Madras high court has ordered notice to the government on a plea assailing the appointment of professor Thangasamy as the VC of Tamil Nadu Teachers Education University.
A division bench of Justices M M Sundresh and Krishnan Ramasamy issued the notices on a plea by advocate K
Chakravarthy of Cuddalore. The bench directed the state to file its reply by January 2.
According to the petitioner, the UGC Regulations, 2013 which prescribes minimum qualifications for appointment of teachers and other academic staff in colleges and universities, would apply to the appointment of VC also. Moreover, Thangasamy has only two years of experience as professor as against the mandatory 10 years which is a clear violation of UGC Regulations, he said.
As per the regulation, the candidate must be a distinguished academician with 10 years of experience as a professor in a university or in an equivalent position in a research or academic administrative organisation. This apart, a selection committee of eminent persons must be constituted which would in turn recommend three to five names to the office of the governor for appointment.
But all such mandatory procedures were not followed in the present appointed, the petitioner said.
