SINGAPORE - An Indian national who viciously attacked another Indian national to rob him, then left his body under the Kampong Java flyover, was jailed 16 years and ordered to be caned 12 strokes on Monday after he pleaded guilty to culpable homicide.

Periyasamy Devarajan was 20 years old in 2012 when he bashed 31-year-old Raju Arivazhagen in the face and head with a rock, a branch and three concrete slabs each weighing 10.5kg to 13.8kg.

He was initially accused of murder but the charge was later reduced to culpable homicide. No reason was given in court for why the charge was reduced.

The High Court heard on Monday that the two men, both construction workers, were strangers but chanced upon each other when Mr Raju was looking for his lost wallet.

The two men had separately gone to Little India on the night of Feb 7 as it was the Hindu festival Thaipusam.

In the early hours the next day, Mr Raju went up to Periyasamy, asking if he had seen a black wallet.

Periyasamy replied that he had and pointed in the direction of the flyover. He then led Mr Raju to the flyover, intending to rob him.

Unknown to Mr Raju, Periyasamy had earlier picked up his wallet and threw it into a drain after taking the $20 and ez-link card inside.

At the flyover, Periyasamy attacked Mr Raju until he stopped moving, then took his mobile phone.

Periyasamy was arrested on Feb 12 after his identity was established through surveillance camera footage and intelligence.
