NEW DELHI: The University Grants Commission (UGC) has issued guidelines for ensuring the safety of the students of Higher Educational Institutions (HEIs) on and off campus across the country.
UGC Secretary Jaspal S. Sandhu, has also written to the vice chancellors of all the universities to ensure safety of the students.
In the letter issued on Thursday, Sandhu wrote, "It should be the prime concern of educational administrators across the country to ensure that students are safeguarded against attacks, threats and accidents, both man-made and natural.
"With this in mind, the University Grants Commission has formulated guidelines on the ways in which the campuses of HEls can be transformed into oasis of safety, security and study."
"The 'Guidelines on Safety of Students on and off Campuses of Higher Educational Institutions' have been uploaded on the UGC website, he wrote while requesting them to kindly implement the UGC guidelines in their esteemed university in the best interest of students.
Some of the points of the guidelines on Safety of Students on and off Campuses of Higher Educational Institutions include to secure HEIs or hostels, by a boundary wall of such height that it cannot be scaled over easily.
The guidelines said in order to further fortify it, a fence of spiralling barbed wires can be surmounted on the wall so that unauthorized access to the infrastructure is prevented effectively.
Biometric way of marking student attendance, both in HEI as well as hostels, can be an effective way to overcome proxy, they added.
The bags and other belongings of students or visitors should also be examined, manually or by metal detectors, to secure a weapon-free and violence-free campus, guidelines said.
