No PhD degree from PU in 3 years under UGC rules

PATNA: Research work, an essential component of university education, has taken a back seat in Patna University (PU), thanks to alleged indifference of the authorities concerned.

Academics say it is painful to note that the research work has come to a grinding halt as no fresh registration for PhD degree has been allowed in the university for more than a year. Even as the UGC's revised guidelines for PhD were notified in July 2009 and implemented by PU in 2012, not a single scholar of the university has been awarded PhD as per revised UGC guidelines.

The issue came up for discussion at the PU's academic calendar committee meeting held here under the chairmanship of vice-chancellor Y C Simhadri. Deans of different faculties at the meeting bemoaned the dilly-dallying tactics adopted by the authorities in promoting research activities. PU social science faculty dean N K Chaudhary said as per the revised guidelines, a six-month PhD course work was started in the faculty in January 2014 and fresh applications were invited from eligible scholars for registration in April. The applications of all the genuine scholars were cleared by the PG Research Council (PGRC) in May 2014. Their course work was to start in July, but the notification regarding registration of PhD scholars was suddenly cancelled by the university on June 8.

Since then, not a single meeting of the PGRC in any faculty has been held. Hundreds of applications are gathering dust in the university. In the meantime, the results of another pre-PhD registration test (PRT) conducted by PU have also been published.

PU science faculty dean Amarendra Mishra expressed surprise over the fact that research activities did not find any place in the PU's academic calendar. How can a university ignore research work while framing its academic calendar, he asked and added PU would soon lose all its credibility if it failed to promote meaningful research.

The number of PhDs awarded by the university has sharply declined following the implementation of the new regulations.
In 2010-11, as many as 216 scholars were awarded PhD degree while the number of recipients in 2011-12 was 212. In 2012-13, the figure slumped to 187 and in 2013-14, only 174 candidates were awarded the degrees.
