High Court Suspends Order Within Hours
District collector of Kancheepuram escaped a high court-ordered arrest by a whisker on Wednesday , when the court suspended its own order within hours, on a condition that farmers who lost land to power transmission project must get compensation before June 23.On Wednesday , Justice N Kirubakaran gave a jolt to the district administration of Kancheepuram by ordering the arrest of its collector, DRO and revenue divisional officer of a Chengalpet. He directed the state director-general of police to arrest them and produce them in court on June 23.
The judge was livid because despite several opportunities given for authorities to follow the central government's new compensation scheme and offer a package to land-losers in Vembefu and Kayar villages, nothing happened.
However, after the arrest order, government pleader MK Subramanian mentioned the matter in the afternoon and pleaded for court's indulgence. He also assured the court that the compensation would be paid immediately .
Justice Kirubakaran, wondering whether the very livelihood of farmers would not be hit if compensation is delayed, officials are hurrying up to pay only after the arrest orders.
Writ petitions were filed by the farmers seeking guidelines for the payment of compensation towards damages caused to them by erection of electric towers and transmission lines in their agricultural lands.
Since October 2015, when the government circulars were issued, they have been demanding guidelines for determination and payment of compensation.
There were also anomalies in determination of compensation package for both villages.
The court had, during earlier hearing asked the officials to iron out all anomalies and warned them of contempt proceedings if they failed to comply with court orders.
When nothing seemed to gave either it was constrained to take the extraordinary step of ordering their arrest.
