R K Nagar bypoll on June 27, metro will have to wait

CHENNAI: The byelection for Dr Radhakrishnan Nagar constituency in Chennai, where chief minister J Jayalalithaa is expected to contest in her bid to return to the assembly, will be held on June 27 along with bypolls to five other assembly seats across the country.

With the Election Commission announcing the bypoll schedule on Tuesday, the model code of conduct has come into force in Chennai district. No projects, including the first stretch of metro rail, work on which is nearly complete, can be inaugurated nor can any new schemes be launched until the entire election process is completed. The counting of votes will take place on June 30.

The bypoll was necessitated by the resignation of AIADMK MLA P Vetrivel last week, apparently to pave way for Jayalalithaa to contest. The AIADMK leader was sworn in as CM for the fifth time on May 23 after her acquittal by the Karnataka high court in the disproportionate assets case on May 11. If she wins, she could be back in the assembly by the time the next part of the budget session begins.

When the code of conduct, applicable in respect of the district within which the constituency falls, is in place, ministers and other authorities cannot announce any financial grants, lay foundation stones for projects and make promises like construction of roads and provision of drinking water. Advertisements in the media at the cost of public exchequer also have to be avoided.

"All schemes in Chennai, including metro rail, will have to wait," said a senior official. Even the opening of the annexe tower at Ripon Buildings, the headquarters of Corporation of Chennai, and a primary health centre will have to be put off.
