2.5 thousand ineligible lecturers draw lakhs as salary

The government polytechnic lecturers are paid salaries of Rs 1.7 lakh per month and also given pension of Rs 70,000.

BENGALURU: About 2,500 lecturers recruited to government polytechnic colleges in the state between 1994 and 2007 are allegedly ineligible for the posts. Yet most of them continue to be in service drawing a salary of `1.7 lakh per month. Those who have retired are receiving `70,000 per month pension amount. As per documents available with The New Indian Express, between 1994 and 2007, the state department of technical education recruited over 1,000 lecturers to government polytechnic colleges in the state, but during these recruitments, the Cadre and Recruitment (C&R) rule was not followed. The documents indicate that while extending the All India Council for Technical Education (AICTE) pay scale, the technical education department allegedly violated the C&R rules. It did not even consider the qualifications prescribed by the AICTE.

“How can the department extend AICTE pay scale without considering the qualifications prescribed by the AICTE? Does that mean that even an SSLC failed candidate can draw AICTE scales at the technical education department?” asked an official.The recruitment rules during that period were according to AICTE, wherein the Graduate Aptitude Test in Engineering (GATE) qualification/clearance was mandatory. But while recruiting lecturers at the entry level, the state department of technical education violated these norms by overlooking the mandatory clearance while allowing them AICTE pay scales.

Documents procured under Right to Information Act clearly show that none of the faculty members recruited by the technical education department between 1994 and 2007 were eligible as none had the GATE qualification. Not just GATE, to draw AICTE pay scales during that period, having a ‘first class’ in engineering was mandatory. But, a majority of these 2,500 recruited during 1994-2007 do not have a ‘first class’ in the BE exams.Considering the unavailability of qualified teachers, the state government had dropped the mandatory GATE qualification by bringing amendments to the C&R rules for those recruited after 2007.

C&Rs issued 5 times from 2007 to 2018

Though there is a rule saying the Cadre and Recruitment norms should be changed once in three years, it looks like issuing C&R norms is a big scam at the technical education department. RTI documents show that between 2007 and 2018, C&Rs norms have been issued five times. It is must to get Cabinet nod for C&Rs norms, and the same needs to be published in the gazette. In technical education case, all these C&Rs norms were published in the gazette. Officials say these are fake C&Rs norms. In a particular case while filling up backlog posts at technical education department, the department issued a C&R norms where the pay scale mentioned is of 6th Pay commission.
