State BJP President B S Yeddyurappa said that the BJP will implement death sentence to rapists within 24 hours of coming to power in Karnataka.

Speaking at BJP's parivarthana yathra in Mudigere on Saturday, he said that the Congress has no moral right to speak on Dr B R Ambedkar. The Congress had conspired against Ambedkar during the election, he said. The Congress did not even allow his memorial in Rajghat. It was with the help of the BJP during V P Singh's tenure that Ambedkar was conferred Bharath Ratna award, he said.

Yeddyurappa said there has been an increase in atrocities on women after the Congress government came to power in Karnataka. A total of 3,102 sexual assault cases, 2534 murders, 430 kidnap and atrocities on 19,000 female students have taken place in the state which points a finger at the failure of the state government, he added. "The BJP is committed to the safety of women and will frame rules to provide death sentence to rapists after coming to power," he said.

Union Minister D V Sadananda Gowda said that Bhairapura-Shishila road has been included in Sagarmala project.

MP Shobha Karandlaje said the Congress which ruled the country for seven decades did not take any measures to distribute LPG to the poor. The NDA government led by Narendra Modi implemented Ujwala scheme to distribute LPG to the poor, she added.

Former MLA M P Kumaraswamy said that the local MLA has failed to raise the issue of encroachment, tiger and elephant menace. No action has been initiated to contain the tiger and elephant menace.

The Tirumala Tirupati Devasthanams (TTD), which manages the Lord Venkateshwara temple at Tirumala in Andhra Pradesh, has decided to seek the government’s advice on what to do with 42 non-Hindus working in the TTD. A government order issued in 2007 mandated that only Hindus can be recruited by the TTD as it is a purely Hindu organisation. The order exempted TTD’s educational institutions.

Prior to the order, 35 Christians were recruited by the TTD. After the 2007 order, seven Christians were recruited in the TTD’s educational institutions.

The TTD decided to seek the government’s advice after priests complained against the Deputy Executive Officer in the TTD’s Welfare Department, M S Snehalatha, after she was found to be using her official car to visit church every Sunday.

The matter came to light when Snehalatha reportedly changed her driver, who complained he was being made to work on Sundays.

TTD priests took up the issue, stating that non-Hindus should not be allowed to work in the TTD. A TTD official said, “…there are 42 non-Hindus working in TTD…. To avoid unnecessary controversies based on religion, we are writing to the government seeking its opinion on what to do with the non-Hindu employees.”

MADURAI: Tamil Nadu milk and dairy products developments minister K T Rajendra Balaji has said superstar Rajinikanth is too innocent to survive in politics. A person who doesn't not know how to play the political game would not fit in it, according to the minister.

Speaking to reporters after inaugurating a veterinary hospital in Sivakasi on Thursday, the minister said Rajinikanth would have succeeded if he had entered politics around 20 years ago. "It is too late for him now as his fans are members of various political parties. Let's hope someone is able to guide and advise him on this,'' he said.

The minister's remark comes two days after Rajinikanth told his fans that he would announce his political stand on December 31.

Snake Park to get research centre linked to Madras university

Madras University CHENNAI: An advanced research centre for herpetological studies will be inaugurated at the Guindy Snake Park on Friday by internationally renowned conservationist Kerry M Kriger of the United States. The centre will be affiliated with the zoology department of University of Madras.

Although the snake park has carried out many research projects, it did not have a dedicated centre to take up research programmes and guide researchers. One of the trustees, S Paulraj, said an advanced research centre was essential to undertake national and international research projects.

Two experienced scientists will be employed by the park to undertake research projects and write proposals for obtaining grants and funding, besides guiding research students for their degrees. The centre will also take up collaborative projects with the Tamil Nadu Veterinary University, Vandalur Zoo, Chennai Crocodile Bank and other national and international institutions, said Paulraj.

The park is equipped with a lab for field studies. Scientists at the lab had developed a snake repellent to protect Army personnel from snakes found in the desert on the India-Pakistan border in Rajasthan. The research was funded by a grant from the Defence Research and Development Organisation.

Apart from basic research facilities, the park also has a collection of rare books and museum specimens of herpetological fauna. The park, which was founded in 1972 by wildlife conservationist Romulus Whitaker, exhibits a wide variety of reptiles and has successfully bred several species.

Vandalur zoo begins preparations to receive Pongal crowd

CHENNAI: Officials in Arignar Anna Zoological Park (Vandalur zoo) here have begun preparations to receive visitors during the Pongal holidays. The zoo attracts lakhs of visitors during the Pongal holidays, in mid-January.

On Wednesday, the zoo authorities held a meeting with officials of other department. An official communication from the zoo said Kancheepuram district superintendent of police, DRO, district fire and rescue service officer and officials of electricity board, transport department, water and drainage board and health and family welfare department attended the meeting.

They discussed facilities in the zoo, safety aspects, transport facilities, emergency help and other aspects.

Body of medical student found on railway track in Tamil Nadu

TRICHY: The body of a 21-year-old medical student was found on a railway track near Kulithalai in Karur district of Tamil Nadu on Friday.

The victim has been identified as A Amrithraj, a second year MBBS student in KAP Viswanathan Medical College in Trichy. He was a native of Karupathur in Karur district.

Amrthraj left home on Thursday morning to write an exam in his college. As he had not returned home even till midnight, his family member started searching for him.

His body was found in pieces on a railway track near Kallapalli temple in the early hours Friday. The Kulithalai police recovered the body and sent it for postmortem.

The police suspect that he might have committed suicide by jumping in front of a train. "He was found dead on a railway track after his examination. This points to a possible suicide. He might have committed suicide after performing poorly in the exam," said an investigation officer.

