மாதவரத்தில் மேலும் 20 மூட்டைகளில் கத்தரித்து கட்டி வீசப்பட்ட பழைய 500 மற்றும் ஆயிரம் ரூபாய் நோட்டுகள்.

மாதவரத்தில் மேலும் 20 மூட்டைகளில் கத்தரிக்கப்பட்ட நிலையில் ரூ.500, ரூ. 1,000 நோட்டுகள் வீசப்பட்டுள்ள சம்பவம் அதிர்ச்சியை ஏற்படுத்தி உள்ளது.

கருப்பு பணத்தை ஒழிக்கும் நடவடிக்கையாக கடந்த 2016-ல் பிரதமர் நரேந்திர மோடி "பண மதிப்பிழப்பு" நடவடிக்கையை மேற்கொண்டார். அதன்படி, புழக்கத்தில் இருந்த 500 மற்றும் 1,000 ரூபாய் நோட்டுகள் செல்லாது என்று அறிவிக்கப்பட்டது. பழைய நோட்டுகளை வங்கிகளில் மாற்றிக் கொள்ள அனுமதியும், கட்டுப்பாடுகளும் விதிக்கப்பட்டன.

இந்நிலையில், சென்னையை அடுத்த மாதவரம் புழல் ரெட்டேரி அருகே ஆட்டுச் சந்தை பகுதியில் குப்பைகள் கொட்டும் இடத்தில் பழைய 500 ரூபாய் மற்றும் 1000 ருபாய் நோட்டுகள், சிறு சிறு துண்டுகளாக கத்தரிக்கப்பட்டு, 30 மூட்டைகளில் கட்டி நேற்று முன்தினம் வீசப்பட்டு இருந்தன.

புழல் போலீஸார் இதை பறிமுதல் செய்து விசாரணை நடத்தினர். இந்நிலையில், நேற்று காலை அதே இடத்தில் மீண்டும் 20 மூட்டைகளில் பழைய ரூ.500, ரூ. 1,000 நோட்டுகள் சிறு சிறு துண்டுகளாக கத்தரித்து வீசப்பட்டு இருந்தன. இதையும் தற்போது போலீஸார் பறிமுதல் செய்துள்ளனர். இதன் பழைய மதிப்பு பல கோடி ரூபாய் இருக்கும் என்று கூறப்படுகிறது.

இதை வீசிச் சென்றது தொழில் அதிபரா? கட்சி நிர்வாகியா அல்லது வேறு யாரேனுமா? என்று போலீஸார் தொடர்ந்து விசாரித்து வருகின்றனர். இந்தச் சம்பவம் அங்கு பரபரப்பை ஏற்படுத்தி உள்ளது. அதே பகுதியில் உள்ள கண்காணிப்பு கேமராக்களில் பணத்தை வீசிச்சென்றவர்களின் உருவம் பதிவாகி உள்ளதா? எனவும் ஆய்வு செய்யப்பட்டு வருகிறது.

மனைவியை இந்தியாவில் தவிக்கவிட்டு விட்டு வெளிநாடு தப்பிச் சென்று அங்கு மனம்போல் வாழும் வெளிநாடு வாழ் இந்தியர்களுக்கு எதிராக கடும் நடவடிக்கை எடுக்க மத்திய அரசு முடிவு செய்துள்ளது. இதற்காக நாடாளுமன்ற குளிர்கால கூட்டத்தொடரில் புதிய சட்டம் கொண்டு வரப்பட உள்ளது.

வெளிநாடுளில் வசிக்கும் இந்தியர்கள் பலர் இந்தியாவில் திருமணம் செய்துவிட்டு அவர்களை கைவிட்டுவிட்டு செல்லும் சம்பவங்கள் நீண்டகாலமாகவே நடந்து வருகின்றன. தெலங்கானா, ஆந்திரா, பஞ்சாப் மாநிலங்களில் இதுபோன்று வெளிநாடு வாழ் இந்தியர்களால் கைவிடப்படும் மனைவிகளின் எண்ணிக்கை அதிகரித்து வருகிறது.


இந்தியாவில் மனைவியை விட்டு விட்டு அவர்களை விவாகரத்து செய்யாமல் தாங்கள் வாழும் நாட்டில் வேறு பெண்ணுடன் அவர்கள் சேர்ந்து வாழ்கின்றனர். இந்த விவரம் தெரியாமல் கணவன் வந்து தன்னை அழைத்துச் செல்வார் என்ற நம்பிக்கையுடன் பல ஆண்டுகளை பெண்கள் கழித்துவிடும் சூழல் உள்ளது.

குறிப்பாக ஏழை மற்றும் கல்வியறிவற்ற நிலைமையை பயன்படுத்திக் கொண்டு பெண்களை திருமணம் செய்து வெளிநாடு வாழ் இந்தியர்கள் கைவிடும் சூழல் இருப்பதாக மத்திய குழந்தைகள் மற்றும் பெண்கள் அமைச்சகம் கூறி வருகிறது.

இதையடுத்து இந்த முறைகேடுகளை தடுக்க புதிய சட்டம் ஒன்றை கொண்டு வர மத்திய அரசு திட்டமிட்டுள்ளது. நாடாளுமன்ற குளிர்கால கூட்டத்தொடரில் இதற்கான சட்டம் கொண்டு வரப்படும் என தெரிகிறது. இதுதொடர்பாக வெளியுறவு, உள்துறை, பெண்கள் மற்றும் குழந்தைகள் நல அமைச்சகம் ஆலோசனை நடத்தி வருகிறது.

இதுகுறித்து வெளியுறவு அமைச்சர் சுஷ்மா ஸ்வராஜ் ஹைதராபாத்தில் கூறியதாவது:

மனைவியை கைவிட்டுவிட்டு, வெளிநாட்டில் வசிக்கும் இந்தியர்களின் பாஸ்போர்ட் முடக்கப்படும். இதுபோன்ற புகாருக்கு ஆளாகுபவர்கள் தேடப்படும் குற்றவாளிகளாக அறிவிக்கப்பட்டு வெளியுறவுத்துறை அமைச்சக இணையதளத்தில் தகவல் வெளியிடப்படும். அவர்கள் சார்ந்த மாநில போலஸாரால் நோட்டீஸ் வெளியிடப்பட்டு அதன் விவரம் அவர்கள் வசிக்கும் நாட்டுக்கு அனுப்பி வைக்கப்படும்.

இவை அனைத்தையும்விட, வெளிநாடு வாழ் இந்தியர்கள் வசிக்கும் நாட்டின் உள்ள இந்திய தூதரகம் மூலம் தொடர்பு கொண்டு நடவடிக்கை எடுக்கப்படும். இந்திய தூதரகம் சார்பில் அந்த நாட்டு அதிகாரிகள், அவர்கள் பணிபுரியும் நிறுவனத்துடன் தொடர்பு கொண்டு தகவல் தெரிவிக்கப்படும். இதன் மூலம் சம்பந்தப்பட்ட வெளிநாடு வாழ் இந்தியர் மீது கடுமையான நடவடிக்கை எடுக்கப்படும். இவற்றுக்கு வழிவகுக்கும் வகையில் புதிய சட்டத்தில் விதிமுறைகள் இடம் பெறும் .

சென்னையை அடுத்த பழவந்தாங்கல் பகுதியை சேர்ந்தவர் பழனிசாமி. இவரது சொந்த ஊர் நாமக்கல் மாவட்டம் வெண்ணந்தூர். அங்கு மளிகை கடை நடத்தி வந்தார். அதில் நஷ்டம் ஏற்பட்டதால் கடந்த 2 ஆண்டுகளுக்கு முன்பு சென்னைக்கு குடும்பத்துடன் வந்து தங்கினார். இவரது மனைவி வனிதா, இவர்களுக்கு கிருபா, கவுசல்யா, கவுரி என 3 மகள்கள் உள்ளனர்.

இதில் கிருபா சிறு வயதில் இருந்தே டாக்டருக்கு படிக்க வேண்டும் என ஆசைப்பட்டார். இவர் பிளஸ்-2 தேர்வில் 980 மதிப்பெண்கள் மட்டுமே பெற்றதால் மருத்துவக்கல்லூரியில் இடம் கிடைக்கவில்லை.

பின்னர் புனேவில் ஒரு வருடம் படித்து அங்கிருந்து பிலிப்பைன்ஸ் நாட்டில் உள்ள மருத்துவக்கல்லூரியில் சேர்ந்து மருத்துவம் படித்து வந்தார். அங்கு முதலாம் ஆண்டு படிக்க மட்டுமே ரூ.5 லட்சம் வரை செலவு செய்துள்ளனர்.

