CHENNAI: The University Grants Commission (UGC) on Tuesday informed the Madras High Court that it has constituted an 11-member national level ‘fee regulation committee’ for MBBS course, headed by a former AIIMS director, R C Deka. This comes not even 20 days after the court, by an interim order, pronounced a cap in the annual MBBS fee at Rs 13 lakh payable to medical colleges run by deemed-to-be universities in Tamil Nadu.
The first bench of Chief Justice Indira Banerjee and Justice PT Asha directed the committee to finalise the fee payable to such medical institutions run by deemed universities by October 31.Standing counsel for UGC PR Gopinathan made the submission when the plea moved by advocate VBR Menon came up for hearing. The UGC informed the court that the 11-member committee would fix the fee payable for MBBS courses run by deemed universities after giving a fair chance to all stakeholders involved, including students and their parents.
In April last year, the Supreme Court had refused to interfere in the cap fixed by the high court till the fee fixation committee was constituted and it finalised the actual fee payable. However, recently, a vacation bench of the Supreme Court allowed Sri Ramachandra Medical College and Research Institute to charge Rs 22 lakh as fee for MBBS courses till the committee finalised the actual fee. Following this, a number of other colleges too approached the Supreme Court with similar requests.
The UGC committee will be headed by R C Deka and will consist of other members like OP Kaira, vice chancellor, Pt BD Sharma University of Health Science, Haryana, Saroj Chooramani Gopal, former vice chancellor, King George Medical University, UP, Mahesh Verma, director, Maulana Azad Institute of Dental sciences, New Delhi, Ajay S Chandanwale, dean, BJ Medical College, Pune, S K Ray, former additional secretary, Union ministry of HRD, Sanjay Shrivastava, former professor of Ophthalmology, and B Srinivas, ADG, Union ministry of Family Welfare, joint secretary of UGC, and two more members to be nominated by MCI.