The police were inquiring with his family members and friends to ascertain the reason for his death.

 CHENNAI: More than a month after making it mandatory for lawyers to affix their photograph and other details on vakalats filed in the court, so as to keep bogus lawyers out of court proceedings, the Madras high court has agreed to 'temporarily suspend' the order till January 22, 2018. The rule was to come into force from January 2 next year.

It was in November second week that justice S Vaidyanathan passed the order and said advocate filing cases must affix a valid photo identity card, along with details of enrolment number, residential and office address and contact number, on vakalats. Now, after much persuasion by almost all advocates associations, the court agreed to temporarily suspend the order till January 22, 2018.

Noting that the order has been suspended since various bar associations have sought more time to submit their suggestions to weed out fake lawyers from the profession, justice Vaidyanathan made it clear that such suggestions must be made by January 22, without delay.

In his earlier order, the judge had also held that all anticipatory bail applications must be filed in the form of affidavits, with signature of the advocate on all the pages. Justice Vaidyanathan brought in the suspended rules after he unearthed a fraud played upon by a group of litigants, who filed multiple bail applications at the same time.

Aggrieved by the order, Bar associations requested the court to either recall the order or modify it removing the new rules. On November 21, noting that the associations are making such submission only to please its members and genuine legal practitioners would not object such directions, the judge refused to modify the directions.

But now, since many other associations, including Madras Bar Association, made a similar request to the court, the judge decided to suspend the rules till January 22.

Students on train footboard to face music in college

CHENNAI: College students across the city and its suburbs who display their footboard travelling stunts on suburban trains will soon have to face their principal for their antics.
The Railway Protection Force (RPF) has started a drive where it will write to college principals armed with solid evidence about these footboard travelling students, thus leading to strict action from the college management.

RPF personnel across the Chennai division, which is spread up to Tiruvallur and Vellore districts in the north-west and Kancheepuram in the south, have already started video recording the footboard travelling incidents. They have been directed to zoom in onto the faces of the offenders.

The footage will then be matched with the students' railway passes for photo identification. "We have collected this information from colleges and the commercial department," said Louis Amuthan, senior divisional security commissioner (Sr DSC), who heads the RPF of Chennai division.

This strategic move comes close on the heels of an alarming increase in the number of footboard travelling cases registered by RPF. Compared to 6,500 cases in January to November period of 2016, this year 7,500 cases have been registered in the same period. This is an increase of 15%. This has gone up to around 8,300 in December this year.

Data shows that maximum cases have been registered on the Chennai-Arakkonam section (40%), followed by the Chennai-Gummidipundi (32%) and the Chennai-Chengalpet (28%). In October, videos of students travelling on footboard of a train from Chennai to Arakkonam and brandishing knives and other weapons went viral, much to the shock of everyone. Sources say the stunts of Pachaiyappa's and Presidency college students have spilled over from MTC buses to suburban trains.

"It is become a menace. Many run-over deaths are also because the passengers are travelling on footboard. It is extremely dangerous, but students don't understand the risk it carries," said Amuthan. RPF personnel on the ground say that there are many commuters who travel on footboard as there is no space inside the trains, but college students choose the dangerous way of travel only to 'show-off'. Footboard travelling can be dangerous for other co-passengers too.

Rajinikanth may take a dip, not a plunge, in politics

CHENNAI: Will he? Won't he? Rajinikanth is likely to keep the suspense alive as he makes the promised statement on his political entry on Sunday.

People who interacted with the actor in the past few days say he would not announce a political party till his two movies in can are released. But nobody rules out a surprise.

With more than Rs 300 crore at stake on two films, - '2.0' and 'Kaala' - Rajinikanth would not risk revealing his political ambitions now, said veteran writer and producer Kalaignanam, who launched the actor as a hero in 'Bairavi' (1978). Only after the two films are released would he reveal his cards, said Kalaignanam. "Irrespective of whether the two films succeed or not, Rajinikanth will get into full-time politics following their release," he said. Director J Mahendran and Kalaignanam were present at the inauguration of the ongoing six-day interaction between Rajinikanth and his fans at Raghavendra marriage hall, Kodambakkam.

Addressing his fans from north Chennai on Saturday, Rajinikanth said, "My film '2.0' is set for an April release. Two months after that, 'Kaala' will be released. God knows what will happen after that."

Addressing Rajini fans, 78-year-old Mahendran said, "Rajinikanth addresses you as the Gods who gave him his livelihood. Fans will have to be patient to know what plans the superstar has for them." The 'Mullum Malarum' director held that Rajini's greatest quality was his patience. "Rajinikanth's patience and perseverance made him the star that he is today. These qualities are rare and seen only in a few," said Mahendran.

S P Muthuraman, who cast Rajini in 25 films and who remains one of his confidants, chose to remain tight-lipped.

Kalaignanam said, "Rajinikanth is not easy to read. He is secretive. He will listen to suggestions unassumingly, but will never let out what is on his mind. It has been that way since the days of 'Bairavi'. He will be cautious of the negative impacts of his decision on producers". He recalled that release of recent films starring actors Kamal Haasan and Vijay had run into trouble for various reasons.

On Saturday, Rajini looked back at his four-decade old acting career. He recalled that director K Balachander had told him that he would take him to great heights as a star if he learnt Tamil. That was before the making of 'Apoorva Raagangal' (1975). The superstar, who grew up in Karnataka, arrived in Chennai in 1973 at the age of 23 to study at the Adyar film institute. When Balachander met him at the film institute first, he could not speak Tamil or English, said Rajini. His first audition was in Kannada, said Rajini.

No stock of stents, accessories at cath lab

Thiruvananthapuram: The functioning of the cath lab at the Medical College Hospital here has been almost stalled with stents and other accessories running out of stock.