ஆனால் மேற்கொண்டு கட்டணம் செலுத்த முடியாத சூழ்நிலை ஏற்பட்டதால் கிருபா தனது படிப்பை பாதியில் நிறுத்தி விட்டு சென்னை வந்து விட்டார். தற்போது பழனிசாமி வீதிவீதியாக சென்று டீ விற்று வருகிறார். இந்த நிலையில் டாக்டர் படிப்பை பாதியில் விட்ட கிருபா, பழவந்தாங்கல் பகுதியில் தள்ளுவண்டியில் பெற்றோருடன் சேர்ந்து டிபன் கடை நடத்தி வருகிறார்.

சென்னை சென்டிரல் ரெயில் நிலையத்தில் கடந்த பல ஆண்டுகளாக ஏராளமான வடஇந்திய இளைஞர்கள் கையில் ஒரு பையுடன் ரெயில்களிலிருந்து இறங்கி வெளியே வருவதை பார்க்கமுடிகிறது. இந்தநிலை இன்றும் தொடர்கிறது. ஆரம்பகாலங்களில் சென்னையில் மட்டும் கட்டிட வேலைபார்த்த இவர்கள், இப்போது தமிழ்நாடு முழுவதும் கட்டிடவேலைகள், கிரானைட், மொசைக் பதிக்கும் பணிகள், தச்சு வேலைகள், மின்சார வேலைகள், ஓட்டல் உள்பட பல வணிக நிறுவனங்களில் வேலைகள், செக்யூரிட்டி பணி என்று எல்லா வேலைகளிலும் கால்பதித்துவிட்டார்கள்.

இவ்வளவு வடஇந்தியர்கள் தமிழ்நாட்டில் வேலைபார்க்கிறார்களே, தமிழ்நாட்டில் உள்ள அனைவருக்கும் வேலைவாய்ப்பு வழங்கப்பட்டதுவிட்டதா? என்று பார்த்தால் நிச்சயமாக இல்லை. கிராமங்களில் முன்பெல்லாம் எல்லோரும் மிகவும் சுறுசுறுப்பாக தன் கையே தனக்கு உதவி, சொந்தக்காலில் நிற்பதுதான் பெருமை என்றநிலையில் வேலைபார்த்து வந்தார்கள். ஆனால் இப்போது வேலைக்கு வருகிறீர்களா என்று கேட்டால், ஏன் வேலைக்கு வரவேண்டும்?. அரசு கொடுத்த இலவசவீட்டில் அமர்ந்துகொண்டு, இலவச வேட்டியை அணிந்துகொண்டு. அரசு மாதந்தோறும் கொடுக்கும் 20 கிலோ அரிசியை வைத்து, இலவச கிரைண்டர், இலவச மிக்சி மூலம் சமையல்செய்து, இலவசமாக கொடுத்த மின்விசிறியை ஓடவிட்டு, இலவசமாக கொடுத்த டெலிவி‌ஷனை பார்த்து பொழுதுபோக்கிக்கொள்ளலாமே, இதற்குமேல் வேலைவேண்டும் என்றால் 100 நாள் வேலைவாய்ப்புத்திட்டத்தில் போய் கொஞ்சம்நேரம் வேலைபார்த்தால் போதும், கைநிறைய சம்பளம் கிடைத்துவிடுகிறது. ஏன் உடலை வருத்தி வேலை செய்யவேண்டும்? என்ற உணர்வு பலரிடம் இருக்கிறது.

தமிழக அரசின் இந்த ஆண்டு பட்ஜெட்டில் அரசின் மொத்த வருவாய் ரூ.1 லட்சத்து 76 ஆயிரத்து 251 கோடியாகும். இதில், மானியங்கள் மற்றும் உதவித்தொகைகளுக்காக மட்டும் ரூ.75 ஆயிரத்து 723 கோடி போய்விடுகிறது. நியாயவிலை கடைகளில் 1 கோடியே 83 லட்சம் ரே‌ஷன் கார்டுகளுக்கு மாதம் 20 கிலோ இலவச அரிசி கொடுப்பதற்காகவும் மற்றும் சர்க்கரை, மண்எண்ணெய், துவரம் பருப்பு, சமையல் எண்ணெய் ஆகியவற்றை மானியவிலையில் கொடுப்பதற்காகவும் ரூ.6 ஆயிரம் கோடி இந்த ஆண்டு ஒதுக்கப்பட்டுள்ளது. இந்த நிலையில், சென்னை ஐகோர்ட்டில் நீதிபதி என்.கிருபாகரன் ஒரு வழக்கில், இலவசங்கள் மக்களை சோம்பேறியாக்கிவிடுகிறது. அரிசி மற்றும் உணவு பொருட்களை தேவையான ஏழை மக்களுக்கு கொடுப்பதில் தவறில்லை. ஆனால் வசதி படைத்தவர்களுக்கும் பொதுமக்களின் வரிப்பணத்திலிருந்து இலவச அரிசி கொடுப்பது சரியல்ல, இலவச அரிசிக்கு மட்டும் கடந்த ஆண்டு ரூ.2,110 கோடி செலவிடப்பட்டுள்ளது. வறுமைக்கோட்டிற்கு கீழ் உள்ளவர்களுக்கு மட்டும் இலவசஅரிசி கொடுக்கவேண்டும் என்ற கருத்தை மிக துணிச்சலாக தெரிவித்துவிட்டார். பொதுமக்களில் பலர் சோம்பேறியாகிவிட்ட காரணத்தினால், சாதாரண வேலைகளுக்குகூட வடமாநிலங்களில் இருந்து வேலையாட்கள் தருவிக்க வேண்டியதிருக்கிறது என்ற கருத்தை அவர் தலைமையிலான பெஞ்சு பட்டவர்த்தனமாக கூறியிருக்கிறது. வறுமைக்கோட்டிற்கு கீழே உள்ள ஏழைகளுக்கு மட்டும் இலவச அரிசி கொடுக்க அரசு தயாராக இருக்கிறதா? என்பதை நாளை (30–ந்தேதி) தெரிவிக்க கோர்ட்டு உத்தரவிட்டுள்ளது. இது உண்மையிலேயே வரவேற்க வேண்டிய ஒரு கருத்தாகும். ஏழைகளுக்கு மட்டும் இலவசங்களை கண்டிப்பாக கொடுக்கவேண்டும். ஆனால், எல்லோருக்கும் இலவசங்கள் கொடுக்கவேண்டுமா? என்பதை அரசு பரிசீலிக்க வேண்டிய கட்டாயம் வந்துவிட்டது.

Chennai: Motor Accident Claims Tribunal, Chennai, directed Metropolitan Transport Corporation to pay a compensation of Rs 39.28 lakh to family members of a 35-year old data entry operator, who died in an accident caused by an MTC bus five years ago.

In the petition, S. Kasthuri submitted that her husband E. Sudharsan Prabhu, 35, was employed as data entry operator in Government Hospital of Thoracic Medicine and received a salary of Rs 12,000 per month. In addition to this, he was also doing part time catering and earning Rs 10,000 per month.

On November 28, 2013, at about 7.20 pm he was riding pillion on a bike from Kilpauk to Chintadripet. An MTC bus, which was driven in a rash and negligent manner, dashed against the motorcycle. As a result both rider and pillion rider sustained serious injuries.

Sudharsan Prabhu was admitted to Government general hospital, Chennai, and shifted to private hospital and underwent some risky surgical procedures. Later, he was shifted to GH, where he succumbed to injuries.

She said the family members lost breadwinner and hence sought direction to the MD. MTC, to pay a compensation of Rs 51 lakh to her family members.

In its reply, the MD, MTC said the MTC bus driver was obeying traffic rules. The accident took place due to the negligence of bike rider. The bus was on its trip from Anna Square to Koyambedu. When the vehicle reached Ulagappa street and Arunachalam street junction, the two wheeler came from the Ulagappa street in a rash and negligent manner and crossed the junction without seeing the traffic including the bus. The rider lost control and two-wheeler dashed against the front bumper of the bus and as a result duo sustained injuries. Hence the MTC was not liable to pay any compensation to the petitioners.

The judge, Small Causes Court III, S. Umamaheswari, said considering oral and documentary evidence the tribunal holds that the accident took place due to rash and negligent driving of the bus driver. The judge directed the MD to pay a compensation of Rs.39,28,000. to the family members of the deceased with interest of 7.5 per cent per annum.

