High Court directs Anti-corruption Bureau to probe RGUHS functioning
KALABURAGI: KALABURAGI Bench of the High Court has directed the Anti-Corruption Bureau (ACB) to probe the functioning of the Rajiv Gandhi University of Health Sciences (RGUHS) in connection with the admission of ineligible students in dental colleges.
The court directed the ACB to probe the role of the varsity registrar and the V-C in admitting students in dental colleges who have not come through competitive examinations.
The admission is clearly in violation of Regulation II of the Regulations of 2007 established by the Dental Council of India, the court noted.
Justice Raghavendra S Chauhan pronounced the direction to the ACB on June 17 but the copy of the judgment was made available to the Express on Tuesday.
The judge directed the ACB to investigate any underhand dealings between the university and the dental colleges.
“If any illegality or occurrences of any offence is discovered by the ACB, it shall register FIR(s) against the offenders and complete the investigation in accordance with law,” Justice Chuahan said.
The court said since the investigation has to be done on a state-wide basis, the Additional Director General of the ACB should personally supervise the investigation.
Justice Chuahan in his orders said the investigation would be monitored by the Kalaburagi bench of the High Court and the Additional Director General of Police (ACB) should submit a monthly report on the progress of the investigation to the court. The ACB should file its first report on or before July 22, the court directed.
A writ petition in this regard was filed by S Nijalingappa Institute of Dental College’s, students and a few other Dental Colleges.
Justice Chauhan said the issue before this court is whether students who have not come through competitive examinations, Common Entrance Test (CET) or KOMED-K, can be given admission in dental colleges of the state or not.
RGUHS V-C, registrar in trouble?
There were many writ petitions filed before the court from 2013 to 2016 in this connection. But while hearing a present set of writ petitions, an amazing fact has emerged with regard to the conduct of the university. The earlier writ petitions had been filed before this court as the University has refused to approve the admissions of those students who were admitted by different dental colleges, but the admissions of students who had not come through competitive examinations were approved. The university has selectively decided to place regulations of 2007 before this court in one case and yet has forgotten to place the same Regulations of 2007 before this court in other cases. The conduct of the university casts a doubt on its integrity.
