Anna University has revoked
the suspension of former vice-chancellor Dr P Mannar Jawahar in an order
dated June 16 and exonerated him of all charges framed against him.
This was based on an enquiry by retd Justice T N Vallinayagam, former
judge of the Madras high court. This was after the university's
syndicate on June 5 resolved to accept the recommendations of the
inquiry officer and drop further action against him.
Jawahar will now
get his entire pension and other retirement benefits from November 1,
2013.
Jawahar was placed under suspension on October 28, 2013 in connection
with a case pertaining to largescale discrepancies in reevaluation of
exam papers. His superannuation wasthree days later, but he was not
allowed to retire and retained in service due to the pending inquiry
into the
grave charges against him.He joined the Centre for Industry University
Collaboration (CUIC) thereafter. Jawahar challenged the suspension in
the Madras high court.
It has been a long wait, as noted by Justice M Sathyanarayanan in his order on April 27, which gave a direction to the university to pass final orders in the disciplinary proceedingswithin six weeks of receipt of the order.
On February 25, 2016, Justice T Raja had passed an order directing the university to pass final orders with respect to the disciplinary proceedings within a period of three weeks, stating that there was no impediment. Despite that, Anna University did not pass any final orders. As the authority failed to take a call on the inquiry, he approached the madras high court seeking a direction to the university to pass final orders on the inquiry .
The state higher education department had issued a government order (GO) on April 22 after which the disciplinary proceedings and the inquiry report were to be placed in the syndicate, counsel for the respondents said.
Justice Sathyanarayanan noted that Jawahar lost not only his terminal benefits, but opportunities to serve good academic institutions after his retirement.
