Haryana govt tells staff to declare dowry, gift details from in-laws

Chandigarh:

The Khattar government has issued a circular to all male government employees, directing them to submit an undertaking that they would comply with antidowry laws. They have been ordered to provide details of any monetary, moveable or immovable gifts they have received from their in-laws.


Haryana has 3.7 lakh government employees, but there is no count of its male employees. “The Haryana government has decided that every serving (male) government employee will submit the undertaking as prescribed in Rule 18(2) of the Haryana Civil Services (Government Employees Conduct) Rules, 2016,” read a circular issued by Haryana’s general administration department on June 22.

“He would also furnish full details of all the articles of property and amounts of money received by him from his inlaws in any name or manner, whatsoever.”

In February 2017, the Haryana government issued similar directions for those joining service. “The matter has been further considered and it has been decided that every serving of employee will submit the undertaking about this,” the government said.

Sources said that only a few employees were covered under the directives issued last year, leading the government to extend the rule to all government employees.

The directive has been criticised by government staff. “This diktat is impractical and aims to harass government employees. Dowry is illegal, but there are certain social traditions — for example, a woman bequeathing her share of the parental property. Would this be part of a dowry declaration?” said Sarbat Singh Punia, general secretary of Sarv Karamchari Sangh of Haryana.

Haryana Congress chief Ashok Tanwar said, “Instead of harassing workers, the government should come up with employee-friendly measures.”
