Kuvempu University dismisses four employees

Cracking the whip on its eight non-teaching employees for their alleged involvement in the fake marks card scam, Kuvempu University has dismissed four of them and has decided to nullify the service seniority of four others.
A racket related to issuance of fake marks cards and awarding high marks to students by taking bribes in Kuvempu University was unearthed by the Bhadravati police in May 2012. The police had filed cases against nine non-teaching staff of the university for their alleged role in the irregular practices. Of the nine employees, one died during the course of the probe. In addition to the police probe, the university had also ordered for an internal probe into the irregularities. Based on the report submitted by the probe panel and the recommendation of the meeting of the Syndicate, the university in July 2015 had dismissed four employees — Shivakumar, Siddacharya, L. Ramu, and Ramesh — who were serving as junior assistants from service and had decided not to consider the present service seniority of Assistant Registrar Palaksha Naik and junior assistants Peerya Naik, Madan, and Thimmaiah for future appraisals.
The order passed by the university was questioned by the employees in the High Court on the grounds that second show-cause notice was not issued for them prior to initiating disciplinary action against them and that their statements were not recorded during the inquiry conducted by the university. The order passed by the university was quashed by the Court as second show-cause notice were not served for the employees and that their statements were not recorded during the inquiry. Following this, the university had re-instated all the eight employees in their positions.
After this, the second show-cause notices were issued for all the eight employees and their statements were also recorded. After following the due legal process, H.S. Bhojya Naik, Registrar of the university, passed an order on October 23 to dismiss four employees — Shivakumar, Siddacharya, Ramu, and Ramesh — who were serving as junior assistants from service and to nullify the service seniority of four others — Assistant Registrar Palaksha Naik and junior assistants Peerya Naik, Madan, and Thimmaiah.
