Court orders status quo on recruitment of nurses by MRB

The Madras high court has ordered status quo on the notification issued by the Medical Services Recruitment Board (MRB) for appointment of more than 900 nurses to state-run hospitals and health centres.

Justice R Mahadevan passed the interim order on a plea moved by G Udhayakumar, a male nurse who has qualified in the necessary technical exam and had six years of work experience. The court posted the plea to October 29 for further hearing.

According to the petitioner, on September 12 the MRB issued a notification appointing nurses based on the selection list dated April 15, 2015. The petitioner submitted that originally on April 19, 2015, the board issued a notification inviting applications from eligible candidates for 7,243 vacancies throughout Tamil Nadu. It was stated that the selected candidates would be absorbed into regular service after two years, subject to vacancies based on seniority and eligibility.

While so, a list of 498 nurses whose services were regularised was published on July 15, 2016. On October 21, 2016, services of 182 more candidates were regularised. On September 12, 2017, services of 950 nurses were regularised from the April 2015 selection list followed by another notification dated September 12 this year, the petitioner said.

Claiming that every year about 40,000 nurses graduate in the state, he contended the authorities cannot ask the candidates who qualify every year to wait till the last person who is qualified after the notification dated April 12, 2015 is appointed. The petitioner wanted the court to call for the records of September 2018 notification and quash it.