108 students can be taken only in private colleges: Tamil Nadu

Chennai: The state government on Wednesday informed the Madras high court that since the government medical colleges are overloaded, all the second year students of defunct Ponniah Ramajayam Medical Sciences in Manamai Nallar in Kancheepuram district, could be accommodated only in 10 self financing medical colleges.

Additional advocate general Narmada Sampath made this submissions when a batch of petitions from SU Archana and 107 other students came up for hearing before Justice T. Raja.

Earlier, senior counsel Silambannan appearing for the students submitted that all the 108 students have to be accommodated only in government medical colleges since there is an apprehension that some of the self financing medical colleges may also face the same problem like Ponniah medical college in future and the students will be in trouble. Moreover, if all the students are to be accommodated in self financing medical colleges, then the approval of the MCI is necessary, he added.

AAG Narmada Sampath said, since 144 students from another defunct Annai Medical college were already accommodated in government medical colleges, the government medical colleges were overloaded and it was not possible to accommodate the present 108 students in government medical colleges.

The state government has addressed to the Board of Governors/MCI to accord approval for accommodating the 108 students in self financing medical colleges. The BoGs/MCI had also approved it. Ten self financing medical colleges have expressed their willingness to accommodate the students, she added.

V.P. Raman, counsel for MCI, submitted that the petitioners cannot apprehend that some of the self financing medical colleges may face problem in future and they will be in trouble. Of the ten10 colleges, eight have been granted permanent approval and the inspection in those colleges will be done once in five years only. Madha and Annapoorna medical colleges have not been granted permanent approval, he added.

Following this, the judge directed AAG Narmada Sampath to get instruction as to whether the 20 students who were supposed to be transferred to Madha and Annapoorna medical colleges could be accommodated in other self financing medical colleges or at least 10 students could be accommodated in other colleges.

Don’t transfer Nilgiris collector now: Supreme Court to govt

Ooty: With the Supreme Court passing orders on a public interest litigation (PIL) on the Segur Valley Elephant Corridor at the Mudumalai Tiger Reserve (MTR) buffer zone, it has given directives to the Tamil Nadu government not to transfer the Collector of the Nilgiris, J. Innocent Divya, until further orders.

This is possibly the first time in history that the apex court has given such a direction in matters related to the Nilgiris. It is also a fact that Divya's exemplary performance, her honesty and integrity in dealing with the elephant corridor issue has come in for recognition.

Divya was courageous earlier in taking steps to disband the 140-year-old Nilgiris Wildlife and Environment Association, as this association proved to be a lame duck organisation in recent years. Her commitment came to the fore in August when she took steps to collect clear data on unauthorised tourist resorts in the Segur Valley Elephant Corridor and closed down 38 such resorts which were found to be running 400 suites/rooms, as per the apex court orders.

Last week, she took steps to remove fences around the closed resorts. While the apex court verdict is still awaited on another 400 other constructions in the corridor including those of some bigwigs, the present directive from the apex court is expected to pave the way for Divya to take an iron hand on corrective actions to remove encroachments in the corridor. Elephant G. Rajendran, Chennai-based advocate-cum-environmentalist, and the petitioner in this PIL on the elephant corridor, speaking to Deccan Chronicle, said that he had raised the issue at court on Wednesday, as he was given to understand that some persons were working behind the screen to transfer Divya."I informed the court that Divya had acted in an honest way and her role as Collector is vital till the final orders on the Segur Valley Elephant Corridor are pronounced. The court accepted my plea and passed directions in this regard," he noted.

Chennai: A Government higher secondary school teacher in Iyyangarkulam in Kancheepuram district was beaten up ruthlessly by a class 10 student on Wednesday evening.

Hena Jean, the English teacher of the school, was slapped and kicked by a 15-year-old boy inside the classroom.

Student sources said, at around 3:30 pm on Wednesday when the English teacher was teaching a class 10 class, a 15-year-old boy allegedly went outside the classroom. The teacher caught the boy and made him sit in his place and did not allow him outside. Irked by this the boy twisted the teacher’s hand and pushed her down.

Hena said, “Even after pushing me down he did not stop, he continued kicking me.” After a few minutes, other teachers took Hena to the Kancheepuram government hospital for treatment. On information, Kancheepuram district chief educational officer, Angelo Irudhaiyaswamy rushed to the spot and held talk with the teachers. He said the discipline committee of the school will probe the issue and also ordered to submit a report on Saturday.

However, the teachers said despite filing several petitions to the chief educational officer and district educational officer, no actions were taken on roguish students. The headmaster of the school also has to be transferred, as he never responds to the complaint given against such students.

It may be noted that on November 8, the Iyyangarkulam villagers had filed a petition stating the dismissal of 22 students from this government school as they were involved in mischievous activities like damaging schools property, bursting crackers inside the school premises and ragging the junior students. Earlier in August, the students of this school were held for possessing ganja.

CHENNAI : The contributions for the ongoing restoration works in the districts affected by cyclone Gaja, handed over to Chief Minister Edappadi K Palaniswami, crossed Rs 33 crore on Tuesday. On Tuesday alone, contributions to the tune of Rs 10.68 crore including Rs 1 crore donation from the AIADMK given by party coordinator and Deputy Chief Minister O Panneerselvam, were handed over to the Chief Minister.

The details of other contributions are: Sanjay Jayavarthanavelu, chairman and managing director, Lakshmi Machine Works Limited, Coimbatore (Rs 1 crore), Chennai Petroleum Corporation Limited (Rs 50 lakh), Repco Bank employees (Rs 30 lakh), R Kannan Adityan, managing director, Malai Murasu (Rs 25 lakh) and Everwin Trust, Kolathur (Rs 31 lakh), among others.

CHENNAI : For the last five years, Prema Venkatesan has not been able to avail provident fund benefits from her office or apply for a bank loan as she does not have an Aadhaar card. But the reason for not having Aadhaar card is an unusual case of mix-up of bio-metric data between two family members — a clear case of administrative error.

Prema Venkatesan, a resident of Maduravoyal, has been unable to procure an Aadhaar ever since she and her family of four approached the local corporation office around October 2013 for issue of Aadhaar cards for all. Two months later, though all her family members got their respective cards, she did not get hers.

After multiple vain attempts to get an Aadhaar card, finally in 2018, she got to know the reason behind this. Officials at the e-Sevai centre at Alapakkam taluk office informed Prema that her fingerprints were wrongly imposed in the Aadhaar card issued to her father-in-law. “As I don’t have an Aadhaar card, I cannot collect my PF for which `500 was deducted every month for a period of three years I worked in a pharmaceutical company,” said 36-year-old Prema.


In March 2018, her father-in-law R Pavadai got a new Aadhaar card but Prema still didn’t receive hers. Even after five years, she is still unable to get an Aadhaar since her fingerprints have already been matched with another number. “Officials in the taluk office told us that first, they would cancel my father-in-law’s Aadhaar and after that, both will get new cards. Though he got his, I don’t have mine. In the name of Pavadai R, we have two cards now,” she said.

Further, the Aadhaar card issued for Pavadai in in 2014 has January 1, 1935 as his date of birth while the new card states his date of birth as September 12, 1946. Due to the goof-up, he stopped getting `1,000 as pension under the state government’s senior citizens pension scheme that he had been receiving since 2012. “After he got the new card, we have to apply once again to avail pension. For this, we need to visit the Ambattur taluk office. He is too old to travel. So we never applied for pension again,” said Prema.

Prema had re-applied for card thrice using Pavadai’s old Aadhaar number as her enrolment ID. As that also proved futile, she applied for a fresh card close to 10 times in the last five years. Two days ago when she called an Aadhaar helpline, an official from Bangalore asked her to write to them with the relevant documents and said it took one to two years for her to get a new card. “The official didn’t accept that it was the government’s mistake and instead blamed us for the mix-up of data. We have been running from pillar to post to rectify this but officials offer no help. Till she gets an Aadhaar card, no company is willing to offer her a job,” said Venkatesan P, Prema’s husband.

Owner of a local xerox shop in Maduravoyal had alerted an activist about Prema’s problem who, in turn, immediately informed officials through UIDAI’s official Facebook page about this. When Express contacted an official from UIDAI, he said, “An Aadhaar number must have been generated. If not, it will not appear as a duplicate. Seven years ago, we had many errors in the Aadhaar system but in the last two years, we have rectified the entire process. It is not possible for the lady’s fingertip to appear under her relative’s name. Using the enrolment ID, we can find out if a card was generated in the first place or not.”

