DEALERS CONFUSION ADDS TO DBTL CHAOS

CHENNAI: Ignorant Indane gas distributors in some areas in Chennai and elsewhere are compounding the confusion of the Liquefied Petroleum Gas (LPG) consumers who are queuing up to register for the Direct Benefit Transfer for LPG (DBTL) Scheme by asking those who do not have an Aadhaar card to submit both Forms 3 and 4.

“The manager at my Indane gas agency asked me to fill both Forms 3 and 4 and submit the former to the bank and the latter to the agency. Later, when I checked the website www.mylpg.in I found that this is duplicity. But when I asked the agency staff again, he reprimanded me,” lamented 56-year-old A S Kitchulu of Purasawalkam.However, as per official procedure for the DBTL Scheme gas consumers who do not have an Aadhaar card have to submit either Form 3 (to the banks where they have their account) or Form 4 (to the gas agency).

This is an unwarranted procedure as consumers have to separately visit the gas agency and banks to submit the forms.

Justifying the action, a staff at an Indane outlet in Mandaveli said, “If consumers submit only Form 3 to the bank, how will we know the details?”

“Many LPG dealers themselves are still unaware of the intricacies of the procedure. We had identified this problem on a recent inspection trip to Chengalpattu and educated the dealers,” admitted a senior official.

When Express contacted Indian Oil Corporation Limited General Manager D Chandran, he acknowledged that some of the Indane distributors were ignorant to the procedure. “Both Forms 3 and 4 will have the 17 digit LPG ID of the consumers. This will ensure seeding of accounts even if one form is submitted,” he said.

A circular detailing the exact procedure would be sent out once again to all Indane distributors to ensure clarity, he pointed out.

Meanwhile, at an Indane outlet in Purasawalkam consumers like 73-year-old B S Kamalasekaran discovered that they were handing out only Form 1 for consumers who had Aadhaar cards. “The staff insisted that the procedure for Form 2 can be completed through IVRS or SMS,” he complained.
