In a significant policy shift, the Tamil Nadu government on Thursday cleared the decks for establishing two private universities in the State.

Higher Education Minister K.P. Anbalagan introduced Bills in the Assembly, providing for the establishment of Shiv Nadar University and Sai University. Later, they were adopted.

The principal Opposition party, DMK, opposed the Shiv Nadar University Bill and the Sai University Bill, 2018, at the stage of introduction.

While Shiv Nadar University will be established by the SSN Trust, floated by industrialist Shiv Nadar, Sai University is the brainchild of NASSCOM founder-member and philanthropist K.V. Ramani. As per the provisions of the Bills, the universities will be self-financing institutions and will not make any demand for financial assistance from the government. They would be allowed to establish constituent colleges, regional centres, additional campuses and study centres.
