high court on May 7, 2014, set aside the 2003 policy and quashed the appointment of all teachers. The SC on March 29, 2017, upheld the HC order, directed framing of a new policy and fresh recruitment by December 31, 2017.

Though the new employment policy was framed in 2017, the state government continued the employment of terminated teachers on ad-hoc basis, citing shortage of teaching staff and noncompletion of recruitment through proper advertisement and examination process. The SC on November 1, 2018, had permitted the state to continue with the ad-hoc engagement of terminated teachers till March 31, 2020.

However, in between, the state devised a method to step around the order and sought to recruit the terminated teachers by creating 12,000 posts to absorb them as student counsellors, school library assistants, academic counsellors, hostel wardens and school assistants.

The age and qualification requirements were tailored to appoint the very same people. The SC issued a contempt notice, which forced the state to stop the misadventure.

The Kodaikanal police on Monday registered a case against Tamil film actors Vimal and ‘Parotta’ Soori following an uproar by locals over the duo’s visit to the hill station violating Covid-19 lockdown norms. The actors visited Kodaikanal without obtaining epasses, which have been made mandatory for inter-district travel in Tamil Nadu during the lockdown. Vimal is native of a village near Manapparai in Trichy district while Soori is a native of Madurai.

The two had visited a few places in Kodaikanal with the help of some locals. They were caught by forest department officials for trespassing into restricted forest areas and imposed a fine of ₹2,000 each.

Forest sources said the duo had been involved in fishing in the Berijam lake located in the upper parts of the hills.

Locals said forest department officials had gone soft on the actors, as there were instances where fine for trespassing went up to ₹40,000.

They have urged officials to ensure that no one reaches the hill station without e-pass. Although the first Covid-19 case was reported only in the first week of June, ever since the number has been increased rapidly now with around 150 reported so far. Kodaikanal deputy superintendent of police Aathmanathan said the duo were booked under two sections for visiting without an epass and act likely to spread infection. Police sources said the cases against the actors were bailable in nature and there was no need to arrest them.