STOCKHOLM: An Air India plane carrying 179 passengers struck a building at Stockholm's Arlanda airport with its wingtip as it taxied to gate on Wednesday, but no injuries were reported, police said.

"The 179 passengers could disembark from the plane on a mobile staircase and thereafter enter the terminal," police wrote in a statement.

The cause of the accident was not immediately known, police said.

It occurred at 5:45 pm (1645 GMT), about 50 meters (yards) from Terminal 5, the main terminal for international flights.


Pictures from the scene showed the Boeing aircraft parked on the runway with the very tip of its left wing stuck in the side of a building. Several police cars and fire trucks were parked by the plane.

According to airport operator Swedavia's website, the flight had originated in New Delhi.

Plus Two students suspended

According to School Education Department sources, the school acted against the boys for their behaviour during a scuffle that broke out among Plus Two students a few days ago during a football match.

The school summoned their parents, informed them of the boys’ behaviour and also invited local police personnel to give a talk on discipline.

Says no significant action was being taken against corrupt public officials

The Madras High Court on Wednesday expressed serious concern that the Directorate of Vigilance and Anti-Corruption (DVAC) had become virtually defunct in the State. No significant action was being taken against corrupt government officials who not only demanded and accepted bribes but also showed undue favours, a Division Bench of Justices M. Sathyanarayanan and P. Rajamanickam observed.

The judges expressed their concern to Advocate General Vijay Narayan during the hearing of a writ appeal preferred by Greater Chennai Corporation Commissioner against a single judge’s order to replace all police officials manning its vigilance cell.

The AG brought to the notice of the court that as of now one Deputy Superintendent of Police and two Inspectors of Police were managing the vigilance cell. Stating that all the three were efficient and diligent, he said there was no necessity to transfer them out and bring in new officials.

Study HC model

Surprised that the Corporation with an employee strength of around 17,000 (including labourers) had just three police officers to manage its vigilance cell, the senior judge in the Bench suggested that the Corporation could study the vigilance mechanism in place in the High Court and implement in the civic body too.

Being the chariman of the High Court’s vigilance committee, Mr. Justice Sathyanarayanan said there would be around 2,000 judicial officers and around 8,000 employees serving in the High Court as well as subordinate courts in the State. Yet, the court vigilance cell had two Superintendents of Police and host of other officers.

Whenever, a complaint was received against judicial officers or the court staff, discreet enquiries were conducted through the police officials as well as the court officers before initiating action. “The Registrar (Vigilance) of this court reports directly to the Chief Justice and not to any other judge,” he pointed out.

Wondering whether the Corporation officials cracked down even on a single unauthorised construction in the city on their own, the judge said a peep into the streets right opposite to the High Court campus would show how many unauthorised constructions were thriving merrily.

‘Not active at all’

Impressing upon the Corporation and other government arms to implement a stringent vigilance mechanism, the judge said, the DVAC in the State did not appear to be active at all.

“All that the DVAC has been doing is to write letters to the government departments recommending departmental action against the officials concerned,” he said.

Later, the Bench stayed the single judge’s order to transfer the vigilance cell officials of the Corporation and directed the latter to file a comprehensive report on the enforcement mechanism that had been put in place in the local body to keep a check on unauthorised constructions and act against them without any delay.

In a video, music composer Ilaiyaraja — who has been vocal about his intellectual property rights being continuously breached — appealed to musicians to not perform his songs without authorisation.

“Dear musicians, performing my songs without prior authorisation is illegal,” he said.

“You must understand that it is wrong to perform my songs illegally and I would like to inform that legal action will be taken against those who do so,” the music maestro said.

Composer Ilaiyaraja further said that royalty would be collected by the South Indian Film Musicians Association.

“The singers will also be included in this association,” he said.

‘Not against musicians’

He reiterated that he was not against other musicians singing his compositions.

“The royalty has to be paid for the money you earn by singing my songs,” Ilaiyaraja said.

“If you sing my songs for free, you need not pay royalty. If you take money to sing my songs for a concert, don’t I deserve a small part from that money?” he said.

He underlined that he was only asking a small amount.

He said he was doing so only because royalties as a concept ought to be formalised in the future.

The Tamil Nadu government on Tuesday constituted two committees, on the advice of Governor’s Secretariat, to look into the charges against Raj Bhavan staff and take up cases under the Tamil Nadu Fundamental Rules for compulsory retirement.

One committee with Secretary to the Governor as its chairperson and Public Secretary (or any officer nominated by him) and Deputy Secretary to Governor and Comptroller as its members would review the cases of Group A and B officials for compulsory retirement.

Another committee with Deputy Secretary to the Governor (Universities) as chairperson and Deputy Secretary to Governor and Comptroller and Under Secretary to Governor (Tours) would review the cases of Group C and D employees in the Raj Bhavan.

Rule 56 (2) Tamil Nadu Fundamental Rules and the State government’s guidelines deal with compulsory retirement of government staff and empower the State government to form panels to review cases of government servants (Group A,B,C & D) who lack integrity, takebribe habitually and those who are not in good condition physically and mentally.

Repeated complaints of corruption and the lack of potential to perform efficiently in the next three to five years are among the grounds for retirement.

Foreign PhD holders can directly join as asst prof: UGC

Doctoral degree holders from the top 500 foreign universities are now eligible for direct recruitment as assistant professor in Indian varsities, according to the University Grants Commission (UGC).

As per the new recruitment norms, the top 500 ranking of the university shall be referred from four famous world university ranking systems — Quacquarelli Symonds, Times Higher Education rankings and the Academic Ranking of World Universities of the Shanghai Jiao Tong University.

“The direct recruitment eligibility of international PhD holders is applicable for the disciplines of Arts, Commerce, Humanities, Education, Law, Social Sciences, Sciences, Languages, Library Science, Physical Education and Journalism and Mass Communication. This will help students learn from global talent in India itself,” a senior UGC official said.

Earlier, the candidates eligible for the post were required to have minimum 55%marks in the Master’s degree in concerned subject from an Indian University or an equivalent degree from an accredited foreign university.

The candidate was also required to have cleared the National Eligibility Test conducted by the UGC or the CSIR, or a similar test accredited by the UGC, like SLET, SET. While PhD degree holders from Indian university with required percentage in Masters’ are also eligible for direct recruitment, the minimum requirements related to Masters’programme have been waived off for international PhD holders. Caught cheating in exam, student commits suicide

A19-year-old girl from Kollam’s Koottikkada area allegedly killed herself on Wednesday by jumping in front of a train after she was caught cheating in her college examination. Rakhi Krishna was a first-year degree student at Fatima Mata National College.

According to students, Rakhi was caught while trying to copy during a semester examination and taken to the college’s anti-copying squad. While squad members were talking to her, a teacher allegedly clicked Rakhi’s photograph. She was also asked to summon her parents to the college.

Following this, teachers said Rakhi left college around 12pm. Teachers and other college staff looked for her but they couldn’t find her. Rakhi was found dead on the railway tracks near the Kollam police commissioner’s office. Sources said she jumped in front of the New Delhi-bound Kerala Express around 12.45pm.

Soon after the death, students held a protest and blocked teachers and police from entering the campus. TNN

Kerala govt sanctions ₹10cr to TN for Gaja

The Kerala government on Wednesday sanctioned ₹10 crore as emergency aid to cyclone Gajahit Tamil Nadu. The cabinet meeting, chaired by chief minister Pinarayi Vijayan, took the decision in this regard.

“Kerala stands With Tamil Nadu. The cabinet sanctioned ₹10 crore as emergency aid to Tamil Nadu. Fourteen trucks with essential supplies like food and clothes, were sent earlier. Six medical teams, 72 officials of the state electricity board and volunteers with rescue experience were sent for relief activities, Vijayan said in a Tweet.

The Tamil Nadu government, in its report to the Centre, has estimated the number of people rendered homeless at 3.7 lakh, and houses destroyed at 3.4 lakh.

The cabinet meeting also decided to give a compensation of ₹3.25 crore to the fishermen whose boats were damaged in the rescue works during the August deluge. The funds for fishermen will be alloted from chief minister’s distress relief fund. PTI

HC censures lawyer over bid to extract fee from former client

Censuring an advocate for attempting to extract fees from a former client despite relinquishing the brief, the Madras high court imposed Rs 25,000 as costs and said it could not sit back and watch this attempt to gain ‘champertous’ litigation fee.

