Service records of nine lakh Tamil Nadu government staff to be digitised under Rs 289-crore project

CHENNAI: The Tamil Nadu government will be rolling out the software of Rs 289-crore Integrated Financial and Human Resources Management System (IFHRMS) project that will digitise the service records of nine lakh government employees in the State from August 1, according to official sources.

The implementation of the system, which envisages integration of State financial management and State human resources management, is likely to be completed by October 15.This system will also pave the way for smooth maintenance of service register of all government employees on real time basis, by which the employee’s pay bill, promotion, transfer, leave are managed online.

The leave position of employees could also be monitored online. Similarly, pensions of 7.39 lakh pensioners will also be monitored.The Integrated Financial and Human Resource Management System will have security features like bio-metric authentication and digital signature.This system, which will provide real time data on revenue and expenditure, will enable the government to know the real time fund position which will strengthen the Finance and Human Resource Management.

The public will also benefit from hassle-free and instantaneous services.The project, which is implemented through the department of Treasuries and Accounts, also aims at end-to-end solution of all finance process of the state by achieving cross departmental synergies.

On implementation of the Integrated Financial and Human Resource Management System Project, about 29,000 Drawing and Disbursing Officers (DDOs) throughout the State will be able to submit the bills to the Treasury online.

Sources said the success of the project depended on the support and coordination of all stake-holders, especially all government departments associated with Treasuries.Interestingly, the Treasuries and Accounts department is one of the first departments to adopt computerised systems when it was first introduced in 1972.

The implementation also comes in the wake of the department of Expenditure under the Union Ministry of Finance initiated the “Computerisation of State Treasuries”, a Mission Mode Project under the National eGovernance Plan (NeGP).