The TOI had reported about the stoppage of supply of stents, pacemakers and other accessories to the MCH since the hospital authorities had not cleared their dues of Rs 15.42 crore to the distributors. The distribution has been stopped since December 15 and the cath lab has been functioning with existing stock.

However, reports are that the existing stock of stents and accessories got exhausted by Wednesday and there will be no more angioplasties and angiograms from Thursday. But the hospital authorities are not ready to accept this and said only two angioplasties were scheduled on Wednesday and were performed.


At the same time the medical superintendent at the hospital made it clear that Rs 3 crore has been sanctioned to the distributors and the remaining fund will be issued at the earliest. "The reports that the angioplasties have been stopped are baseless. We have performed nine angiograms and two angioplasties today. We have also asked the distributors to supply the stents and other accessories and has assured them that the remaining dues will be cleared as soon as the fund is sanctioned," said Dr M S Sharmad, medical superintendent.

But the distributors have made it clear that they are yet to receive the amount and hence no decision has been taken on resuming the distribution. "We have stopped the distribution since our repeated requests for clearing the dues were not heard by the hospital authorities," said Rajeesh Raghavan distributor of pacemakers to the cath labs of MCHs in the state. CBSE board exams likely from March 5

New Delhi: The Class X and XII board exams for schools affiliated with the Central Board of Secondary Education (CBSE) will start after Holi. According to CBSE sources the exams likely to start from March 5.

“The exams are going to start after Holi, which is on March 2, 2018. Generally the exams start on March 1 or 2 provided they are not holidays. The 2018 exams are likely to start from March 5, which is a Monday, for both the classes,” said a senior CBSE official.

The board is likely to declare the exams dates in the first week of January, 2018. The registration process was completed in the third week of December, this year. Sources said while the Class XII exams will continue till April, Class X exams are likely to be over in March itself. There will be over 4,200 exam centres for close to 16,500 schools this time.

According to CBSE sources, around 18 lakh students have registered for the Class X exams, while for Class XII the number of registration has crossed 11 lakh for the first time.

Vigilance sleuths seize ₹10.7L, nab 30

Salem: A team of officials from the directorate of vigilance and anti-corruption (DVAC) and the Salem district inspection cell (SDIC) seized ₹10.75 lakh during a raid at the office of a government official at the Salem collectorate on Saturday. The team also arrested more than 30 officials including the assistant director, town panchayat, S Kannan.

Police said Kannan, who was the assistant director, town panchayat, for both Salem and Namakkal districts, demanded that all the 52 executive officers (EO) of the town panchayats in the two districts pay ₹20,000 each as a ‘New Year gift’.

DVAC and SDIC officials got a tip and monitored the Salem collectorate from Saturday morning. They entered the office at 6pm and arrested all the 14 employees working there. “We arrested 15 EOs who were waiting in the office with the money,” the official said, adding all of them will be lodged at the Salem central prison on Sunday morning.

Sastra university to conduct free online prep exams

Chennai: Sastra (deemed university) is organising free online preparatory exams for various medical and engineering competitive tests for Class XII students across Tamil Nadu.

Three exams will be conducted online at various centres across the state on January 20, February 18 and April

22. Registration process has to be done online, while allotment will be carried out on first-come-first-served basis. The initiative aims at helping around 10,000 students taking JEE or NEET exams in the state.

Students can choose medical or engineering or both options for taking the exams. Registration starts on January 5 and ends by January 16. Preference will be given to students from government and government-aided schools, while adequate provision will be made for other students as well, a release said. TTV rebellion takes shape, to form front

Chennai: Newly elected RK Nagar legislator T T V Dhinakaran is set to regroup expelled AIADMK functionaries to float a new front. It is likely to be formed in a fortnight, sources said.

After the AIADMK’s drubbing in the December 21 byelection, chief minister Edappadi K Palaniswami and his deputy O Panneerselvam have been either expelling Dhinakaran’s supporters from the party or removing them from party posts. Dhinakaran on Friday convened a meeting of the expelled leaders and explained plans to float a front to take on the ruling party. He will also carry out a statewide tour.

“He won’t start a political party, because by doing so Dhinakaran will lose his claim over the AIADMK. Also, the rebel MLAs who have been disqualified by the speaker will not get any reprieve from the court if they join any political party,” said a leader in the TTV camp.

The front is expected to open a new office in Chennai and embark on a membership drive. “We have plans for an online membership drive. We are also looking at the possibility of developing a mobile app for this purpose,” a TTV supporter said. “All senior party leaders who support him were present at the meeting. Every sidelined and expelled functionary of the AIADMK will be given some post in the front,” said a supporter from Mannargudi.



Besides the 18, TTV getting support from other MLAs

Apart from the 18 disqualified MLAs, support has been swelling for Dhinakaran from other legislators as well. E Rathinasabapathi of Aranthangi and Vriddhachalam legislator V T Kalaiselvan attended the meeting at Dhinakaran’s residence. Alliance party MLA and actor Karunas, who represents Thiruvadanai, is yet another Dhinakaran supporter.

All three were present when Dhinakaran was sworn in as MLA. Another alliance party MLA Thamimun Ansari, who contested on the AIADMK symbol from Nagapattinam, had sent his representative to attend the swearing-in. Another ally Thaniyarasu, who representd Kangeyam, is still undecided whether to go with the EPS-OPS group or pitch his lot with Dhinakaran. Besides the threat of instability, their vocal support to Dhinakaran within the assembly and outside can cause embarrassment to the government.