Noting that the sentiment embodied in the quote “Law is no trade, briefs no merchandise” was fast eroding, Justice P T Asha said, “Today we are faced with falling standards in the profession where an unscrupulous few have started commercialising this noble profession and professional ethics have taken a back seat.”

Advocates were a vital part of the justice dispensation system. In addition to being professionals, they were also officers of the court. Their conduct, therefore, should not only be impeccable but above reproach.

They were expected to follow the norms of professional ethics and try and protect the interests of their clients in relation to whom they occupied a position of trust, the judge added.

Advocate N Ponnusamy of Coimbatore had initially been engaged in a suit involving non-payment of rental arrears. Eventually, his clients decided to terminate his services and appoint another lawyer. According to the clients, the new counsel was engaged after Ponnusamy said he had no objection.

Ponnusamy then filed a petition before the Additional District Judge in Coimbatore alleging that he was owed legal fees of about Rs 56lakh and that the clients could not engage another lawyer as they had not obtained the leave of the court.

His former clients filed a revision petition challenging Ponnusamy’s plea.

When the plea came up for hearing, the judge wondered how the Additional District Judge had entertained the petition given the peculiar manner in which Ponnusamy had drafted it. The judge then concluded that the cause of action claimed by Ponnusamy did not exist.

At 92, TN’s oldest prisoner languishes behind bars

Convict no.16712 in the central prison in Vellore is no ordinary prisoner. At 92, S Dasaraj is the oldest prisoner serving jail sentence in the state.

The nonagenarian, who was arrested for murder, has been admitted to a hospital on the premises of the 188-yearold central prison due to agerelated ailments.

Dasaraj, a native of Kowthalam village in Thenkanikottai taluk in Krishnagiri district, along with two sons and two other relatives, was arrested in 1998 in connection with a murder following a land dispute. They were sentenced to life imprisonment under sections 302 (murder) and 34 (act done by several persons in furtherance of common intention) of IPC.

After the Madras high court upheld the Krishnagiri district court’s verdict, he was lodged in the Vellore central prison on March 7, 2002. After spending 18 months in jail, the five came out on bail and appealed in Supreme Court against the HC verdict. The apex court upheld the lower court verdict. “Following the SC order, Dasaraj and his relatives returned to prison in mid-2017,” said a senior officer.

Since then, he has been admitted to the prison hospital and is fighting age-related ailments with no hope of stepping out of the prison alive, Vellore prison sources said.

The Tamil Nadu Prison Rules 341 (6) states that old and decrepit prisoners, who are incapable of committing crime, and male life convicts aged 65 years and above; and female convicts, aged 55 years and above, were eligible for premature release after they complete 28 months of imprisonment.

Despite Dasaraj having completed 40 months imprisonment (as on November 27), his name was not proposed by the advisory board for premature release. “He uses a walking stick and goes out often to meet his sons and relatives in the tower block. But his health condition has deteriorated over the past few months and his movement has been limited,” said the official.

The prison authorities said he violated the prison rules as he disappeared after going on parole. Hence, he was not considered by the advisory board that recommended convicts for premature release.

Sources in the department said Dasaraj was not alone. A Chottu Sahib, 86, of Krishnagiri and D Ethirajulu Naidu, 80, of Walajah taluk in Vellore district were among the aged prisoners in Vellore. They were in the prison hospital for various ailments — joint pain, breathing issues, digestive problems, diabetes, blood pressure, heart disease, sleep disorders and Alzheimer’s disease.

“They need a caretaker. The prison department is violating the rules by keeping the chronically ill and aged prisoners,” said an official, on condition of anonymity.

Yet another question paper goof-up comes to light at Anna univ

Yet another goof-up by Anna University has come to light. This time a 13-mark question was missing from the question paper distributed to third-year Electronics and Communication Engineering (ECE) students from Madras Institute of Technology, Chrompet in an exam on November 20.

Students were shocked to find that Part-B of the Discrete Time Signal Processing question paper, which should five (either/or) questions, had only four questions. Question number 13 (a) and 13(b) were missing.

Confused over this, students informed their exam hall invigilators, who in turn alerted the Additional Controller of Examinations (ACOE).

Halfway through the exam, students were issued separate pieces of papers containing the missing question. ACOE authorities said they spotted the error during the review in the previous evening and rectified it for College of Engineering, Guindy but could not correct it for MIT as the papers had to be sent the previous evening.

Baskar, deputy controller of examinations, MIT, said there was a technical glitch when the question paper setter converted the word into PDF. “Question no.13 (a) in the last line of page one got deleted as it went beyond the margin,” he said.

ACOE authorities clarified that printouts containing the missing question were sent much earlier and MIT faculties did not distribute it till the students alerted them.

Uma Maheshwari, a teaching faculty who set the question paper, refused to comment. Students, however, claimed they did not have adequate time to answer the question and requested grace marks Earlier, all the 538 Anna University affiliated colleges got a question paper for the subject ‘Opto Electronic Devices’’ in which Part-B was a mere repetition of the previous year's question paper and five questions in Part-A were also repetitive.

Re-examination for the ‘Opto Electronic Devices’ subject was conducted by the Anna University on Wednesday afternoon between 2pm and 5pm (November 28).

Government docs threaten strike demanding pay hike

Government doctors in the state have threatened to boycott work from December 4, cutting down on outpatient services, elective surgeries, post-mortem and tender mass resignations, step by step, if the government does not hike their salaries.

On Wednesday, in an urgent meeting at Trichy, the joint action committee of the doctors’ association decided to continue non-cooperation agitations, including boycott of medical boards and camps. The strike will begin with one-day OP boycott on December 4. If the doctors don’t get a favourable decision from the government within four days, they will stop doing elective surgeries and taking classes for medical students. From December 12, OP services will be stopped and on December 13, they will stop doing post-mortems for a day. “If the government continues to turn a deaf ear, all these services will come to a standstill between Dec 27 and Dec 29,” said Tamil Nadu Government Doctors’ Association president Dr K Senthil.

Government doctors have made several representations to the government seeking pay parity. In March 2017, the associations submitted a 26-page document and demanded pay parity with central government doctors, time-bound promotions, similar work-based allowances and retirement age.

A 3ft 1in teenager with dwarfism has won the right to become a doctor.

Ganesh Baraiya, 17, was denied a place at medical school despite acing the entry tests by scoring 233 - with 86 needed to pass - because of his height.

But he took his case to the Supreme Court and last month the judges ruled in his favour, paving the way for him to become the world's smallest doctor.

Baraiya, who is from Gujarat, in western India, explained how his stature has always caused him problems - including when a travelling circus tried to buy him for £1,000, equivalent to six months of wages for his father.

His father refused, but was scared the troupe would try to kidnap his son, so began escorting him to school every day and sitting with him in lessons.

Mother Devuben Baraiya, 53, and father Viththal Bhai Baraiya, 58 explained that they first noticed something was different about him when his head started growing bigger than his body.

They consulted pediatricians but every doctor they met said there was nothing they could do and he had a genetic condition that was incurable.

Mother Devuben said: 'We prayed many times at the temple and we even even travelled 300km to pray at a special temple but nothing changed.

'I even put a tub on his head – like a hat – to try to stop his head growing to give his body a chance to catch up.'

But what Ganesh lacked in height he made up for in brainpower, and he was admitted into

spent all his time studying and showed signs of intelligence from an early age. While some students teased him and laughed at him, others would help him carry his bag and accompany him to the toilet in case he fell as he can't walk properly.

Eventually Viththal admitted Ganesh into a school owned by a doctor named Dalpat Kataria, who has since sponsored his education and legal costs.

Ganesh said: 'People used to always make fun of me and I was always the butt of their jokes. I didn't care what people said about me, it was irrelevant.

'I had plans in life and I was determined to make them happen.'

Under Kataria's tutelage, Ganesh went on to get top grades and applied to study a Bachelor of Medicine and Surgery degree.

But once the the Medical Council of India found out about his condition, they refused Ganesh's right to study medicine.

Ganesh has now won the right to study medicine after taking his case to India's Supreme Court, and will take up a place at a top state college

They argued that he wouldn't be able to perform emergency cases in practice and special arrangements would have to be made for him, categorising him as 'physically handicapped'.

'I was very disappointed,' Ganesh said. 'But I refused to accept it.'

Ganesh took his case from the Medical Council to the state court, and then on to India's supreme court after the judges there rejected him.

In the end, at a cost of £4,000 in legal fees, Ganesh won out.

