CHENNAI: The Southern Railways has developed a software that allows senior officials to track all details about excess fare tickets (EFTs).
The initiative was taken up following a CBI case where 41 Travelling Ticket Examiners(TTEs) were booked for allegedly issuing EFTs to non-existent passengers. Reportedly, Chennai divisionis the first in the country to implement this.
Last year, CBI had booked the TTEs in Chennai division for criminal breach of trust, forgery and corruption after discovering that they had issued the EFTs to passengers at stations despite not being posted there, in defiance of their periodic transfer orders.
EFT is given to passengers who are travelling without a valid ticket, or travelling in a higher class having paid a fare for a lower class.
When the unique Passenger Name Record (PNR) numbers were scrutinised it showed that some EFTs were fake and even signatures of the TTEs were not genuine.
Now, the Chennai division has created a module in Visual Basic (a programming language) wherein the data from each EFT is manually fed into the system so that senior officials can monitor it on a real-time basis. "The data captures how many EFTs have been given by which TTE, at which station and the PNR numbers. This way, a TTE can be caught if he is faking it. Also, they can't avoid work at stations during their shift," said a top source in the railway's commercial department.
A separate wing in Moore Market Complex (MMC) building has been created for the data entry once a week.
Almost 40,000 EFTs are generated every month in the division alone which handles a huge number of passengers on a daily basis. Chennai Central and Egmore alone handle around 5 lakh passengers a day, of which many are ticket-less travellers.
This system also helps the commercial department in GST compliance. For instance, the division has to remit the GST for invoices from AC class passengers only, as non-AC classes are exempt. This forms only 10% of the EFTs but they have to give a statement for the rest 90% EFTs as well, stating why they have not collected GST for those.