The ‘front’, political analysts feel, is a desperate attempt by Dhinakaran to keep his flock together. “At this stage, when he is still fighting for taking control over the AIADMK, Dhinakaran cannot afford to form a new political party. But he cannot keep quiet either when so many of his supporters have been expelled from the AIADMK. At least to keep them happy and show them some direction, he has to give shape to a formation and give them some position in it. Floating a front is perhaps the best option,” said political analyst Ramu Manivannan.

Palaniswami and OPS have so far expelled 175 office-bearers, including 130 on Friday, supporting Dhinakaran fropm the party. Disqualified MLAs too are challenging the party to show them the door.

“EPS and OPS are expelling all our supporters, but are they ready to expel us? I challenge them to expel me or any other MLA who has been disqualified,” said Thangatamilselvan, one of the rebel legislators.

Man forges papers for promotion, held

Chennai: Police have arrested a 52-year-old man from Avadi for submitting fake documents to get a promotion in the Tamil Nadu Khadi Craft Board in 2008.

The man, identified as V Koteeshwara Rao, a resident of Paruthipattu near Avadi, had submitted fake documents to get a promotion when he worked in the Khadi Craft Board in Vellore division.

The forgery came to light after his name was considered for the post of assistant director in the Khadi Craft Board and his credentials were sent for verification recently.

Officials at the board replied that Rao had not passed the examination held by it, which is one of the criteria for promotion.

A assistant manager Sudarsan subsequently lodged a police complaint with Chennai city police commissioner A K Viswanathan and it was forwarded to the central crime branch of the city police.

Officials investigated the matter and confirmed that Rao had forged the documents.

When police questioned Rao, he confessed to having committed the offence. Rao was arrested and remanded in judicial custody after being produced before a magistrate court in the city on Saturday.

பல ஆண்டுகளுக்கு முன்பே இயக்குநர் தங்கர் பச்சான் இயக்கிய படம் - களவாடிய பொழுதுகள். பிரபு தேவா, பூமிகா, பிரகாஷ் ராஜ் போன்றோர் நடித்துள்ளார்கள். இசை - பரத்வாஜ். ஐங்கரன் நிறுவனம் இப்படத்தைத் தயாரித்துள்ளது.

வெளியீட்டுச் சிக்கல்களால் முடங்கிக் கிடந்த படம் நேற்று வெளியாகியுள்ளது.

இந்நிலையில் இயக்குநர் தங்கர் பச்சான் ஃபேஸ்புக்கில் எழுதியதாவது:

இன்று எனக்கு விடுதலை! என்னால் இதை நம்ப முடியவில்லை!! விடுதலை இதோ கிடைத்துவிடும், இதோ கிடைத்துவிடும் என பலமுறை எதிர்பார்த்து ஏமார்ந்து போனதால் இந்த உண்மையை ஏற்க மனம் தயங்குகிறது.

என்ன குற்றம் செய்தேன்? எதற்காக சிறை படுத்தப்பட்டேன் என்பது எனக்குத் தெரியவில்லை! எப்படியாவது சிறையை உடைத்துக் கொண்டு வெளியேறி விடலாம் என எல்லா திசைகளிலும் முட்டி மோதிப் பார்த்ததால் முழு உடலும் கண்ணிப்போயிருக்கிறது. இரத்தக்கட்டுகளால் உறைந்து கிடக்கிறது.

இதுவரை நான் பணியாற்றிய எல்லாப் படங்களிலும் உழைத்த உழைப்பை எல்லாம் சேர்த்து இந்த ஒரு படத்தில் மட்டும் செலுத்தியிருக்கிறேன். அதற்காக இன்று வரை எனக்கு ஏற்பட்ட அவமானங்களும், சோதனைகளும், வேதனைகளும் சொல்லில் அடங்காதவை.

கருவை உருவாக்கி அதைக் கதையாக்கி பின் அதற்கு திரைக்கதை அமைத்து ஒவ்வொரு தயரிப்பாளராகத் தேடித் பிடித்து, ஒவ்வொரு நடிகரையும் சந்திக்க அலைந்து ஒரு வழியாக அவர்களைப் பிடித்து படப்பிடிப்பு தொடங்குவதே, மக்களின் வாழ்விலிருந்தே படைப்புக்களை உருவாக்கும் என் போன்றவர்களுக்கு பெரும் போராட்டம் தான்.

“களவாடிய பொழுதுகள்” திரைப்படத்தை திரைக்குக் கொண்டு வர நான் மேற்கொண்ட ஒவ்வொரு முயற்சிகளும், சந்தித்த சம்பவங்களும், மீண்டும் நினைக்க விரும்பாத மனிதர்களும், வெளியில் காண்பித்துக்கொள்ளாத அவமானங்களும் பட்டியலிட முடியாதவைகள்.

திரைப்படக்கலையின் மூலம் எதையாவது இந்த மக்களுக்கு சொல்லலாம் என நினைத்துத்தான் இந்தத் துறைக்கு வந்தேன். பணம் மட்டுமே போதும் என நினைத்திருந்தால் எதைப்பற்றியும் கவலைப்படாமல் ஆண்டுக்கு இரண்டு படங்களை எடுத்து பெரும் பணக்காரனாக மாறியிருப்பேன்! எப்படியாவது வாழ்ந்தால் போதும் என நினைக்காமல் இப்படித்தான் வாழ வேண்டும் என நினைப்பதால்தான் ஒவ்வொரு படைப்புக்காகவும் தொடர்ந்து முதல் படம் போலவே உழைத்து போராடிக் கொண்டிருக்கிறேன்.

