BENGALURU: The Department of Medical Education has directed the Rajiv Gandhi University of Health Sciences (RGUHS) to send the staff on deputation from other institutions back to their parent institutions.
Following allegations of not following norms while regularising several staff, Principal Secretary to the Medical Education Department M Lakshmi Narayana sent an official communication to the university in this regard.
The copy of the letter available with Express, reads: “As it is discussed and decided in the meeting held on May 8, we are directing the Rajiv Gandhi University of Health Sciences to send staff on deputation back to their parent institutes and also to submit a report on regularisation of 73 staff and 116 staff working on contract basis.”
The department also insisted that the Vice-Chancellor act immediately and send two deputy registrars and an assistant registrar back to their parent institutions. The instruction reads, “Vasanth Shetty and Dr Pranesh Gudur working as deputy registrars and who are from private institutions, and Ravindra Prasad from Kannada University Hampi should be sent back immediately.”
The Principal Secretary has also directed the university to cancel the decision to regularise the services of some Group D and Group C employees, whose services were outsourced. “There are some Group D and C employees who were taken on outsource basis and regularised without following statutes. Even the direction given by the High Court in a particular case was misunderstood. Typist Jyoti, driver Chennakeshava and electrician Vasanth Kumar, whose services were regularised, need to be considered as outsourced employees as earlier,” the letter said.
Reacting to this, RGUHS Vice-Chancellor Dr K S Ravindranath said, “The issue was placed before the Syndicate at a meeting on Friday. It was decided to send the details of all such employees who are in the university on deputation. The Principal Secretary, who is also the member of the Syndicate, was present at the meeting.”
Meanwhile, the three officials on deputation have approached the court, even before the university could initiate any action. The court has also issued a notice to the university in this regard.
PG Answer Script Scam
According to sources from the department, the decision to send back deputed staff was taken following the PG medical answer script scam that was unearthed in May/June 2014.
“Some university staff were suspected to be involved in the scam and following the allegations, the department has taken the decision and sent this communication,” said a source.
