UGC proposes to make PhD must for post of assistant professor

The UGC's draft regulations mandate a PhD for direct recruitment to the post of assistant professor in universities from 2021.

The Centre has proposed to make PhD qualification mandatory for direct recruitment to the post of assistant professor in universities and colleges from July 1, 2021.

Untill then, a general category candidate who has secured minimum 55% marks in his or her masters programme and has also cleared the NET (National Eligibility Test), will be eligible to apply for direct recruitment as an assistant professor, according to draft regulations framed by the UGC to amend the existing rules for appointment and promotion of university and college faculty members.

Differently-abled candidates and those belonging to the scheduled caste and scheduled tribe will get a 5% relaxation in their masters programme.

The state level tests (SLET/SET) "shall be" valid as the minimum eligibility for direct recruitment to universities, colleges or other higher educational institutions under the control of the respective states "only".

"The PhD degree shall be a mandatory qualification for direct recruitment to the post of assistant professor in universities with effect from July 1, 2021. For promotion to the post of assistant professor (Selection Grade/Academic Level 12) in colleges, the PhD shall be a mandatory qualification if the date of eligibility falls on or after July 1, 2021," UGC's draft regulations stipulate.

The commission has invited comments from stakeholders on its draft regulations.

"We will give it a final shape after receiving comments and feedback from the stakeholders," a UGC official said.

Senior professor

The commission has also proposed to create a post of senior professor in universities. "The appointment to the post of senior professor shall be through direct recruitment. Up to 10% of the existing sanctioned strength of professors in the university shall be appointed as senior professor in the universities," the commission proposed.

Those with minimum 10 years of teaching or research experience as professors or an equivalent grade in the higher educational institutions would be eligible to apply for the post of senior professors.

In its draft regulations, the commission has sought to bring uniformity in the recruitment process across all universities and colleges.

It has clearly spelt out all the eligibility criteria and the process that the higher educational institutions will have to follow in order to recruit a new faculty member. At present, the universities follow their own methods and parameters.

A candidate with PhD degree from a university or other higher educational institutions which have figured in top 500 world university ranking of Quacquarelli Symonds (QS), the Times Higher Education (THE) and Academic Ranking of World Universities (ARWU) of the Shanghai Jiao Tong University (Shanghai) "at any time" will also be eligible for direct recruitment as faculty members, the draft rules stipulate.