Kataria said afterwards: 'The first time I met him I saw his passion and his dream. I also found him brilliant, so I decided to invest my time on his studies.

'I consider him my second child and will support him until he becomes the medical practitioner that he so desperately wants.'

Ganesh added: 'I am very happy that I got justice from the Supreme Court. Now I can fulfil the dream I've had since childhood.

'I know I'm different but I want to live a good life like other people and make my parents proud.

'I hope life will be good at college but if people continue to laugh at me, I will courageously face them as I always have.'

Ganesh is now eligible for admission to any government medical college in his state but will apply to his local Bhavnagar Medical College in the coming year. Dalpat will pay for his education fees.

One day Ganesh hopes to become the shortest doctor in the world and be recognised by the book of Guinness World Records.

இதனால் தான் சென்னைக்கு பாதிப்பு என்றதும் ஒட்டுமொத்த தமிழகமும், ஓடோடி வந்தது; உறவாக பார்த்தது. பாதிக்கப்பட்டவர்களுக்காக உதவிகள் பொருளாக, பணமாக குவிந்தது. மீட்பு பணிக்காக ஆயிரக்கணக்கானோர் சென்னையை நோக்கி படையெடுத்தனர். பெருவெள்ளத்தை, கடுமையான போராட்டத்தை சரியான தைரியத்துடன் எளிதாக எதிர்கொண்டது சென்னை.

ஆனால் டெல்டாவிலோ நிலைமை முற்லும் வேறானது. சென்னையை போன்று எந்த தொடர்பு அந்த மக்களுக்கு இல்லை. மற்ற பகுதி மக்களுக்கு டெல்டாவை பற்றிய புரிதலும் இல்லை. இதனால் தான் கஜா பாதிப்பிக்கு பின் ஓடோடி வந்தவர்கள், உதவி செய்தவர்கள் எண்ணிக்கை அதிக அளவில் இல்லை.பாதிப்பும் சரி, அதை எதிர்கொள்ளும் சூழலும் சென்னையை ஒப்பிடுகையில் டெல்டாவில் மோசம்.

தொழில் சார்ந்த சென்னையில் நிறுவனங்கள்,தொழிலாளர்கள், உரிமையாளர்கள் என அனைவருக்கும் ஏற்பட்ட பொருளாதார இழப்புகளை ஒரு சில மாதங்களில் சரி செய்து விட முடிந்தது. ஊழியர்களுக்கு ஏற்பட்ட பாதிப்பை இடுகட்ட அரசுமட்டுமின்றி அவர்கள் பணிபுரியம் நிறுவனங்களும் முன் வந்தன. சம்பளமாக, சலுகையாக, பணமாக, பொருள் உதவியாக வந்து குவிந்தன.

ஊழியர்களுக்கு ஏற்பட்ட இழப்புக்கு கடமையாக இல்லாவிட்டாலும் தார்மீக ரீதியில் உதவி செய்ய நிறுவனங்கள் முன் வந்தன. அரசு ஊழியர்களுக்கு ஏற்பட்ட பாதிப்புகளை ஈடுகட்ட அரசும் பலவிதங்களில் முன் வந்தது. ஆனால் அப்பாவி விவசாயிகளின் நிலையோ அப்படி இல்லையே. எந்த நிறுவனத்திலும் அவர்கள் வேலை செய்யவில்லையே; அவர்களுக்கு ஏற்பட்ட இழப்பை எந்த நிறுவனம் ஈடுகட்ட முடியும்.

சென்னை பெருவெள்ளத்தில் இருசக்கர வாகனங்கள், கார்கள், நிறுவனங்கள், இயந்திரங்கள் என ஒவ்வொன்றுக்கும் இன்சூரன்ஸ் செய்யப்பட்டு இருந்ததால் மிக கடுமையான விதிமுறைகளை சற்றளவு தளர்த்தி இழப்பீட்டு தொகையை இன்சூரன்ஸ் நிறுவனங்கள் கூட தந்து உதவின.பெரிய நகரத்தில், தலைநகரத்தில், தொழில் சார்ந்த பகுதியில் வசிக்கும் மக்களுக்கு இந்த வசதி இருந்ததே?

ஆனால் விவசாயத்தை உயிர் மூச்சாக கொண்டு வாழ்ந்த விவசாயிகளுக்கு அரசு சார்ந்த பயிர் இன்சூரன்ஸ் தவிர எந்த இன்சூரஸூம் வராதே; அவர்கள் என்ன செய்வார்கள். சென்னை பெருவெள்ளத்தின்போது சில ஆயிரம் கோடி ரூபாய் அளவுக்கு இன்சூரன்ஸ் கொடுக்கப்பட்டது. ஆனால் கஜா பாதித்த டெல்டாவிலோ அரசு பயிர் காப்பீடு தவிர 200 கோடி ரூபாய் அளவுக்கு கூட இன்சூரன்ஸ் தொகை கொடுக்க வேண்டிய தேவை இருக்காது என்கிறது இன்சூரன்ஸ் வட்டாரங்கள்.

இன்சூரன்ஸ் தொகை கூட கட்ட முடியாத ஏழை விவசாயி, என்ன தான் செய்ய முடியும்? அவர்களுக்கு அரசு கணக்கிட்டு கொடுக்கும் இழப்பீட்டை தவிர வேறு என்ன வாய்ப்பு இருக்கிறது. பல ஆண்டுகளாக வளர்த்த தென்னையும், சவுக்கும், வேறு பல மரங்களும் முறிந்து விழ, வாழ்வாதாரத்தை தொலைத்து விட்ட வேதனை அந்த மக்களை உலுக்கி எடுக்கிறது.

தை பிறந்தால் திருமணம் ஏற்பாடுகள் செய்து வந்த குடும்பத்துக்கு இருந்த நிதி ஆதாரம் முழுவதையும் கஜா கபளீகரம் செய்துவிட விரக்தியின் விளிம்புக்கே சென்று விட்ட குடும்பங்கள் பல.இந்த இயற்கையின் தாக்குதலில் இருந்து எழுந்து நிற்க இன்னும் எத்தனை ஆண்டுகள் போராட வேண்டுமோ என்ற மலைப்பு டெல்டா மக்களை புரட்டி எடுக்கிறது. என்ன செய்யப்போகிறோம்? என்ற ஏக்கம் அவர்களை வாட்டி வதைக்கிறது.

இந்த வேதனையும், விரக்தியும் தான் அவர்களை, அரசியல்வாதிகள் உட்பட யாரும் ஊருக்குள்ளேயே வர வேண்டாம் என்று விரட்டும் மனநிலைக்கு தள்ளியுள்ளது. தண்ணீர் இன்றி, விவசாயம் இன்றி, மாற்று தொழில் இன்றி எப்படியாகினும் விவசாயம் செய்து தீர வேண்டும் என போராடி வந்த விவசாய பெருங்குடி மக்கள், இன்று ஒரே நாளில் இயற்கையின் கோரப்பசிக்கு ஆளாகி தவிக்கிறார்கள். இயற்கைக்கு கூட அவர்கள் மீது கருணை இல்லையா? இன்னும் எத்தனை ஆண்டுகள் ஆகுமோ டெல்டா மீண்டும் எழுந்து நிற்க.

அவசரம் வேண்டாமே

காலைநேரம். தங்கள் குழந்தைகளை பள்ளிக்கு அழைத்துச் செல்லும் பெற்றோர் பெரும்பாலோர் கடைசி நேரத்தில்தான் கிளம்புவார்கள். ஒருவேளை பிள்ளைகள் பள்ளிப் பேருந்தில் செல்பவர்கள் என்றால், குறிப்பிட்ட நேரத்திற்குள்அந்த நிறுத்தத்தில் கொண்டு விட வேண்டும். இல்லையெனில் பேருந்து சென்று விடும். பின்னர் பெற்றோர்கள்தான் பள்ளியில் கொண்டுவிட நேரிடும். 

பள்ளிப் பேருந்து ஆனாலும் சரி, வேறு வாகனங்களில் பெற்றோரே அழைத்துச் சென்றாலும் சரி கடைசி நேரத்தில் கிளம்பாமல் சற்று முன்கூட்டியே கிளம்புவது நன்மை தருவதாக அமையும்.
காலையில் வேலைக்குச் செல்லும் தந்தை, தனது குழந்தைகளை பள்ளியில் விட்டுவிட்டுச் வேலைக்குச் செல்லும் வீடுகளில் சற்று நிதானமாக கிளம்புவதற்கு வாய்ப்பு இருக்கிறது. இருந்தாலும் சில வீடுகளில் சரியாகத் திட்டமிடாமல் கடைசி நேர பரபரப்பு ஏற்பட்டு சூழலை நிம்மதியில்லாமல் செய்து விடுவதும் நடந்து கொண்டுதான்இருக்கிறது. 

