PIL seeks probe into fake nursing universities in 
state

`Class XII Students Targeted'
Fake and unapproved nursing colleges have come under the judicial scanner, with the Madras high court issuing notice to the Centre as well as the Nursing Council of India, on a PIL seeking an investigation into the racket.A vacation bench comprising Justice M M Sundresh and Justice R Mahadevan issued the notices, when the PIL came up for admission on Friday .
The PIL said students who have completed SSLC and Class XII are being targeted by such fake institutes which have mushroomed mostly in Thanjavur, Tiruvarur and Nagapattinam districts. Though the institutions have no statutory clearance to operate, they issue advertisements saying they have got approval from Bharathiya Seva Samaj (BSS) and National Council for Vocational Research and Training (NCVRT), the PIL said.
These two organisations are neither the governing body for nursing institutes, nor are they state machineries, the PIL said, adding that they were private organisations like a private trust. Though they do not come under the purview of Indian Nursing Council Act, 1947, the two organisations are giving `approvals' to fake institutions, the PIL said.
Some of these nursing colleges are offering catering courses also, the PIL said, adding that both courses were being offered without proper infrastructural facilities. Noting that these institutions had been admitting the students from backward and most backward communities in large numbers, the PIL said they were also able to get subsidy from the state government for the SCST students. It amounts to swindling the exchequer, the PIL said.
Though several representations were sent to officials highlighting the mushrooming nursing schools in the region, no action had been taken so far, it said.
The PIL was filed during the vacation of the high court because these institutions were targeting SSLC and Class XII students who have cleared their examinations this month. It urged the court to direct the Indian Nursing Council to conduct proper investigation and take legal steps against fake institutions which were functioning on the basis of an unauthorised approval and permission from BSS and NCVRT.
The regional director of department of employment and training, other health department authorities of Thanjavur, Tiruvarur and Nagapattinam, besides the nursing council, shall file their replies within eight weeks.