சென்னையில் வசிக்கும் முதியோருக்கு மட்டுமே இலவச பேருந்துப் பயணச்சீட்டு வழங்கப்படும் என சென்னை மாநகரப் போக்குவரத்துக் கழக அதிகாரிகள் கூறினர்.
 சென்னை மாநகர போக்குவரத்துக் கழக குளிர் சாதன வசதிகள் இல்லாத அனைத்து பேருந்துகளிலும் 60 வயதுக்கு மேற்பட்ட மூத்த குடிமக்களுக்கு இலவச பேருந்துப் பயணச்சீட்டு வழங்கப்படுகிறது. இதில், மாதந்தோறும் ஒருவருக்கு 10 டோக்கன்கள் மட்டுமே வழங்கப்படுகிறது. மாநகரப் பேருந்து நடத்துநரிடம், இந்த டோக்கன்களை கொடுத்து, கட்டணம் இல்லாமல் தாங்கள் விரும்பும் இடத்துக்கு முதியோர் பயணம் செய்யலாம். இந்த திட்டத்தால் சென்னையில் 1.93 லட்சத்திற்கும் மேற்பட்ட முதியோர் பயனடைந்து வருகின்றனர். இந்நிலையில் ஆவடி, பட்டாபிராம் உள்ளிட்ட பகுதிகளில் உள்ள முதியோருக்கு பயணச்சீட்டு வழங்கப்படவில்லை என புகார் எழுந்தது. இதன் காரணமாக அந்தப் பகுதியைச் சேர்ந்து முதியோர்கள் அவதியடைந்து வருகின்றனர்.

 அதேபோல அடையாறு, பெசன்ட்நகர், கிண்டி போன்ற பகுதிகளில் உள்ள மாதாந்திர பயணச்சீட்டு வழங்கும் கவுன்ட்டர்களில் இலவச பேருந்துப் பயணச்சீட்டை வாங்குவதற்காக முதியோர்கள் நீண்ட வரிசையில் மணிக்கணக்கில் காத்திருப்பதால் மிகவும் அவதிக்குள்ளாகின்றனர்.

 மாதத்தின் கடைசி 10 நாட்களில் மட்டும் தான் முதியோருக்கான இலவசப் பேருந்து பயணச்சீட்டுகள் வழங்குவதாகவும் அவர்கள் தெரிவித்தனர். இதனால், அந்த குறிப்பிட்ட நாட்களில் கூட்டம் அதிகமாக இருக்கிறது. இதை தவிர்ப்பதற்காக மாதம் முழுவதும் இத்தகைய பேருந்துப் பயணச்சீட்டுக்களை வழங்க அதிகாரிகள் நடவடிக்கை எடுக்க வேண்டும் என முதியோர்கள் தரப்பிலிருந்து கோரிக்கைகள் எழுந்துள்ளன.

ராஷ்ட்ரீய ஜனதா தளம் தலைவரும் முன்னாள் முதல்வருமான லாலு பிரசாத் மாட்டுத் தீவன ஊழல் தொடர்பான இன்னொரு வழக்கிலும் சிறைத்தண்டனை பெற்றிருக்கிறார். லாலு பிரசாதைப் பொருத்தவரை, ராஞ்சியில் உள்ள பிர்ஸா முண்டா சிறைச்சாலை அவருக்குப் புதியதொன்றுமல்ல. மூன்றாவது முறையாக அவர் இந்தச் சிறைச்சாலையில் அடைக்கப்பட்டிருக்கிறார்.

1997-இல் பூதாகரமாக வெடித்த மாட்டுத் தீவன ஊழலில் லாலு பிரசாத் மீது ஆறு வழக்குகள் பதிவு செய்யப்பட்டிருக்கின்றன. இந்த ஊழலின் பின்னணியில்தான் அவர் 1997-இல் முதல்வர் பதவியிலிருந்து விலக நேர்ந்தது.