ஒருசில வீடுகளில் குழந்தைகளின் தந்தை அதிகாலையில் சென்றுவிட்டிருக்கலாம். வேலைக்கு அப்பா சென்றுவிட, வீட்டில் இருக்கும் அம்மா இருசக்கரவாகனத்தில் குழந்தைகளைப் பள்ளிக்கு கொண்டு விடுவதும் உண்டு. இந்த நிலையில் பெரும்பாலும் பரபரப்பாகத் தயாராகி செல்லும் சூழலே ஏற்படும்.

அப்படிச் செல்லும் பெண்மணிகளை அடிக்கடி நாம் சாலையில் கண்டிருக்கலாம். இரு சக்கரவாகனத்தில் இரண்டு குழந்தைகளை வைத்துக் கொண்டு வேகமாகச் சென்று கொண்டிருப்பார்கள். மணி 8.55 எனும் பொழுது, அவர்களின் வேகத்திற்கான காரணத்தை நாம் புரிந்து கொள்ளலாம். 9.00 மணிக்குள் பள்ளியில் இருக்க வேண்டும் என்கிற விதி இருக்கலாம். இதனால் வளைவுகளில் திரும்பும் பொழுது "இன்டிகேட்டர்' போடாமலும், கையைக் காண்பிக்காமலும் திரும்பிக் கொண்டு பரபரப்போடு செல்வார்கள்.

பின்னால் வண்டியில் வரும் ஒரு சிலர், அவர்களின் அவசரத்தையும், வண்டியில் இருக்கும் பள்ளிக் குழந்தைகளையும் பார்த்து சற்று அவர்களுக்கு வழிவிட்டு தங்கள் வாகனத்தை இயக்குவார்கள். ஆனால், அனைவருக்கும் இந்தப் புரிதல் இருக்குமா?அப்படி இல்லாதவர்களால்தான் விபத்துகள் நடக்கின்றன. 

தனது மனைவிக்கு வண்டி வாங்கித் தருவதன் மூலம் தனக்கான வேலைகள் குறைகின்றன என்று சில கணவன்மார்கள் எண்ணுகின்றனர். ஆனால், அவர்கள் முறையாக வண்டி ஓட்டக் கற்றுக்கொண்டு ஓட்டுநர் உரிமம் பெற்றிருந்தால் நல்லது. ஆனால், பெரும்பாலோர் தாங்கள் சிறுவயதில் சைக்கிள் ஓட்டிய அனுபவத்தை இரு சக்கர வாகனம் ஓட்டி விடலாம் என்கிற புரிதலில் இருக்கிறார்கள். அதிகரித்து வரும் வாகன விபத்துகள் பெரும்பாலும் இருசக்கர வாகன ஓட்டிகளால்தான் நடக்கிறது.
பெரும்பாலான பள்ளி, கல்லூரி மாணவர்கள் ஓட்டுநர் உரிமம் இன்றியேஅவற்றை இயக்கிக்கொண்டு இருக்கிறார்கள். அவர்களால் பல்வேறு விபத்துகள் ஏற்படுகின்றன. மற்றொன்று, தற்போது பெண்களுக்கு எனத் தயாராகும் இரு சக்கர வாகனங்களின் வேகம் ஆண்கள் ஓட்டிச்செல்லும் வாகனங்களின் "சிசி' ("கியூபிக் கெபாசிட்டி')யைவிட அதிகமாக இருக்கிறது. 

சில நேரங்களில் பெண்கள் தங்கள் வாகனங்களில் செல்லும்போது சாலையில் பலரையும் ஓவர்டேக் செய்து கொண்டு சென்று விடுகிறார்கள். வேகம் தவறல்ல. பாதுகாப்பு முக்கியம்.
இவற்றிற்கெல்லாம் ஒரே தீர்வு அனைவரும் அதிகாலையில் எழுந்திருப்பதுதான். இன்றைய காலகட்டத்தில் இரவு நேரம் தொலைக்காட்சி, முகநூல், கட்செவி அஞ்சல் ("வாட்ஸ் அப்') போன்றவற்றில் மூழ்கி, தாமதமாகப் படுத்து, காலையில் தாமதாக ஆரம்பிக்கிறதுஅன்றைய பரபரப்பான வாழ்க்கை. அதைவிடுத்து எல்லா வேலைகளையும் முடித்து பத்து மணிக்குப் படுத்து, காலை ஐந்து மணிக்கு எழுந்தால் அன்றைய தினம் சிறப்பாக இருப்பதை உணர முடியும். 

 
பெற்றோர் இப்படிச்செய்வதுதான்அவர்களின் குழந்தைகளுக்கும் நல்ல வழிகாட்டுதலாக அமையும். குழந்தைகளுக்குத் தூங்கும் நேரம் சற்று அதிகமாகத் தேவைப்படுவதால் குறிப்பிட்ட வயதுவரை ஆறுமணிவரை அனுமதித்து, பின்னர் படிப்படியாக ஐந்துமணிக்கு எழும் பழக்கத்தை உண்டாக்க வேண்டும். 

இல்லாவிடில் பரபரப்புதான். தங்கள்பிள்ளையை குறிப்பிட்டநேரத்தில் பள்ளிக்கு கொண்டுவிட்டால்போதும் என்கிற மனப்பான்மையில் பெற்றோர் இருப்பார்கள். அதனால் சற்று விதிமீறல் செய்யவும் துணிந்து விடுகின்றனர். ஒருவழிப்பாதையில் செல்வது, தலைக்கவசம்அணியாமல்செல்வது, சிக்னல்களை மதிக்காமல்செல்வது, என விருப்பம்போல் செயல்படுகின்றனர். 

 
ஒவ்வொரு வருடமும் சாலை போக்குவரத்து விழிப்புணர்வு வாரம் கொண்டாடுகிறோம். பின்னர் சாலை விதிகளை பின்பற்ற மறந்து விடுகிறோம். அதனால்தான் ஆண்டுதோறும் சாலை விபத்துகளின் எண்ணிக்கை கூடிக்கொண்டே போகிறது. எனவே, மக்களுக்கு சாலை விதிகள் குறித்த விழிப்புணர்வு ஏற்படுத்திட வேண்டும். தாங்கள் கடைப்பிடிப்பதோடு தங்களின் அடுத்த தலைமுறையினரையுமம் கடைப்பிடிக்க வைக்கவேண்டும்.

பெற்றோர் தவறு செய்துவிட்டுக் குழந்தைகளைத் தவறு செய்யக்கூடாதுஎனச் சொல்வது எப்படி ஏற்புடையதாகும்? எனவே, பெற்றோர் நல்வழிகளைக் கடைப்பிடித்துப் பிள்ளைகளுக்கு முன்னுதாரணமாகத் திகழ வேண்டும். அப்பொழுதுதான் பிள்ளைகள் பெற்றோரின் பழக்கங்களைத் தவறாமல் கடைப்பிடிப்பார்கள்.
இதை ஒவ்வொருவரும் மனத்தில் கொண்டு செயல்பட்டால் சமுதாயத்தில் எவ்விதத் தவறும் நடைபெறாமல் இருக்கும். ஒரு ஆரோக்கியமானநல்ல சமூகம் உண்டாகும். எந்த சூழலிலும் பெற்றோர் அவசரப்படாமல் சற்று நிதானமாகச் செயல்பட்டால் சாலையில் மட்டுமல்ல, வாழ்க்கையிலும் எவ்வித விபத்தும் நடைபெறாமல் தடுக்க இயலும்.

நிவாரணம் மட்டுமே போதாது!

"புயலுக்குப் பின்னே அமைதி' என்று கூறுவார்கள். ஆனால், "கஜா' புயல் அடித்து ஓய்ந்து 10 நாள்கள் கடந்த பின்னும்கூட, இன்னும் இயல்பு நிலை திரும்பவில்லை. போதாக்குறைக்கு அவ்வப்போது மழையும் பெய்து கொண்டிருப்பதால் நிவாரணப் பணிகளையும் முழு மூச்சில் நடத்த முடியாத சூழல்தான் காணப்படுகிறது. இப்படியொரு பேரழிவு, இதற்கு முன்னால் தமிழகத்தைத் தாக்கிய தானே, ஒக்கி, வர்தா புயல்களின்போதுகூட இருந்திருக்குமா என்பது சந்தேகம்தான்.

