30 varsities get ₹1,496cr for EWS quota rollout

The Centre has sanctioned the release of ₹1,496 crore to 30 central universities (CUs) for implementation of the 10% quota for the economically weaker section in the general category from the 2019-20 academic session.
Some universities like Delhi University (DU) and Visva Bharati have already received the sanction letters from the ministry of human resource development (MHRD), while others like Jawaharlal Nehru University
(JNU) are likely to get the letters soon. DU has been sanctioned ₹143.8 crore, while for its affiliated colleges the government has sanctioned ₹47.2 crore.
Implementing the quota for “poor among the forwards” without impacting the share of seats for the other categories like SC/ ST/OBC would essentially increase the total intake by 25% for each university/ institution.
A majority of the CUs will implement the 25% increased intake in two phases — 10% in the 2019-20 academic session and 15% in the 2020-21session. However, JNU and a few others are planning to complete the implementation in a single phase during the 2019-20 admissions.
According to a senior HRD official, “A total of ₹1,496 crore has been sanctioned for implementation of the EWS reservation from the forthcoming academic session in the central universities. Of which ₹230 crores have been sanctioned for maintenance, an additional grant of ₹249 crores for salaries and ₹957 crores for construction and infrastructure.”
JNU to implement EWS quota in single phase
Some of the sanction letters were handed over after the meeting of the CU vice chancellors with Union HRD minister Ramesh Pokhriyal on Tuesday.
“We have received a sanction of ₹18.4 crore for the EWS quota implementation. We have been sanctioned 11 teaching positions for the same, and in the first phase this year we are increasing the intake by 10%. Rest 15% will be done next year (2020-21) and we will be needing a total of 42 new teaching positions for the 25% increase in students’ intake, sanctions for which we are hopeful to get next year,” Visva Bharati vice chancellor Bidyut Chakrabarty, said.
JNU is one university which will implement the EWS quota in a single phase this year.
“We (the CU VCs) had a very fruitful meeting with the HRM and he listened to every VC and encouraged us. JNU is implementing the 10% EWS quota from this year and we are waiting for the sanctioning of fund and teaching positions from the ministry which is likely to come any time now,” said M Jagadesh Kumar, VC, JNU.
The 10% EWS quota is likely to translate, on its complete implementation, into additional three lakh seats in centrally funded institutions – which include the elite IITs, IIMs, NITs, DU, JNU, among others.
