Animals in Labs: UGC Asks Colleges to go Online

BENGALURU: The University Grants Commission (UGC) has asked all universities across the nation to register themselves on a website developed by the Union Ministry of Environment, Forests and Climate Change to monitor the usage of animals in science laboratories.

In an official circular, the UGC said, “The universities are requested to register with the CPCSEA (Committee for the purpose of control and supervision of experiments on animals) http://cpcsea.nic.in/ website. Necessary instructions may also be issued to all the colleges/institutions affiliated to your university in this regard.”

And UGC has asked the universities to treat this circular as most urgent. The action taken report should be sent to UGC by July 30.

This is a follow-up to the communication issued by UGC in August 2014. The UGC had issued a notification banning animal dissection at under-graduate and post- graduate levels at all universities and higher education institutions in science labs.

UGC had directed the universities, “There has been enormous degradation of bio- diversity resulting in massive ecological imbalance as also natural calamities, though there are a number of factors. One of the most significant reasons is the brutal use of animal species for dissection purposes at post-secondary levels of education and that too at a time when there are alternative mechanisms available for providing hands-on experience to students.”

The procedure to apply online for registration with CPCSEA has been explained along with the circular issued recently.