புயல் பாதிப்புகளைப் பார்வையிடுவதற்காக, மத்திய குழுவினர் தமிழகம் வந்திருக்கிறார்கள். கடந்த நவம்பர் 16-ஆம் தேதி வீசிய கஜா புயலால் பாதிக்கப்பட்ட நாகப்பட்டினம், திருவாரூர், புதுக்கோட்டை, கடலூர் உள்ளிட்ட ஆறு மாவட்டங்களில் அவர்கள் நேரில் சென்று புயலால் ஏற்பட்டிருக்கும் இழப்பு குறித்து ஆய்வு செய்து வருகிறார்கள். இன்னொருபுறம், சீரமைப்புப் பணிகள் நடைபெற்று வருகின்றன. குறிப்பாக, மின் கம்பங்கள் சீரமைக்கும் பணி, அவ்வப்போது பெய்யும் மழையையும் பொருட்படுத்தாமல் நடந்து வருகிறது.


கடந்த 2004 டிசம்பர் 26-ஆம் தேதி தமிழகத்தைத் தாக்கிய ஆழிப்பேரலையின்போதுகூட இப்போதைய கஜா புயல் ஏற்படுத்தியிருக்கும் பாதிப்புகளை நாகை, திருவாரூர் மாவட்ட மீனவர்கள் எதிர்கொள்ளவில்லை. பல லட்சம் மதிப்புள்ள படகுகள் உடைந்து சிதறியிருக்கின்றன. பல லட்சம் மதிப்புள்ள வலைகள் கிழிந்துபோய் காணப்படுகின்றன. பல படகுகளில் பொருத்தப்பட்டிருந்த இயந்திரங்கள் இருந்த இடம் தெரியாமல் அடித்துச் செல்லப்பட்டிருக்கின்றன. என்னதான் இழப்பீடு வழங்கப்பட்டாலும்கூட, நாகை, திருவாரூர் மாவட்ட மீனவர்கள் இயல்பு வாழ்க்கைக்குத் திரும்ப பல வருடங்கள் ஆகும். குடிசை உள்ளிட்ட அவர்களது அனைத்து உடைமைகளையும் கஜா புயல் கபளீகரம் செய்துவிட்டிருக்கிறது.


கஜா புயலால் பாதிக்கப்பட்டிருக்கும் இன்னொரு முக்கியமான தொழில் உப்பு உற்பத்தி. கடந்த அக்டோபர் மாதமே உப்பு உற்பத்தி முடிந்து குவித்து வைக்கப்பட்டிருந்த நிலையில்தான் கஜா புயல் நாகை, திருவாரூர் மாவட்டங்களைத் தாக்கியது. ஒருசில மணி நேரங்களில் மலை போல் உப்பளங்களில் குவித்து வைக்கப்பட்டிருந்த உப்பு, புயல் காற்றால் அடித்துச் செல்லப்பட்டதால் 40 நாள் உழைப்பும் சில நொடிகளில் வீணானது. ஏற்றுமதிக்குத் தயாராக, ஏறத்தாழ 4,000 ஹெக்டேர் பரப்பில் வைத்திருந்த உப்பு அடித்துச் செல்லப்பட்டிருக்கிறது.

2,000 ஹெக்டேர் நிலப்பரப்பிலுள்ள மாமரங்கள் வேரோடு சாய்ந்திருக்கின்றன. கடந்த ஐந்து ஆண்டுக்கும் மேலான உழைப்பு சில மணி நேரங்களில் வீணானது. இந்த இழப்பின் தாக்கம், குறைந்தது அடுத்த ஐந்து ஆண்டுகளுக்குத் தொடரும் என்பதுதான் மிகப்பெரிய சோகம். மாமரங்கள் மட்டுமல்ல, எல்லா தரப்பு விவசாயிகளும் ஒட்டுமொத்தமாகத் தங்களது வாழ்வாதாரத்தை இழந்துவிட்டிருக்கும் நிலைமை காணப்படுகிறது. மிகப்பெரிய பாதிப்பை எதிர்கொண்டிருப்பது தென்னை மரங்கள்தான் என்பதை இங்கே குறிப்பிட்டாக வேண்டும்.

வேதாரண்யத்தில் தொடங்கி, பேராவூரணி வரையிலான பகுதிதான் இந்தியாவின் தலைசிறந்த தேங்காய் களஞ்சியம் என்று கூற வேண்டும். இந்தியாவின் மொத்தத் தேவையில் குறைந்தது 30% முதல் 40% தேங்காய் இந்தப் பகுதியில்தான் உற்பத்தியாகிறது. வேதாரண்யம், கருப்பம்புலம், தொண்டியக்காடு, இடும்பவனம், தில்லை விளாகம், ஜாம்பவானோடை, முத்துப்பேட்டை, செம்படவங்காடு, தம்பிக்கோட்டை, மரவக்காடு, அதிராமப்பட்டினம், மல்லிப்பட்டினம், பேராவூரணி ஆகிய பகுதிகளில் இருந்த அத்தனை தென்னை மரங்களும் வேரோடு சாய்க்கப்பட்டிருக்கின்றன. இதனால் ஏற்பட்டிருக்கும் பாதிப்புதான் எல்லாவற்றிலும் மிகப் பெரிய பாதிப்பு என்று கருத வேண்டும்.
நாகை, திருவாரூர் மாவட்டங்களில் ஒவ்வொரு வீட்டைச் சுற்றியும் குறைந்தது ஐந்தாறு தென்னை மரங்கள் காணப்படும். ஆயிரக்கணக்கில் மரங்கள் உள்ள தென்னந்தோப்பு வைத்திருப்பவர்களை விரல் விட்டு எண்ணிவிடலாம் என்றால், நூற்றுக்கணக்கில் தென்னை மரம் வைத்திருப்பவர்களின் எண்ணிக்கை நான்கு இலக்க அளவில்தான் காணப்படும். மற்றவர்கள் எல்லாம் நூற்றுக்கும் குறைவான, சொல்லப்போனால், 20-க்கும் குறைவான தென்னை மரங்களை வைத்திருப்பவர்கள். அதனால், பெரும்பாலான குடும்பங்களின் வாழ்வாதாரமே தென்னையிலிருந்து கிடைக்கும் வருவாய்தான். இப்போது அந்த வருவாயை இழந்து நிர்கதியாக நிற்கிறார்கள் பலரும்.

நிவாரணம் என்ற பெயரில் அரசு இழப்பீடு வழங்குவது கஜா புயலால் பாதிக்கப்பட்ட மக்களின் வாழ்வாதாரத்தை முழுமையாக மீட்டுக் கொடுத்துவிடாது. அதனால், ஒவ்வொரு குடும்பத்தினரும் இழந்திருக்கும் தென்னை மரங்களுக்கு ஈடாக இரண்டு ஆண்டுகளில் பலன் தரும் "ஹைப்ரிட்' தென்னங்கன்றுகளை அவர்களுக்கு வழங்குவதும், அவற்றை பராமரிப்பதற்கு ஒரு தொகையை வழங்குவதும்தான் புத்திசாலித்தனமான, திட்டமிட்ட நிவாரணமாக இருக்கும். பள்ளிக் கட்டணங்களை செலுத்தும் நிலையில் பெற்றோர் இல்லாததால் குழந்தைகளின் படிப்பு தடை படக்கூடும். அத்தனை வணிகர்களும் பாதிக்கப்பட்டிருக்கிறார்கள். ஒட்டுமொத்தமாக பணப்புழக்கம் இல்லாத நிலைமை ஏற்பட்டிருக்கிறது. இதிலிருந்தெல்லாம் மீண்டு சகஜ வாழ்க்கைக்கு கஜா புயலால் பாதிக்கப்பட்ட பகுதிகளில் மக்கள் திரும்பப் போவது எப்போது என்று புரியவில்லை.

உடனடி நிவாரணம் அத்தியாவசியம் என்பதில் சந்தேகமில்லை. ஆனால், மறுவாழ்வு பெற்று, பாதிக்கப்பட்ட பகுதியினர் சகஜ வாழ்க்கைக்குத் திரும்புவதற்கு, தொலைநோக்குப் பார்வையுடன் அரசு திட்டமிட்டாக வேண்டும்.

'ஹெல்மெட்' அணியாத 3,400 பேருக்கு அபராதம்