மாட்டுத் தீவனம் வாங்கியதாகப் பொய்க்கணக்கு எழுதி அரசுக் கருவூலத்திலிருந்து பணத்தை மடைமாற்றம் செய்தார்கள் என்பதுதான் குற்றச்சாட்டு. 2013-இல் சாய்பாஸா மாவட்ட அரசுக் கருவூலத்திலிருந்து ரூ.37 கோடி பணம் முறைகேடாக எடுக்கப்பட்ட வழக்கில் அவருக்கு ஐந்து ஆண்டு சிறைத்தண்டனை வழங்கப்பட்டது. அதன் காரணமாக, தேர்தலில் போட்டியிடும் தகுதியை அவர் இழந்திருக்கிறார். அந்த வழக்கில் உச்ச நீதிமன்றம் அவரை பிணையில் விடுவித்தது என்றாலும்கூட மேல்முறையீட்டில் இன்னும் தீர்ப்பு வழங்கப்படவில்லை.
அவர்மீது தொடரப்பட்டிருக்கும் ஆறு வழக்குகளில் இரண்டாவது வழக்கிலும் இப்போது தீர்ப்பு வழங்கப்பட்டிருக்கிறது. தேவ்கர் அரசுக் கருவூலத்திலிருந்து 1994 - 1996-க்கு இடைப்பட்ட இரண்டாண்டுகளில் ரூ.84.50 லட்சம் முறைகேடாகப் பணம் மடைமாற்றப்பட்ட வழக்கில் சிபிஐ நீதிமன்றம் அவர் குற்றவாளி என்று தீர்ப்பளித்திருக்கிறது. தண்டனை இன்னும் அறிவிக்கப்படவில்லை. பிகார் மற்றும் ஜார்க்கண்ட் மாநிலங்களில் இன்னும் இதேபோன்ற நான்கு வழக்குகளில் நீதிமன்றத்தில் விசாரணை நடைபெற்று வருகின்றன.
இந்திய குற்றவியல் சட்டத்தின்படி ஒரே குற்றத்திற்காக ஒருவரை இரண்டு முறை தண்டிக்க முடியாது. இந்தச் சட்டப்பிரிவைக் காரணம் காட்டி, வெவ்வேறு அரசுக் கருவூலங்களிலிருந்து முறைகேடாகப் பணம் பெற்றதற்காகத் தண்டிக்கப்படுவது, தனக்கு அரசியல் சாசனம் வழங்கியிருக்கும் பாதுகாப்புக்கு எதிரானது என்று உச்ச நீதிமன்றத்தில் லாலு பிரசாத் வாதிட்டுப் பார்த்தார். ஆனால், உச்ச நீதிமன்றம் அதை ஏற்கவில்லை. ஒரேமாதிரியான வழக்காக இருந்தாலும், கையாண்ட வழிமுறை ஒன்றாகவே இருந்தாலும் அவை வெவ்வேறு பரிமாற்றங்கள் தொடர்பானவை என்பதால் அவரது வாதத்தை உச்ச நீதிமன்றம் நிராகரித்தது. அதனால் இனி உள்ள நான்கு வழக்குகளிலும்கூட அவர் தண்டனை பெறக்கூடும்.
மாட்டுத்தீவன ஊழல் வழக்கில் லாலு பிரசாத் சிபிஐ சிறப்பு நீதிமன்றத்தால் தண்டிக்கப்பட்டது எந்தவித அதிர்ச்சியையோ ஆச்சரியத்தையோ ஏற்படுத்தவில்லை. ஏற்கெனவே ஒரு வழக்கில் குற்றம் நிரூபிக்கப்பட்டு தண்டிக்கப்பட்டிருப்பதால் ஏனைய வழக்குகளிலும் வேறுவிதமான தீர்ப்பு வழங்கப்படும் என்று யாரும் கருதவில்லை. அதேநேரத்தில், வியப்பும் வேதனையும் ஏற்படுத்துவதெல்லாம் இந்த வழக்கில் தீர்ப்பு வழங்குவதற்கு எடுத்துக்கொள்ளப்பட்ட காலஅவகாசம்.

1997-இல் குற்றப்பத்திரிகை தாக்கல் செய்து 20 ஆண்டுகள் கடந்து தீர்ப்பு வழங்கப்படுகிறது. குற்றம் சாட்டப்பட்டு லாலு பிரசாத் தனது முதல்வர் பதவியைத் துறந்து இப்போது தண்டிக்கப்பட்டிருக்கும் கால இடைவெளியில் ஒரு தலைமுறையே மாறிவிட்டிருக்கிறது. இந்தியாவின் நீதி பரிபாலன முறையில் காணப்படும் இந்த ஆமை வேகமும் மெத்தனமும்தான் இந்திய ஜனநாயக அமைப்பின்மீதான நம்பிக்கையைச் சிதைக்கிறது.
இப்போது நாடாளுமன்ற-சட்டப்பேரவை உறுப்பினர்கள் மீதான கிரிமினல் குற்றச்சாட்டு வழக்குகளை உடனடியாக விசாரித்துத் தீர்ப்பு வழங்க சிறப்பு நீதிமன்றங்கள் அமைக்க மத்திய அரசு ஒத்துக் கொண்டிருக்கிறது. ஆனால், அமைச்சர்கள் மீதும் பொறுப்பான பதவிகளை வகிக்கும் அதிகாரிகள் மீதும் எழுப்பப்படும் ஊழல் குற்றச்சாட்டுகள் அல்லது முறைகேடுகளை விசாரிப்பதிலான தாமதத்தைக் குறைப்பதற்கு இதுவரை எந்தவித முயற்சியும் எடுக்கப்படவில்லை.

தேவையில்லாத நடைமுறைகள், இழுத்தடிக்கப்படும் வழக்கு விசாரணை, போதுமான ஊழியர்கள் இல்லாததால் நீதிமன்றங்களின் செயல்பாட்டுக் குறைவு ஆகியவை சட்டத்தின் ஆட்சியை நிலைநிறுத்தும் நீதித்துறையின் செயல்பாடுகளைத் தடம் புரள வைத்து விடுகின்றன. இதெல்லாம் நமது ஆட்சியாளர்களுக்குத் தெரியாததல்ல. ஆனாலும்கூட, அதை மாற்றியமைக்கவோ இதற்குத் தீர்வு காணவோ அவர்கள் யாருமே தயாராக இல்லை.
ஓம்பிரகாஷ் சௌதாலா, ஜெயலலிதா, லாலு பிரசாத் என்று பல முதல்வர்களும் கட்சித் தலைவர்களும் குற்றச்சாட்டு நிரூபிக்கப்பட்டு தண்டனை பெற்றிருக்கிறார்கள். ஊழல் நிரூபிக்கப்பட்டும்கூட எந்த ஓர் அரசியல் தலைவரின் செல்வாக்கிலும் சரிவு ஏற்பட்டதாகவோ வருங்காலம் பாதிக்கப்பட்டதாகவோ தெரியவில்லை. கிரிமினல் குற்றவாளிகள் தேர்ந்தெடுக்கப்படுவதும், அவர்கள் தலைமையில் அரசியல் கட்சிகள் இயங்குவதும் விசித்திரமாக இருக்கிறது.

லாலு பிரசாதைப் பொருத்தவரை, அரசியல் தூய்மையாளர்கள் என்று கருதப்படும் ஜெயபிரகாஷ் நாராயண், கர்பூரிதாக்குர் ஆகியோரின் சீடர் என்று அறியப்பட்டு அரசியல் களம் கண்டவர். சமூக நீதிப் போராளி என்று தன்னை வர்ணித்துக் கொள்பவர். அப்படிப்பட்ட ஒருவர் ஊழல் குற்றச்சாட்டில் தண்டிக்கப்படுகிறார் என்றால், கொள்கை, கோட்பாடு என்பதெல்லாம் ஆட்சி அதிகாரத்தைப் பிடிக்கப் பயன்படும் வெற்று கோஷங்கள் மட்டும்தானா?

