The Tamil Nadu government has decided to bifurcate Anna University and has named a committee of five ministers to consider issues that may crop up from the Centre’s decision to confer Institute of Eminence (IoE) status on the state’s premier technical university. The new institutions will be named Anna Institute of Eminence and Anna University.
Officials said that after getting the IoE tag, the university cannot affiliate engineering colleges. So, the government is creating a separate university for this.
College of Engineering, Guindy (CEG), Madras Institute of Technology (MIT), Chromepet, Alagappa College of Technology, Guindy, and School of Architecture and Planning will be part of the new Anna Institute of Eminence, sources in the higher education department said.
Anna University will have constituent colleges, regional centres and the affiliation centre, the controller of examinations office and a new campus, sources added. The new campus is likely to come up at the Central Polytechnic in Taramani.
As per the resolution adopted by the cabinet, the state government has sought a clarification on reservation and decided to form a committee to study the issue relating to bifurcation, higher education secretary Mangat Ram Sharma said in a government order.
Higher education minister K P Anbalagan, school education minister K A Sengottaiyan, electricity minister P Thangamani, fisheries minister D Jayakumar and law minister C Ve Shanmugam will form the committee, the GO said.
The ministers will be assisted by the higher education secretary, finance (expenditure) secretary and law secretary.
Earlier, the state government had sought a clarification from the Centre if Tamil Nadu’s reservation policy applies to the proposed institute of eminence.

In a letter datedDecember 12,the ministry of human resource development (MHRD) clarified that the existing 69% reservation policy will continuetobe applicabletoAnna University even after getting IoE status.
“The MHRD while giving further clarification has stated that all provisionsof thestate act,including reservation policy, under which the university was created will continue to be applicable to it even after getting the status of IoE,” the government order said.
Anna University is one of the 10 public institutions shortlisted for IoE status under which each institution would get up to₹1,000 crore in five years from the Centre.
Anna University vice-chancellor M K Surappa said no other public institution that was awarded IoE has changed their name to institute of eminence. “It is for our understanding and not to label an established university. Further, thecommittee needstolook at allissues related bifurcation and seek the opinion of eminent educationists,” he said.
“Theissues relatedto merger of the Anna University are yet to be resolved even after eight years,” he pointed out.
Previously, Anna University was split into five regional universities in Chennai, Madurai, Coimbatore, Tirunelveli and Trichy from 2007 for various reasons and the parent university was converted as non-affiliating university. The regional universities were then merged as single affiliating university in 2012.
The state may soon issue a letter of commitment to the MHRD for getting IoE status to Anna University.