தமிழக முதல்வராக இருந்த ஜெயலலிதா கடந்த ஆண்டு செப்.22 உடல் நலக்குறைவால் மருத்துவமனையில் அனுமதிக்கப்பட்டு 75 நாட்கள் சிகிச்சைக்கு பின் டிச.5 அன்று மரணமடைந்தார். அவரது மரணத்தில் மர்மம் இருப்பதாக அதிமுகவில் இருந்து பிரிந்த ஓபிஎஸ், ஜெ.தீபா உள்ளிட்டோர் சந்தேகம் எழுப்பினர். திமுக செயல்தலைவர் மு.க.ஸ்டாலினும் சந்தேகம் எழுப்பி இருந்தார்.

இந்நிலையில் அதிமுகவில் இணைவதற்கு விசாரணை ஆணையத்தை கோரிக்கையாக ஓபிஎஸ் வைத்தார். இதையடுத்து ஜெயலலிதா மறைவு குறித்து விசாரணை ஆணையம் அமைக்க எடப்பாடி பழனிசாமி உத்தரவிட்டார். ஒரு நபர் ஆணையம் அமைக்கப்பட்டு ஓய்வு நீதிபதி ஆறுமுகசாமி தனது விசாரணையை தொடங்கினார்.

ஜெயலலிதா சம்பந்தப்பட்ட அனைத்து தகவல்களையும் யார் வேண்டுமானாலும் அளிக்கலாம் என அவர் அறிவித்திருந்த நிலையில் ஜெ.தீபா, மாதவன் உள்ளிட்டோரும் , திமுக திருப்பரங்குன்றம் வேட்பாளர் சரவணன் உள்ளிட்டோரும் தகவல்களை அளித்தனர். இது தவிர ஆயிரக்கணக்கானோர் தகவல் அளித்துள்ளனர்.நூற்றுக்கணக்கானோருக்கு சம்மன் அனுப்பப்பட்டு விசாரணை ஆணையத்தில் ஆஜராகி சாட்சியம் அளித்து வருகின்றனர்.

No decision on engineering passouts via correspondence mode: HRD minister Prakash Javadekar

NEW DELHI: The Centre has not yet taken a view on the validity of degrees of thousands of engineers who passed out through distance learning mode even as the apex court last month had declared degrees granted by four universities invalid.

The Supreme Court, in early November, while hearing a case on the validity of engineering programme offered via correspondence from four deemed universities had said that engineering degrees granted through correspondence secured from 2001 onwards were invalid.
The Universities included JRN Rajasthan Vidyapeeth, Institute of Advanced Studies in Education in Rajasthan, Allahabad Agricultural Institute and Vinayaka Mission's Research Foundation in Tamil Nadu.

The court, while asking students who took admission between 2001 and 2005 to revive their degree by undergoing a fresh examination by the All India Council for Technical Education, those who passed out after 2005 were offered no such option.

On being asked, whether the government has taken a view on the validity of those passed out from other institutes in the country, the Union Human Resources Development minister Prakash Javadekar today said the “matter is still under consideration.”

He was interacting with media persons on the achievements of his ministry in the year 2017.
Sources in the ministry said that over last few weeks, over 40 representations have come from different people who have asked the government to clarify its stance on the issue as thousands of people who have qualified as engineers since 2001 and are working in various organisations are now facing difficulty.

“In many cases, employers are putting question marks on their qualification and are threatening to remove them—so they are a harrowed lot,” a source in the ministry said.
The Supreme Court had cancelled the degrees on the grounds that the course offered by deemed universities via correspondence had not been approved by the AICTE.
It had also restrained all deemed universities across the country from continuing any distance learning courses from the 2018-19 without prior approval of the regulatory authorities.

DNB doctors express disappointment over removal of a clause for introducing single PG Board from the National Medical Commission Bill

NEW DELHI: Thousands of doctors across the country have expressed shock and disappointment over the removal of a clause for a single post graduate degree from the National Medical Commission Bill that was tabled in the Lok Sabha today.

The NMC bill, being introduced to overhaul the medical education in the country and replace the medical education regulator Medical Council of India, had earlier mentioned the merger of the Post-Graduation Board and the National Board of examination in the draft version.

But the clause has been dropped from the current version that was tabled in the parliament. While PG Board, under the MCI, awards MD/ MS (Doctor in medicine, Doctor in Science) degree to MBBS doctors, the NBE, under the Union Health and Family Welfare ministry, awards DNB (Diplomate of National Board), another post-graduation qualification but often considered inferior to MD/MS.
“India’s is the only country in the world that offers two types of PG qualifications to doctors and DNB doctors are always treated as inferior because they train at big speciality hospitals as opposed to MD/MS doctors who are attached with a medical college,” a senior member of the Association of DNB doctors told this newspaper.

 “While the health ministry, through a 2012 notification, had made it clear that both MS/MD and DNB doctors will be treated at par for all practical purposes, the discrimination will not end till there are two boards,” he said. “While the bill still talks about degree equivalence, it’s extremely disheartening that the merger clause has now been dropped.”

The association has about 30,000 members and it is now planning two write to the Prime Minister’s office and the health ministry to re-include the merger clause.

The association has also protested a recent MCI move to make it mandatory for DNB doctors to do three year senior residency in hospitals before they can start teaching at medical colleges. Doctors with MD/ MS degrees have no such compulsion.

The country produces 63,835 MBBS doctors but there are only 20,000 PG seats on offer. For about 15,000 doctors DNB is the route for getting specialisation, sources said.
The NMC bill, introduced in the Lok Sabha today, meanwhile aims to replace the MCI with a 25-Commission, with only five elected members. It is being formed to do away with “heavy handed regulatory control” over medical institutions and will also bring in a national licentiate examination at the end of MBBS course for doctors.

One of the mandates of the Commission is to ease the processes for colleges to manage undergraduate and postgraduate courses. Earlier, the MCI approval was needed for establishing, renewing, recognising and increasing seats in a UG course.
Under the new proposal, permissions would only be sought for establishment and recognition of medical colleges.

Mumbai: The Bombay high court has rejected a petition filed by a medical student seeking a transfer from Kolhapur medical college to one of the colleges in Pune or Mumbai on grounds that she suffered from asthma and climate in Kolhapur was not conducive for her. Court held that both cities were more polluted than Kolhapur, which would only harm her. The student was 37th on the merit list for transfer to one of the nine vacant seats in colleges in Pune or Mumbai and had failed to secure one, hence the petition.

A division bench comprising of Justices B. R. Gavai and B. P. Colabawalla was hearing a writ petition filed by Janki Shende, a first year student of Government Medical College, Kolhapur, seeking a transfer in the open category to any of the five colleges she opted for in Pune or Mumbai due to health reasons. The petitioner prayed that since she had not managed a transfer, the court should direct the Director of Medical Education and Research (DMER) to do so. After hearing the petition and DMER’s reply, the court stated that authority had observed the criteria of merit and since the student was 37th in the list of merit for the nine vacant seats, there was nothing wrong in the state not giving her the desired transfer.

The HC said that both Pune and Mumbai were more polluted than Kolhapur, and hence rejected the petition.

24-yr-old techie acquitted of murder charge

CHENNAI: A Mahila Court in Chennai has acquitted a 24-year old B Tech graduate of the charge of murdering a 32-year-old post-graduate medical student at her apartment at Kilpauk two years ago.
The murder sent shock waves across the State.

Holding that the prosecution had failed to prove the case beyond reasonable doubt, the Mahila and Sessions Judge R N Manjula on Thursday acquitted Debanath Harindam, a native of Agartala in Tripura, also residing in the same apartment along with his doctor brother, who was working in a multi-specialty hospital in the city.

Debanath was a student of a private university at Maduravoyal and appeared for final exam in May in 2015. The victim, J Sathya, was a native of Perambalur pursuing her first year MS in Obstetrics and Gynaecology at Kilpauk Medical college. She was sharing the accommodation with her college senior at Kilpauk. Sathya’s husband, Eshu, also a doctor, lives in Perambalur town with his two children.

The victim’s room-mate, found her dead in the apartment on August 20, 2015. Kilpauk police arrested Debanath.

Passengers worry over railway portal safety

CHENNAI: The arrest of two persons, including a CBI assistant programmer, by officials of CBI in Delhi, for their alleged involvement in selling illegal software to travel agents to book ‘tatkal’ tickets faster through IRCTC website has left rail passengers worried over safety of their personal records, including Aadhaar details.

According to CBI sources, Ajay Garg, a software programmer for CBI since 2012 had allegedly sold illegal software to book ‘tatkal’ tickets faster in IRCTC website to hundreds of travel agents across the country. He was supported by a travel agent Anil Kumar Gupta, who was also nabbed by CBI on Wednesday.

During ticket booking, the software would enable user to bypass the IRCTC captcha and bank OTP. In addition, it will also reduce the time gap set by IRCTC for generating PNR numbers. Thus, making bookings possible within 20 to 30 seconds. Hundreds of tickets can be booked at one go, said sources.
While the incident had solved the mystery as to how travel agents are able to get tickets for a train, many rail passengers raised concerns over the safety of IRCTC website and details of crores of passengers.

“At a time when government was forcing tatkal ticket booking through IRCTC by closing counters, safety of website must be ensured. How can an external software make an influence in the website of national transporter ? asked S.Mohan Ram, a former member of zonal railway users consultative committee, Southern railway.

He said lakhs of passengers personal details including Aadhaar had been uploaded in the website. Passengers feel insecure over possible misuse of the records, he said.

CBI inquiry revealed that Ajay Garg was a former employee of IT wing at IRCTC. He had sound knowledge on the vulnerability of IRCTC portal and developed a fake software to exploit it.

Passengers suspect that such software would have been sold to many travel agents in Tamil Nadu, Kerala and Pondicherry too. Despite waiting lists over 100 in IRCTC website for a long distance train, travel agents are able to sell confirmed tickets for the same train for excess fares in several congested routes, including Chennai - Kolkata, Chennai - Santrakachi, Chennai - New Delhi, Chennai - Coimbatore and Chennai - Tirunelveli.

“Earlier, IRCTC earmarked two percent berths for select travel agents who helped to increase revenue through other business. It was scrapped after 2010. But, they continue to book tatkal tickets ahead of rail passengers. Though such incidents happened openly, railway officials, RPF and Vigilance wing of railways remain mute spectators,” said a member of DRUCC, on the condition of anonymity.

The trend of train tickets getting booked in less than a minute was observed by many rail users in 2008. Though the issue was taken up with railway officials, it fell only on deaf ears, say passengers. K Baskar, a former member of Divisional Railway users consultative committees, Chennai said that in 2009, during rail users consultative meeting at Chennai a group of members raised suspicion over tatkal bookings through website in less than a minute when even the older version of IRCTC website was too slow.

IRCTC officials denied any possibility of misuse of passenger details.
